A meeting of the Federal Reserve '-,oard was held in the office of the
Board on Tuesday, October 3rd, 1922, at 11:00 a.m.

Minutes of the meeting of the Federal Reserve Board held on September
27tb, were read and on motion approved.
The Vice Governor reported the reserve positions of the several
Reserve banks as at close of business September, 26, 27, 28, 29 and
30,
Letter dated September 26th, from the Federal Reserve Agent at San
?rateisco, transmitting with favorable recommendation, the application of the
44 Francisco Savings and Loan Society to establish a branch in West Portal
San Francisco.

Letter dated September 26th, from the Federal Reserve Agent at San
?I`saloisco, requesting the approval of the appointment of certain employees as
Assistant Federal Reserve Bank Examiners, and advising Of an examination of
the Bank of Italy, to be undertaken jointly with the State Banking Department,
as at close of business September 30th, 1922.
Upon motion, referred to the Executive Committee with
power.
Memorandum dated October 2nd, addressed to the Vice Governor by the
Assistant secretary of the Board, submitting a proposed regulation governing
leaves
Of absence on the part of employees of the Board.
Approved, subject to circulation and any changes which may
be suggested by members of the Board.
Memorandum dated September 34th, from ,the Secretary of the Board
"-sing that the term of Mr. Hanain as a member of the Executive Conndttee
etPtred October 1st, 1922.
Upon motion, Mr. Miller was designated as a member of the
Executive Committee in accordance with the By-laws to serve for
a term ending December 31st, 1922.
Upon motion, it was also ordered that beginning January 1st,
1923, the rotating members of the Executive Committee shall serve
terms of three months each.
Copy of circular letter dated October 3rd, 1922, addressed to the
ehet irmen of all Federal Reserve banks, and setting forth the manner in which
the Board desires that annual reports as to salaries and personnel shall be
"ftitted by the Federal Reserve banks.
Approved, it being noted that the proposed letter has
received the approval of the members of the Committee on
Economy and Efficiency.

Memorandum dated September 26th, from the Chief of the Division of Bank
°Perat ions, suggesting certain modifications in the annual reports of the
Federal Reserve Board, with respect to the incorporation of the reports of
ederal Reserve Agents.
Referred to Mr. Miller.
Letter dated September 27th, from the United States Veterans' Bureau,
requesting that said Bureau i be furnished with 300 coeies of a pamphlet issued
bY the ,,ederei Reserve Board, entitled, "Approved Methods for the ?reparation
°I* Balance. Sheet Statements" for the use of Vocational Trainees under the
hrisdiction of the United States Veterans' Bureau.
Upon motion, it vas voted that the United. States Veterans'Bureau be furnished gratis 300 copies of the pamphlet requested.
The Vice llovernor stated that he•had been asked by the Federal Reserve
Eallk of Dallas if the Board would look with favor r)on the purchase by the
.'e(3-el-al Reserve Bank of Dallas, from a certain c000rative association, certain
'ers' acc9ptances under a fifteen-day repurchase agreement.
Upon motion, the secretary was instructed to advise the FederalReserve Bank of Dallas that the Board interposes no objection toits purchase of the bills described under a fifteen-day repurchaseagreement.

The vice Governor stated that the Federal Reserve pank of Kansas City
had made a request upon the '7a,r Finance Corporation for reimbursement for
Certain items of expense which apparently are not regarded as reimbursable by
ether Federal Reserve banks.
The Vice Governor was requested to advise the FederalReserve Bank of Kansas City that the Board does not approveits charging the 17Tar Finance Corporation for items not chargedfor by other Federal Reserve banks, but as a matter of recordthe Federal Reserve Bank of Kansas City should keep a closeaccount of expenses of all kinds incurred, for the account ofthe 'Air Finance Corporation.
Memorandum dated September 7th, from the Chief of the Division of Bank

Upon Motion, it was voted that in the future, beginningat a date to be determined by the cecutive Committee, theFederal Reserve banks in computing their reserves shall notinclude in their reserves, subsidiary silver held, by them.
The Vice Governor submitted a letter from Mr. Kent, President of the
lietchants Bank of Passaic, Mew Jersey, criticizing the Federal Reserve banks

Mr. Hamlin stated that early next week there would be a consolidation
or 'banks in Boston, that a recommendation for the favorable action of the

At one o'clock a recess was taken until three o'clock this afternoon.
The Board reassembled at three o'clock, the same members being pres-
ent who were present at the morning session.
In view of the importance of questions whidh have arisen with regard
to the policies and operations of the Federal Reserve System during the
Years 1919 to 1921, inclusive, it was upon motion, voted that the Vice
G"ernor address a letter to Yr. W. P. G. Harding, former Governor of the
Pederal Reserve Board, and request him to prepare for the records of the
80ard, a memorandum of his views upon the history and operations of the
N.eral Reserve System during the years 1919 to 1921, inclusive, and it was
tUrther votea that the Vice Governor be authorized to provide Yr. Harding
