    PHESIDENT'S HEPOHTLooking back over events during the In~l 12 months, one is continuallyreminded that it was a year of steady and sturdy progress, 1 am confident thatmembers will form the same opinion after reading the detailed reports sub-Inittcd by the officers responsible for the various sections, Such reports contain

    a wealth of information, telling thc story of every activity from the training ofLife Save! s right through to the Financial and otner records maintained by theClub,During the year we have been kept abreast of all happenings per medium01 our most comprehensive News Letters, hut several highlights are well worthyof a special mention,

    (a) The splendid work performed by patrols, in effecting many rescuesduring the season.(h) 'rile most successful carnival held 011 our beach on January :3, 19(10,(c) Tho untiring efforts on the part of 50 many to raise money for ourBuilding Fund,(d) '[he culmination of years of endeavour when the contract was let to

    build our "BUNKHOUSE".'rhis is a good opportunity to remind ourselves that the foregoing,together with rnany other successes did not come easily, They were the resultsof organisation, hard work, and a tremendous enthusiasm shown by everyone oJ:'your Committee, by many members, and by quite a few outside supporters. Weshould not overlook the contribution made by our Hon, Officers, who workbehind the scenes and get very little of the Iimclight, An excellent examplebeing our auditor M r. E, S, Parkinson, E eL is a fonndation unembor and ourh nancial records bear testimony to his strict control exercised since 1958.Our club cannot fail to progress whilst there exists among its memberssuch a spirit of comradeship and willingness to work as a team without expectingreward or praise,It has been my privilege to experience the wholehearted help and supportextended to me by every person connected in any way with our club,As it so happens in all walks of life, the year just past was not all smooth

    funning, unfortunately we had our losses,Th tragic death of 011r Chief Instructor Hoy Gilbert jnr. at the earlyage or: 19 k years was a terrible shock to all. Hoy had displayed a keenness thatpromised a most successful future in Life Saving affairs, A detailed report onhis career appeared in our February News Letter. To Hoy Snr, and family weextend our deepest sympathy,Mr. A, J onas, Vice Presiden! was forced by business comrnittments totender his resignation toward the end of the year. Arthur is a foundation mom-her and over the veal'S has been one of our most ablc administrators, whilstalways in the foref;'ont as an active worker at Functions run by or for the dub,He has always been most ably supported by his gracious wife J\.jaueL Both arcgoing to be greatly missed, We wish them well Another regrettable loss wassustained when Mr. E. Darin, Vice-President, for health reasons was forced tosubmit his resignation also toward the end of the season. Ed, was anotherstalwart who \V~IS ever in the vall in club activities, \-Ve all trust that his healthwill improve to the point that he will be ' ahle to remain an active helper atI liltclions held a t \-\1ye',Pressure of business was responsible [or Brucl' Bywater resigning as ClubVice-Captain.     SECHETAHY'S HErOnI'Your Committee has much pleasure in presenting the club's 7th Annual

    Report. As in past years, the dub has continued to progress with a high standardof patrol and rescue work, once again contributing to a good season. As theAnnual Meeting approaches, the dub is in an excellent financial position alsowith a higb number of active members.This year our goal of a Bunkhouse for the active members, has at lastbeen attained. The building is at present under construction and will be com-pleted by the start of the season. It would be impossible to list all the membersto whom our thanks are clue for their efforts to this achievement, but I'm surethat everyone who sees and uses the Bunkhouse will realise that a tremendousamount of thought and work has been putinto it by our senior members on thebuilding sub-committee.As in past years the dub thanks go once again to Social Secretaries, BobEdwards and Geoff Jones, whose hard work in the organisation of socialactivities meant a healthy financial increase in the club funds. Our gear steward,Lou Kriefcld has taken excellent care of our equipment throughout the year,and is without doubt the reason why the gear has withstood the test of salt andtime so well. To Lou and Alec MacDonald, who once again has kept our news-letter circulating each month, we say thank you.This year our surf carnival was sponsored by ;3DB who donated a surfreel and advertising space on their station, The added interest of a sponsorcombined with the usual untiring efforts of the Committee, vvhich .1 am surehelped to make the carnival the most successful, both financial and otherwise,that we have organised. At this point J feel that it is my place to extend thevery sincere thanks of our club to the members' wives and mothers without

    whom our Surf Carnival catering, and most other social activities could notfunction.\Vc hope that everyone receiving a copy of this Annual Report willappreciate its "new look".The higher standard of printing, paper and layout has been made possiblethrough financial assistance of our advertisers, : 'IiL Hon Todd, rill'. Arthur Jonas,?Ar , Douglas Mitchell, Mr. David Gilmour, \lr. Vern Grose and Mr. Hoy Gilbert.They are supporting us, so we hope that you will support them.Seven years ago, at the first meeting of the Wyc HiveI' Surf Clu b, BrianDann was elected Club Captain. Since then barring one year, Brian has heldthat position every year. Next year, however, he has decided not to stand for

    re-election and with Brian goes part of the club. His successor will have a hardjob keeping up with Brian's high standard which he brought Wye Hiver S.L.S.c'to its present status. We want to put the clul: thanks to you on record, Brian.In conclusion 1 . would like to thank ovcryonc who has helped me throughtho past year and T wish the club every success il l Future years.

