Ioannis VARDAKASTANIS – Greek National Confederation of Disabled People
Mr. Ioannis Vardakastanis is the President of the National Confederation of Disabled People of Greece (NCDP), which is the umbrella organization representing the disability movement of Greece, for the past 19 years. Since 1999 he has also been the President of the European Disability Forum (EDF). From September 2010, Mar. Vardakastanis is a member of the European Economic and Social Committee representing the National Confederation of Disabled People of Greece in Group III. From the 1st of July 2012 is also the Chair of the International Disability Alliance, representing the European Disability Forum. Throughout his life, he has been an active disability rights campaigner and has held a number of key positions.

J. Patrick CLARKE – Disability Federation Ireland (DFI)
Pat Clarke is Chief Executive of Down Syndrome Ireland and Past- President of Down Syndrome International.A qualified Accountant by profession with 35 years post qualification experience as a business and financial consultant.
Pat has been nominated to the board of EDF by the Disability Federation of Ireland (DFI). DFI is Irelands National Council of People with Disabilities and he serves on its board. He also serves on the board of the Children Rights Alliance Ireland, the board of the European Down Syndrome association and the governing body of the International Disability Alliance. At a European level he is a member of the Executive Board of the European Disability Forum where he chairs its Youth Committee and its Committee on Stereotypes and Access to Health. He also serves on the advisory board of the European Coalition on Community Living. He was a member of the Council of Europe Committee which investigated the involvement of persons with disabilities in political and public life. He has been a long-time advocate for the full inclusion of people with Down syndrome in particular and all people with disabilities in general in society at every level. His son David has Down syndrome and is a self- advocate.

Krassimir KOTSEV – National Council of People with Disabilities in Bulgaria (NCDPB)
Chairman of the National Council of People with Disabilities in Bulgaria Chairman of the Board of managers of the Union of Disabled People in Bulgaria Board Member of the European Disability Forum.
Mr. Kotsev was born on 29.10.1951 in the town of Botevgrad - Bulgaria Cripple from babyhood.
Graduated with honors from high school in Botevgrad. In 1975 graduated from Sofia University in World Economy, specialized in industrial leadership.
Then he began to work actively in the movement of disabled people in Bulgaria and was repeatedly elected to the various responsible positions in nationally recognized organizations of persons with disabilities.
Actively participate during the preparation of the new democratic regulations and laws in the part relating to persons with disabilities in Bulgaria, elected as a representative of disabled people from recognized national commissions and committees.
At the same time he works on his specialty, as director and head of departments and as member of the Council of the directors in the factory for production of spare parts for heavy industry in Botevgrad.
Later he works as head of the planning department in "Chemical Plant" in Botevgrad - only firm in our country of national importance.
Continues its work as a Senior Specialist in the Directorate Marketing and Sales in the largest factory to produce buses in Bulgaria – works ”Chavdar”.
Actively participate in public affairs, as chairman of the Union leadership in the Confederation and at the same time he is a Chairman of the Steering Committee of the Federation of Metal-Electro ".
Until year of 2000 he is a member of the Central Control Commission in the National Work Confederation.
Mr. Kotsev is one of the recognized founders of this Confederation. Since 1998 he was elected as a chairman of the Union of Disabled People in Bulgaria (Union of the Invalids in Bulgaria).
From 2004 until now is chairman of the National Council for People with Disabilities in Bulgaria (NSHUB).
Krassimir Kotsev initiated and was manager of more than 14 projects of national and international importance. The most important ones are:
- ”Adoption of successful practices in Europe ", financed by the EC; - "Activists and advocates - Protection of the Rights of Persons with Disabilities” Funded by EDF; - Pilot program to support social and professional integration of people with disabilities “- jointly with the Institute for Social and International Cooperation; - ”Equal footing for the disabled in work and business”, Phare; - ”Capacity building a network of rehabilitation centers and consultancy for people with
disabilities in Bulgaria through training of trainers”, Phare; - ”Decent business for young people with disabilities”, Phare; - ” Citizen’s initiatives for people with disabilities "Europe and US", Phare; - ”Union of Disabled People in Bulgaria - Modern European organization- corrective and partner of local administration”, OPAC, etc..
Mr. Kotsev actively participates in several international events related to the lifes of people with disabilities in Bulgaria, in Europe and worldwide.
As a chairman of the UDPB he provides for the adoption of NSHUB as full member in the European Forum of People with Disabilities and actively participates in formulating from this organization an important decisions of European importance for the people with disabilities... He is rewarded for this active work in favor of people with disabilities with numerous awards from the government agencies and NGOs.
Since 1992 Mr. Kotsev is a member of the Board of UDPB.
Since 1998, from the IV Congress of the UDPB he is elected President. of this largest in Bulgaria organization of the peo0ple with disabilities as a member of the Board and Chairman of the UDPB. Through his participation in a various committees and commissions, in practice is one of the coauthors of all legislation for people with disabilities in Bulgaria after the year of 1993.
He is a member of the Bulgarian Economic and Social Council;
He is a member of the Governing Council of the Bulgarian National Chamber of Commerce; He is a member of the Board of the European Forum of People with Disabilities. He is co- author of numerous ideas and initiatives and their fulfillment - "One million signatures - support for development of the European Directive on the problems of people with disabilities” “One European map for the disabled persons “and many others. Mr. Kotsev works actively to promote the role and authority of the movement of people with disabilities in Bulgaria, leading the "Balkans".
He is a participant in ad-hoc groups for the preparation of the UN Convention on the Rights of Persons with Disabilities; He holds two master's degrees in: -‘Economics of the Industry; - "Social policy".

