    TECHNICAL INFORMATION ON THE DATA FILES

    The 10 percent subsample of the .05 sample of the 1990 populationcensus of Indonesia data is stored in two kind of files, i.e. raw datafile (INDO90.DAT) and two SPSS system files (INDO90PER.SYS andINDO90HSE.SYS). All three files are stored on subdirectory :csde\dsk2\seafert\indo\DATA\CENSUS90 which is available on CSDE UNIXSYSTEM : csde.washington.edu. To access the data files, use thefollowing information :1. Enter into CSDE UNIX SYSTEM by typing : telnet csde.washington.edu2. Type your password (can be obtained by asking the permission from CSDE computer system Supervisor)3. Go to subdirectory : csde\home1\seafert\indo\DATA\CENSUS90

    DESCRIPTION OF DATA FILE

    Introduction

    The 1990 Indonesian Population Census is the fourth censusconducted by the government of the Republic of Indonesia. The censusenumeration took place within the period September 15 through October31, 1990. It covered all population residing in the entire geographicarea of Indonesia regardless of their residence status. Permanentresidence, non-permanent residence such as the homeless, the crew ofships carrying Indonesian flag, boat/floating house people, remotelylocated tribesmen, as well as foreign citizen (except members ofdiplomatic corps) were enumerated.

    The definition of population in the 1990 Census is all residentsof the entire geographic territory of Republic of Indonesia who havestayed for six months or longer and those who intended to stay eventhough their length of stay was less than six months. Based on thisdefinition, therefore the enumeration activity applied both “de jure”and “de facto” approach. “De jure” approach means people are recordedwhere they formally lived, whereas “de facto” means people are recordedwhere they are found. Permanent residents were approached using de jurecriterion and people with no permanent residence were approached using“de facto” criterion. For example, for people who have permanentresidence but have been away from home for 6 months or more were nolonger be regarded as the member of their household, therefore they wererecorded in their new place. On the otherhand, those who have lived in aparticular dwelling unit for less than six months were recorded wherethey lived if they intended to stay.

    The Census enumeration was carried out in two stages, i.e.complete enumeration and sample enumeration. A complete enumeration wasintended to compiled population figures at various levels such asadministrative and sex level. This was conducted using complete (FormSP90.L11, see Appendix A.1) questionnaire. Meanwhile, sample enumeration(5 percent of total households) was undertaken using sample (form SP90-S, Appendix A.2) questionnaire to collect the various individual(population) characteristics such as citizenship, religion, education,language, employment, births, deaths, and movement.

    Sample Design of the .05 sample and 0.005 subsample

    The design of sample selection for 1990 Census followed thefollowing general rule. First, regencies/municipalities were consideredan estimation area. Then, based on this condition two sampling stratawere formed at this level, one for urban area and one for rural area.Urban stratum will be used to select sample from urbanpopulation/households, meanwhile rural stratum will be used for ruralpopulation/households. In addition, to perform the sample selection, allof the distric and village in each stratum should be listed in certainorder based on their geographical location.

    In the otherhand, Census Block (CB) with the size of 100households was used as sampling unit. This unit was created as asolution of the problem of too large unit size and too small unit size.The problem of too large size occurs when Enumeration Area (with 200-300households) would be used as sampling unit. If EA was used as samplingunit, therefore the variation in area and population size would not bepractical. On the contrary, the size of single household would be toocostly to be used as sampling unit.

    There are two types of CBs, one is ordinary CB and the other isspecial CB. Ordinary CB consist of ordinary household with the maximumsize 100 households or special household (such as dormitory, militarycompound,stc) with numbered less than 50 persons. For special householdwith number between 50-100, they were treated as special CB which hasdifferent treatment.

    Therefore, applying the unit sampling (CBs) into each stratum hasresulted four different sampling schemes based on the size of the samplerequired :1. Rural sampling scheme for ordinary CBs in regencies or municipalities.2. Urban sampling scheme for ordinary CBs in regencies.3. Urban sampling scheme for ordinary CBs in municipalities.4. Sampling scheme for special CBs.

    For the first scheme, districts were ordered according to theirgeographical location starting from southwest corner. Within eachDistric, villages were ordered according to their location. Therefore,certain percent of CBs were selected systematically (not necessary 5percent, depend on the size of the regency or municipality). Thesimilar steps also apply for the second scheme.

