Most organizations do have a strategy; it is in the realization of the strategy where they suffer the most. Portfolio Management offers a critical and essential framework for linking government or business objectives to successful initiative, programs and projects. It bridges organizational strategy with both organizational development and sustainability. Portfolio balances adaptability with sustainability through managing demand and supply pipelines, while surviving the era of VUCA (HBR defines it as short for volatility, uncertainty, complexity, and ambiguity, and a catchall for “Hey, it›s crazy out there!”).

Portfolio Management offers the balance through the interconnected management of six domains:

1. Strategy Realization Management2. Governance – Organizational to Project3. Capacity and Capability Building4. Stakeholder Engagement5. Value Management6. Risk Portfolio Management

Portfolio Management is the missing link with top management for projects and programs to succeed. When top managers utilize a sound portfolio management framework, vision realization becomes a reality. Vision Realization Offices focus on strategy, performance reporting, PMO support, change management and communications. Portfolio Management offers the means for selecting the right investments and initiatives, and empowers the organization through monitoring the health of the various projects and programs. Accordingly, balancing activities are concluded.

Learning Objective: Understand how portfolio management can be implemented in practice to support both organizational objectives, achieve strategies and guide projects and programs through success.

1- OutlineTo be fully realized, Saudi Arabia’s 2030 Vision will require a major transformation, just as the world itself is transforming into the Knowledge Age. The KSA needs to understand the nature of this episodic global change, and how to fully and effectively employ Knowledge Management (KM) to become a competitive and vibrant society in the Knowledge Age. KM is the discipline that provides organizational leadership for the accelerating worldwide transformation that is optimizing human capital in the Knowledge Age.

2- The present, global situation is impacted by the transformational change caused by technologies that are disrupting the entire world economy and society. There are many serious complications caused by these disruptions. They need to be understood, else they will keep KSA from realizing its 2030 Vision.

3- My presentation will disclose the situation and disruptive complications, but focus mainly on the solutions that have evolved that will enable KSA to realize its objectives, which will include:

Define KM in that emerging context.Disclose the criticality of organizational knowledge in the Knowledge Age.Describe proven techniques to optimize knowledge creation, availability and use.How to ensure knowledge transfer and continuity for organizational sustainability.

Where is KM going? The outcome will be a vision of the way forward in the Knowledge Age, and proven knowledge of how to get there.

Douglas WeidnerMBA, MSIE is Executive Chairman and Chief CKM Instructor at the KM Institute.

Douglas is a widely-recognized leader-teacher, mentor, consultant and innovator in the fast-emerging KM field. He has a KM title as 1995 – Chief Knowledge Engineer, for a multi-billion $ firm, now Northrup Grumman. In order to ensure the success of KM as a discipline and career advancement of practitioners, he applies his proven knowledge management (KM) and Organizational Learning methods, tools, analysis, and enthusiastic spirit to energize and mentor individuals and organizations to peak performance-the people , their knowledge, and the discriminating, knowledge-based products and services that will surely evolve from strategic KM initiatives.

1- Outlinedesert technologies (dt) is an integrated PV solar energy platform with a proven track record as a PV developer, EPC and O&M contractor and a PV solar panel & product manufacturer through its 110MW capacity factory in Jeddah, Kingdom of Saudi Arabia (KSA). dt provides PV solar energy products & solutions for commercial, industrial, NGOs and government clients. dt’s range of activities includes on and off-grid systems, battery storage systems, hybrid solutions, solar streetlights, solar home systems & kits and electric vehicle charging infrastructure. An established PV IPP project investor, developer, builder, dt has executed five utility scale projects to date benefitting from finance arranged by the IFC (World Bank Group). During the workshop dt will provide insights into the development and management of two main project categories: Rural electrification and Electric Vehicles charging infrastructure.2- Rural Electrification16 % of the world population (1.2 billion) is without access to electricity and another 14% (1 billion) has unreliable electricity. Providing electricity, clean water, and data can change villagers’ lives dramatically. With the goal of addressing mass energy consumers in emerging markets, dt has developed the concept of Transformational Economic Centers (TEC) that grow into mini economic centers, and eventually into small cities. TEC are localized hubs serving villages, and include a solar PV micro-grid power plant, water treatment systems and data services. dt’s market strategy is based on involving >1,000+ villages into a single contract (EPC + Finance or IPP) that has already received solid initial interests from NGOs, Governments, and Commercial & Industrial Consumers.

