Next comes a recitation of “racist” acts, almost always with the implica- tion that only white students ever com- mit them. Then there is speculation about what may have caused this wor- rying trend, with a poke at President Reagan for having fostered an atmos- phere in which “bigotry was accept- able.” A professor may be trotted out to say that today’s young whites are racist because they didn’t live through the civil rights struggles of the 1960s. The stories end with encouraging ac- counts of the stiff measures colleges are now taking to combat “ignorance” among white students. Curiously, the weakest parts of these stories are what is presumably the heart of the matter: evidence of white bigotry. Even the average American Renaissance reader must be struck by how tame the reported acts of “racism” appear to be. But in the context of a major ar- ticle on a major American problem, over which college presidents are wringing their hands, the absence of much discernible white “racism” somehow seems not to matter. If everyone says it is a terrible problem, then it must be. Let us look at the sort of thing that has thrown the nation’s colleges into turmoil. All campus fraternities promptly agreed never to have any more ethnic theme parties. Curiously, the weakest parts of these stories are what is presumablythe heart of the matter: evidence of white bigotry. Even the average

But in the context of a major ar-ticle on a major American problem,over which college presidents arewringing their hands, the absence of much discernible white “racism”somehow seems not to matter. If everyone says it is a terrible problem,then it must be.

Sir - Every state in the union ex-cept for New Hampshire and Utah haspassed “hate crime” legislation thatadds heavier penalties to crimes com-

mitted because of race, religion,sexual preference, etc. One problemis that many such “crimes” turn out tobe hoaxes or even self-inflicted. Thecase of Tawana Brawley is well know,as is that of Emory University studentSabrina Collins, who sent herself death threats.

At the State University of NewYork, a Jewish activist named JamesOppenheim defaced a Jewishsanctuary and then led rallies againstintolerance before it was discoveredthat he was the perpetrator. In San

Francisco, a lesbian minister, LynnGriffis, claimed to have been attackedand raped by skinheads but then fledto another state when police learnedthat her accusations were groundless.

Events such as these stir up a greatdeal of animosity between the com-munities involved. I thereforepropose that any “hate crime” legisla-tion should include the maximumpenalty for anyone found to havemade false charges alleging a “hatecrime.” Finally, since it seems to beinter-racial violence that the

proponents of “hate crime” legislationfear most, why not simply provide forstricter mandatory penalties foranyone who commits a violent crimeagainst someone of a different race?

Sir - In the letters column of theFebruary issue there was a lively andthoughtful discussion of why so manywhites continue to favor offeringprivileges to racial minorities. The ex-

planation seems simple: In years past,Anglo-Saxon Protestants, in theirposition of social and economicdominance, displayed such a brutalcontempt for non-WASP whites thatthe latter have never gotten the foul

taste of ethnic insult out of theirmouths. Therefore, just at a timewhen whites have more than a littlereason to pull together against thecommon threat, the preconditions forracial solidarity just aren’t there.

One could argue that such histori-cal abuses of whites by whites is a thingof the past and that bygones should bebygones. I wonder. It’s still not dif-ficult to an atmosphere of con-tempt for Italians, Slavs, and others inplaces like private country clubs, andan ethnic surname is still rare at the

top rung of a corporation.The sting of WASP exclusivismalone explains why immigrant ethnicsof the 1930s voted with Jews andblacks for Franklin Roosevelt, whytheir children voted for JFK, and why,even today, America’s urban workingclass still pulls the Democratic lever.

The problem is that whites inAmerica - particularly upper levelwhites - have never extended their al-legiance beyond their own subgroup.If white identity in this country fails tomaterialize (and it certainly looks

anemic today), it will be because thedominant groups never played fairwith the rest. This is the dirty littlesecret that goes far to explain why thenation continues to suffer the outragesof minorityism long past the point of reason.

Recently, in an in-flight magazine Ifound an ad placed by a governmentorganization called Multiculturalismand Citizenship Canada. It was called

“Get a handle on multiculturalismtoday,” and featured a picture of abrief case held by three hands- oneblack, one brown, and one white. Thewhite hand, nestled between the othertwo, was that of a woman.

The ad copy, in toto, read as fol-lows:

“The face of Canadian business ischanging. Smart business peopleknow that multiculturalism is good forbusiness. They know there are highdividends in using the country’s cul-tural diversity to its maximum poten-

tial. That’s because multiculturalismmeans:*New opportunities for profit and

growth both here and abroad.*New skills, new markets, and new

products.=A more dynamic workforce.*Better service to your customers.The bottom line: multiculturalism

is good for business and good forCanada.”

