MEMORANDUM FOR THE RECORD

SDBJSCTt Flanning Incident to the Departure of General Bidgvay from SHAPE.

1. Baekgroundt

a. Planning for the turnover ceremony and attendant activities connected with General BidgtraytB departure was started in late May 1953, in anticipation of General Ridgway1s departure, then scheduled for 17 July* The initial draft operational plan for the ceremony was prepared in PID and then submitted for discussion to Ebc.NMR for NlilRsf Headquarters Ccramand, including its subordinate agencies, and Secretariat.

b. At a coordination meeting held in the office of Ex.NMR early in June, the general details of the plan were agreed upon and submitted to the Chief of Staff» who approved the plan in broad outline during one of General Ridgway's absences 011 his farewell tours of NATO countries. The operational plan in its first foxm is attached as Tab aDa. It should be noted that for a ceremony involving international troops al l details should be published in both French and English.

2. President. In future turnover ceremonies, the question of inviting the President of France and then tailoring the ceremony to f i t his attendance should be determined veil in advance of tbe occasion*

c. In addition to the original recommended guest l ist, Ambassador Bruce expressed a desire to be included as a guest and after coordination with Ei.NMR (see Tab "Gi ) he was invited. General des Essars« NMR France, suggested also that high military staff officers of France be invited. This suggestion vas also coordinated with Ex.NMR and the invitations extended.

d. Invitaticas were handled in the following mannen

(1) Ex.NMR extended invitations to NATO, SGLO and Ambassador Bruce, Secretariat monitoring the acceptances.

(2) French NMR extended invitâticd3 to French governmental officials, PID monitoring the acceptances.

(3) PID drafted and secured approval on an invitation telegram to subordinate Commanders and the Secretariat informed PID of the receipt of acknowledgements.

It should be noted in this respect that PXD followed up these invitations with telephone calls to certain individuals who did not acknowledge their invitations by 48 hours in advance of the ceremony. Eventually al l subordinate commanders» with the exception of Admiral Mountbattenf who was involved in Manoeuvres, attended. PID also followed up through French NMR the acceptances from the French guest list.

e. General Ridgway approved cocktails for the distinguished giests following the ceremony, but did not approve a luncheon because of the extreme press of business during his last few days in SiAPE. While the wives of the distinguished visitors were not specifically invited, the Chief of Staff directed that they be made welcome.

4* VIP Seatingt As PID received final acceptances, Ex.NMR prepared a seating chaTt for the distinguished visitors, with civilian dignitaries seated at the left of the reviewing stand and military guests, including the subordinate commanders, seated at the right. A request for twelve ushers, junior in renk and preferably bilingual» was made by PID to DCLA, who delegated Uie responsibility for the selection of the officers to AG (see Tab "E" ) . These cf fleers were briefed on the day preceding the ceremony and escorted the guests to their proper places, working frcm a seating chart placed 001 the TIP reception desk at the entrance to "C" corridor. A few extra seats were on hand to take care of aides or others who might turn up unexpectedly.

5» HQ, Ccmmand Responsibilitlesi 1¾ Conmand assumed responsibility for the following major actions connected with the ceremony)

a. Selection, placing and rehearsal of troop contingents and colour parties. It should be noted that FID requested AG through Ex.NMR to provide nationals of the various KATO countries to carry their respective national colours during the ceremony (see Tab "A").

b. Policing and preparation of ceremony site» including roping and erecting of speakers' stand and national flags fronting it.

c. Security were responsible for traffic control, parking and spectator control.

d. Signals Officer was responsible for the erection and testing of PA system and placing of microphones.

6. Behearsalsi Rehearsals were scheduled three days previous to the ceremony, with a dress rehearsal the day before the ceremony.

7* Freaçh Bandi The services of the 1er RIC French band were secured by a request from PID through Ex .NMR to the French NMR, which participated in the first and dress rehearsals. Due to the language difficulty, a bilingual French officer from PID was stationed in a prominent position on the front steps to signal the band at the cues of the commands in English from Colonel Wethereil» the parade conmander (see Tab "B").

