THE PAPAL VISITSEPTEMBER 15 & 16, 1987LOS ANGELES, CALIFORNIA

Since assuming the highest office of the Catholic Church, PopeJohn Paul II has traveled extensively in foreign countries. Ineach of these visits, preparations have been laboriouslyconducted by the host countries months before his arrival. Hisvisit to the United States, scheduled to take place betweenSeptember 10 and September 19, 1987, is looked on as one of themost important historic events that have ever engulfed thiscountry.

Pope John Paul's tour in the United States will start in Miami,Florida, and end in Detroit, Michigan. The following is histravel schedule as is known at this time:

* Miami, Florida, September 10 and 11, 1987* Columbia, South Carolina, September 11, 1987* New Orleans, Louisiana, September 11 and 12, 1987* San Antonio, Texas, September 13 and 14, 1987* Phoenix, Arizona, September 14 and 15, 1987* Los Angeles, California, September 15, 16 and 17, 1987* Monterey/Carmel, California, September 17, 1987* San Francisco, California, September 17 and 18, 1987* Detroit, Michigan, September 18 and 19, 1987

During his stay in Los Angeles, he will publicly appear on threedifferent occasions. The first event is his motorcade, which isscheduled for the morning of Tuesday, September 15, 1987. Atapproximately 10:30 A.M., the Pope will travel, in his speciallyequipped Popemobile, from Fire Station Number 26, located atWestern Avenue just south of the Santa Monica Freeway, to theSaint Vibiana Cathedral at Main Street and Second Street. Themotorcade is scheduled to travel North on Western Avenue, East onOlympic Boulevard, North on Figueroa Street, East on EighthStreet, North on Broadway, East on Alpine Street, South on NorthSpring Street, East on Macy Street and South on Main Street toSecond Street. The motorcade will consist of several vehiclesand they will be traveling at an average speed of 9-12 MPH,covering the total route in approximately 52 minutes.

Conservative estimates call for between 200,000 and 2,000,000motorcade spectators along the route. Factual data, based onactual measurements of 4 square feet per person, indicates thatthe available sidewalk space along the motorcade route will onlyaccommodate 250,000 persons.

The Pope's second appearance will take place on Tuesday,September 15, 1987, where he will conduct a public mass at theLos Angeles Memorial Coliseum at 6:00 P.M. During this event, an

estimated 90,000 ticketed persons will attend the mass inside thestructure, while another 250,000 non-ticketed persons will be inExposition Park. The majority of those will be located on thePeristyle end, near Figueroa Street, where outside loudspeakerswill be installed. For this reason no vehicular traffic will beallowed on Figueroa Street between King Blvd. and ExpositionBlvd. as it may become a pedestrian walkway.

His third and final public appearance will be on Wednesday,September 16, 1987, at the Dodger Stadium at 6:00 P.M., where asecond mass will take place. Only ticketed persons will beallowed inside the stadium for this event. No standees will beallowed in or around the stadium.

His Holiness will also conduct a series of private audiences withselected groups while in the Southland.

Based on information currently on hand, we at the SouthernCalifornia Rapid Transit District are faced with a multitude ofproblems. There will be an impact on regular line service as aresult of passengers utilizing the bus system to attend thespecial events. There may be delays to our regular patrons astwo of the events will take place during A.M. and P.M. peaktravel periods. It is with this thought in mind that thefollowing is mentioned:

1. All plans may suddenly change, without prior warnings.2. A direct communication line between the Multi-Agency

Command Center and the Radio Dispatch Center will beset up on Tuesday morning.

3. All street closures will be handled by the Los AngelesDepartment of Transportation (DOT) Traffic Officers.

4. Two helicopters will be in the air to report trafficconditions to the Command Center.

5. Beginning at 9:00 A.M. on Tuesday morning, all localradio and television stations will broadcast warningsto discourage the driving public from entering thedowntown area.