Now, doesn’t that make you want torush out and hire a few Pakistanis?Our government spends tax money on

ads like this! I don’t suspect even youAmericans are in the soup as deep aswe are.

all. Nevertheless, the fraternity wasput on probation for three years,forced to abandon the ritual, and its

members each made to do 25 hours of communi ty service . For goodmeasure, every member of everyfraternity and sorority on campus wasmade to attend workshops on racism.

It would be hard to think of a moregrotesque overreaction. The initia-tion ritual was held in private and wasd i s c o v e r e d o n l y b y a c c i d e n t .Everyone eventually agreed that it hadnothing to do with race. And yet, themere fact of having burnt a cross wasreason enough not only to punishthose who did it, but to take measures

against every other fraternity. As in thecase of the “Aunt Jemimah” incident,neither “racist” intent nor “racist” ef-fect mattered. Anything that an over-imaginative non-white could possibleconstrue as “racist” appears-to be acrime.

Most of the time, when “racist” in-cidents are reported in the news, it isimpossible to find out what the cir-cumstances were. In the fervor tostamp out “racism,” what happened isless important than the excitement of unmasking another white “bigot.”

Nevertheless, some campuses take“racism” so seriously that they makeofficial investigations of it. The wholestory may be markedly different fromwhat the newspapers tell us.

Beethoven at Stanford

In the fall of 1988, Stanford was oneof many campuses said to be afflictedwith white bigotry. Newspapers andmagazines repeatedly referred to a

notorious incident, in which a whitestudent drew thick lips and kinky hairon a poster of Beethoven to make thecomposer look black. This was all that

was said about the incident, but thereader was to understand that theposter was a definitive act of racism atone of America’s most prestigiousuniversities.

According to an official Stanfordreport-which no journalist seems tohave read - the incident started with aconversation among undergraduatesin which a black claimed that all musicin America has African origins. Awhite asked about Beethoven, and wastold that Beethoven was black. Thewhite laughed at the idea. Later that

night he came across a Stanford Or-chestra poster of Beethoven, workedit over with a crayon, and hung it out-side the black student’s room.

For this, the unhappy white was puton a kind of student trial, before morethan 100 people. He defended theposter as “satirical humor,” and as a

 jab at the “ethnic aggressivity” of non-whites. This brought down the wrathof the assembled blacks, who calledhim an “arrogant bastard” anddemanded that he be expelled fromhis dormitory. The meeting went into

an uproar that left several students intears.

Two days later, white students in amostly-black dorm found noticesunder their doors telling them to leave.The same notice appeared on theresidence bulletin board. Someonealso defaced the photo display of resi-dents by punching holes in the whitefaces. A few signs went up aroundcampus calling for vengeance for the

In addition to local coverage, theBeethoven poster has been mentionedin at least three different New York Times art icles. I t was ci ted in

 Newsweek,  Harper's magazine, andeven in the ABA [American Bar As-

sociation] Journal. Not one storymentioned the claim about Beethovenbeing black or the anti-white hysteriathat followed. Two years after thefact, the poster was still being paradedas an example of pure, white racialprejudice. Perhaps we may be jus-tified in wondering whether we aregetting the full story in other reportson white “racism.”

Sometimes, of course, “racist” inci-dents are deliberately provoked bynon-whites who know that they canonly profit from the collective breast-

beating they know will follow. Somecollege administrators have wonderedprivately how much of the insultinggraffiti that occasionally turns up onbuildings has been the work of non-white provocateurs.

Some cases of racial “harassment”have been exposed as provocation.Sabrina Collins, a black student atEmory University in Atlanta, gainednational attention when she receiveddeath threats in the mail, her dor-mitory room was repeatedly ransack-

ed, and racial insults were scrawled onthe walls and floor. She was sotraumatized that she curled up into a

ball and refused to speak. An inves-tigation showed that the episodesbegan just as Miss Collins came underinvestigation for violating the school’shonor code, and that she had stagedeverything herself.

