The Townsville Hospital Foundation was established in 1989 as a statutory agency,which operates in accordance with the Hospital Foundations Act 2018 and isadministered by a voluntary board. Board members are appointed by the Governor inCouncil on recommendation of the Minister for Health and serve a term of 1-5 years. The Foundation is a dedicated charity and collaborates with the Townsville Hospital andHealth Service. All funds raised are attributed to making a difference to the patient,visitor, family and staff experience across the North Queensland community. TheTownsville Hospital Foundation provides the extras to compliment the QueenslandGovernment’s delivery of healthcare in the 20 centres within our Hospital and HealthService. The Townsville Hospital is one of the largest non-metropolitan hospitals in Australia. It isthe referral hospital for the Hospital and Health Service in the region and is thespecialist tertiary referral hospital for North Queensland, providing a comprehensiverange of medical, surgical, emergency, obstetric, paediatric, mental health, critical care,specialist outpatient and clinical support services. The Townsville Hospital and Health Services district has a regional population of morethan 250,000 and employs a workforce of 6,413 dedicated staff, all of whom take pridein providing the best possible care to thousands of patients across the region. The Townsville Hospital Foundation has a proud army of 140+ volunteers that assistpatients and families in 17 areas and wards throughout The Townsville HospitalCampus. Volunteers perform in accordance with a prescribed Code of Conduct andundertake performance reviews annually to ensure that our services complement therequirements and performance standards of The Townsville Hospital. The Townsville Hospital Foundation is grateful to its many community partners,sponsors and donors who embrace the work of the Foundation and donate generouslytowards its goals. It is through the generosity of many individuals, business andcommunity groups that the Foundation is able to achieve their goals and make a realdifference in the healthcare of Townsville and surrounding areas. The Townsville Hospital Foundation is very proud that 100% of all funds raised areapplied to its funding targets for the benefit of North Queensland's health service andcommunity.

The Townsville Hospital Foundation, once againdelivered another successful Book Fair event at theTownsville Stadium after it's return in 2017. In thelead-up to this weekend-long event, over 10,000books, CDs, DVDs and records were donatedgenerously by the Townsville community. With over$15,000 raised, the Townsville Hospital Foundationlooks forward to delivering this event in 2019 andfor many years to come.

After the success of our first outdoor, progressivedinner in 2017 the Townsville Hospital Foundationwas excited to deliver this signature event again in2018. Guests dined across three locations in theTownsville CBD - JAM Restaurant, A Touch ofSalt Restaurant and Victoria Bridge (which joinsthese two award-winning venues). All guests hada fabulous evening, raising over $15,000.

The Townsville Hospital Foundation generouslyreceived a donation of 20, local Townsville artistPeter Lawson original paintings to auction. Artenthusiasts were keen to get their hands on anoriginal Peter Lawson and $60,000 was raisedat auction.

Volunteer Mission Statement: “Our objective is to work together as a team to assist the patients,visitors and staff of the Townsville Hospital and Health Service in a friendly, compassionate andpleasant manner. We will work as a team to develop high standards by keeping abreast of theservices offered at Townsville Hospital and Health Service and thus ensure job satisfaction andpride in our endeavours. We further aim to raise awareness of the Townsville Hospital Foundation,promote friendship and achieve personal satisfaction through helping others and fosteringcommunity spirit.” The Townsville Hospital Foundation Volunteers, commonly known as the “Sunshine Staff”, are onhand to assist and support patients and visitors from the moment they arrive at the Hospital. Whether it is making a cup of tea, offering a friendly smile and a sympathetic ear, helping to foldinformation packs or simply chatting to patients, the volunteers are committed to assisting patientsand families who are visiting the Hospital. The Townsville Hospital Foundation currently has volunteers at The Townsville Hospital, ParklandsResidential Aged Care Facility, Eventide Charters Towers and the Richmond Health Centre. AtThe Townsville Hospital there are currently 122 full time Volunteers; 23 part time Volunteers and22 School Holiday Volunteers. Parklands Residential Aged Care Facility has 10 Volunteers,Eventide Charters Towers has three and for the first time we have one Volunteer at the RichmondHealth Service. Throughout The Townsville Hospital, volunteers offer their services in the following areas: Information Desks x 3Gift ShopConvenience TrolleyCourtesy Buggy ServiceCancer Clinic & Oncology Day UnitRadiation Therapy ClinicsChildren's WardPaediatric Oncology Clinics

Women's & Children's ClinicNeonatal Intensive Care & Special Care NurseryBirth Suite/Birth CentreEmergency DepartmentMedical Ward 5Sub-Acute Care UnitRehabilitation Ward

Most Volunteers are rostered Monday to Friday from 8.00am – 4.00pm however the ConvenienceTrolley also operates on Saturday mornings. This year we expanded the service to have volunteersin the Emergency Department and Children’s Ward also on Saturday mornings. Volunteers alsoassist and run fundraising initiatives such as the monthly Sausage Sizzle and the annual Book Fairwhich is held over two days and raised $15,510 for the Foundation. For the first time this year, thevolunteers were involved in selling socks for “Crazy Socks 4 Docs Day” of which the Foundationreceived a percentage.

