Minister of State for Home Haribhai Parathibhai Chaudhary said that a comprehen- sive package amounting to Rs 1,618.40 crore was announced by the gov- ernment in 2008 for return and rehabilitation of Kashmiri migrants which provides for many comprehensive facilities that includes funds for purchase or construction of house. "The package is being implemented by the Jammu and Kashmir government and so far one family has returned to the Valley availing the benefit of Rs 7.5 lakh for construction of house," he said in reply to a writ- ten question. The Minister said state government jobs have been provided to 1,446 migrant youths and 469 transit accommodations have been constructed in the Kashmir Valley and allotted to the newly appointed migrant employees under the CONTD. The iconic Taj Mansingh Hotel in the heartof the national capital will go under the ham-mer soon with the New Delhi MunicipalCouncil (NDMC) initiating proceedings aftergetting a go-ahead from the Union HomeMinistry for its auctioning.

The property, owned by the NDMC, wasgiven to Tata-backed Indian Hotels CompanyLimited (IHCL) on lease for 33 years.

The lease had ended in 2011 and IHCL wasgiven six temporary extensions to operate thehotel since then on various grounds.

The last extension was given on January 31as the NDMC could not hold an auctionbecause of the Model Code of Conduct forthe Delhi Assembly elections. The extendedlease agreement will expire on March 31.

“The MHA has recently given us a clearverdict that Taj (Mansigh Hotel) ought to beauctioned so we will be taking up the issueformally before the Council on March 20,”NDMC Chairman Jalaj Srivastava said.

The NDMC works under the administrativecontrol of the Union Home Ministry.

While the NDMC was in favour of givingthe first right of refusal to IHCL in case anauction took place, the Home Ministry hadargued that it might attract lowerbids.

A senior government offi-cial said the Delhi IntegratedMulti Modal Transit SystemLimited (DIMTS), whichoversees the stretch, had beenasked to carry out a feasibilitystudy and find out if it wasable to achieve the objectivefor which it was constructed.The report is expectedsoon.

According to a source, theDelhi Traffic Police too had,in October last year, suggested

to Lieutenant-GovernorNajeeb Jung that the BRT cor-ridor be scrapped.

In 2004, 34 BRT corridorshad been suggested for con-struction in Delhi. DIMTShad even carried out the feasi-bility study for six of thecorridors and detailed projectreports (DPRs) were preparedon two out of these six:Bhajanpura-Mori Gate andKarawal Nagar-Akshardham.However, a subsequent TrafficDemand Forecast Study in2010 made several observa-tions on the nature of roadusage in Delhi.

Based on the finding of thatstudy, DIMTS was asked toprepare DPRs for sevenpotential BRT corridors out ofa total of 14. The corridors areGandhi Nagar to Chila(10km), ISBT Kashmere Gateto Dilshad Garden (8 km),Gokulpuri to Karkari More (8km), Mukundpur to Kondli(26 km), Badarpur toAirport(25 km) and DhaulaKaun to Chhawla (20.3 km).

In the meanwhile, roadblocks continue to

hinder reconciliation between the warringfactions of AAP.

had sought to meet him along with other partyleaders. Later, reports said that Kejriwal hassaid that he would meet Yadav and Bhushan“soon".

Later, Yadav told reporters: “A dialoguewas initiated today. It was good. Talks havejust started.”

“It is not a matter of ego. They are friends.Discussions were held earlier too and willcontinue to take place in the future as well.”When the consensus is reached, it will berevealed, he added.

The discussions took place at a time whenYadav and Prashant Bhushan had sought timefrom Kejriwal for a meeting to put an end tothe ongoing controversy. A message was sentto Kejriwal last morning on behalf of both theleaders.

Though there was no response fromKejriwal to the SMS till late last night, theAAP leaders then met Yadav.

"We were bothered with what was happen-

ing in the party for the past few days. Westarted talks with Yogendra (Yadav) bhai. Thestart was good," Sanjay Singh tweeted.

Sources close to Yadav too echoed similarsentiments.

"There is peace after a three-hour sleep.There is peace now. We will be successful,"party leader Kumar Vishwas tweeted thismorning.

Over the past few weeks, AAP had beenembroiled in internal turmoil with leadersfrom both the camps making accusations andlevelling allegations against each other.