    (his season.Ceneral progrcssin most spheres of our activities has been quite steady, but could havebeen more rapid had all members realised their responsibilities towards the club and theirduties within it.I refer to the minority of members who only act as individuals and not as team members,wliich is so vital il l an activity like surf life saving. These arc the people who continually haveto iw followed lip, arc late or just don't turn up to patrols, carnivals, club events, socialfundi ons. etc.Every club has such members, but they certainly do nothing for any club or for theirUWJl personal standing amongst other club members. Are you such a member? Think beforeaccepting membership next season.Patrols 'file cl1cctivcncss o r patrol work during the season was a direct reflection OD the commentspreviously expressed.Some patrols performed most creditably, whilst others were in the "follow up" category.Two great rescues were performed during the season, but these were not enough to saythat patrolling was fully (Jlcctivc. Too often were members late, absent or changing from patrolto patrol because of SOlllC personal desire to do something else on the day originally allotted forpatrol.. Our placing of eighth in the State-wide patrol competition although quite good, wouldLa vc been much better if every member had whipped himself and others in his patrol, as a team.CarnivalsOnce again many thinks and congratulations to the boat crew and a few other stalwartslor the effort" during the season. Nobody won, but yon all competed.If you arc going to be a ll effective member get into the carnival work next season, it isa vcry essential part of 0111' work in developing your own skills through competition.Club Championships

    .HUll over the A.N.A. weekend again, these were possibly the most keenly contested andmost enjoyed part of our activities.However it is getting too consistent giving trophies to Wayne \Vi11s, so get into thattr;linillg now und earn a Icw yourself for next: season. Congratulations Wayne, a good effort

It is only From such an observation can we then collectivelygroup together and build our club to the number one efficiency unit that it can he.

    SOCIAL SECHETAIUES' nEPOHTThe first social function in our financial vcar was the fourth Annual BalLand a total of 200 people again enjoyed the pleasant setting of 9 Darling Street:We profited on the night by 40/0/0.Later in November the Barbecue was held at Tcmplcstowc and thepeople who were able to find the site enjoyed the day ill brilliant sunshine. Noteveryone witnessed the tree-felling competition and the raging bushlire the daybefore, but we were grateful to those people who supported the outing. Un-fortunately, we bad enough steaks left over to feed a SITJaU army, and becauseof this we only showed a meagre profit of 30/0/0.In December the Christmas functions were in full. swing and the danceswere well attended as we had booked a few "Beetle type bands". One group inparticular were just as entertaining during the day as they swam in the surf -

    fully clothed. Along with the raffles and evenings that Jim Illig organised inthe valley we added $190/0/0 to our Building Funds.Other evenings followed -- The night at "Hedg1cy Denc" and the progrcssive dinner .....organised very successfully 1))1Mr. Hoy Gilbert and Mr. andMrs, Agnew respectively.Franks Hooks' barbecue at Williamstown was again well attended andwe were grateful to him for his efforts. This alone added 40/0/0 to theBunkhouse Fund .Mr. Jim mig .~. a great supporter of our club, organised the fishingcompetition and along with George Moriarty they combined to add proceedsof ;36/0/0.

    All in all the Functions were all good, although not always profitable. Tothose blokes who chipped in at all times and helped with the thankless job ofpreparation, Bob and I offer our thanks. s . \V. JONES1 1 . ED\VAHDS

    HEGISTHAH'S HEPOHI'In presenting this year's statistics to members it is most disturbing to

    note a decline in numbers, Rcfcronce to the "yearly totals" clearly shows areduction in almost all sections of membership. The resultant loss of revenueunfortunately, comes at a time when strenuous efforts are being made to raisethe balance of our "Bunkhouse' construction costs, YVe appeal to every personor family receiving this report to give their utmost assistance in preventing anyfurther loss of club membership.It is interesting to note than an increase in first aid treatment (7 cases to12) and a decrease in rescues performed. (13 to 7) resulted this season in com-parison with 1963-61 season, On two occasion after the rescue was performed,mouth to mouth artificial respiration was successfully applied, Th'e carnivalattendance per man for this season is 2,7, Last season's figure is 3,7 (based on10 carnivals),

    .l have pleasure and deem it an honour to submit this report on behalfof the Sub-committee appointed to investigate, have working drawings preparedand finally call tenders for the construction of the long awaited bunk housebuilding for the active boys down at Wye,Early this year the Sub-committee really got down to serious business onthe project, and after considering preliminary schemes it decided on a directcOUl':,e of action after thy IDxecu~iv~)Committ?,e had directed that the project beput m hand for occupation by Christmas, 196~ at the latest and that the schemewas to incorporate the following features:

    (a ) Cost to be kept to a minimum and materials to be most durable available.(b ) Accommodation to be provided for a minimum of 22 active members.(c) Facilities to be provided in the bunk house for:(i ) Separate sleeping and living quarters,

    O i ) Septic sewerage, toilets, washing and showering anncxe, hot: and coldwater,(iii) Supply cooking and eating annexc.(iv) Heating for living area,(v ) Observation deck.(V i) Li(thtina .b b(vii) Insect protection.