Stig LANGVAD – Disabled People Organisation Denmark (DPOD)Date and place of birth: 20 November 1956, Aarhus, Denmark.

Present position/function:
Since 2010 expert member of the committee under the UN CRPD (elected until 2014).
Since 2000 Chairman of the Disabled Peoples Organisations Denmark (DPOD) – the umbrella organisation of the 32 democratic and national disability organisations in Denmark (representing all persons of all ages and both genders with a specific functional impairment such as polio, autism, psychosocial disabilities, learning disabilities, deafness, cerebral palsy or brain injury).
Since 1991 a member of the Board of the Danish Association of the Disabled (representing persons with a physical disability).
Since 2009 a member of the Executive Committee of the European Disability Forum (EDF) and since 2001 a member of the Board of the EDF.
Since 2002 Deputy Chairman of the Danish Disability Council (advises the Government on disability issues).

Principal tasks
As Chairman of the Disabled Peoples Organisations Denmark:
Represents the Danish disability movement locally, regionally, nationally and at European and international level in the disability policy areas where the various disability organisations have shared interests;
Holds primary responsibility for the development of the disability organisations’ common political and organisational prioritisation, including understanding and implementation of human rights in the disability area;
Is in charge of the dialogue with, among others, politicians, public officials, the Danish Institute for Human Rights, the media, educational institutions and other co-operators at all levels;
Provides advice regarding issues in the disability area in relation to the disability policy base of support;
In charge of the development of international cooperation in DPOD in relation to capacity building of organisations of persons with disabilities in developing countries.
As a member of the executive bodies of the European Disability Forum (EDF):
Is in charge of political functions in relation to the EU Commission, the European Parliament, the Council of the European Union and disability organisations in the Member States of the EU/Europe based on a rights perspective;
Is in charge of functions in relation to non-discrimination, accessibility to the physical environment, transport, passengers rights and standardisation;