    However, The third scheme has different order. In this frame, TheCBs in urban villages were ordered in in circular fashion starting fromthe centre of the city. Using systematic sampling with a random start,a certain percent of the Cbs were selected.

    Special Cbs were included in the sample as separate category.From each block, a certain percent of the household were selected. Thismethod based on assumption that special Cbs were not numerous and theresidents have the homogenous characteristics.

    The enumerations using the form sample (Form SP90-S) wereundertaken for each household in the selected Cbs. It should also bestressed again that the percentage number of households selected foreach regency or municipality was varied. It was not necessary 5 percentas in 1980 Census. It was depending on the size of the regency or

    municipality. The bigger the size the regency, the bigger thepercentage sample slected from that particular regency. This is themain difference of the sampling design for 5 percent sample betweenCensus 1990 and Census 1980.

    Finally, the sampling design for 0.005 subsample of the Census1990 was merely based on 5 percent sample. The sampling selection wasconducted by taking 10 percent subsample from the sample systematically.The fixed 10 percent subsample was applied for eachmunicipality/regency.

    Structure and Contents

    The data file consists of 2 record types, a Household Record, anda Person Record. Person records are nested within household records.

    1. Household Record, Record Type 1, contains 46 variables (187characters). The first three variables are location variables,identifying the Province, Kabupaten/Kotamadya (Regency/Municipality),and whether the area is urban or rural. Variables H4 through H37describe household characteristics. Variable H38 is a householdinflation factor (see below for an explanation of the inflationfactor variable). There are also eight variables constructed from othervariables; these occupy columns 176-187. Columns 134-175 of thehousehold record are left blank.

    2. Person Record, Record Type 2, contains information on everyperson in the household. The first three variables repeat informationfrom record type 1 on location of the household in which the personresides. There are 107 variables which occupy 187 columns. Somevariables were only collected for persons aged 10 and above (VariablesP38 to P56), for example, those that pertain to work and employment.Questions on children ever born was asked only of ever - married andcurrently married women (P57 to P73). Variable P75 (column 134-138) onthe person record is the inflation factor for persons. There are 32constructed variables (P76 to P107). These occupy columns 139-187.

    Inflation Factor

    The Indonesian Central Bureau of Statistics attached sampleinflation factor to household and individual records. For the 0.005subsample, there are different inflation factor for each province, urbanand rural area within province and sex within area. Beside, theinflation factor for the head of the household are different from thethe inflation factor of members of the household, but the same withinflation factor of the household. For more information on thecalculation of inflation factor, please see Appendix I.

    H2 KABUPATEN/KOTAMADYA 3 - 4(Regency/Municipality)

    Kabupaten and Kotamadya are administrativeunits at the second or sub-provincial level.Each Kabupaten or Kotamadya within aprovince is identified by a 2-digit code.To locate a Kabupaten, therefore, it wil lbe necessary to use the 2-digit provincecode also. For example, Aceh Selatan,a Kabupaten in Aceh province is identifiedby the code 1101 (the first 2 digits 11,refer to the code for Aceh province,and the next two numbers 01, to theKabupaten code). See Appendix C fora complete list of Kabupaten/Kotamadya codes .

    H3 URBAN/RURAL 5

    Classification of a village as urban or ruraldepends on population density, percentage ofhouseholds engaged in agriculture and availabilityof urban facilities, such as school, hospital,road, and electricity. A scoring system was usedto add up a village's score on these threedimensions; a combined score of 20 or moreplaced it as urban while a score below 20 putit in the rural category (see Appendix B fordetails).

    Inflation Factor for Household (IFHH) is different from population. And it wasdetermined that IFHH is same with Inflation Factor for Head of Household. So, by usingthe above figures, we found that the IFHH for :

    Urban : 105,019/766 = 137,10

    But, since we use only whole numbers (without fraction) then there will be two figures,i.e. 137 and 138. The same method was used for Rural which gives two inflation factor,i.e. 146 and 147.

    The computation of population inflation factor (IFP) is rather different. IFP wascalculated by dividing the number of population with the number of sample aftersubstracting total number of the head of household. For example, the IFP (other thanhead of household) for Male population in Urban was calculated as follows :

    (277,884-137.10*670)/(1994-670) = 140.5