6. All charter buses in California, and many other states,have been leased since April, at an average cost of$1,100 per bus.

7. Approximately 900 buses have been chartered by variousgroups from San Bernardino, Santa Barbara, and LasVegas to attend the Papal Motorcade.

8. Over the last three months, RTD has been receiving atleast 15 calls a day from various groups requestingbuses. No request was granted.

9. There will be no special services on RTD lines suchas those in the 1984 Olympic Games. However, manyDistrict lines will be augmented to accommodate theanticipated demand.

10. Forty buses utilized for a special police move andservice augmentation during the A.M. Motorcade will bepulled into Division 2 yard and will also be used forextra service to the Coliseum.

11. There will be no special bus fares. All regular fareswill apply.

12. All extra service will be scheduled by temporary letterin a "goldenrod" color. Although temporary letters arebeing issued for supplemental service, field personnelmay have to modify the operation as traffic patternschange.

13. King Blvd. will be open to vehicular traffic. However,be prepared. It is unknown at this time what actionsmay be taken by Cal-Trans or the Los Angeles Departmentof Transportation.

14. If, for any reason, buses are totally stopped, everyeffort should be made to get them turned around andout of the area, even if it constitutes short orincomplete trips.

15. The worst scenario is cars being abandoned in the middleof the streets.

16. Heavy RTD patron traffic is expected from the SanGabriel Valley. Extra buses with operators will bestanding by at many of our divisions.

17. An RTD patron will only have to walk two tenthsof a mile to get from the Hill/Broadway terminal at 39thStreet to the Coliseum. In San Antonio and New Orleansthe distances are 3.4 miles and 2.7 miles respectively.

As you may have deduced by now, we are faced with a very diffi­cult task and it is obvious that the demands put on the Districtare extreme. However, the District's record in the past hasproved that inspite of the various constraints, we were able todeliver the best available service to our patrons with minimuminconvenience. Let us all put our best efforts forward and worktogether to prove ourselves and our abilities. We did it before,during the Olympics, and we can certainly do it again for thePope.

All radio transmissions for field personnel will be onChannel E-l.

Hand held radios shall be set on Channel 4.

The forty extra buses assigned to Special Police Moves andsupplemental service to and from the Coliseum will be assignedBus Channel 8.

EMPLOYEE PARKING/SHUTTLE - DIVISION 2

Employees may park at Division 2 and ride an employee shuttle tothe Headquarters Building, downtown short line terminals and theColiseum. A shuttle bus schedule will be provided.

WORK ASSIGNMENTS

Assignment times shown are work location hours of assignment. Itis suggested that employees park at the divisions and rideregular line service (or the Division 2 employee shuttle) to worklocations as parking will unlikely be available at worklocations.

Change Makers will report to Operations Control and Services atthe time shown and will be transported by Transit Police to andfrom the Coliseum.

Friday evening. they will begin placing 50-gallon barrels everytwenty feet along the Papal motorcade route. Because of thegreat number of spectators anticipated, barrels will be placed inthe street, twelve feet from the curb. along Olympic Boulevardand perhaps other portions of the route. The barrels will laterbe filled with water and connected together with rope. Thisinstallation is for security and crowd control.

At approximately 6:00 A.M., Main Street from First to Third, LosAngeles Street from First to Third and Second Street from Springto San Pedro will be closed to all traffic and the area willbecome Embassy Status. Barricades (Jersey Barriers) will beplaced in the middle of the streets.

All lines on Main Street will be detoured at approximately 6:00A.M. via Fourth Street, San Pedro, Temple Street or First andAlameda Streets. This will remain in effect Monday, Tuesday,Wednesday and possibly until Thursday afternoon.

At approximately 8:00 P.M., or possibly before, Broadway will berestricted to through traffic between Eighth and Alpine for theplacement of rope between the barrels and the establishment ofpermanent barricades. Due to the need for street cleaning andbarrel removal, all service on Broadway will be detoured to theSpring Street Contra-flow or to Olive Street. Broadway may notopen to traffic until late Tuesday night or early Wednesdaymorning.

