FOREWORD

This report on legislative printing is t he result of a

study undertaken by the commi ttee studying State printing costs.

Severa l meetings were held by the comrnittee j_tse l f and for many

months prtor th0reto, the s taff of the Joint State Government

Commission, and others cooperating with the staff, g athered

considerable data on the subject of legislative printing costs.

The factual data contained herein are the result of

actual counts ancl measurements of the printtng during the 1941

Session of t he General Assembly. In many instances, this involv-

ed t edious effort on the part of t hose performing the wo r k.

The recom.mendations not onl y r ep r e sent the considered

judgment of the Commission, based on the factual data, but a l so

inc lude some recommendations made by the Parliament arian of the

Hous e and the Libro.rie.n of tho Sena t o , both of whom have had

many y ears of experience with problems of legislative printing.

In preparing this r eport, the Commission was ably assisted

REPORT OF THE C OMN!ITTEE ON PRINTING OF THE JOINT STATE GOVERNMENT COMMISSION

The total cost of printing for the various departments,

boards, co~nmissions, institutions and other agencies of the

State Government, during the two year period ending May 31,

1942 was $2,335,000. The actual annual cost in each odd-

numbered year is considerably higher because of the additional

c os t of printing bills, histories, ;journals, etc., for regular

sessions of the General Assemb l y. The cost of Legis lative

printing for the 1941 Session was $277,897, exclusive of an

estimated additional $90,000 for printing the Legislative

Journals, advance acts and pamphlet laws on which there were

no complete fi gure s at the ti me this report wa. s c amp le ted.

The Commission first undertook a study of the problems

of Legislative printing and has devoted considerable time in

studying possible economies and simplifications and is recom-

mending herein many important changes in this phase of print-

ing cost s.

While the Commission has not had an opportunity to make

a detailed study on other phases of State printing, it d oe s

believe, from general observations and discussions, that

considerable savings can be made through standardization of

forms, sizes, centralization of control thereof~ and fre quency

and distribution o f departmental publ ications. It, t herefore,

If the reconrruendations containen in this report had been

operative during the 1 941 Session of the General Assembly the

eotimated savings woul d. have been $80 ,557 which includes

1:79,057 for Legislative printing , and ~~1,500 for indexing.

It is i mportan t to note that t hi s saving w:!.11 recur in each

Legislative session . This saving, which represents 29% of

the aforementione1 Le gj_s lntive printinf costs in 1941, is

sent to the printer as copy for printing work.

Finding s and. Con c l usions:

Article II, Section 12, of the Stat e Constitution requires

ea ch House ''to keep a journal of its proceedings, and from t ime

to time , publi~h t he same." (Under scoring added,) The printed

Senate and House Journal s, fr equently referred to as the Of­

fic i a l Journa l s, a r e the pub lished copies of the handwr itten

Officia l J ournals kept by the Jour nal Cl erks in each House

which are con:pl e t e wi th a l l officially signed original copies

of amendments and other official documents. The original hand­

written Journa l s and the printed copies ther eof contain no de­

ba t es or di s cussions , but mer e l y a cumul ative r eport of a ll

motions, roll ca lls, communications from t he Governor, r epor ts

of committ ees , etc . These Jour nals a r e published once only,

i.e . , after the expirat ion of the Legis l ative s ess ion. General ­

l;y they are not pub l :tshed o.nd distributed unt i l short l y before

the start of the next term of the Leg lslature. Hence, t hey

are of little or no value for immediate r eference purposes.. One

set of Senat e Journals is dist ributed to each member of the Sen­

ate and one se t of the House Journals is distributed to each

member of the House of Represent atives .

At present t he practice is to send t he or~~inal copies of

a ll official pape r s, filed with the Official Journal Clerk, to

the printer as copy for pub l ication of t he Senate and ~ouse

Journal s .. Sinc e these handwritten Journa l s ~md the original

signed copies of the various documents becoming, a part thereof

constitute the Official Journa l proceedin~ s, it is highly im­

portant that they always remain in the custody of the General

Assembly. They shoul d be removed therefrom only when it is

necessary t o use t hem to verify p revious Legis l ative action .

~Pho Legis l a tj_ve Journa l is a compl ete printed record of

everything th2t transpires during each l egislative day , includ­

ing, in addition to nl l that appears i n the handwritten Official

Journals, t he fu l l text of bills when passed, amendments, reso­

l utions , debat es , discussions and communications from the Gover­

nor , It i8 normally published. do.i l y . When the rush of work of

the employes and print ers r oaches a peak during tho closine; weeks

of t he regular session of the General Assembl y , however, the

p~ ~ishing of t he LeBislative Journal falls several weeks be­

The vast majority of bills introduced, as we ll as those

r eported out and passed, are t echnical amendments to existing

acts, or bills pr opos in.._g; legis l ation which is special, techni­

cal or local in na t ure. These t ypes of l egis l a tion are of

little universal interest to t he ge neral public. Ther efor e ,

t her e is practical l y n o demand for copies of such b ills, it

has been found from past experience t hat a large demand for

c opi es of bills has been g enerally limited to those carrying

ont t he administration progr am, important l abor legisla tion,

in~ortant tax l egislat ion and l egislation which i s of particu­

l a r universal interest to ot he r l arge groups , such as, St a t e

or munic i pal e!11ployes , and school t eache r s .

As will b e shown by t he tabulated c os t f or white bi lls

reprinted , l ess t han 1% of the bills r eport ed out of commit ­

te e had suf:fic i ent don~and to require mor e than 1000 copies .

This is based on pages of printing and amounts t o l ess than 1% of t he ac tua l number of bills.

A careful c~e ck and investigation r eveals that l ar ge

tribution. The ac tua l minimum number of copies of pink bills

.required consists of approx imate ly 1 00 for t he Bureau of Pub l i­

cat ions, approxinmto l y 150 to bo picked and rrade a vni lab l e to

parties interested in rece iving t hose bills, and t hen such

copi es as may bo wc.nt ed b y various membe r s interested in the

same. It is, t her efor e, estimated that, with the exception

of [, uch bills as may be designo.. ted by t he officers o~ t he

S enat e and Hous e , it wil l n ot bo necessary to print mor e t han

400 copi es in the pink print.

The actua l minimum number of copie s of white bills, re­

quired, consi sts of approx ima t e ly 100 for t he Bureau of