The head of the Atlanta chapter of the NAACP said that so long as theincident highlighted the pressures thatblacks face on mainly-white cam-puses, “i t doesn’t matter to mew h e t h e r s h e d i d i t o r n o t . ”

Astonishingly, university officialsagreed that worrisome questionsabout white racism had been raised,even if Miss Collins had done every-thing herself 

Anti-White Racism

Of course, there are also hatefulacts by non-whites against whites.These are very lightly reported andnever become national news. Fur-thermore, just as non-white crimeagainst whites is rarely scrutinized forracial motives (see AR of Dec. 1990)student “racism” is usually thought tobe an exclusively white failing.

Nevertheless, the worst outragescannot be entirely ignored. For ex-ample, four black football players atthe University of Arizona went to jailin 1989 for hunting down solitary

whites and beating them up. Three of the blacks were on scholarship and thebiggest was a 6-foot-4, 255-poundlineman.

In December, 1990, a white studentattending mostly-black TennesseeState University was beaten in his dor-mitory room by a group of hoodedblack men. Another white student atthe university carries a knife andsleeps with a baseball bat because of repeated death threats.

Brown University was consideringasking for help from the FBI when, in

the opening weeks of the 1989 school

year, whites were attacked by blackson 16 different occasions.

Why are crimes like these barelyreported and quickly forgotten whilethe Stanford Beethoven poster liveson in the national news? W hy was theposter itself bigwhite reaction to

newsit not

but the anit-worth report-

ing? Current dogma holds that racismis America’s most grievous affliction.Whites are guilty of it and non-whites

are innocent. Whites are so guilty of itthat even when a black student fakes aracial incident whites must searchtheir souls. Dogma leaves no room foranti-white racism, so it’s best to ignoreit.

Amidst all the talk of surging cam-pus racism, the Carnegie Foundationactually spent a year studying the ex-tent of it, and published a report in thespring of 1990. It surveyed 500 offi-cials who are involved in the quality of student life, and asked them abouttrends in racial harassment on their

campuses over the past five years.

Eleven percent of the officials thoughtthings had gotten worse, while slightlymore - 13 percen t  - thought thingshad improved. Thirty-five percentsaid there had been no change, and thelargest number of  all- 40 percent -said there never  had been anyproblems. When the officials were

asked how many racial or ethnic inci-dents there had been on their cam-puses in the past year, fully 78 percentsaid there had been none, and 12 per-cent said there had been one. That left10 percent who reported mo r e thanone.

It doesn’t sound as though there isa raging race problem that must befought on all fronts. But the studydoes suggest why an incident like thatof the Beethoven poster has been sowidely reported: there’s not muchelse to write about. If the charge of 

pervasive white racism is to be madeto stick, there must be examples of it.The same incidents- and the samedistortions - can be writtenover and over if necessary. 0

The Importance of Group Evolution (Part III)

The first part of this review examined 

w hat Professor Cattel l calls Beyondism,or the conviction that morality consistsin promoting human evolution. Th esecond explored some of the implica-tions of this morality for the way inwhich a society is governed. Th e final 

 part follows these implications into therealm of international relations.

  jumble of might-makes-right alongwith the sentimental principles of thewelfare state. The United States, forexample, invades Panama and

launches war on Iraq, but at the sametime makes a great show of helpingbackward countries through foreignaid. If nations operated according toBeyondist principles of “cooperativecompetition,” their mutual relationswould be entirely different.

Cooperative competition is basedon the evolution of groups. Men donot evolve as individuals but as mem-bers of groups. Nor do they all evolve

together as part of an undifferentiatedhuman mass, but in distinct popula-tions. The races of men have beenevolving separately for at least a

quarter of a million years, and thespecies has thrown up astoundingdiversity. This is as it should be. Na-ture is always experimenting.

For these myriad different experi-ments to have any meaning, they mustbe left alone and given time to succeedor fail. It is only through separatepaths of human development that theconcept of diversity has any real mean-ing in nature. The separately evolved

races of man are a first step towardsthe divergence into separate species.Just as members of the same speciesmust be genetically different in ordernot to fall prey, all at once, to the samediseases, Professor Cattell makes theradical suggestion that the ultimate

survival of human beings wpi;d be bet-ter assured if they branched into dif-ferent species with differentcapabilities.

To this extraordinary notion,Professor Cattell would add the im-portance of letting social systems

evolve undisturbed, together withbiology. No society has a monopoly oneither political or biological fitness,and in both realms evolutionary goodhealth requires diversity. If many dif-ferent societies around the world wereconducting their internal affairs ac-

Uses and Misuses of Altruism

A truism is the willingness of a per-son to sacrifice himself  for another orfor his group. Since it can result inthe death of the altruist, it is not al-ways easy to explain in evolutionaryterms.