8. Flags;

a. The Chief of Staff, upon recommendation from PID, approved the expenditure of approximately $200 for the purchase of standard flags from each of the NATO countries, staffs and harnesses» plus an additional SHAPE flag which was presented to General Ridgway during the ceremony as a departure gift* These national flags are available for future ceremonies of a similar type.

b. In this connection, immediately following the first rehearsal, U.K. NMR raised the point that it was highly irregular from a national view-point to use the Union Jack in any ceremony involving any suggestion that it was being paraded before troops. After this point was raised, Ex.NMR requested specific concurrence from each of the national governments for the use of the ir national standards in this particular ceremony (see Tab NF"). Each of the nationals concurred» including the U.K.» with the reservation that in no case should the colour parties be referred to as a colour guard, inasmuch as Queen's Regulations provide that the Uniax Jack will be paraded with troops only when escorted by an armed guard, plus an officer 'carrying the colours* Subsequently there was no official adverse reaction to the use of the Union Jack in this matter, but any use of national colours, regardless of the international status of SHAPE, should be coordinated well in advance of any contemplated ceremony.

9« Day of the Ceremony; The ceremony went off according to plan. The troops were in formation for nearly an hour and a half on a rather warm day. HQ, Ccomand had provided a first-aid truck and a medical officer, who treated approximately 10 individuals who fe l l out or fainted due to exhaustion. In future ceremonies, it would be advisable to plan to bring in the troops at the latest practicable moment and also to have at least two medical officers on duty.

I am grateful for this opportunity to publicly thank the

government and people of France for the hospitality so generously

extended to me as Supreme Allied Commander Europe.

The warmth of this farewell reception prompts me to say

from the bottom of my heart, "au revoir" and not "good bye."

France is the pivot upon which the fate of Europe must

rest. It is a nation ot soldiers and patriots. It always has

been the keystone of Western European security. Today it is the

central bulkvark of our struggle against Communism.

As an American (I have Just relinquished my international

command) I can say that France has never failed us and I can assure

you that America will never be found wanting in the caiBe of France.

Nothing must be permitted to impede the task of building

up the military defenses of Western Europe until they are completely

adequate to instantly meet and completely crush any assault which

may be made on any NATO nation. Our motto must be that of the

Three Musketeers — all for one and one for alll

No hostile propaganda must be permitted to confuse and

divide us. No false sense of satisfaction must delude us into

relaxation or repose.

The urgency for the full military preparedness envisioned

two years ago has not lessened. Preparedness must have top priority

until full preparedness is achieved. Only thus can France be made

safe and the entire NATO community be made secure.

The following' information has been obtained from the French Government and Orly Airfield officials on General Ridgway1 s departure from Orly on Saturdayj 11 July.

1« Departure will be made from the civilian .side of the f ield rather than the normal U.S. Air Force ramp.

2. The plans visualize that General Ridgway and his personal party will arrive at Orly at 1530 and TfJill be completely air-borne by 1600. I interpret "this to mean airplane aoors' closed-by about l£50.

The following are the details of the short program to take place:

2» Military honors will be rendered him by a detachment of the 93rd Infantry Regiment doram&nded by Ita Oolonel and composed oft f lag , band, and one battalion of 3 companies» each of 3 sections of 18 men*

3* The exact position of the troops wil l be determined on 9 July*

1+. Troops will be In position by 1500 hoars.

5* Petalls of the ceremony:

a« The arrival of YXPsi the Military Governor of Paris wil l arrive at 1510 hoars, (troope present arms» band plays Aux Ohamps ) and reviews the battalion.

b* Secretaries of Warr Navy- and Air, Marshal Julnf The permanent Secretary General of Rational Defense, the Ohlefs of the General Staffs, and the Secretary General of the Combined Staff wil l arrive between 1515 and 1525 hours*

c* General Gruenther Is to arrive at 1523 hours.

6« General Ridgway should arrive at 1530 hours (Troops present arms, band plays Aux Champs.)

a. Bs will be welcomed as he gets out of his oar by the HOS and the VIPs noted above, then will be conducted to a position in front of the f lag. (The band will then play the P. 8. National Anthem and the Marseillaise. ) He will review the battalion troops and go to the reception rooms to take his leave of the personalities there.

b* The battalion of troops and the band will Immediately change formation and move as quiokly as possible to their second position (which will have been determined during the reconnaissance of 9 July).