The Kejriwal camp had alleged thatBhushan and Yadav wanted the party to losethe Delhi Assembly Elections and wereattempting to remove the Delhi ChiefMinister from the post of AAP NationalConvener. In the course of the vicious in-fighting, Bhushan and Yadav were droppedfrom PAC, allegedly at the behest of theKerjiwal faction within the party.

Later, a letter war and sting operationsinvolving Kejriwal embarrassed the party.

Kejriwal held a range of meetings with his six cabi-net ministers, apart from having a long discussion withDeputy Chief Minister Manish Sisodia, a long-timeconfidant. "He met all the minsters. He was apprised ofall the decisions taken during his absence," a govern-ment official said. Kejriwal, who holds no portfolio,returned here on Monday night, cured of his chroniccough and high blood sugar.

"He also took stock of the achievements of his gov-ernment in its first month in office," the official added.

Kejriwal became chief minister on February 14 afterthe Aam Aadmi Party (AAP) swept the Delhi assemblyelection, bagging an incredible 67 of the 70 seats.

Delhi and its surrounding areas, theNational Green Tribunal sought the DelhiGovernment’s views on taking off theroads diesel vehicles that are over 10years old. The Tribunal also sought “theexact number of diesel vehicles on Delhiroads and their impact on ambient airquality”. It noted that levels of nitrogendioxide, particulate matter, carbonmonoxide and benzene, a by-product ofdiesel burning, exceeded prescribed stan-dards. “Presence of pollutants in theambient air quality of Delhi is a matter ofconcern for all stakeholders. Humanhealth is a right to life and this must takeprecedence over all other commercial andinfrastructure projects. The existing stateof affairs, as the scientific data undoubt-edly indicated the problem, is very severeand its results would be ghastly.”

On November 26, 2014, the NGT hadordered that all vehicles — diesel orpetrol, public or private — that are over15 years old shall not be permitted to plyon the roads. “The NCT of Delhi to sub-mit its views as to why all diesel vehicles,whether commercial or personal, plying

in Delhi for over 10 years be not taken offDelhi roads,” NGT chairperson JusticeSwatanter Kumar ordered on Monday.

Following a Tribunal order, the CentralPollution Control Board and the DelhiPollution Control Committee had earlierthis month randomly inspected 15 old and15 new low-floor DTC buses. It was dis-covered that six buses did not adhere tothe prescribed pollution control checks.Leaving no scope for a lackadaisical atti-tude, the Tribunal ordered that “all sixbuses be taken forthwith off the Delhiroads”. Meanwhile, an NGO had movedcourt praying that hawkers and vendorsnot be removed from the streets in LajpatNagar in the name of decongestion ofroads and easing traffic to cut pollution.The Traffic Police had proposed earlierthis month that rickshaw-pullers andstreet vendors be removed from LajpatNagar as they were causing traffic con-gestion. “Everybody comes claiming thisis my right. Nobody is opposed to rick-shaw-pullers and street vendors.Everybody knows it is very hard on theirlife. You see the situation in Lajpat Nagar.An 80 feet road is reduced to mere 10feet,” the Bench remarked.

NGT seeks reply on proposalto ban old diesel vehicles

The application to place aCD of the video and other docu-ments was mentioned before abench of justices BD Ahmed andSanjeev Sachdeva which allowedit to be listed tomorrow before theappropriate bench. The applica-tion was filed in the PIL by lawstudent Vibhor Anand who hassought broadcast of the documen-tary. The matter was alreadyscheduled to be heard tomorrowby the bench of Chief Justice GRohini and Justice Rajiv SahaiEndlaw.

On March 12, the court hadobserved that media trials tend toinfluence judges by subcon-sciously creating a pressure.

The observation was made by

the bench headed by Justice BDAhmed before whom the PILs ofAnand and two other law students- Arun Menon and Kritika Padode- were listed as the bench of theChief Justice was not sitting onthat date. The court had also saidthat although it is prima facie notopposed to airing of the docu-mentary, it should be releasedafter the Supreme Court decideson the appeals of the convicts inthe matter. The court was also ofthe view that the documentarycould "interfere with the justicesystem" but had refused to passany interim orders saying it has tobe decided by the appropriatebench - of Chief Justice.

Gandhi said "democratic, secular and for-ward-looking forces are determined to defeatthe Modi government`s designs" to promotecorporate interests at the cost of farmers bytaking away their land.