    (d) The site to be conveniently located to the club house and other amenities,to provide sufficient space for the parking of active members' cars, to havea reasonable view of the club house and foreshore, he accessible from maderoads and to be so located as to give some seclusion from the residential area.This scheme presented a challenge to both the Executive Committee andthe Sub-committee, and specific duties were allotted to each member so that theproject could become factual.Each and every member gave. of his best and it is most gratifying thatit call now be reported that the project is factual and that occupation of thebunk house is a distinctive possibility for the coming surfing season.

    THE SITEThe land obtained for the bUllk house is on the north west side of theGreat Ocean Eoad a distance of J50 feet up hill from between the laundry

    block and toilet block and almost directly ill line with the club house.Access is not available for vehicles directly from the Great Ocean Road;but is available [rom The Boulevardc.The block measures 100 feet in frontage hy 120 feet in depth and a roadhas been formed Irom The Boulcvardc. This roucl will be metalled to Form anall weather access road to the block.The Shire o r Otwav has made the block available on a leasehold basis ata very nominal annual rental,

    The block 1U1S been cleared of undergrowth, dozed practically level forthe bunk house building itself, surveyed, pegged, and to some extent drained.The site as a whole is the most ideal location for the bunk house as itprovides all those i'unctions desired by the Executive Committee and also givesa very wide view of the area and particularly of the club house and beach. Theactive boys and all those associated with the dub will be elated with the site,and we should all be most grateful for the work put into its procurement bythose responsible, especially to that untiring individual who seemed to have allthe contacts.THE BUILDING

    The bunk house building will be located on the south east corner of theblock and will face directly towards the point) thus affording a general view ofthe bay area.Provisions have been made for future extension if desired at any time, andthe structure will be aesthetically pleasing and most functional with all thosefeatures, as desired by the Executive Committee, being incorporated in thestructure.

    The building can be described as H two storey timber framed asbestoscement clad structure with Internal. access only to the upper storey, mainly asH security measure.

    Septic sewerage will be provided with water supply being available fromtwo 1500 gallon storage tanks located at the rear of the building.A timber balustradcd sun deck will be provided to the front at first storeylevol and observation windows will afford a good view o r the beach from thefirst floor sleeping quarters section.Stairs lead down horn the sleeping quarters directly to the kitchen annexo,the showers, toilet and wash room at ground level and off the kitchen annexois located the Iiving or relaxation quarters.Interior panelling will be rebated, vee jointed vertical pinus boarding withmasonite ceilings and exposed oregon roof joists. The first storey ceiling wHIbe insulated and ventilated.Flooring will be kiln dried and dressed tongue and grooved ~r'oardingsanded smooth and later treated with plastic surfacing.The building was designed by M .L Frank Collings, Architect o f McCarthyand Collings, St. Kilda Hoad, Ivlclbollrnc in conjunction with myself. Mr.Collings offered his services in an honorary capacity for the project and theCommittee arc extremely indebted to him for his time, energies, and professional

    guidance.TENDEHB

    Tenders were invited for the erection of the building as finally adoptedby the Committee and three only tenders were received .~- one from I'vle1bournc,one from Lome and on frorn Wye Hive)".Mr. Gorl.\C Moriartv of the \ " v ' V(~ Hive!" Store submitted the successfultender and \Va~awarded the contract.

    ?vJr. i\Joriarty was most e,~gcr to help the club to his utmost. and suggestedseveral modifications to the design and specification which could reduce hisoriginal tender. The Architect and myself considered the amendments, incorpor-atc~l them, and obtained the approval of the Committee.Th contract documents have now been Sil!,llCcl and Mr. \Ioriartv hasapplied for a building permit from the Shire of c)tway. .He is so eager to gel on \vith the job for the club that he has alreadycommenced preliminary works on the project.I have no fear of \1r. \1 oriarty not completing the job on schedule anderecting a structure of which we will all be proud - on schedule if the weatheris kind.

    FINANCE AND COSTSFinancing this project has been one of the major headaches; but it can

    be reported that the ultimate goal of J?A,200 (approx.) is not out of reach pro-viding every member pulls his weight and responds to that heart rending pleaof 0\1)" Publicity Officer in the last news letter.A t the time of wri ling this report approximately T; l ,( )OO is still needed tocomplete the project.It was most disappointing to be advised that the club could not receivea building grHnt hom State Centre this year and it is hoped that in the comingallocations further consideration will be given to our application. A couple ofour energetic mem hers arc leaving no stoue unturucd to rectify this injustice.

    FUHNISHINCSFurnishings are not included in the building project and it is estimatedthat some L400 will be required for this item. However the ;vfayor Colling-