7. At 15&5 hours*

a. General Bidgway leaves the reception room and goes to his airplane accompanied by the MOD and VIPa (the band plays Aux Champs)

b* The plane will leave its position and go to the runway in front of the battalion of honor.

8. The MOD and VIPs who had bid him farewell will then salute the flag (The band playing Aux Champs) and go baok to their vehioles.

9. CK3 of the Plrst Military Region is responsible for the execution of these orders.

SUPREME HEADQUARTERS ALLIED POWERS EUROPE (SHAPE), Paris, July 11 —

In a highly colourful ceremony today at Supreme Headouarters Allied Powers Europe,

General Matthew B, Ridgway, newly-appointed U . S, Army Chief of Staff, handed over

the Supreme Allied Command Europe to General Alfred M, Grusnther.

SHAPE supDort troops of France, the United Kingdom and the United States,

together with representatives of other MATO nations, participated. Women's services

were represented by American, Dutch and French servicewomen.

As General Rid^way and. General Oruentherj fccomnanied by Air Chief Marshal

Sir Hugh Saunders, RA.F, Admiral Andre G. Lemonnier., French Navy, and Lieutenant

General Cortlandt Van R. Schuyler, U i S , Army, 3HAFE Chief of Staff, designate,

stepped onto the reviewing stand, the band struck up "Aux Charnnsu and then the

"Marseillaise".

At the conclusion of the Trench national anthem General Ridgway ^nd General

Gruenther left the reviewing stand to inspect the troops who were lined up in

parade formation underneath the fourteen flags of the MATO nations which fly in

front of the headquarters.

General Ridgway then SDoke as retiring Supreme Allied Commander (attached).

Afterwards General Oruenther spoke as the new Supreme Allied Commander Europe

and in addition read a message from Field Marshal the Viscount Montgomery of

which has flown over the headquarters from the time General Ridgway assumed

1. The Problamt To study the circumstances, in the event of bad weather, necessitating an alternative ceremony to that already planned and approved outside tha main headquarters entrance.

2. Jaets Bearing on t^e Pyob am;

a. Attendance: Apart from the VIPs ¢50) and press (60-100 representatives are anticipated), SHAPE personnel, their dependents and guests (anything from 1,000 to 1,500 people), troops on parade will number several hundred and the Treneh band numbers So.

b. A t.$rnat ve AjCeqmmodationt The only suitable accomodation tinder cover is in 4-C-13» seating approximately 35c people.

e* Weather Foreeastt The weather forecast as of this morning, Thursday 9 July, indicates that the weather' is improving from the present cloudy weather to light cloud tomorrow (Friday), with every chance of no cloud and fine warm weather on Saturday.

d. I f , however, the weatter breaks on Saturday morning and a decision is to be made concerning any alternative ceremony, this must be made early enough to warn SHKPB personnel, dependents and guests, officer i/e troops and the French band, to prevent their attendance at SHAPE.

3. Alternative CeremootY: Limitaticm of accommodation would permit only (a) YIPst (b) Pressf and (c) a limited number of SHAPE personnel to

. attend. Beeommended ceremony would be as follows:

III5 hrs VIPst Press, SHAPE staff in position.

1120 hrs General and Flag Officers take seats.

II25 hrs General Bidgiray and General Gruenther alerted.

II30 hrs General Bidgvay and General Gruenthert accompanied by ACM Saunders. Admiral Lemonnier and General Schuyler, take seats on stage.

If the weather only deteriorates to a? condition of showery intervals, it is further recommended that the ceremony be delayed for a period not to exceed one half-hour.

1. During the turnover ceremony planned for General Ridgway on 11 July, plans have been made to parade the KATO colors, carried, where possible, by a National of that particular Kation, and guarded by an international color party.

2. A l t h o u g h i t is realized t h a t this procedure may no t "be in consonance with National customs and regulations, SHAPE being international ground, and in the interest of a colorful and uniform ceremony, your approval for this procedure is solicited.

3. Generals Gruenther and Ridgv/ay have already concurred in the overall plan for this ceremony, so that your additional concurrence at this time will permit a more rapid firming up of the details of the ceremony, already in rehearsal.

