The principal activities of Allied Command Europe during the months of October, November and December 1955 are described herein:

I. ORGANIZATION AND IEVELOFfIENT OF COItiAND STRUCTURE.

A. Command Changes.

B. Development of Comnand Structure.

3. Southern European Task Force. On 29 October, SIîAIÏ infomed CINCSOUTH that the United States Southern European Task Force (SETAF), assigned by the United States as a IIATO force, was further assigned to CINCSOUTH by SACEUR, in accordance with principles of MC 53 (SH 23796, 29 Oct 55). SETAF was further as-signed by CINCSOUT" to COMLANDSOUTK effective 25 October. (NATO Secret)•

U. Naval Command Titles. On 28 October, SHAFE requested Standing Group approval of changes in titles of Allied Naval Forces Central Army Group area and Bremen Enclave to nAUied Naval Forces Central A m y Group and Bremerhaven11 and Comnander Allied Naval Forces Central Army Group area and Bremen Enclave to "Commander Allied Naval Forces Central Anny Group and Bremerhaven11 (SH 23773* 28 Oct). Approval for these changes was received ll* November. (NATO Re stric ted).

5. Terns of Reference, Major Subordinate Commands. On 12 November, revised terras of reference were sent to the major subordinate commands. Biese terms are based on SACEUR1s terms of reference as defined in MC-53(Final) 7 July 1955* and supersede previous directives. They were designed to achieve a greater degree of uniformity between SACEURIS revised terns and those of the major subordinate commands. SACEUR's authority in the field of logistics as well as his authority for the organization, training and inspec-tion of forces, was defined. (AG 2101 PPO, 12 Nov 55) . (NATO Secret).

6. Fifth Allied Tactical Air Force. The activation of Headquarters FIVEATAF effective from 1 January 1956 was authorized by Standing Group on 8 December 1955 (STAND 1365, 10 Dec). On 9 December 1955, SHAPE infomed CINCSOUTH that the initial establishment would consist of thirty-two officers, forty-nine other ranks and three civilians. (Si 2U5U9). (NATO Restricted).

A. Basic Plans and Studies.

7. Standing Operating Procedures for Special Weapons.

Orx 19 December, SHAPE advised CINCEriT that it was difficult to make definite allocation of forces from SACEUR's Special Strike Force to the major subordinate commanders during the early stage of any war, until such time as the counter-air and interdiction campaigns are well underway. (AC Hi5/l PPO, 19 Dec). (NATO Secret).

8. Order of Battle. On 28 December, Amendment Number 3 to Order of Battle Allied Command Europe was issued as a result of information received from the U.S. Department of Defense. (SHAPE 377-C/55, 28 Dec). (NATO Restricted).

* 9. Air Defense. a. On 17 October, SACEUR sub-mitted recommendations to Standing Group on air defense command and control in NATO Europe (AG 1250 AD, 17 Oct). These recommendations were approved with minor amendments by the Standing Group, the Mili-tary Committee of the North Atlantic Council, and were incorporated in MC/5U, 12 December 1955. Since approved by the North Atlantic Council, considerable study and planning have been devoted to pro-blems coincident with the implementation of this new policy by the SHAPE Staff. (NATO Secret).

b. A conference at SHAFE, 29 November -2 December 1955* attended by the representatives of the major sub-ordinate cannands, ATAFs and other interested agencies, discussed the iiaplementation of the early phases of the proposed ^Requirement for an Integrated Early Warning System Covering Approaches to Allied Command Europe«, dispatched to StandingGroup, all ITODs, Regional Commanders and IviRs (AG 3176 AD, JO Nov). As a result of this con-ference, on 15 December the MODs were infomed that the regional com-manders will be requested to co-ordinate their suggestions with mem-ber nations on a regional basis, with the object of developing an agreed master plan at SHAIE during the second half of January 1956. Collaboration with these commanders was requested. (SH 2l|653, 15 Dec). (NATO Secret).

10. NATO Alternative Airfields. On 1 October, SHAIE approved COMAIRCENT1 s recommendation, with which MOD France and Head-quarters USAFE have concurred, for the allocation of seven NATO alter-native airfields in France to the lftiited States for primary use in peace and war. These allocations were approved at this time because of the urgency of providing deployment facilities for the United States Priority units. The assignment of other NATO alternative airfields in the Central Region for non-priority units is being held in abeyance by SHAIE until recommendations are received from AIRCENT for alloca-tion of all such airfields. 11. NATO Maritime Airfields. By SHAPE A W 5 5 , Nov SHAIE, after having received Standing Group authority (STAND 1302, 30 Sep) for the continuing use by U.S. military forces of the maritime airfields at Souda Bay (Crete) and Catania (Italy),.requested that the Governments concerned now enter into bilateral negotiations on such matters as cost-sharing and command arrangements. 12. 19g6 Erorgency Defense Plans. a. On 21 December, CINCNORTH's Emergency Defense Plan 1956 (EDPNE 1-56) was approved, subject to comments and recoitmendations which the Danish and Norwegian authorities may make. (AG 1220 PPO, 21 Dec). (NATO Restricted).

b. EDP 1-56 of CINCSOUTH and CINCAFMED have been received and are under review at SHAPE. (NATO Restricted).

13. a. Conference on Counter-Surprise Military System. Discussions on the above, previously known as the Pre-Alert Military measures, were held at SIIAFE on 17 and l8 October between representatives of SKAIE and major subordinate commands. As a result of the Conference, a paper on the concept of counter-surprise military alert measures is being prepared at SHAPE for trans-mission to the major subordinate commanders requesting their views, and to the MODs for information.

b. The Minister of the Armed Forces Luxembourg, Official Government position on SACEUR's Alert Measures was received. (LUX S/925/55, 13 Dec)= (NATO Secret).

Hi. Future German Forces. During the period under review German Authorities paid frequent visits to SHAPE to discuss with SACEUR and members of the SHAPE Staff, the organization and build-up of the futüre German Armed Forces. B. Planning Conferences.

15. Special Projects Conference. A Special Projects Conference was held at SHAHE on 10 and 11 October. Two representa-tives from the Special Projects Branches of each of the four major subordinate comands attended and discussed vitn ihe SIIAIE representa-tives current problems in the fields of unorthodox and psychological warfare. 16. Visit of Danish Parliamentary Group to SHAPE. A Danish Parliamentary Committee headed by the Acting Minister of Defense, Denmazk, visited SHAPE on 25 and 26 October to discuss Danish Defense problems with SHAPE representatives. General Mansergh, C-in-C Allied forces Northern Europe and senior members of his Staff, attended the meeting. The summary record of this meeting was sent to the Danish Defense Coianittee on 21 November. (SH UU5/55 21 Nov) . (NATO Restricted).

1 7 . 7th Meeting of Central Europe Ports and Coast Defense Committee« On 21 November, the 7th Meeting of the Central Europe Fbrts and Coast Defense Committee was held in Fontainebleau with representatives of SHAPE, Channel Coranand, APCENT, LANDCENT, NAVCENT, AIRCENT, IKDDs of France and Belgium, and the Bonn Delegation. Among the items discussed was progress in this field generally, and mine-watching in particular. (NATO Secret).

C. Additional Planning Information.

18. Planning Directive for Unorthodox Warfare. SHAPE Planning Directive for Unorthodox Warfare (SHAPE 352/55) in support of SACEUR EDP 1-56, previously issued to major subordinate commands, was dispatched to National Ministries of Defense with Standing Group con-sent. (AG/3050/SP, 26 Oct). (NATO Confidential).

19. Effects of Capability Planning on NATO Meteorological Plans. By AG 9930 of 7 October, SHAPE accepted the conclusions of MET 96-55j 26 September, and agreed that this paper should be consid-ered at the next meeting of the working group on Weather Plans. (NATO Restricted).

20. U.S. Publications on CDR Warfaro. By AG 1U56 10 Oct, SHAPE informed the MODs through the Executive NMRs that U.S. national Authorities have approved for release to NATO National Staffs certain publications pertaining to chemical, biological and radio-logical warfare. (NATO Restricted).

21. Meeting of"Chief Meteorological Cfficsrs. Chief Meteorological Officers of S^APE and subordinate commands met in Oslo on 18-20 October. They reviewed meteorological communications in the North, and the papers which were sent to the Standing Group on the plan for use of facsimile in Allied Command Europe. (NATO Restricted).

22. Evacuation and Control of Merchant Shipping in Emergency, In SH 2 1 2 IIov, SIiAI5E concurred in the prupuaa Î""01 Channel Command that a working party sponsored by SACLAÎIT and composed of representatives of the principal NATO commands, be established to review I!HC 7/1 and SaATE ISO/55. This is desirable, as both problems «Evacuation of Shipping in Znergon c;J' and -Control uf Meiuliaui, Ship- . ping on the Outbreak of War", are being considered together. Sub-ordinate commanders were informed by SHAPE in message SH 23996, 12 Nov. (NATO Restricted).

I I I . CCtmAT EFFECTIVENESS.

A. Developments in Assigned and Earmarked Forces.

23. French Forces. On 7 October, the French Minister of National Defense informed SACErJR that further redeployment of French Forces to North Africa was being contemplated (Letter U799 EKFA/12-B-5322) and that there would be minor changes in plans to strengthen French Forces in Europe. By letter U996/EMFA/12-B-5322, U Nov, General Guillaume, Chief of French Joint General Staff, informed SACEUR of the French Government's decision to redeploy the 19th Infantry Divi-sion, reactivated and strengthened, to North Africa. This division was a reserve division, strengthened by the recall of reserve classes. Additional personnel, with the exception of 200 officers, were drawn from Central Command units in excess of 100£ War Establishment, SACEUR informed the Standing Group by SHAPTO IO63 on 5 November. By AG 0905 .li OT, 7 November SACEUR informed the French MOD that he had noted the proposed redeployment and hoped that the officer shortages produced would soon be rectified. In STAND 1333, 9 Nov, the Standing Group gave SACEUR instructions for answers to queries which might be raised by the North Atlantic Council in connection with these troop movements. By LOSTAN Ili7l4, 9 Nov, SGLO infomed the Standing Group and SACEUR that the redeployment had been noted by the North Atlantic Council, but that no query had been raised concerning the resulting effectiveness. On 19 November it was noted in the press that the French Government in-tended to release 57,000 men from military service, inquiries at staff level from the French !IOD produced the reply that the release of these men would not affect the French forces assigned to SACEUR. 2U. German Forces. a. Stucfy of the organisation of Geman forces was continued throughoüt the period. (NATO Unclassified).

b. On 3 December a new plan for the organization and training of the German Air Forces was received from the German MOD* Action is being taken to develop a SHAPE position on this plan, in order to provide the MOD Genaany with guidance on the future de-velopment of such air forces. (NATO Secret).

25. Netherlands Forces. VJork continued during the period on the creation of a second active division for the Netherlands Army. In a letter, 21 December, to the IIOD the Netherlands, SHAPE recommended continued study of the problem of creating a second active division by the end of 1957, based on a broad SIIAPE approach outlined therein. 26. Combat Effectiveness Report - 1955» Work on the Allied Ccrrmand Europe Combat Effectiveness Report 1955 is progressing on schedules Commanders Assessment of Forces and Training Reports used in preparation of this report have been received and are being evaluated by the staff. Completion of the report is anticipated by the end of February. (NATO Confidential).

B. Annual P. evi «

27* During this period close liaison was maintained with the Office of the Standing Group Liaison Officer in connection with the drafting of those parts of the Annual Review requiring mili-tary advice. Guidance was also frequently required concerning SHAPE'S views on statements made by nations during the examination and the re-conciliation phases of the Review. (NATO Unclassif icd).

C. Exercises.

28. CORDON BIEU. An inter-allied exercise, was conducted in the Stuttgart-Jurzberg ai-ea of Gemany (13-17 October) under the co-sponsorship of CŒIOEITTAG/COIIFO'JRTIÎATAF and co-director-ship of CG 7th U.S. Army and CG 12th U.S. Air Force. This exercise featured U.S. and French forces in a counter-offensive against an aggressor. Simulated atomic weapons were used by both sides. (NATO Confidential).

29. SILVER RIVER. A joint combined maneuver was conducted in Turkey under the directorship of OOMLANDSOUTHEAST on 2-5 October. The exercise featured covering force actions in Turkey, followed by a counter-attack supported by simulated atomic weapons. (NATO Confidential).

30. FOX PAW. A large-scale, major air exercise was held I-U October under the"direction of SACEtR. All air units of Allied Command Europe were involved, as well as all available air units outside SACEUR's command. A critique was held at SHAPE shortly after the exercise. (NATO Confidential).

31. RED TRIDENT. A special weapons and anti-submarine exercise testing naval support to the land battle, was held in Turkey and in adjacent waters 16-19 October under the direction of STR3KFORSOUTH. (NATO Confidential).

32. L33EIINE. A presentation of the analysis of Exercise LIFeELBE was made at SHAPE on 16 December by a team of officers from PLAHEXLIFE, Norfolk, Virginia. Representatives attended from all NATO nations and agencies, and from Central and Northern Commands of Allied Command Europe. (NATO Unclassified).

D. Exercise Planning.

33. BEAR CLAW. A conference was held on 7-9 November with representatives from AFNORTH, AFCENT and AFSOÜTH to develop the Land Forces aspects of the exercise concept and to work out details of land forces participation. A second conference of land representatives from SHAPE and the subordinate commands took place on 22-23 November at SHAPE. The land scenario and control plan for BEAR CLAW was discussed, and the land and air plans were co-ordinated with air representatives. The setting for BEAR CLAW has now been made more realistic,. Regional commanders are consider-ing a second phase to this exercise which would provide land and sea emphasis. (NATO Confidential). t m

3U- IIATCH AIHCAI'. This major exercise, scheduled for September 1956, has been cancelled. In view of the fact that some countries felt that the returns fron this maneuver would not justify the expense if all troops participated, it has been decided to substitute a major CPX. 35. Allied Command Europe Exercise and Maneuver Schedule. The Allied Command Europe Exercise Schediae 1950-1957 Second Edition, was published and distributed 6 December 1955. (NATO Unclassified).

E. Training Facilities.

36. Land Training Areas. The Belgian MOD has agreed in principle to the amalgamation of the Elsenborn and Vogelsang train-ing areas. On 22 December the German MOD was requested by letter to agree to the Elsenborn-Vogelsang project as a divisional training area. (NATO Confidential).

IV. LOGISTICS.

A. Logistics Planning.

37. The Logistic War Plan, Allied Command Europe. Appendix I, Annex A to the Logistic War Plan, Allied Coraaand Europe, New Edition containing Section A (Army) revised, Section B (Air) re-vised, Section C (Navy) not changed and Section D (Standards) not changed, has been completed and released for publication on 11 October. 38. Cross-Servicing of NATO Aircraft. a. CINCENT1 s attention was directed to the provision that control and custody of logistics material is a national responsibility. Major subordinate commands should arrange direct with nations for the provision of cross-sefvicing facilities with particular reference to problems occasioned by re-equipping programs. In SH 23U99, 13 Oct, to Controller for Infrastructure, it was stated that, as MOD Belgium estimates the alterations at Brustem, Beauvechain and Chievres to be as costly as entirely new NATO depots, it is proposed that: the 5000 -cubic-meter depots be retained by Belgium as national depots; 5000 -cubic-meter depots at Kleinbrogeï and Florennes be altered as planned; the 5000-cubic-meter storage programed for Brustem be transferred to Beauvechain; an entirely new 10,000—cubic—meter jet fuel NATO depot be constructed at Beauvechain; entirely new 15,000-cubic-meter NATO depot be constructed at Chievres. On 12 November, SHAFE requested Standing Groiqp's approval of the elinination of Dunkerque-Koksyde pipeline; the transfer of 5,000 cubic meters of Fourth Slice storage at Koksyde to Ghent as operating storage for the proposed Zeebrugge-Ghent pipe-line; the elimination of Chalons-St. Vith pipeline; the reduction from 20,000 to 10,000 cubic meters of the Wfth and Sixth Slices pro-grammed storage for St. Vith; the transfer from St. Vith of 2,500 cubic meters storage to the airfields at Vouziers, and another 2,500 cubic meters to the airfield at Bertrix as reserve storage for these fields. This contract has: (a) assured satisfactory equipment; (b) standardized equipment for the two headquarters; (c) saved sub-stantial funds (approximately .5 million dollars); (d) resulted in procurement of modern and complete microwave systems. In addition, the North Atlantic Council has directed that certain action be taken by CECS9 EIICCC and ENCA« SHAPE requests COKAIRCENT to maintain close liaison with national authorities and operational units to assist in the early implement ation of this program. 70. CEPDs and CEIs. a. By AG 2363 SIG/PT, h October, Revised CEPD lCa was forwarded to major subordinate commands and KODs. This revision defines the type of communications circuits which will be supported by SIIATE as NATO circuit requirements for NATO common in-frastructure planning. (IIATO Restricted).

b. By letter, AG 2361; SIG./PT, 10 November, Change Number Ili to CEI for Allied Command Europe was distributed. This change contains: (1) new CEI 3001, giving guidance for the reception of broadcasted propagation reports and ionospheric disturbance warn-ings; (2) completely revised CEI 220-IFF Mark 10» fitting standard, brought into agreement with SGM 736-55, 30 Sep; (3) completely re-vised CEI 330c - Procedure for handling classified messages via com-mercial telegraph facilities - brought into agreement with SGM 793-55, 13 Oct 55. (I3AT0 Restricted).