Participation in the preparatory negotiations on the UN Convention of 13 December 2006 on the Rights of Persons with Disabilities;
Long-term and substantial experience of participation in the organisational development and capacity building of disability organisations in developing countries with special focus on political strategy and influence, education and recruitment, children and women with disabilities and cooperation with international organisations in and outside the UN, the Government and civil society;
Work on the development of the disability area in Eastern Europe, i.e. in Kosovo.
Teaching at a number of universities and university colleges, in municipalities, disability organisations and other relevant fora regarding disability in relation to, for example, inclusive education, accessibility, rehabilitation, employment on special conditions, inclusive employment, equal access to health, the right to family life, mobility, self-determination and personal autonomy, communication, education and human rights on the basis of UN Conventions as well as the World Programme of Action concerning Disabled Persons.
Ana PELÁEZ – Comité Español de Representantes de Personas con Discapacidad (CERMI)Ana Peláez Narváez was born in Zafra, a town in Extremadura (South-East Spain) on October 4th 1966. Blind from birth, she began her education at a school for the blind run by the Spanish National Organisation of the Blind (ONCE) in Seville before switching to a mainstream school for her secondary education. She also studied abroad at the Liceo Saint Ubert in Brussels.
She went on to study science of education and psychology simultaneously at Seville University, graduating in both subjects in 1992. Soon after she completed a post-graduate
Master’s Degree in Special Needs for People with Disabilities and took PhD courses at the University of Salamanca, while at the same time beginning her professional career working for ONCE in the city.
In May 2000 Ana first engaged in international affairs in a professional capacity when she was elected to the ONCE General Council (Board). In 2000 she also became involved for the first time in the Spanish Committee of Representatives of People with Disabilities (CERMI). Since then she has been active in both organisations while also taking on new responsibilities in the international field; of particular importance at present is her role in United Nations.
Spanish National Organisation of the Blind (ONCE)
Ana is currently ONCE International Relations Director and Executive Vice-President of the ONCE Foundation for Latin America (FOAL). As such, she represents her organisation in the European Blind Union (EBU), Latin American Blind Union (ULAC), World Blind Union (WBU) and the International Council for the Education of the Visually Impaired (ICEVI), among others.
Spanish Committee of Representatives of People with Disabilities (CERMI)
Ana is chairwoman of the CERMI Women’s Commission and CERMI Commissioner for Gender Affairs. As such, she has participated in several hearings in the Spanish Congress and Senate, and the European Parliament.
She represents CERMI in the Council of the Royal Board on Disability, chaired by Her Majesty Queen Sofia of Spain, as an expert on women and disability, and in the Ministry of Health and Consumer Affairs Women’s Health Observatory, the State Observatory against Gender Violence and the Governing Board of the Spanish Women’s Institute.
European Disability Forum (EDF)
Ana is currently a member of the EDF Executive Committee and Board, where she is responsible for gender issues. She also chairs its Women’s Committee, which she has been a member of since 2001.
European Women’s Lobby (EWL)
Ana has represented EDF in this platform since June 2010. Furthermore, she was elected by the EWL assembly to serve on its Board. As a result, she represents EWL in the European Commission’s High Level Group on Disability.
Council of Europe
In 2011 Ana was chosen to form part of the European Co-ordination Forum for the Council of Europe Disability Action Plan 2006-2015 (CAHPAH) as an expert in women and girls with disabilities.
United Nations (UN)
Ana was part of the official Spanish delegation which took part in the final drafting phase of the UN Convention on the Rights of Persons with Disabilities. She was a witness to
Spain’s signing the Convention at the Signing Ceremony on March 30th, 2007, and at the official deposit of Spain’s ratification of the Convention and Optional Protocol on December 3rd 2007. In recognition of her contribution in this field, she was awarded the Order of Isabel the Catholic by His Majesty King Juan Carlos I of Spain.
On November 3rd 2008, she was elected to serve as one of the twelve experts on the United Nations Committee on the Rights of Persons with Disabilities (UNCRPD) at the Conference of States Parties. She served as the committee’s First Vice-President during its first mandate.
At the 7th UNCRPD period of sessions Ana was appointed focal point for issues related to women and girls with disabilities. During the 5th Conference of States Parties in 2012 she was re-elected to serve once again on the UNCRPD for the period 2013-2016.
At the 9th period of session she was re-appointed focal point for gender issues and asked to chair a working group to draft a general comment on women and girls with disabilities.

A présidé pendant deux mandats le Conseil National Français (CFHE). Actuellement secrétaire adjoint chargé des relations avec EDF. Toute sa vie, comme père d’un enfant avec un handicap mental sévère et polyhandicap, il milite au niveau local, régional, national et avec EDF au niveau européen, pour assurer que les Personnes handicapées mentales sont habilitées à prendre les décisions qui les concerne pour leur vie et leur avenir. Il doit en être de même pour toute Personne Handicapée.
Actuellement en France, dans le cadre du Conseil National, il est très impliqué dans le suivi de la mise en œuvre de la Convention des Nations Unies relative aux Personnes Handicapées. Il participe activement à la mise en œuvre de l’accord de partenariat entre la France et l’UE pour la stratégie 2020 et les fonds structurels. Persons with intellectual disabilities and their families and I am working as their legal advisor for more than 30 years now. I was motivated to do that by my wife and by my father in law who for many years cared his daughter Andrea who was born with an intellectual disability.