To ensure The Townsville Hospital Foundation Volunteers maintain the appropriate standards ofprofessional conduct and provide a valuable service to patients and their support network, newPosition Descriptions have been developed for the individual areas. A new mandatory trainingprogram for Volunteers has been introduced covering the following requirements: Bullying and harassment awareness programCultural diversity awarenessEthics, integrity and accountabilityFire and emergency response programFraud control awarenessHand HygieneHazardous manual tasksIntroduction to Aboriginal and Torres Strait Islander cultural practiceIntroduction to occupational violence preventionOrientation to the Townsville Hospital Health ServiceOrientation to work, health and safetyPerson centred careWorkplace induction To thank the Volunteers for their valuable contribution, the Foundation hosted a Christmasluncheon in December 2018 and another luncheon for National Volunteers Week in May 2019. Service year badges and certificates were presented to the volunteers able to attend. A veryspecial milestone was reached by volunteer, Karen Inch, this year achieving 35 years ofvolunteering. Karen has been volunteering at the Townsville Hospital since 1984. She was thefirst ever volunteer recruited by her friend, the late Lorraine Arnold who was a radiographer withthe hospital. Mrs Arnold was later intricately involved in the establishment of the Foundation in1989. Karen was presented with a special award at a morning tea with staff from the EmergencyDepartment where she volunteers once a week. The Foundation Volunteers have become an essential part the Townsville Hospital and HealthServices District donating well over 18,000 hours of service per year. In value terms this equatesto more than $760,000 contribution each year. Their work is recognised and appreciated to anextraordinary degree. The Townsville Hospital Foundation prides itself on the enduringcommitment and passion shown by its Volunteers.

The Townsville Hospital Foundation is governed by a Board of Members appointed by theGovernor in Council on the nomination from the Minister of Health, as well as inconsultation with the sitting Board under the Queensland Government guidelines fornominations to Health Statutory Agencies. Members are drawn from the health andmedical professions as well as from industry, commerce, the university and community. Board Members serve in a voluntary capacity; they do not receive income or allowances. The Board has the responsibility for governance, strategic planning, financial control and operational oversight of the Foundation. The Foundation Board Meetings are held monthly and according to business requirements. The Board considers the full range of business associated with the Foundation and, as required, mattersof operational or financial risk.

MEETINGS

A SUMMARY OF PARTICIPATION AT BOARD MEETINGS AS FOLLOWS

The Board has considered that adequate mechanisms are currently in place to oversee the operations ofthe Foundation with the establishment and operation of an Investment Committee who makerecommendations to the Board. The Board considers annually the optional requirement to establish a formalised Audit Committee with nosuch committee operating during the reporting period. The Board considers monthly the operations andaccounts of the Foundation, and reviews detailed reports for all transactions in a 12 month period. There have been no external agency reviews or audits conducted on the Foundation during the reportingperiod, apart from the financial audit which is disclosed in the attached statutory accounts for 2018/2019. For information systems and record keeping, the Foundation complies with the provisions of the PublicRecords Act 2002, Information Standard 40: Record Keeping and Information Standard 31: Retention andDisposal of Public Records. https//www.legislation.qld.gov.au/LEGISLTN/CURRENT/P/PublicRecA02.pdf

The staff at the Townsville Hospital Foundation are proud of their contribution towards making adifference at The Townsville Hospital and Health Service. Through their work they are able to make adifference by providing vital funding for ancillary medical equipment, research, patient and visitor carefacilities, funding contribution towards education and training which is available for distribution in areasidentified throughout the hospital.

Andrea has worked in the administration field for 26 years. During that time she has heldvarious office management positions in the private sector, senior administration positions inthe public sector and along with her husband ran a successful landscaping business.Andrea and her family moved from New Zealand to Australia in 2012 and she started withthe Townsville Hospital Foundation in February 2013. Andrea is delighted to be working inthe not-for-profit sector where she feels that her work can help make a difference to theNorth Queensland community.

Narelle has over 35 years experience working in North Queensland. For the past 17 yearsshe has worked in various positions in the tourism industry, mainly managing VisitorInformation Centres. Prior to that, Narelle lived and worked on cattle properties in the Gulfand North-West Queensland. Narelle enjoys working with Volunteers and is thrilled to beworking as the Volunteer Coordinator for the Townsville Hospital Foundation.

WORKPLACE PLANNING, ATTRACTION, RETENTION AND PERFORMANCEThe Townsville Hospital Foundation is fully committed to staff and has implemented strategies toattract and retain employees including supporting staff to achieve their corporate and individual goalsthrough education and training. Performance Management is an ongoing process and appraisals areconducted annually from the date of commencement of employment. No redundancy, early retirement or retrenchment packages were paid during the reporting period.

Financial Summary

Due to the generosity of our many supporters, the Townsville Hospital Foundationhad another successful year in 2018/19 with total comprehensive net income of$246,041. Income was achieved through conducting key events, fundraising, donations,commercial enterprises, grants and interest on investments. The Foundation maintained a strong financial position throughout the reportingperiod and was able to pay its debts as and when they fell due. As at 30th June 2019 the Foundation's net assets totalled $3,869,947. Comparison with previous period:The table below shows a comparison of actual results for the 2018/2019 financialyear compared with previous financial period results:
