important obstacle’ anymore

• Attracting customers remains important obstacle

Lessons for Korea?

• Create a common identity to the public

• Stimulate peer to peer learning

• Make it important, traditional growth model not

longer sustainable

• Government must learn from developments on the

ground, not other way around