71. NATO Phonetic Alphabet. a. By AG 3069 SIG/PT, 13 Oct, a copy of SGM-709-55, 2b ep, was forwarded to major subordi-nate commands informing the addressees of the revision of Standing Group policy regarding the influence of the new IIATO Phonetic Alpha-bet upon the printing of «llicd communications publications. (NATO Unclassified).

b. By SIIAFE letter AG 3069 SIG/PT, 15 Dec, sent to all international headquarters of Allied Command Europe, Standing Group decision (SC2I-862-55, 30 Nov) was announced, and also the SHAPE policy that inplementation date of the new NATO Phonetic Alphabet will be 1 IIarch 1956. Commands concerned were directed to amend ouïrent instructions relative to the use of phonetic alphabets within Allied Command Europe, and to make necessary changes to non-cryptogr?.phic ACPs. (NATO Unclassified).

72. Single-Call-Sign System for Tactical Use. By SH 2U528, 8 Dec, to Standing Group, SrlArE advised that it was highly de-sirable that ground forces within Allied Command Europe utilize one system of tactical call-sign and radio and voice call-sign procedure. (NATO Restricted).

E. Exercise Planning.

73. RTCP. On 7 November, Message AP 81723 was sent to all commanders-in-chief and nine MODs, initiating RTCP Exercise ANNEX ECHO. (NATO Secret),

b. Or. 21 December, SILAl3S issued to all coumands participating in Exercise EEAE CLAV/ an exercise warning order for the SIîAfE Cammunications Exercise GrEIiN CU3 to take place 1-5 March 1956. The purpose of Hxercise GEESIC CUD is to provide a training period for the communications organization which will support Exercise BEAR CLAW. Over 30 communications centers will be involved in Exercise CREEN CUB. Each center will process several huncred exercise messages. (NATO Secret).

75. Briefing for HATO Officers on U.SV Defense Develogaent. On 1 October, in Sll 23200 to AIRNCRTH, AIRCEOT1 AIRSOUTH, SrIAFE provided details of "Briefing for NATO Officers on U%S, Defense Developments" for command representatives scheduled to go to the U.S. (NATO Secret).

76. Forward Scatter Connunication System. On 12 December, the Chief Signal Officer made a presentation to the Mili-tary Committee of the North Atlantic Council on requirements for a tropospheric and ionospheric forward scatter communications system in Allied Command Europe. A study on this subject had been for-warded to Standing Group on 7 December (AG 3100 SIG, 7 Dec). Follow-ing a presentation to the Council of Ministers by General Gruenther, this proposal was accepted by the Council subject to completion of arrangements for the international financing of the project. 77• Atlantic Communications Conference• Signal Division provided SHAPE representation at the Atlantic Communications Conference (LANTCOUCON) held at Brest, France, 5-9 December. It has been agreed by Standing Group that these conferences under the sponsor-ship of SACLANT, will in the future constitute the principal naval communications-electronics conferences within NATO. (NATO Confiden-tial ).

78. SHAPE Communications-Electronics Board. Ths 20th meeting of the SHAPE Communications-Electronics Board was held at Headquarters AHED on lU December. The SIIATE C-E Board meeting was attended by the Cliief Signcl Cffiecrs of the major subordinate com-mands, and had representation from SACLANT and EtICCC. The meeting was devoted to discussion of communications-electronics problems with-in allied Command Europe. (NATO Confidential).

VIII. BUDGET AND FINANCE.

79. Budget Estimates. a. The 1956 Budget Estimates for SHAIE and AFNORTH were approved by the North Atlantic Council (Reference: CR(55)5U dated 1 Dec); the 1956 Budget Estimates for LANDSOUTH, LANDSOUTHEAST, AFMED, NATO Defense College, EMCCC, ELLA, ECSA, AGARD were also approved by the North Atlantic Council (CR(55) 61, 20 Dec). b. The 1956 Budget Estimates for AFSOUTH were approved by the NATO Military 3udget Committee on 6 December 1955. (NATO Unclassified).

IX. PUBLIC INFORMATION.

80. Pictorial Coverage. During the period, still and motion picture coverage was obtained of AFNE Exercise SffiONG ENTERPRISE which took place in Denmark, of AFCE Exercise CORDON BIEU which took place ijn Germany; and of AFSE Exercise SILVER RIVER which took place in Turkey. Material thus obtained was reviewed at SHAPE and then was released to international still and motion picture media in London, Paris and New York, as well as to national media directly concerned* (NATO Unclassified).

81. Briefings. During the period, 21 groups numbering 837 people visited SHAPE and were briefed by senior officers of the Headquarters. Of these, two were personally addressed by SACEOR and six by the Chief of Staff. !Rie groups included Parliamentarians, directors of industry, business leaders, jot^rnalists, students, you,th organizations, cultural and educational organizations, women's clubs and military groups. Countries represented were Denmark, France, Germany, Italy, Norway, Portugal, United Kingdom and United States. (NATO Uhclassified).