Shouting slogans like "Narendra Modihosh me aao (come to your senses)" and"Modi sarkar hai hai (Modi governmentdown, down)", the around 100 MPs, led byGandhi, and Congress` Ghulam Nabi Azadand Ambika Soni, with Sharad Yadav andleaders of other parties, marched the aroundone km distance from Parliament House toRashtrapati Bhavan.

Around 20 of them went in to submit thememorandum -- signed by 28 leaders -- to thepresident.

The two-page memorandum said "all theprogressive, secular, democratic forward-looking forces are determined to defeat theModi Sarkar`s design to promote divisionand social disharmony.

"We request Rashtrapatiji to intervene toprotect the interests of the kisans (farmers),and impress upon the Modi sarkar, not to goahead with the amendment in the RajyaSabha."

The ruling BJP-led National DemocraticAlliance which is in majority in the LokSabha passed the Right to Fair Compensationand Transparency in Land Acquisition,Rehabilitation and Resettlement(Amendment) bill, 2015, with nine amend-ments.

However, it looks destined for tough timesin the Rajya Sabha where the oppositionholds the upper hand.

The united opposition is demanding thatthe amendments should have been consid-ered by a standing committee before beingtaken up in parliament.

According to the opposition memorandum,the bill does away with the crucial SocialImpact Assessment (SIA) clause which isessential to safeguard the interests of farmersand land owners and to ensure that multi-cropped land would be only acquired as a lastresort.

The memorandum says the amendments doaway with the requirement of consent of landowners for a number of key private projects.

The march saw sworn enemies, theTrinamool Congress and the Left, cometogether to be part of the 14 party combine.The Bahujan Samaj Party of Mayawati wasnot present.

Besides the Congress, the 14 political par-ties included the Samajwadi Party, JD-U,Janata Dal-Secular, the DMK, theCommunists, Trinamool Congress and theNationalist Congress Party among others.

"This is a historic march. All parties are init together and we hope the Modi governmentis watching this march," Trinamool leaderDerek O`Brien told reporters.

The bill was passed in the Lok Sabha earli-er this month amid stiff protest.

However, the government is yet to presentit in the Rajya Sabha, where it lacks majori-ty.

Even social activist Anna Hazare hasreportedly written to the opposition partiesasking them to oppose the bill when intro-duced in the Rajya Sabha.

He had also held a two-day protest againstthe bill at Jantar Mantar last month andthreatened mass agitation if the bill is passed.

such a stand (supporting the Act) expecting areturn favour," CPI(M) state unit Secretary GRamakrishnan said here.

However, he declined to elaborate whenasked what the 'return favour' meant, sayingit was up to the journalists to make it out.

Ramakrishnan was responding to a queryon AIADMK supporting the controversialBill in the Lok Sabha and its chief JJayalalithaa explaining in detail why herparty had backed it.

Earlier, DMK chief M Karunanidhi hadwondered if AIADMK's supporting the BJP'sLand Act had to do anything with its partychief Jayalalithaa's appeal against her con-viction in the Rs 66.66 crore assets case, inwhich the Karnataka High Court hadreserved the judgement.

Ramakrishnan recalled that though UnionFinance Minister Arun Jaitley's meeting withJayalalithaa in January was billed as a 'cour-tesy call,' the ruling party in Tamil Nadu hadlater supported the Centre on the increase inFDI cap in insurance and had now backed theland act.

He said the AIADMK, had howeveropposed the Land Act brought in by the pre-vious UPA government in 2013.

Although he tactfully avoided namingnames, singling out Lashkar-e-Taiba madeclear the source of the "systematic state sup-port." The terror group is based in Lahoreand operated training camps in Pakistan-administerd Kashmir, a fact acknowledgedby the US State Department.

"Reports indicate these groups are mutat-ing into more virulent forms, in a regionalready impacted by terrorism," Mukerjiadded. "The Council must act against thisthreat with a sense of urgency."

Ban's report said that "the rise in the over-all number of security incidents recordedindicates a mounting challenge to the Afghansecurity forces from insurgent groups."

Highlighting the growing violence, it said,

"In 2014 there were 22,051 recorded (insur-gent) incidents, which surpassed those of2013 by 10 per cent. In terms of incidentsrecorded over the past 13 years, 2014 was thesecond-highest, after 2011."

"Caste, though a prominent factor, cannotbe the sole factor of determining the back-wardness of a class," the bench said, whilereferring to the historic judgement renderedby a larger bench on the implementation ofthe Mandal Commission recommendationson OBC reservations.