Klaus LachwitzSome more details: Since 1981 I have worked for Bundesvereinigung Lebenshilfe für Menschen mit geistiger Behinderung as legal advisor for persons with intellectual disabilities and their families and got the chance to establish a legal department consisting of six full time lawyers specialized in disability laws.
I was motivated by my wife to change my professional position from international trade law to disability law as she has a sister with intellectual disability who lived with my father in law for many years.
As I had worked for an international law firm in Frankfurt for a couple of years I was asked by the founder of Lebenshilfe Germany, Dr. Tom Mutters, to run for nomination as member of the Council of The International League of Societies for Persons with Mental Handicap in 1986 and to represent Lebenshilfe Germany in international matters.
I learned a lot during these years and I, step by step, could build up knowledge and experience in all fields of German disability law and in international human rights law covering persons with intellectual disability and their families.
In 2004 I was asked by the President of Inclusion International, Diane Richler, to represent Inclusion International in the United Nations Working Group / Ad hoc Committee instructed by the UN – General Assembly to draft a Convention on the Rights of Persons with Disability.Together with Robert Martin, New Zealand, member of the Council of Inclusion International and Self Advocate, I could influence the negotiating process of the draft Convention. We succeeded with the argument that all persons with disability are, irrespective of their kind and degree of disability, equal before the law and that it should not be allowed any longer to incapacitate a person due to her/his disability (Art 12).
The main messages (visions) of the convention are:- The support of persons with disability is no longer a matter of charity, but a human
right;- Full Inclusion of persons with disability in all fields of life (Example: Inclusive
education);- Deinstitutionalisation / Independent living in the community;- Supported Decision – making /Assisted Autonomy (Independence);- The fight against poverty of persons with disability by international cooperation
etc.
I am very much involved in Germany to transfer the contents of the UN – Convention into national German law and to monitor the process to implement the human rights concept described in the Convention in the German legal system.I would like to support EDF with all my knowledge and abilities to make the Convention a reality in all regions of the world.

I am the president of the Budapest Association of People with Physical Disabilities which is a grass root advocacy organization and provides home care and support services for disabled persons in Budapest.
On national level I have been the vice-president of the National Federation of Persons with Physical Disability from 2009, external relations and gender mainstreaming in the work of the Federation constitute my main responsibilities.
Since its establishment I am the Board member of the National Council of People with Disabilities (FESZT) where I am in charge for European Union affairs.
From 2004 to 2008 I was elected to the Executive Committee of the European Disability Forum, since 2009 I was the Vice-President of the European Disability Forum.
I was involved in the development of the CRPD and CEDAW alternative reports. In February, 2013 I represented Hungarian women with disabilities before the CEDAW Committee in its review of Hungary, 54th session.
In 2012 I was invited to speak at the panel on women with disabilities at the Conference of State Parties for the UN CRPD initiated by Hungary.

Matthieu Guillaume Chatelin was born in Paris, France, on February 3rd, 1988. Resulting from premature birth, he suffers from Cerebral Palsy. He has lived in France and England.
As a student in Politics, Matthieu is now finishing a Master in Human Rights (UCL) and a Master in International Affairs, Civil Society Development and Conflict Resolutions (AUP).
Matthieu has a long experience with volunteering.
Aged 13, Matthieu volunteered to serve on the newly created Youth Council in its district and was elected in March 2003 at the Paris Youth Council where he was in charge of disability affairs, involved in organizing communication campaigns and events. He was acting chairman of the Workgroup on Disabilities in 2004 during the Paris Meeting of the European Council of the Youth.
Matthieu is involved with support to research into Cerebral Palsy. As a member of the board of "Les Amis de La Fondation Motrice" he is responsible for relations with the Patron of the foundation (Andrea Casiraghi, Monaco) fundraising events and international relations.
As a student in a British University, and himself being disabled, Matthieu served as a Commonwealth People’s Forum Delegate for Citizens with Cerebral Palsy at the 2009 Commonwealth Heads of Governments Meeting in Port of Spain, Trinidad and Tobago
where, rallying other delegates, he obtained the first ever vote for a resolution Specifically addressing the needs of the disabled.
Beliefs onto the EU: Matthieu believes the EU is one of the most amazing and precious realization as it brings people together to exchange, propose and learn from each other in a space where the social status of citizens or their deficiencies actually don’t matter because they belong to a common family. Yet, he believes that the EU shall respect the identities of its people and that any economic program should have a human face and enable the people to have faith in what they are and what they can become.
As a candidate to the board of the EDF, Matthieu would like to bring his dedication to help others, the voice of young people with disability, enthusiasm, and experience with different cultures, his training in international relations and the will to reach common goals.