3- Electric Vehicles Charging InfrastructureThe fundamental evolution in mobility creates a broad need for electrical vehicle infrastructure. Public and private networks of charging stations must be built to serve the expanding electric car market. Electrical supply systems must be upgraded, and retail locations, malls, supermarkets and office buildings must prepare to meet the needs of their visitors by offering EV charging services. In time, the charging stations will also become significant revenue source, much as petrol stations are today. The rise of electric vehicles will also create the need for massive new electrical capacity, much of which will need to come from renewable sources. dt’s is currently assisting global leader luxury car manufacturers to prepare its centers for the arrival of their first all-electric vehicles.

1- OutlineThe Red Sea project aims to create a tourist destination for global luxury tourists who are seeking unique experiences. The natural beauty, bio diversity and remote nature of the project, located on an archipelago with 90 islands sited alongside 200km of unspoiled coastline, presents development opportunities and challenges.

How can we protect against rising sea levels, have zero fossil fuel dependency, handle concentrated brine discharge, optimise our carbon footprint, preserve coral, seagrass and mangroves, and achieve a net positive environmental impact?

The absence of infrastructure in this remote location offers opportunity and challenges to meet these core project principles and particularly with respect to off-grid power and water generation, transmission and distribution.

OutlineThis Keynote describes 7 quantum computing themes for the renewable energy, O&G and chemical industries:1] The organizational-wide workflows required to leverage quantum computing & quantum communication technology2] Plant/Refinery/Corporate using quantum communications: ultimate transmission security; making possible an AST centralized A.I. expert systems3] Quantum Optimization: Dr. Papile led the global renewable task force for a majormultinational, including renewable ammonia and utility scale batteries. These systems will be used to illustrate:quantum optimization algorithms to increase efficiency in Renewable Microgrids;process up-time via digital twin scenarios in PV-generated NH3 & Urea.4] Big Data Anomaly Finding: Dr. Papile led the development [WO2018200278...] of thepreferred new process and catalyst for the 100s of kiloton/yr production of Bisphenol-A. Suchindustrial-scale processes may benefit from:real-time, big data analysis (contextual anomaly & pattern finding); mixed reality for on-site engineers (immersive gaming level);5] Finite Elements, Collision Problem, Integer Factorization and Mathematics Speedup:Quantum computing is particularly good at completing difficult mathematical problems in a fastertime-period than today’s classical CPU-GPU. These types of computations are currently animportant element to engineering and physics as well as “distributed trustless consensus:” (i.e.

Blockchain and cryptocurrencies) proof-of-work. These calculations currently benefit from low-temperature placement of GPU intensive parallel computing, which doesn’t use MENA’s blessing of great sunlight, yet ambient temperature quantum computing using KSA photovoltaic (PV systems) to doextremely fast proof-of-work (Hash Function, Integer Factorization...) could shift thelead role in global proof-of-work from cold-climate power to hot-climate PV.6] Seismic, electromagnetic modeling, and anisotropic depth migration applied to hydrocarbon exploration: quantum computing advances speed and accuracy.7] Future of the “IT world” is being re-written: now is the time for new players to flourish.

Competent Public Investment Management is essential to the development of Saudi Arabia. Public investment not only provides social infrastructure such as schools and hospitals, but also provides the economic infrastructure of roads, railways and communication networks to enable a modern private sector economy – a key objective of Vision 2030.There are three pillars to efficient public investment: strategic planning, budgetary control and project execution. A competent business case is essential to all three pillars and the global business case standard is the Five Case Model. This paper will first describe approaches to portfolio management that provide a Five Year Project Portfolio plan, consistent with the strategic plans of an Entity and its budget. It will then Introduce a business case method, the Five Case Model, that allows the development of:

• The Strategic Case and the need for the project• The Economic Case and the benefits of the project• The Commercial case for contracting for the work• The Financial Case, to confirm affordability• The Management Case, to check feasibility.

The paper will then conclude with a summary of the practical tools that Mashroat is providing to improve project execution, introducing its Stage Gate process and the ‘White Book’ of standard procedures.