"Neither can any longer backwardness be amatter of determination on the basis of math-ematical formulae evolved by taking intoaccount social, economic and educationalindicators", the court said.

The bench also said the "possible wronginclusion of a class in the past cannot be abasis for the further wrong inclusion."

Determination of backwardness, the courtsaid "must also cease to be relative; possiblewrong inclusions cannot be the basis for fur-ther inclusions but the gates would be openedonly to permit entry of the most distressed.Any other inclusion would be a serious abdi-cation of the constitutional duty of the state".

It also noted that the inclusion of political-ly organised class like Jat would adverselyimpact the welfare of the other backwardclasses.

"We can't agree that politically organisedJats are backward class so as to be entitled toOBC reservation."

The bench said though the Union of Indiais empowered under the constitutionalscheme to provide reservation to a particularclass but it cannot be permitted to do so onthe basis of a decade-old-finding about thebackwardness of a caste.

The picture of hundreds of peo-ple lining the road showeringmarigold petals on an ambu-

lance as it sped past on an empty roadin Vijayawada, during daytime,brought tears to my eyes. I was puz-zled by this strange emotion, unpre-pared for the tears welling up withinme however fleeting they may havebeen. To see hundreds of peopleshowering marigold flowers on anambulance, led by a pilot car whosesiren announced the urgency of itspurpose, was difficult to explain.Something very special was takingplace, something the people seemedto collectively understand andendorse. With their marigold flowers,they had come to salute and confer asacred status on the passing ambu-lance. In it was the heart of a youngman who had just been declaredbrain dead and whose family, after abrief period of counselling, in asupreme act of humanity, gifted it toanother human being. For someoneto perform such an act of humanity,at a time when they are strugglingwith the pain of loss, is an act of tran-scendence that only the gods canunderstand. And perhaps even theycannot.

Of collective will

V. Raju’s photograph, alongside anarticle by P. Samuel Jonathan titled“Brain dead man gives life to 8 peo-ple”, clearly moved me. It seemed totouch something deep within and Ifelt the need to comprehend not justthe tears but the whole episode sinceit contained more than just a person-al emotion. Was it the sense of humil-ity that the story produced in mewhen I reflected on the gesture of asister donating the heart of her lovingbrother to a complete stranger? Wasit some deeper understanding of themeaning of life that she had, or per-haps some spiritual feeling of humanoneness, that produced such a self-less act? Was there no anger at life’sirony that another can live becauseone’s loved one has died? Or envy oreven self-pity? Where did these emo-tions go? Did the sister see, in thegift, her brother living on? While thatseems a credible explanation, thegesture in fact says much more.

Saving the life of another alsoappeared to count. I wondered if Iwas humbled by the spectacle of the“collective will” in action as peoplestepped out of the path of the ambu-lance, and waited on the side of theroad so that it would not be delayedeven for a second. The marigoldpetals being showered on a heart thatwas not beating, but that containedthe gift of life, had something meta-physical about it. I needed to pursue

these thoughts a little more.

I did a Google search with thewords “green corridor for heart trans-plant” and was amazed at the storiesthat appeared on my screen. Chennai.Bengaluru. Vijayawada. Hyderabad.Hearts donated by grieving relatives,harvested in one place and taken toanother to bring relief to an anxiousfamily. A heart carried from one hos-pital to another, in Chennai duringpeak time, in 21 minutes on a routethat normally took more than anhour, ending in a successful trans-plant. A heart being airlifted fromBengaluru to Chennai in record timeto save the life of a woman whoseown heart was fading. From theInternet, one read of many cases,within a city, and in some instancesacross two States, as families, coun-sellors, hospitals, doctors, ambulancestaff, airport authorities, aircraftcrew, city authorities, police and thecommuting public, cooperated tomake the heart transplant a success.The green corridor worked. And justas I was preparing to formulate a the-

sis about the superior civic virtues ofthe emerging new public in the Southof India, of the South’s expressivehumanism — since the numbers werecoming mainly from Bengaluru,Chennai, and Hyderabad — I read inearly March of a similar green corri-dor which was successful in trans-porting a heart from Gurgaon toDelhi. It was clear that the time hadcome to look at the many elements ofthis new humanism.

“For someone to perform such anact of humanity, at a time when theyare struggling with the pain of loss, isan act of transcendence.”

