Commissioners today for their ap proval The regulations arefor the preserva tion of public order protection of life and property fixing of ra tes of public conveyances operation of vehicles and prevention of obstructions on sidewalks or parkings on the day of the parade and are as follows Regulating Street Traffic When than six hacks coaches or other vehicles Tind when than two motor vehicles are assembling or assembled together it shall be the duty of any police officer to regulate the manner of their arrival and departure their position while Standing and to cause the drivers and ltors thereof to act at all times in an manner son who shall obstruct any police o ffi cer in the performance of hs du ties or who shall refuse to obey ahy order given by a police officer in the dis charge of any duty hereunder shall be liable to the penalties hereinafter im posed as set forth in section 15 The schedule of ra tes for hacks an d other vehicles prescr ibing trip and hour park or reservation or at the entrance of any private building or inclosure and en gage in loud and boisterous talking or other disorderly conduct or to insult or make rude or obscene gestures or comments or observations on persons passing by or in their hearing or to crowd obstruct or the free use of any such street avenue alley road highway or any of the foot pave ments thereof or the free entrance into any public or private building or in closure that It shall not be lawful for any person or persons to swear curse or use of any profane language or indecent or obscene words or en gage In disorderly conduct In any street avenue alley road highway park or Inclosure public building church or assembly room or In any other public place or in any place wherefrom the same may be heard in any street alley road high way public park or Inclosure or othtr building or in any premises other than those where the offense was committed under a penalty of not more than twentyfive dollars for     Special police regulations to be enforced a we k before the inaugural ceremonies on March 4 havebeen drawn up by Major Sylvester whoplaced them in the hands of the Digtrict Commissioners today for their approval

    The regulations arefor the preservation of public order protection of lifeand property fixing of ra tes of publicconveyances operation of vehicles andprevention of obstructions on sidewalksor parkings on the day of the paradeand are as follows

    Regulating Street TrafficWhen than six hacks coaches

    or other vehicles Tind when thantwo motor vehicles are assembling orassembled together it shall be the dutyof any police officer to regulate themanner of their arrival and departuretheir position while Standing and tocause the drivers and ltors thereofto act at all times in an mannerson who shall obstruct any police o fficer in the performance of hs du ties orwho shall refuse to obey ahy ordergiven by a police officer in the discharge of any duty hereunder shall beliable to the penalties hereinafter imposed as set forth in section 15

    The schedule of ra tes for hacks andother vehicles prescr ibing trip and hourcharges for the transportation of pussengers as set forth In the police regulations of the District of Columbiashall apply to all hacks coaches or other vehicles including motor vehiclesone wcel prior to inaugurationduring inauguration and one weeksubsequent thereto

    That it shall be unlawful for any person or persons within the District ofColumbia to congregate and assemblein any street avenue alley road orhighway or in or around anv publicbuilding or inclosure or any park orreservation or at the entrance of anyprivate building or inclosure and engage in loud and boisterous talking orother disorderly conduct or to insultor make rude or obscene gestures orcomments or observations on personspassing by or in their hearing or tocrowd obstruct or the freeuse of any such street avenue alleyroad highway or any of the foot pavements thereof or the free entrance intoany public or private building or inclosure that It shall not be lawful forany person or persons to swear curseor use of any profane languageor indecent or obscene words or engage In disorderly conduct In any streetavenue alley road highwaypark or Inclosure public buildingchurch or assembly room or In anyother public place or in any placewherefrom the same may be heard inany street alley road highway public park or Inclosure or othtrbuilding or in any premises other thanthose where the offense was committedunder a penalty of not more thantwentyfive dollars for each and everyoffense