An experience to serve the expression of all abilities
Jean-Luc Simon Started his professional life in 1976 as special educator and later as a psychiatric nurse. He had a severe car accident in May 1983 when he was 25 and discovers at this occasion how unbelievable the living conditions of a disabled person were.
Because he lost his job because of his "inability to function" as a nurse he engaged a five-year university program in social sciences in order to better understand the difficult relationship the society maintains with people with disabilities. He achieved 3 researches on disabilities issues which were published in the book “Vivre après l’accident” (Living after an accident) in 1989, republished in 2000 and 2010.
With the objective of keeping strong contact with the realities of daily life, he continued to be active since 1987 with a French regional and later national association, the GIHP, and contributed to setting up and running different services - transportation, independent living, leisure activities...
In 1990 and 1992 he was elected as member of the Executive Committee of the European branch of Disabled Peoples’ International and organised exchanges and international meetings to create real and full participation of disabled persons.
He created the French Assembly of DPI in 1993 (Groupement Français des Personnes Handicapées –GFPH-) and chair it from 1997 to 2002 and from 2004 to now.
In 2002 he was asked to join the Cabinet of the French Minister for Family, Youth and Disabled Persons and as such, was nominated as the French Coordinator of the European Year of People with Disabilities and acquires a solid experience with the high level work with European Institutions and policies of different Member States.
He is President of the European Region of DPI and a World Council Executive Member of DPI since he was elected in Bucharest in June 2005 and re-elected in Budapest by the General Assembly of the European Members of DPI in 2009.
In 2006 he started a professional business in consultation and training on European Policy and Disability, consulted as well by the National Higher Institutes for Administration (ENA), for Education (ESEN) and for Public Health (ENSP). He also conducts audits on the accessibility of the building environment and various expertises on disability issues. Ricard LOPEZ – European Deafblind Network (EDbN)Ricard López was born in 1954 in Solsona (Catalonia). In his professional life he was as an I.T. expert in the banking sector.In 1999 he founded APSOCECAT, an organisation to support Deafblind people in Catalonia, in response to the lack of information, specific and even non-specific care for Deafblind persons in Catalonia and Spain. He has been facing these difficulties since his daughter Clara was born Deafblind in 1991. Since 1999 APSOCECAT provides specialized support to Deafblind people and parents of Deafblind people all over Catalonia, and fights politically for this disability to be properly acknowledged and attended to by governments and society.
He takes particular pride in the fact that he participated in 2004 in the claim at the European Parliament in Brussels that led to the recognition of Deafblindness as a specific disability.He is tirelessly committed to the fight for Disability Rights and he would bring to EDF the experience acquired and the energy that has characterized his story as a disability rights advocate.Deafblindness is a specific disability that derives from the conjunction of two sensorial disabilities (deafness and blindness), has specific and complex needs and is frequently caused by rare disorders. There are more than 80 rare illness and disorders that provoke deafblindness. It is often accompanied by psychic illness too. Sonia ZAMORA – European Federation of Parents of hearing impaired Children (FEPEDA)SONIA ZAMORAFEPEDA General Secretary Sonia Zamora, born in Barcelona (Spain) in 1973, is the mother of four children, one of them, Alberto, of 14 years of age, is profoundly deaf.
Graduated in Tourism, Sonia began her personal involvement with the disability movement when Alberto was not even one year old, participating in the activities and initiatives of the local Association of families of deaf children, in the province of Huesca.
In 2003, she joined the Board of Directors of the local association and started her involvement in activities carried out also at national level. Since 2006, Sonia Zamora chairs the Association in Huesca, participating at the local (CADIS) and regional (CERMI-Aragón) platforms of associations of people with disabilities.
In 2008, Sonia took definitely a step forward in the representation of the rights of people with disabilities at national level when she joined the Board of Director of the Spanish Confederation of Families of deaf people (FIAPAS). FIAPAS is a founding member of the Spanish Committee of representatives of people with disabilities (CERMI). Nowadays, Sonia Zamora is the vice-president of the FIAPAS Confederation
In 2010, as a representative of FIAPAS, Sonia Zamora began its activity at European level, being from July 2011 and currently the Secretary General of the European Federation of parents of hearing impaired children (FEPEDA), organisation of which FIAPAS is also a founding member. In 2000 completes her Ph.D. at the Kapodistriakon University of Athens.On the level of the continuous education, every year she follows seminars on speech and language therapy and at the specialized area of work integration of people suffering from mental health problems, marginalized group of people, handicapped and economic refugees. She is a member of the Royal College of Speech and Language Therapists, founder member of the Panhellenic Association of Speech Therapists, founder member of the Panhellenic Union for the Psychosocial Rehabilitation and Work Integration (PEPSAEE). She is honorary President of the Confederation of European Firms, Employment Initiatives and Cooperatives for the Psychosocially Disabled (CEFEC), having served as an active chairperson 1994-1998, and General Secretary 2002-2009.

As a person with a disability I have spent all of my working life in the disability movement and since 2000 I have been CEO of the Disability Federation of Ireland.
I have developed and delivered a range of innovative developmental and educational programmes with people with disabilities to support their greater involvement in the movement and in broader civil society.
Allied to this I have been instrumental in campaigning for systemic change within Irish society to rightfully include people with disabilities.