Whatever its origins, altruism ismost clearly useful in small groups.The family, the smallest evolutionary

group of all, is where its genetic ef-fects are most obvious. A man whorisks or even sacrifices his life to saveh i s children may be making an en-tirely sensible genetic decision. Half of the genes of each of his childrenare his (the mother provides theother half), and if by his death threechildren are saved, more of his genessurvive than if he saved himself andlet them die.

Likewise, a man who dies in a fightwhen his tribe is attacked may,through his death, keep the entire

tribe from being killed. It is the kin-ship of tribesmen-

shared genes-

that make this kind of altruism un-derstandable from an evolutionarypoint of view. Even if the altruistdies, his genes live on in others.

In larger groups, where kinship ismore dilute, altruism makes lessgenetic sense. If the people onesaves through one’s death are notblood kin at all, the sacrifice is acomplete genetic loss. Nevertheless,as Professor Cattell points out, a use-ful altruism built up over half a mil-

lion years of small-group evolutionwill not disappear simply becausematerial circumstances permit mento live in ever-larger groups.

A certain amount of altruism andcooperation is necessary in order tomake a large society work ..  Once thatlevel has been reached, altruism mayactually start working dysgenicly. AsProfessor Cattell warns, “there is lit-tle to prevent a genetic trend, at least,

in which the more altruistic and cul-ture-oriented are sacrificed for theidle, the anti-social, the incompetentwelfare-dependent type.” This is thesituation that prevails in Americatoday, and which results in taxationof the slowly-reproducing com-petent to support the rapidlyreproducing incompetent (see AR of 

March, 1991).Altruism is, nevertheless, awonderful and inspiring quality.Our deep admiration for it doubtlessharks back to the period of  small-group evolution during which its

beneficiaries may have owed theirvery lives to the heroism of thosewilling to make sacrifices. ProfessorCattell speculates that this is whymany religions put such emphasis onit. What was seen as good and noblein the small group was thought to beuniversally good. It is out of this ad-miration for sacrifice that may have

come the Christian injunction to loveone’s enemies and to treat strangersas one treats one’s family. The loveof family was to be spread to allpeople.

Despite the lip service paid to thisideal, everyone knows that to live byit would be insanity. Only monks andnuns, who have no children, can evenbegin to treat strangers as they mighttreat sons and daughters. Anyone

else, who would have to overcomethe most powerful of human emo-tions to treat strangers as well hetreated his children, would be guiltyof an inhuman level of neglect.

But the most spectacular perver-sion of altruism is to extend it, assome one-worlders tend to do, to thelevel of nations. If it is noble for a

man to lay down his life for others,would it not be infinitely more noblefor an entire nation to sacrifice itself for another? Put in political terms,the proposition is an absurdity; noone would argue that the worldwould be better off if France wereobliterated in order for Bangladeshto survive.

And yet, this is precisely the think-ing that-underlies-the insistence thatwhite nations must open their bor-ders to immigrants. One hundredyears from now, when the United

States has been transformed into anon-white nation, America will havetruly laid down its life for Mexico,

Korea, Africa, Vietnam, El Salvador,and every other nation that will haveoccupied it. Whites will havesacrificed their homeland for non-whites.

As Professor Cattell points out, inthis sense, altruism is a self-limitingquality. A society in which it is highlydeveloped is likely to be one in whichcooperation and self-denial haveproduced an unmatched level of 

civility and material wealth. If asociety then extends the altruistichabits-of the family or small group tothe entire world, the result will be thedestruction of that society, alongwith itssurvive

altruism. Altruism itself canonly when men limit its prac-

tice to the small groups in which itfirst appeared, and where alone it isappropriate. 0

“I think there are issues the media  just can’t discuss. No one knows howto deal with charges that you’re aracist, you’re an antisemite. It’s easiernot to do these stories than to face theconsequences.”

Actually, it’s easy to deal with char-ges of racism or antisemitism. Anyonewho calls you a racist is calling younames, not attacking your ideas. You

need only point this out and observethat name-calling is the most graceless

way someone can admit that he haslost an argument.

