World trade rose to a record $1.6trillion in 1979 but world productionslowed down, the General Agreementon Tariffs and Trade (GATT)announced in Geneva.

Trade world-wide was 25 per centhigher in value than in 1978 and sevenper cent more in volume. At the sametime world production fell from fourper cent in 1978 to about three per centin 1979. The decrease was mainly notedin agricultural production in theEastern trading area, mostly in cerealproduction in the Soviet Union,Eastern Europe and some developingnations.

Sea-Land Christens D-9 VesselThe third D-9 class diesel-powered containership built for

Sea-Land Services, Inc., was christened the SEA-LANDDEVELOPER by Mrs. Charles F. Myers Jr., wife of asenior member of R.J. Reynolds Industries, Inc., board ofdirectors.

Both launching and christening ceremonies were held atMitsubishi Heavy Industries, Inc. shipyard in Kobe, Japan.The SEA-LAND DEVELOPER represents the second ofseven D-9 vessels to be constructed. A total of 12 energy-efficient D-9 containerships will be built and in operation bythe end of 1980.

The first D-9 built by MHI, the SEA-LAND PA TRIOT,under-went successful sea trials in early December 1979, andrecently joined Sea-Land’s fleet. Each of the D-9s will bepowered by 27,135 BHP Sulzer diesel engines and willoperate at speeds of 22 knots. These factors alone will resultin more than a 35 percent improvement in fuel efficiencycompared with steamturbine vessels of comparable size andspeed.

AAPA Protests Proposed Dredging GuidelinesThe American Association of Port

Authorities has filed detailedcomments to the EnvironmentalProtection Agency’s proposedguidelines for dredge-and-fill permits,warning that such a regulation couldvirtually shutdown many of thenation’s seaports.

The Association’s response was toEPA’s proposed specifications ofdisposal sites for dredge or fill materialunder Section 404 (b) (1) of the CleanWater Act as published in the FederalRegister of September 18, 1979.

The 90-page response details I l basicobjections to the EPA proposal. TheAssociation’s general conclusion is thatthe proposed regulation exceeds CleanWater Act provisions and fails inreflecting the "Rule of Reason" towhich EPA has announced it isdedicated.

The conveyance letter was signed byJ. Ron Brinson, the Association’sExecutive Vice President, and HerbHaar, Associate Port Director of thePort New Orleans and Chairman of theAAPA Dredging Committee.

The Association asks EPA toconsider that orderly development andmaintenance of navigation are critical

to the survival of the U.S. seaportsystem which in 1978 provided onemillion jobs. The Association cautionsEPA that, "this country can ill affordunreasonable and unwarrantedrestraint on our national andinternational commerce, particularly ata time when every effort is being madeto improve the nation’s economythrough increased exports, trade andexpansion of our Gross NationalProduct."

The response notes that portsprovide facilities and services whichdirectly relate to the nation’s economicwell-being. "In 1978, U.S. waterbornecommerce totaled 1.9 billion tons. Thevalue of U.S. foreign waterborne tradewas $194 billion or nine per cent of thenation’s Gross National Product.Therefore, it is most important that theUnited States be able to promptly,efficiently and economically maintainits harbors and channels at all times."

The Association contends that,notwithstanding immediateoperational implications, theguidelines as proposed would evolveinto a planning nightmare for seaportmanagers, and thus severely impact onseaports as essential elements of the

U.S. transportation system.Long-term capital improvement

projects and the maintenance of thesefacilities involve a considerableinvestment by public port agencies.Brinson and Haar noted "the proposedguidelines are intricate, excessive andconfusing and provide no practicalguidance for port managers in makingdredging permit applications. Theguidelines create such an atmosphereof unpredictability that reasonableport planning would be impossible."

AAPA finds that the proposedregulations fail to consider the overall"public interest" in determiningwhether discharges should be allowed.Because the "public interest" isgenerally asserted as a basis for theright and need to regulate discharges ofdredged or fill material, AAPA arguesthat the "public interest" doctrinemust likewise govern the actualexpertise and implications of aregulatory authority.

AAPA submitted comments to EPAby the deadline of January 2. TheAgency must now consider allcomments received before issuing finalregulations on disposal sites fordredged and fill material.
