    1. PURPOSE

    This document defines various Key Performance Indicators (KPI) for Nokia 3G

    Networks. The main focus is on formulas however, some numerical target values forKPIs are listed.

    Currently only Radio Access Network KPIs are covered.

    2. RAN KEY PERFORMANCE INDICATORS

    In Table 1, RAN 1 Key Performance Indicators there is the summarization of currentunderstanding of KPIs to be followed in of 3G RAN Version 1. The KPI developmentwork is still ongoing, and the finalisation of used formulas and their target values canbe done only with practical knowledge of the 3G networks and measuredperformance data.

    It should be noted that the listed performance goals are not any Nokiaguarantee values. Any change in measurements, calculation formula and/or usedcounters will effect to the listed goals.

    The performance goals in the table below are stated as the average for a cell cluster,and the performance of individual cells may differ from the listed values.

    The KPIs listed in the table are explained separately in corresponding subchapters.

    Note1:The listed targets are obsolete if and when the load in the network is too low.

    The load is considered to be too low if average number of calls per cell is lower than300 calls during busy hour.

    Note 2:The listed targets are obsolete if and when the load in the network is higherthan the planned target load of the network or the actual traffic mix differsconsiderably from the planning assumptions.