Note that from 8:00 P.M. Monday, until possibly Wednesday, therewill be no service on North Broadway between Alpine and BridgeJunction. All traffic will be turned by LAPD at College Street.

Consult detour notices for special short line operation. Toavoid congestion at terminals with limited space for layover,layover time should be minimal and buses should immediately besent to the far terminal to leave on their regular time.

Buses from Flower and Fifth can be sent to Beaudry as there areno buses scheduled there (Operators should be given a departuretime from Beaudry as no personnel are assigned to thatlocation).

Note that Lines 27 and 28 provide through service from the westside to the north side. connecting with terminals at Eighth andUnion, Wilshire and Figueroa. Fourth and Flower, and the terminalat First and Hope. This line must be allowed to go through atall times.

All Road Supervisors must monitor the lines in their assigneddistrict and report overload situations to the Radio DispatchCenter. Additional service will be provided based on passengerdemand and availability of operators and equipment.

Remember that all plans can change. Be familiar with allportions of the operation. Don't allow buses to get buried intraffic congestion. Many weekday riders depend on our service inthe outlying areas. Turn buses around whenever necessary. and atany location necessary to preserve the service. Keep the RadioDispatcher advised of actions taken.

(52 minutes later). All cross traffic will be permitted tocontinue across the motorcade route until one half hour prior tothe Pope's arrival.

Service may not have to be changed during this time as they planto open the streets ten minutes after the motorcade passes by.If problems develop, provide short line turnarounds for buses andsend them back to their far terminals in order to preserve theservice on the line. Give operators leaving times from the farterminals as personnel will not be available to do so.

Because of the motorcade loop in the downtown area, manyspectators are expected to move from Broadway to Main Street tosee the Pope a second time. There may be a delay in openingSpring Street, but with the exception of Broadway, it is expectedthat regular line service will be resumed in the downtown areaaround 2:00 or 3:00 P.M.

6:00 P.M. - COLISEUM PUBLIC MASS

The Pope will continue to the Universal Amphitheater and theRegistry Hotel in Universal City, arriving at the Coliseum at5:30 P.M. for a Public Mass. The gales at the Coliseum will openat 12:00 Noon. Although the Mass is at 6:00 P.M. I gates willopen early in order to let attendees pass through the metaldetectors. (Each metal detector allows 1100 people per hour topass through). The majority of the ticketed and not-ticketedColiseum spectators are from Santa Barbara to San Diego ind fromSouth and East Los Angeles.

Supplemental service will be provided on Lines 40 and 81 fromdowntown Los Angeles. Other District lines will be augmentedbased on reports received in the Dispatch Center from the field.

Martin Luther King Jr. Boulevard will be open to regular traffic.Figueroa Street will be closed' between Exposition and MartinLuther King Boulevard. There will be no bus service on Figueroabetween Jefferson and King Boulevard as it is expected thatFigueroa will become a pedestrian walkway.

Line 204 is expected to carry a heavy number of passengers onVermont. Regular bus stops will be used on Vermont as well as onKing Boulevard.

Line 40 and 81 passengers from downtown Los Angeles will bedirected to get off at terminals at Broadway and 39th (Line 40)and at Hill and 39th (Line 81). Thirty Ninth Street will becomea pedestrian avenue to the Coliseum. The District's MarketingBrochure emphasizes 39th Street, Hill and Broadway, as theterminal for RTD service. Other major unloading and loadinglocations will be on 39th between Hill and Broadway (Line 200),King Boulevard and Hoover (Line 40) and Vermont and 39th Street(Line 204).

Staging areas for Line 40 and 81 buses will be provided indowntown Los Angeles and near the Coliseum. Any servicescheduled by temporary letter can be superseded by Supervisor orRadio Dispatcher orders.
