In order to encourage the farmers and to offset the special efforts taken by them incentive is provided for all the seeds produced by the farmers.

All farmers who produce and supply the seeds to the Department of Agriculture on Contract basis are eligible to enroll and register their seed farms under this programme.

Separate allocation will be provided to SC/ST seed growers.

Preference will be given to farm women groups, Farmers Interest Groups.

The required source seed will be supplied by the Department of Agriculture through the Agricultural Extension Centres on payment of the Cost of the seed as per the sale price fixed by the Department.

The seeds supplied will have the Certification Tag issued by the Department of Seed Certification

Groundnut Premium for the production of seeds of Foundation class @ Rs.3/- per kg and Certified class @ Rs.2/- per Kg of seed

Premium for the production of Truthfully label class @ Re.1/- per Kg of seed

Gingelly

Premium for the production of Foundation class @ 7.5% over and above Local Market Rate and Certified class @ 5% over and above Local Market Rate per Kg of seed

Sunflower Premium for the production of Foundation class @ 7.5% over and above Local Market Rate and Certified class @ 5% over and above Local Market Rate per kg of seed

The farmers should follow the guidelines given by the field level functionaries / Seed Certification officers to maintain the Quality.

The seed Farms should be registered with the seed certification Dept, by the Seed Producer viz., the Assistant Director of Agriculture of the respective Blocks on payment of the requisite fees

On satisfactorily fulfillment of the field standard during the entire period of the crop, the produce will be declared fit at the field level. This produce is called the Field Run Produce

This produce has to satisfy the standards of physical/ genetic purity, moisture levels and germination percentage as prescribed in the Certification standards

The produce after inspection by the Seed Certification Officer and with due permission will be moved to the nearest Seed Processing Unit owned by the Department of Agriculture

The farmer should bear the transport cost for the transport of the seed to the Seed Processing Unit

After moving the seed to the Seed Processing Unit, initially the farmer will be paid 90% of the Minimum Support Price as declared by the Civil Supplies Department.

The seeds will be processed in the Seed Processing Unit in the presence of the Seed Certification Officer.

On completion of the processing, sample will be drawn by the Seed Certification Officer to test the quality

This sample will be sent to the concerned Seed Testing Lab for testing

The test results will be declared on completion of the testing at the Seed Testing Labs

If the seed lot fails to confirm the standards, the farmer has to repay the entire advance paid to him / her in one installment before getting back the stock

On declaration of the results by the authorities as standard the produce will be considered as Seed material

Now the farmer is entitled for full payment of the cost for seeds as per the Procurement price fixed for each crop and its class. The farmer will be paid the difference of cost between the full cost eligible and the amount of advance paid as 90%.

II. ASSISTANCE TO FARMERS FOR INCREASING THE CROP PRODUCTIVITY

MACRO MANAGEMENT MODE SCHEMES

Cereals Development Programme - Paddy

a. Quality seed Distribution through seed village concept. A subsidy of Rs.5 per kg of paddy seeds will be allowed in the sale price at the time of purchase at the Agricultural Extension Centers or 50% cost which ever is less.

b. Demonstrations on System of Rice Intensification Assistance for improved seed, Conoweeder, Marker, Bio-fertilizers and Micro Nutrient Mixture

- Subsidy of Rs 3000 per demonstration of 0.4 Ha each.

c. Integrated Pest Management Demonstra tion cum Training @ 30 farmers per training (Farmers Field School) - A lumpsum provision of Rs.17,000 includes Honororium, Training material and conduct of field days

All farmers are eligible to avail the subsidy under this scheme. Preference will be given to Small/Marginal women farmers and 30% flow will be assured to SC/ST

This Scheme is in operation in all the districts of the state except Chennai, The Nilgiris and NFSM rice implementing districts of Nagapattinam, Tiruvarur, Sivagangai, Ramanathapuram and Pudukkottai.

ii. Balanced and Integrated Use of Fertilisers

a) Distribution of Soil Health card Soil health card will be distributed to all the farmers who have offered the soil sample for testing by paying prescribed testing fee of Rs.5/- each for Macro nutrient and Micro nutrient samples.

To farmers of all districts limited to analytical capacity of the Soil Testing laboratories

iii) Innovative Schemes : a. Farmers Interest Group (FIG) Formation of new Groups (15 farmers per group) for Agricultural crops. - An assistance of

Rs.5000 per group towards office automation, purchase of technical bulletins and setting up of Library

All Groups are entitled to avail the benefit subject to the target

b. Promotion of micro enterprises activities through Tamilnadu Farm Women in Agri Business and Extension (TANWABE) 1. Farm Women Groups at 15 farm women per group will be assisted to take up new entrepreneurial activity @ Rs.10000/- per group or 50% of the investment cost which ever is less as back ended subsidy.