The first is the counsellors at thehospital who assist the grieving rela-tives to bear their loss and also tothink about allowing the cadaver tobe harvested for its organs so thatanother can live. This requires notjust courage, but also deep empathy,to approach a family in the middle ofits sorrow and to ask its members toconsider the donation of the heart ofthe loved one, who has just beendeclared brain dead, to another. Forthe family to give up the hope thatthe loved one will live again, toaccept death, and then to think abouta gift of the heart to another is an actof spirituality that every priest, ofevery religion, must talk endlesslyabout. The counsellor’s job is per-haps the hardest in the world. Yet,some people opt for it because of acommitment to humanity. The fami-lies of the deceased, in their act of

giving, display a quality of sprit thatcan both humble and elevate us.Many vipassana camps may not beenough to comprehend the enormityof the gesture.

The system’s response

The second aspect is the hospitalauthorities and the relevant govern-ment body tasked to ensure that theorgan donation and transplant are

legal. The emergence of a systemwhich ensures that the donation iswithout coercion or inducement,which coordinates with the varioushospitals involved in the transplant,which maintains a database of needypatients so that various persons canbenefit from the donation of multipleorgans, which communicates the pos-sibility of such a donation to thereceiving hospitals, which does thisin a short time frame, since time is ofthe essence, in other words a systemthat removes all the constraints forthe transplant to be successful, is asystem that we must salute.

The third element is the police andthe city authorities. It is easy, as isoften the case with governmentauthorities, to negatively respond to arequest by enumerating the manyobstacles that lie in its way. Thesemay relate to rules, or to deliverylogistics, or to social behaviour. Bornfrom years of habit, the immediateresponse of a government official, toan unusual request, is to deny thegranting of it. Such negativity is eas-

ier to live with since it is a no riskstrategy. So, suddenly to witness adifferent response from the policeand the municipal authorities whoprepared and imposed a “green corri-dor” on the travelling public —where all the traffic lights on theroute to be taken by the ambulancecarrying the donated heart are keptgreen and all other lights of roadsleading to the corridor are turned red— is again a response by the govern-ment that can only be applauded.

The fourth aspect is the effort ofthe ambulance and aircraft crew.Reading the reports, one got an ideaof their sense of purpose. As onedriver stated, after a particularlytense drive, carrying a heart from onehospital to another in the same city,was for him the drive of his life.Also, of another life. For him, theanxiety of not succeeding, of lettingdown the patient waiting for theheart, of dealing with the uncertaintyof driving at speeds in excess of ahundred, on an Indian road, where adog or a cow or a child may sudden-ly cross the road, despite the bestefforts of the police, was an anxietythat had to be endured. Many peopleacross some Indian cities have risento the challenge and delivered ahealthy heart from one hospital toanother.

The fifth aspect relates to the doc-tors and nurses at both ends, thosewho remove the heart from thecadaver and those who prepare thereceiving patient for the transplant.They have to believe that it will bedelivered, that the system will workand that they must play their part inthe long chain of success. The receiv-ing team has to check all parametersand keep the patient operated andready. For all of them this is not busi-ness as usual but a commitment tothe Hippocratic oath of saving a life.The numbers of such doctors aregrowing.

Expression of fraternity

The final element is the publicwaiting for the ambulance to pass.Patiently. Respectfully. Such publicshave emerged across many cities inIndia. Spontaneous publics moved by

a higher purpose than just self-inter-est. It is the first light, I hope, of anew India. What seems so natural inthe picture, of people lining up at theside of the road to let the ambulancepass, is actually quite extraordinary.In the picture we see hundreds ofpeople suspending their self-interest,and instead of rushing home to dotheir personal work as they would ona normal day, willingly waiting bythe side of the road for a heart topass. Can we read in this behaviourtheir subscription to an idea of thepublic interest and the commongood?

Let us now look at all these ele-ments together. There are no caste,community, or gender biases here.None of India’s prejudices can beseen in this act of giving life to totalstrangers. What we see instead is theother as part of the self. How differ-ent from the politics of today wherethe other is regarded as a hostileother, to be hated and excluded fromour public life. Will this expressionof fraternity become a movement andreplace the politics of hate that istoday being sown? I remember read-ing, several years ago, of an elderlyupper caste gentleman in Bengaluruwho had been hit by a car when onhis evening walk, who wept when hehad been told that the person — whohad travelled many miles on hisscooter at night, after the hospital hadcalled the latter and asked him todonate his blood belonging to a raregroup — was a gentleman whobelonged to a community that he hadmaligned all his life. The old manwept for a wasted life. He wept forhis smallness of spirit. My thoughttrain, which had started when I sawthe picture of people waiting for theambulance to pass, now continued.Why is it, I wondered, that we canreceive blood and a heart from anoth-er, without worrying about caste,creed or gender, but we cannot wearanother’s skull cap?