1. General Ridgway will turn ewer command, of Allied Ccanmand Europe to General Gruentner in a simple ceremony'starting at II30 hours 00 11 July at SHAPE.

ï 2. All personnel and their guests are invited to attend and are asked

to take position in their respective spectator areas (as snown in the attached chart) by 1120 hours. ,-

3. The main entrance of SHAIS will be closed at 1000 hours on 11 July and all traffic will be routed through the re&r entrance. Tine portion of the car parle facing B and C wings of SHAPE will be used as a spectator area and a VIP car park.

Supreme Allied Ooimnancler Europe to General Alfred tl. Gruenther at a

ceremonial handover parade at SHAPE at IlJO hours on Saturday, H July 1953.

The Geremony T d l l take plaee In front of the main entrance to the

SEliFE building where British, Erench and United States troops of the SHAPE

supporting units will parade under the command of Lt Col, R.W.ll. Watherell f

British Army, Colotur parties with the fourteen IkTO flag3 vd.ll face the

reviewing stand from which, after ins5e cting the parade, General Ridgway

nnd General Gruenther will address tho assaably. At the conclusion of

the speeches the SHAPE flag will be presented "by a French member of the

colour party to the retiring Supreme Commander«

The ceremony will conclude with the "Marseillaise".

4 . Your note on Gen RidgwsÉy ' s departure stated that he would arrive Orly at 1530 for 1600 take-off. Question -what happens during the intervening 30 minutes? Gen Nuckols is not making provision for anything, and the general assumption is that the French will provide ".a guard of honor or something". (In this connection, Gen Ridgway wrote a letter to M Pleven, sent this morning, stating he was leaving at 2100 on the Ilth and asking that no French officials see him off at the airport. Col Bechtold mentioned the change in time to the aides and Gen Ridgway directed that the letter be dispatched as written, but that the "proper officials" be informed, as a matter of "keeping them in touch" that the time be changed to 1600. 2. It is planned to seat these distinguished guests on chairs on the grass plot flanking the front entrance, with ushers showing them to their chairs. The party on the platform will include General Ridgway, Field Marshal Montgomery, ACM Sawders, Admiral Lemonnier , and yourself. Assembled on the steps on both sides of the platform will be deputy chiefs of staff, division chiefs or the equivalent, and NMRs.

Pub Info fftru 1953 programme for a change of command ceremony to be Sxec .NMR heia at SHAPE, beginning at 1100 hour3, 17 July 1953.

A feature of the program» will be the massing of national flags before the speakers1 stand and the presentation of a SHAPE flag to General Ridgwgy.

2. It ia requested that a military band be made available for the ceremony and that the bandmaster be available for rehearsals Monday 13 July, Wednesday 15 July and Thursday 16 July at 1 00 hours* Inasmuch as the programme entails movement by the colcur guard to martial music* it is suggested that the bandmaster bring with him perhaps two percussion instrument players and three wind instrument players so that the participants can practice marching to cadence with music. The full band will not be required of course until 17 July.

3. Captain Caude of this division will, as he did at the anniversary ceremony some w eeks ago, assist the bandmaster with his cues not only during the rehearsals but, at the ceremony itself.

4. For the information of the bandmaster, the following music is required during the run of the ceremonyi

1100 hrs Troops, flag parties and band in position. Band plays appropriate music during interval between 1100 and 1125 bra.

II30 hrs Ceremony begins. Band plays 'Garde a Voua". General Ridgway, General Gruenther and, otter dignitaries step to review stand. Band Dlava 'ABT C^mr.". followed bv "La Marseillaise». Following speeches by General Ridgway and General Gruenther, the officer in charge of the flag party orders the flag parties to more forward. During this movement the band plays appropriate march music, as developed during the rehearsals. After the flag parties are in position, band Dlayg "Au Drapeau*. Following the presentation of a SHAPE, flag to General Ridgwayf the officer in chargé of the flag party moves the flag parties back to their original position, band plays appropriate march mialc. I 7 In concluding the ceremony, the band plavs "La Marseillaise*. ..* Aa the dignitaries leave the review stand, band plays wAuld Lang Syne*.