Here’s a Solution

Jon Carroll has been musing aboutthe end of free speech in the San Fran-cisco Chronicle. “If one wishes to besensitive’ on racial matters . . . one isrequired to deny the evidence of one’ssense,” he writes. “I perceive thatAfrican American men are differentfrom Caucasian men. . . Can we com-pare these differences? No, we can-

Quite so. Mr. Carroll is off to agood start, but where does he finish?Since it is officially impossible to talk about racial differences, he throws uphis hands and decides that intermar-riage is the only solution. Wheneveryone is the same shade of brownthen there will be no racial differencesto embarrass us. “Of course, we’d losea lot of interesting specific culturesthat way, but the battle is pretty mucho v e r a l r e a d y , ” h e c o n c l u d e sphilosophically.

Sad though it may be that Mr. Car-

roll proposes to toss the whole raceinto the stew, it is useful for themainstream media occasionally to tellus where our racial and immigrationpolicies are leading us.

Student Loan Default

Many student loans are guaranteedby the American government, whichmeans that when a borrower defaults,the taxpayer is stuck with the bill.Lately, students have been welshingon more than $2 billion in loans every

year. Congress has decided to reducethis figure by removing from theguarantee program any school with astudent default rate of more than 35percent. So far, so good. If schoolswant the guarantees, they will have tobe more careful choosing their stu-dents.

Unfortunately, the 35 percent fig-ure turned out to be politically unac-ceptable, because it removed fromeligibility a number of schools that

blacks were less intelligent thanwhites, and 35 percent of Hispanicslikewise rated themselves as less intel-ligent than whites. Here again are in-teresting results that are not likely tobe widely reported.

The survey was conducted by theNational Opinion Research Center of 

the University of Chicago, with a grantfrom the National Science Founda-tion. 0

Congress felt it could not afford toleave on their own. Written into thelaw is an exemption for 117 black col-leges and two dozen Indian colleges.

They will continue to get federal loanguarantees no matter how high theirdefault rates.

Hazardous Duty

The 1989-1990 school year was abad one for New York City publicschool teachers. Crimes committedagainst them by students were u p  28percent over the previous year‘, withserious offenses - assault, robbery,sexual assault - leading the way with a41 percent jump. This, in spite of the

introduction of metal detectors at anumber of high schools to keep stu-dents from smuggling in weapons.

Conditions in America’s big-city,largely non-white schools are gettingso bad that only teachers who aretough and even brutish will be able towork in them. This can only decreasethe chances of a decent public educa-tion being even theoretically possiblein cities like Detroit or New York.

lion member denomination. Its pur-pose was to condemn what it calls “thesin of systematic racism.” Here aresome excerpts:

“We call upon every member. . . toincrease our commitment to stem theresurgent tide of racism in our in-creasingly multiracial and multicul-

tural society.”The letter goes on to pronounce asweeping diagnosis of just abouteverything that is wrong with America:“As a result of this systematic racialdiscrimination, there are quiet riots allacross the United States in the form of unemployment, poverty, social disor-ganization, family disintegration,homelessness, school deteriorationand crime.” Well, that about coversit -and it’s all due to “systematic ra-cial discrimination."

percent of the population of NewYork, they accounted for half of thefinalists. Current racial dogma re-quires that “culture” explain thisdominance, just as it requires that “en-vironment” explain an average black IQ of 85.

Immigration Fraud

Amnesties, special deals, and com-plicated procedures always invite

fraud. The 1986 immigrant amnestythat legalized over one million illegalimmigrants is no exception.

The original deadline for filing theamnesty was May 1988, but courtswere persuaded to extend the dead-line for illegals who had left thecountry for certain periods and had

returned by a certain date. Filingwould be tricky enough for native,English speakers; it is a nightmare forillegals, many of whom are illiterate.

Into the breach have stepped anumber of immigrants “rights” or-ganizations, which, for a fee, willshepherd the process along. Somehave apparently taken the money anddone nothing. Last year, the INS in-vestigated the Las Vegas office of theLeague of United Latin AmericanCitizens (LULAC), a prominent,foundation-funded Hispanic or-

ganization. The INS charged thatLULAC had collected thousands of dollars each from 800 amnesty ap-plicants but had filed only 17 cases,some of which were highly ques-tionable. LULAC is one of the or-ganizations that sued to have the ap-plication deadline extended in the firstplace.

In Los Angeles, the head of a groupcalled Social Outreach Services haspleaded guilty to federal fraud char-ges. Cesar Condes made falseresidency claims on behalf of 500 il-

legals, most of whom were Filipinos.Mr. Condes’ group collected $1.5 mil-lion in fees from the illegals, some of whom did not know that they wereineligible for amnesty.