The recent cold-bloodedmurder in Dhaka of U.S.-based writer Avijit Roy,

who fought for a more liberaland secular Bangladesh, byIslamic radicals, holds an impor-tant lesson for the global liberal-Left.

The liberal-Left’s response toa string of events across theworld — the attack on a culturalcentre in Copenhagen for host-ing a debate on Islam and blas-phemy, the attack on CharlieHebdo cartoonists for ‘insultingthe Prophet,’ the flogging of lib-eral Saudi blogger Raif Badawi,and the anti-Islam protests inGermany — exposes the cracksin its discourse surrounding vio-lence perpetrated by religiouszealots. The liberal-Left’sdenunciation of such attacks hasbeen mostly ambiguous, raisingdoubts over its commitment tothe values that it claims todefend.

‘Tolerating’ differencesHaving accepted the privi-

leged position of capital, a sec-tion of the liberal-Left has beenaccused of resorting to the ‘cul-turalisation of politics,’ whereinall social schisms are seen as theresult of ethnic, racial or reli-gious differences. The solution,we are told, lies in simply ‘toler-ating’ these differences. InEurope, the liberal-Left intelli-gentsia seems to be losing out tothe Right: its response to theRight’s systematic campaignsagainst minorities and immi-grants has not been to attack thesevere austerity measures orunjust immigration laws. Norhas it been able to carve out aspace for atheists, liberals andex-Muslims to criticise their cul-tures and religion — withoutbeing co-opted by the EuropeanRight. Instead, it has tried tosmear those who look criticallyat faith and culture with chargesof xenophobia, ‘Islamophobia’and racism.

The liberal-Left has often

defended practices of someminority cultures, such as privi-leging of males in religiouscourts, under the pseudo-liberallogic of “accommodating cul-tures in their own terms.”

The result is that large sections

of the native working class in theWest perceive immigrants andtheir cultures as being privilegedover others in Europe, a conti-nent bogged down by severeausterity measures and risingunemployment.

While several high-profilesecular intellectuals — like neu-roscientist Sam Harris and evo-lutionary biologist RichardDawkins — have been accusedof ‘Islamophobia,’ the list curi-ously includes many Muslimsand ex-Muslims who are striv-ing to create a narrative againstpolitical Islam.

Maryam Namazie, an IranianCommunist party worker onexile in the U.K., has been calledan ‘Islamophobe’ for her ‘OneLaw for All’ campaign againstSharia law in Britain. AyaanHirsi Ali, a Somali-bornAmerican writer and activistwas harshly criticised by theLeft for leading a campaignagainst female genital mutilation— a procedure that she under-

went herself and which is preva-lent in some Muslim communi-ties (though the Holy Korandoes not prescribe it). In a con-versation with Dr. Dawkins, Ms.Ali compared the criticism shereceived from the liberal-Left to

traditional racism in the West,saying, “If the genitals of littlewhite girls were being cut off,there would be enormous out-rage.” Similarly, in a debatehosted by American politicalhumorist Bill Maher, religiousscholar Reza Aslan and actorBen Affleck insinuated thatthose who claim a direct linkbetween Islam and the violenceare just “gross and racist.”

In an interview to the NewYork Times Magazine, Dr. Aslansaid people bring their values totheir religion. In other words,widespread misogyny in WestAsia and other nations in Asiahas nothing to do with religiousconditioning, but is somehowthe result of a person’s ethnicityand place in which a person wasborn.

The liberal-Left has consis-tently argued that religiouslymotivated violence is simply afunction of racial discrimination,lack of opportunities and pover-ty, downplaying the role of reli-

gion even if the perpetratorsexplicitly say so.

While these factors have to beacknowledged, is it also not afact that tens of thousands ofyoung, educated and middleclass Muslims from liberal soci-

eties in the West are joining theIslamic State in Iraq? JihadiJohn, who featured in the videosshowing beheading of captivesby the Islamic State, is an exam-ple: he grew up in London andhas a degree in ComputerScience. In such a scenario, weshould not just condemn the actsof such groups, but criticise theirutopia itself.