2. One day training on Entrepreneur Development @ Rs.750/- per training per group

II. B. MAIZE : (Under Integrated Scheme for Oilseeds, Pulses, Oilpalm and Maize (ISOPOM)) a) Production of Certified Seeds of Maize– Rs.1000/- per Quintal

b) Distribution of Certified Seeds of maize – 50% of the cost of the seed subject to a maximum of Rs.1200/- per Quintal whichever is less

c) Organising Block Demonstration through Department 50% subsidy on the cost of input with maximum limit of Rs.4000/-per demonstration of 5 ha. each

d) Distribution of Minikits at free of cost e) Organizing Integrated Pest Management Demonstration – Rs.22,680/- per Demonstration of 10 Ha each.

All maize growing farmers are eligible to avail the subsidy under this scheme in the Districts of Coimbatore, Dindigul, Erode, Dharmapuri, Krishnagiri, Namakkal, Perambalur, Virudhunagar, Theni, Villupuram, Vellore, Salem, Pudukkottai, Madurai, Sivagangai, Trichy, Tirunelveli and Thoothukudi.

Preference will be given to Small/Marginal farmers

f) Training to Farmers at 50 farmers per batch Rs.300 per farmer for 2 days. g) Pipes carrying water from source to field: subsidy on 50% cost or Rs.15000 for water carrying pipes upto 800m and all types of pipes (PVC/ HDPE etc.,) and all size as per the requirement of the farmer.

II. C. PULSES ::

( Under Integrated Scheme for Oilseeds, Pulses, Oilpalm and Maize (ISOPOM) ) a) Production of Foundation Seeds – A subsidy of Rs.1000/- per quintal b. Production of Certified Seeds – A subsidy of Rs.1000/- per quintal c. Distribution of Certified Seeds – A subsidy of 50% on the cost of seed or Rs.1200/- per quintal whichever is less d. Distribution of Gypsum – 50% on the cost of Material plus transport limited to Rs. 750/- per Ha.

Farmers in all 14 districts except Chennai and The Nilgiris and also NFSM pulses districts viz Coimbatore, Cuddalore, Erode, Nagapattinam, Namakkal, Tiruvallur, Tiruvarur, Thoothukudi, Tiruvannamalai, Vellore, Villupuram & Virudhunagar Districts .

The farmers who raise pulses seed farms are eligible to avail the seed production subsidy subject to availability of funds.

Organizing Block Demonstration – A subsidy of 50% on the cost of inputs required to layout the demonstration of 5 ha each or Rs.2000/- whichever is less g. Organizing Integrated Pest Management Demonstration – A subsidy of Rs.12315 per demonstration towards the cost of inputs required to layout the demonstration& training of 10ha each h. Distribution of Rhizobium – 50% on the cost of Rhizobium or Rs.100/- per ha. whichever is less. i. Training of Farmers on Pulses Production Technologies – A provision of Rs.15000 per batch of 50 farmers j. Distribution of manually operated Plant Protection Equipment - A subsidy of 50% on the cost of equipment or Rs. 800/- whichever is less k. Distribution of Nuclear Poly Hedrosis Virus - 50% cost of input limited to Rs. 250/- ha.

II. D. OILSEEDS( Under Integrated Scheme for Oilseeds, Pulses, Oilpalm and Maize (ISOPOM) a. Production of Foundation and Certified Seeds – Seeds produced and supplied to the Department are entitled for a subsidy of Rs.1000 per quintal. b. Distribution of Certified seeds – 50% of the cost of seed or Rs. 1200/- per quintal whichever is less c. Compact Block Demonstration of 5 Ha. each – 50% subsidy on the cost of inputs with maximum limit per Demo Groundnut - Rs.4000/- Gingelly, - Rs.1500/- Sunflower - Rs.2500/- d. Distribution of Rhizobium Packets – A subsidy of 50% on the cost or Rs.100/-

Those farmers who produce and supply Foundation and Certified Class seeds to the Department are eligible to avail of the benefit All the farmers who cultivate oilseeds in all the districts except Kanyakumari, Chennai and The Nilgiris are eligible Preference to Small Farmer and Marginal farmer 24% flow to SC/ST 20% flow to Women farmer

Distribution of Plant Protection Equipment – - For Manually operated a subsidy of 50% cost of equipment or Rs. 800/- whichever is less and For Power operated equipment a subsidy of 50% cost of equipment or Rs. 2000/- whichever is less. h. Training of Farmers on Oilseeds Production Technologies – A provision of Rs.15000/- per batch of 50 farmers towards incidental charges is given. i. Distribution of Bio- Pesticides – 50% Subsidy or Rs.250/Ha. whichever is less j.Distribution of Weedicides - 50% Subsidy or Rs.500/Ha. whichever is less

k)Pipes carrying water from source to field: A subsidy of 50% cost or Rs.15000 for water carrying pipes upto 800m and all types of pipes (PVC/ HDPE etc.,) and all size as per the requirement of the farmer l. Combined Nutrient Spray for groundnut. A subsidy of Rs.200 per ha for DAP plus Ammonium Sulphate plus Borax spray

All the farmers who cultivate oilseeds in all the districts except Kanyakumari, Chennai and The Nilgiris are eligible.

