This report includes data acquired from U.S. Bomb Data Center (USBDC) Bomb and Arson Tracking System (BATS) database and Naval Surface Warfare Center Indian Head EOD Technology Division (NSWC IHEODTD) data warehouse. This report may not include all incidents. The data includes those reports pulled on a specific date from both BATS and JEOD portal. This summary report presents basic data at the time it was produced. As data management systems are updated, the possibility exists that the resulting information may differ from previously or future reported data.

A total of 727 incidents (Fire, IED, Ordnance, etc.) were reported in BATS.

Between 16 December and 22 December 2018, BATS and JEOD portal indicate approximately:

9 – ACTUAL: Improvised Explosive Devices (IED), Improvised Incendiary Devices, chemical over pressure devices, and modified or improvised ordnance.

6 – EXPLOSIONS: Intentional explosions, chemical over pressure device functioning.5 – HOAX: IED related incidents that involved a device fabricated to look like an IED and

that is intended to simulate one in order to elicit a response.

6 – ORDNANCE: These incidents involve ordnance (not on military installations), public safety Bomb Squad, and military EOD.

This report may contain the following information:AWARENESS: Unique suspicious package incidents, additional ordnance/explosive

information, etc. RECOVERY: Explosive, homemade explosive, improvised explosive, and precursors.

16 DECEMBER: PHILADELPHIA, PA – HOAXBATS ID # 958634: (U//FOUO-LES) "BDU personnel were directed to a multi-colored paper gift type bag. . . . X-ray images revealed batteries, wires, electronic components, several containers (one with a visible filler). These items had various screws attached. . . . recovered the following items:• One (1) Trendnet N300 wireless home router, Model TEW-731BR, S/N: C213503100440• One (1) Gogreen flashlight which contained 4 AA Batteries • One (1) candle in a glass container.• One (1) Aerosol Suave Hairspray Can.• One (1) Aerosol spray deodorant can of Old Spice "Swagger".• One (1) white plastic bottle with a partial label and black tape around top.• Several screws simulating alleged shrapnel.Above items were taped together with various color tape; several screws were attached also with hot glue."

BATS ID # 958492: (U//FOUO-LES) "A student posted on Snapchat, “I made a bomb don’t come to school tm” . . . showed police . . . the device. . . . determined that the object was a Hoax device and did not contain explosive material. The picture was an intact 36v lithium battery for a hover board."

17 DECEMBER: NUCLA, CO – ACTUAL

BATS ID # 958870: (U//FOUO-LES) ". . . found what he believed was an improvised grenade . . . the grenade appeared to be more of a grenade metal cast and the bottom had been sealed shut with an unknown epoxy. Near the top of the grenade, a hole had been drilled and also epoxied shut with some sort of string or improvised fuse coming out of the epoxied hole. While looking at the grenade, several electronic components and a soldering iron were observed . . . X-rays taken of the grenade initially showed there appeared to be something inside the body of the grenade. . . . [The contents of the grenade can not be determined until the grenade is safely disassembled.]"

18 DECEMBER: SPOKANE VALLEY, WA –ACTUAL

BATS ID # 958977: (U//FOUO-LES) "The grenade was steel, with the bottom hole filled in with metal material (possibly welded or ground down metal) and I noticed the letters stamped "RFX" on the body. I could see that the spoon was secured by a cotter pin and ring. . . . The [X-ray] image revealed a faint powder line inside the grenade. The fuze assembly appeared to be partially intact, but did not appear to be a standard military style fuze. Based upon the X-ray image and appearance of the grenade, I suspected it was in fact an altered grenade capable of detonation. . . . The grenade was sheared open and the powder contents partially spilled out. the powder was granular with a gray and silver appearance and appeared to be "flash powder." I noticed a small length of green cannon fuse that extended from the fuse area of the grenade into the powder. . . . The pin pulled from the device, and the initiator ignited the small length of cannon fuse. It burned quickly and rapidly which fully consumed the remaining flammable/energetic product in the assembly."

BATS ID # 958655: (U//FOUO-LES) ". . . THE COMPLAINANT . . . STATED HE HEARD WHAT SOUNDED TO BE AN EXPLOSION. WHEN HE WENT OUT TO INVESTIGATE, HE OBSERVED A BOX ON FIRE THAT WAS SITTING ON A SEMI TRUCK STEP. . . . BOMB SQUAD RESPONDED FOR A POST BLAST INVESTIGATION. ITEMS WERE PHOTOGRAPHED AND COLLECTED FOR PROCESSING. TWO ALUMINUM MILLER LIGHT CANS WERE COLLECTED AND INSIDE EACH CAN WAS PLASTIC CHIPS [THAT] LOOKED TO BE FROM A CUP ALONG WITH A FLUID CONSISTENT WITH GASOLINE. ALSO LOCATED WERE BATTERIES THAT WERE STRIPPED APART EXPOSING THE LITHIUM. A SOAP DETERGENT BOX WAS COLLECTED THAT LOOKED AS THOUGH IT CONTAINED THE BEER CANS DURING THE EXPLOSION."

21 DECEMBER: MESA, AZ – AWARENESS

BATS ID # 969235: (U//FOUO-LES) "Member of the Mesa PD Bomb Team responded to the Phoenix Mesa Gateway Airport after TSA located two suspicious items in a bag while going through screening. The items resembled IED's commonly called crickets. The bag owners, who . . . [were] juveniles, . . . [were] questioned. They stated the items were homemade fishing weights and that the CO2 cartridges were filled with clay. An X-ray of each item was not indicative of an explosive. In addition, neither CO2 cartridge had [a] timing fuse. Instead, a thick twisted wire, possible hangar . . . [wire], protruded from the fat end while the small end was filled with a screw."

Inside . . . [were] at least three metal pipe bombs and other items . . . it appeared that the items inside the bag were in very good condition, with no signs . . . [of] water or contamination . . . The round had been found in a local park by a grounds keeper that ran it over with their tractor. The POC sent pictures of the item which showed the projectile to be fired and the cartridge primer had been struck. . . . TL identified the round as a M918 40-MM projectile with a M169 cartridge attached."

(U//FOUO-LES) The Bomb Arson Tracking System (BATS) serves as the national repository for explosives and arson-related incidents as established by the Federal explosives laws. In 2004, the Attorney General mandated that "all of the Department's arson and explosives incident databases [be consolidated] into a single database, which is now known as the Bomb Arson Tracking System (BATS)”. This was reinforced in 2010 by the Deputy Attorney General's Office. Each participating agency administers their BATS account.