Even as some of its State units — within and outsidegovernment — have shown a zeal in seeking totoughen laws on cow slaughter, the Bharatiya

Janata Party (BJP) has nationally been more guardedabout the issue. The BJP government in Haryanaannounced that it is instituting a law that provides for a10-year prison sentence for those caught slaughteringcattle. In doing so, it has taken its cue from its counter-part in Maharashtra which extended the ban on cowslaughter to all cattle, even as two other BJP-ruled States,Jharkhand and Rajasthan, are considering similar legisla-tion. Reports also suggest that in West Bengal — a Statethat permits cow slaughter with a “fit for slaughter” cer-tificate — the BJP State unit is seeking to deploy vigi-lante groups to prevent the ferrying of cows toBangladesh for slaughter. This activist zeal by the BJP inthe States contrasts with the party’s national position.While Prime Minister Narendra Modi had attacked the“pink revolution” — the export of cattle meat — duringlast year’s general election, his government has notchanged its meat export policy since then. That policyprohibits the export of the meat of cows, bulls, calves,any milching bovine or calves less than four months old.Only the meat of non-milching buffaloes, along with thatof goats, is allowed to be exported. Even though mostStates, except Kerala and parts of the northeast, havelaws of varying degree banning cow slaughter, it is a sen-sitive subject. Beef and buffalo meat are sources of cheapprotein not just among sections of the minorities, but alsofor poor Hindus. The BJP has also not forgotten a speechmade in the Lok Sabha by the late G.G. Swell, an MPfrom Meghalaya, in 1996 during the party’s 13-daytenure in government. On that occasion, Swell spokeabout the intolerance of the BJP and its inability to acceptthat in parts of India, including large swathes in thenortheast, beef is a cultural, culinary preference. Morerecently, in Kerala, leaders belonging to the Congress andthe Communist Party of India (Marxist) have describedthe efforts by BJP-ruled States as a “sign of increasingencroachment of personal liberty and democratic free-dom”. While Central ministers have ruled out a Centrallaw as livestock is a State subject, even hardlineHindutva-oriented BJP MPs like Yogi Adityanath say thatit is important to let the government focus on develop-ment for some more time. The national executive of theBJP has remained silent on the issue since its governmentcame to power. Clearly, the party will calibrate its posi-tion on the issue in the long run, not letting it distractattention from its reforms agenda.

Unmanned Aerial Vehicles(UAVs), fast-attack craft and all-terrain vehicles (ATVs) willsoon bolster the dominion powerof the BSF deployed to guardthe marshy and arid Rann ofKutch region along the Indo-Pakborder.

The country's 'first line ofdefence' is also planning to sta-tion some all-weather floatingvessels near the disputed watersin the region including aroundSir Creek and Harami Naalaareas, a top BSF commandersaid.

"The border guarding force isvigorously pursuing to getUAVs and we are very hopefulthat very soon we will be able toget these," BSF InspectorGeneral (Gujarat Frontier)Santosh Mehra said.

Mehra said, as of now, routinesorties by UAVs are being car-ried out by the Indian Air Force(IAF) on the request made byBSF along the 850-km stretchon the Indo-Pak border.

The patrolling in the marshyKutch region, which is currentlybeing done by foot soldiers andfour all-terrain vehicles, will fur-ther be enhanced with the induc-tion of more all-terrain vehicles(ATVs), the IG said.

The demo of the ATVs havebeen taken and some customisa-tions are being done by the sup-plier firm as per the suggestionsmade by the BSF, Mehra said,without disclosing the exactnumber of procurements to bemade.

"We have projected require-ment for getting more ATVs. Iwould not like to mention theexact number, but a very large

number of ATVs will be coming,not only in terms of numbers butvarieties also," Mehra said.

Also in the pipeline are fast-attack craft that the force hasbeen seeking for sometime tofacilitate quick action along thevast stretches of the Great Rann.

"We are also getting fast-attack craft very shortly. A teamhas recently visited the UnitedStates of America. It had been inthe pipeline for quite some timebut maybe in the next three-fourmonths we will be able to getfast-attack craft that will be ableto move at very short notice,"Mehra said.