II. E. OILPALM ( Under Integrated Scheme for Oilseeds, Pulses, Oilpalm and Maize (ISOPOM) )

a. Area expansion @ Rs.7000/- per Ha. for ploughing and other cultivation expenses

Assistance for Planting Materials A subsidy of Rs.4290/- per ha(@143 seedling per Ha) is provided towards the cost of oilpalm seedlings after planting as second instalment b. Cultivation Maintenance

An amount of Rs.2450/- per ha during Second Year, Rs.2800/- per ha during Third Year and Rs.3250/- per ha during the Fourth Year is provided towards maintenance of the Oilpalm crop. c. Training to Farmers on the Production aspects of Oilpalm

Rs. 15,000 per training per batch is provided towards incidental charges including transport, food, training materials, honorarium to trainers and refreshment etc., @ 50 farmers per batch for 2 days. d. Covering the root stalk with wire mesh to avoid root damage by rats @ Rs.20/- per seedling - Rs.2860 per Ha

All farmers who undertake the cultivation of Oilpalm in the districts of Nagapattinam, Thiruvarur, Thanjavur, Trichy, Karur, Cuddalore, Villupuram and Perambalur Vellore, Tirunelveli, Theni and Thoothukudi where the cultivation of Oilpalm is taken up.

II. F. COTTON Intensive Cotton Development Programme a. Production of Foundation Seeds of Cotton – 50% subsidy (or) Rs.5000/- per quintal both for varieties and Hybrids b. Production of Certified Seeds of Cotton – 25% subsidy ( or ) Rs.1500/- per quintal both for varieties and Hybrids c. Distribution of Certified Seeds of Cotton – 25% of sale price for varieties 50% of sale price for hybrids and Extra Long Stable varieties limited to Rs.2000 per Qtl d. Distribution of Pheromone traps and lures – 50% of the cost limited to Rs.300/- per Ha e. Distribution of Bio pesticides / Bio agents 50% cost limited to Rs.900/- per ha. f. Distribution of Plant Protection Equipment - For hand operated equipment 50% cost limited to Rs.800/-equipment and For Power Operated Equipment 50% cost limited to Rs.2000/-equipment g. Organizing Farmers Field Schools (FFS)- An assistance of Rs.17,000/- is provided per FFS of 30 farmers. h. Distribution of Seed Treatment Chemicals – 50% subsidy ( or ) Rs.40/- per kg is provided i. Distribution of Bio fertiliser – A subsidy of 25% @ Rs.25 per ha.

To all farmers who cultivate cotton in the districts except Kanyakumari, Kancheepuram, Thiruvallur, Chennai and The Nilgiris are eligible to avail of the subsidy. The subsidy is also eligible for FIGs. TANWABE, etc. 24% flow for SC, ST (16% to SC & 8% to ST) farmers and 30% to women farmers. Those farmers who register seed farms with the Department and supply seeds are eligible to avail the subsidy under seed production.

G. COCONUT i. Supply of Coconut seedlings a. Supply of Tall Coconut Seedlings @ Rs.15/- per seedling b. Supply of Tall x Dwarf Seedlings – @ Rs.25/- per seedling

c. Supply of Dwarf x Tall Seedlings – @ Rs.75/- per seedling

Coconut seedlings will be supplied to all farmers in the state except in The Nilgiris District.

ii. Integrated Farming in Coconut Holding for Productivity Improvement Laying out Demonstration Plots – Rs.35,000/- will be given in 2 instalments towards laying out demonstration plots @ Rs.17,500/- per Ha / year

III. ASSISTANCE TO FARMERS FOR IMPROVING THE SOIL HEALTH i. Production and Distribution of Green manure seeds a. Distribution of Green Manure Seeds – - A subsidy of 25% of the cost of seed will be provided

All farmers in the state are eligible except Chennai and The Nilgiris Districts.

ii. Distribution of Micro Nutrient Mixture a. Supply of Micro Nutrient Mixtures for all crops at full cost – Paddy(Basal) Rs.20.00 per Kg., Millets Rs.38.00 per Kg. Coconut Rs.41.20 per Kg. Cotton(Basal)Rs.56.20per Kg. Pulses Rs.78.10 per Kg. Sugarcane (basal) Rs.23.40 per Kg. Groundnut Rs.37.00 per Kg

All farmers in the state

iii. Distribution of Biofertilisers a. Supply of Biofertilizers at full cost – Azospirillum, Rhizobium and Phosphobacteria each Rs.6/- per packet of 200 gms.

All farmers in the state

3. A backended subsidy for establishing seed processing unit @ 50% subsidy of the machinery subject to a maximum of Rs7.50 Lakhs/unit

The beneficiary may be a farmer / SHG / TANWABE / NGO who may be seed grower atleast having three years experience in Seed Production