"Their range is more, they areable to move at faster speed, cancarry more number of individu-als and they have greater stabili-ty," Mehra said, speaking aboutthe capabilities of the soon-to-be-inducted warship.

Informing that the Stategovernment has invited theRoadways Unions for discus-sion on their demands today,Punia said, "Let's see whatwill be the outcome of thismeeting after which we willtake a call on future course ofaction."

Meanwhile, a Haryana gov-

ernment spokesman said herethat Principal Secretary,Transport, Avtar Singh andTransport Commissioner,Ashok Khemka and otherofficials will hold talks withthe Roadways Unions.

The Punjab and HaryanaHigh Court has directed theState government, "to issuetime table strictly in accor-dance with the Stage CarriagePermit of each petitionerunder the 2013 policy", thespokesperson said.

SURAT, MARCH 17A man working as a courier of a

city-based diamond firm allegedlydecamped with 2,500-carat roughdiamonds worth Rs 3 crore, forc-ing the owner to file a case ofcriminal breach of trust against hisemployee, police said on Tuesday.

"Owner of Shree Ram Krishna(SRK) Exports in the city'sKatargam area filed a complaintagainst his employee SagarRamesh Kapuriya of criminalbreach of trust after he decampedwith 2500-carat rough diamondsworth Rs 3 crore," police inspectorPramodkumar Deora, investigat-ing the case, said.

Police has filed a case underSection 408 of the Indian PenalCode (IPC), which stands for crim-inal breach of trust by a servant ora clerk.

When asked if the police has

charged Kapuriya for theft, Deorasaid that the case pertains only to abreach of trust and not theft, sincethe employee served there for threeyears and he decamped with thediamonds, by breaching hisowner's trust.

Kapuriya, who had been work-ing as a courier for SRK Exports,was given the task of supplyingrough diamonds to another unit ofthe firm yesterday, Deora said.

He collected the rough diamondsfrom one unit of SRK Exports, buthe did not hand them over to itsother units, Deora said.

Meanwhile, the police has col-lected crucial closed circuit televi-sion (CCTV) camera footage fromthe diamond firm, which has cap-tured Kapuriya's act of taking dia-monds from the office.

The police has also formed threeteams to nab him, Deora said.

"The total revenue of thestate including central devolu-tion by way of share in taxesetc would be in the vicinity ofaround Rs.18,000 crore for thefiscal 2015-2016, and Jammuand Kashmir is likely to havean annual budget of Rs.50,000crore in 2015-2016," ShakeelQalandar, a local industrialistand member of civil society,told IANS.

"On the other hand, oursalary and pension bill for gov-ernment employees wouldshoot up to Rs. 20,000 crore,the expenditure on electricitywould be around Rs.5,000crore out of which our revenuein this sector would be aroundRs.2,000 crore leaving a cashloss of Rs.3,000 crore whichneeds to be addressed," headded.

Qalandar said Drabu`sbiggest challenge would begeneration of revenue fromstate`s own resources, address-ing the growing unemploymentand to achieve the balance oftrade.

"We import goods worthRs.4,500 crore annually. Thefinance minister has two

options to achieve the balanceof trade. This can be done byincreasing exports through pro-ductive investment since curb-ing imports, the other option,might not be commercially pru-dent.

"The finance minister cannotimpose fresh taxes for revenuegeneration since the people ofthe state are already taxed tothe optimum. Imposing freshtaxes would not be wise in thebackdrop of the people`s suf-fering due to last year`sunprecedented floods,"Qalandar said.

He, however, stronglydefended Drabu`s concept of azero deficit budget which thefinance minister`s adversariesin the opposition NationalConference have labeled as"mere jugglery of figures".

"Drabu`s concept of a zerodeficit budget does not justmean bridging the gap betweenincome and expenditure. Hisbasic concept of a zero deficitbudget means not to carry for-ward liabilities in terms of fundallocation for projects/schemesnot completed in time - as hasbeen fiscal practice for fivedecades in the state.

"This practice always result-ed in cost overheads besidescreating additional liabilities onthe state. The minister believesschemes to be completed in acertain fiscal should not be car-ried forward.

"The challenges for thefinance minister are, therefore,multi-layered. Since he is aneconomist, expectations runhigh among traders, industrial-ists, unemployed youths andabove all the common man.

"The proof of pudding wouldlie in its eating and not in thepowerful profile of the financeminister. Hopefully, he willdeliver", Wani asserted.
