The East Central Regional DevelopmentCommission (ECRDC) is a public agency.The board members are represented by offi­cials appointed by county boards, town­ships, municipalities, school boards andcitizens at large.

The ECRDC is funded through a local taxlevy and planning/program grants and con­tracts from state agencies, federal agenciesand foundations.

The mission is to provide leadership anddirection through creative problem solving.We do this by initiating projects andprograms that lead to creative solutions toregional problems, providing technicalassistance and identifying and developingavailable resources. We serve in a leader­ship role as an advocate for East CentralMinnesota to bring about positive change.

It is one-on-one confiden­tial, objective assistance. ECSRC counselors do notgive legal advice, nor do they endorse any insuranceproduct, allowing for a place to come for unbiasedinformation.

• ECSRC Resource Guide, reaches 10,000 people eachyear. Publishedyearly, it contains information aboutmany ofthe services available in the region.

• Medication Management Program reaches seniors inChisago and Isanti counties through an agreementwith the Minnesota Pharmacist Association and Fair­view hospital in Wyoming. A staff pharmacist pro­vides one-to-one counseling/assistance to clients­advising them of things such as potential harmfuldrug interactions.

• VolWlteer staff donated 544 hours during 2004.They assisted clients with many types of issues eitherin their home, senior dining sites, medical clinics or atthe ECSRC. The value of their work is estimated intwo ways. Their donated talents save the ECSRCover $7,560 in wages to provide services and $334,152in savings to clients receiving assistance through pre­scription drug assistance and Rx Connect assistance.

Semor NetWorks, and the contin1red role'played by the EastCentral Senior Resource Center works as an opportunity forproviders of aging services from government, non-profit andfor-profit sectors to come together. The networking events,while informal in nature,aet as an instigator for new partner­ships,more communication between service providers anddevelopment of new services. Each of the counties in eastcentral Minnesota has a "Senior Network".

ECAC, with fundingiju'oughThe McKllight Foundation,offers students in gradesK-12 asCholarship opportunity tofurther their artistic skills. This year the Council recognized3 students with a total amount of $1,215. The kids are ex­periencing a wide range of activities: MusiCamp atBemidji State; mentorship with an artist/teacher; and a cho­ralecamp.

Art in Our Schools Grants - Schools may apply to the EastCentral Arts Council to help fund special art projects. Thefunds can support artist residencies, art related field trips, orany special school arts-focused project. This· year 5 grantswere funded in schools throughout Region 7E. The totalamount of grants was $4,750 for projects with total costs ofover $12,000. Thousands of local children benefited fromthis funding.

Art Organization Project & SmaIl Grants - These pro­grams award grants· for local or regional arts and culturalprojects sponsored/coordinated by organizations, units ofgovernment or nonprofits. Funds are available for a varietyof arts projects that develop or enhance local arts organiza­tions, artists, or art audiences. Small Grants .. ofup to $500and Art Organization Project Grants up to $5000 are con­sidered. The grants are awarded only with a one-to-onefinancial match. The grants this year amounted to over$33,000. The total project costs were over $80,000. A Widevariety of arts events were made possible such as: Pine CityArts Council's hosting of the Image Art Show at. the N orth­west Company Fur Post; Northern Exposures (a photogra­phy club) Kanabec County Project; the Rush City MusicFestival; an anthology produced by RiverVoices in ChisagoCounty; a printmaking project at Depot Studios in Isle; amural by the City of Mora and Mora Public Schools; Con­necting Writers and Readers at the new East Central Re­gionalLibraries; performances at Princeton's Tuesdays inthe Park; Lindstrom's Harmony in the Parks; Swedish fid­dler's performance at the Isanti County Historical Society;the Milaca Area Fine Arts Festival; Bow Bridge Fiddler'sBarn Dance; Summer Concerts at the Kanabec County His­torical Society; Kanabec County Artist's Fall Tour; and theFolsom House Musicale in Taylors Falls.

Individttal. Artists Grants & Artist Fellowships - The Indi­vidual Artist grants are for artists in the region wanting toexpand their artistry with a specific arts project. The Fel­lowship Program is designed to recognize, reward, and en­courage outstanding professional artists. Funding for theseprograms are provided by The McKnight Foundation. This

year we awarded a total ofover $12,727 in artist grants/fellowships to artist projectswith total costs of· almost$25,000.

The mission of the East Central Arts Council is to improvethe quantity and quality of arts experiences in Region 7E byfacilitating the production, presentation, and dissemination ofart· development of arts organizations and also by promotingthe growth ofindividual artists. The East Central Arts Council(ECAC) accomplishes its mission through programs and spe­cial initiatives fot artists and arts organizations; The FY 2005work program of the Arts Council included the follow­ing: grant programs for organizations such as the Arts ProjectsAssistance, Art in Our Schools, and the Small Grants Pro­gram; individual artist programs such as the McKnight/ECACIndividual Artist and Fellowship Grant Programs, Image-theannual regional art show, the K-12 Scholarship Program; otherassistance is provided and includes continuingto host variousgrant workshops, and providing technical assistance and re­source information. Our mission, vision and values are at theheart of the programs and grantees we fund. Our grantee part­ners are at the· forefront of our work to enhance the arts envi­ronment in Region 7E. It is their daily work and commitmentthat expands arts opportunities, increases the quality of life,and enhances the community/economic development in theregion. During this fiscal year ECAC completed the artsneeds assessment for the Region and submitted the FY2006-2007 Biennial Plan which included an extensive plan­ning process.

CEDS/EDA Planning·Grant -,.The ECRDCcompleted a5-year Comprehensive Economic..Development Strategy(CEDS) designed to guide the.econornic gr()wth of thearea.· The CEDS is required in order to qualify for Eco­nomic Development AdminiStration' (EDA) PlanningGrant Assistance under its public works, economic adjust­mentt and most planning progratns; and' is a' prerequisitefor designation by ,EDAasan economic development dis­trict.(EDD).Multiple surveys were sent outto local gov­ernment and community leaders for completion on projectsin process, and future infrastructure, housin& and eco­nomic development needs that may require EDA. assis­tance. An' EDA planning·grarit extension ·for additionalfundingis currentlyunder review bytheEDA

Northern Technology Initiative (NTI) - The ECRDCcon­tinues its economic development partnership with NT! onattracting high technology firms to Region 7E~ l70jeetsthis· pastyear have·included the continued expansion oftheRegional ,Angel Investment Network (RAIN). to'provideequity investment capital forcompaniesseekii1:g to locateor expand to East Central Minnesota; establishing a re­gional;ro,arketing brand; development ofa regional website;and implementing a cluster development and supply chainmarketing strategy using the NAICS (North American In­dustrial Coding) System database.

Revolving Loan Fund (RLF) - Five applications were sub­mitted to the RLF Committee in 2004 - 2005. Three ofthese loans were reviewed by the RLF committee. Two ofthese loans were approved: Thunder Alley Speedway($125,000) and Advance Chairmats ($ 65,000). As of812612005 there is approximately $ 54,859 available tolend in the Revolving Loan Fund. One applicant is cur­rently being reviewed for a $ 9,000 loan.

Job Opportunity Building Zones (JOBZ) - TheECRDC is the JOBZ Administrator for Region 7E.1'0 date, JOBZ awards have been completed forPine City (Advanced Design & Systems), North

Branch (Andersen Windows), Wyoming (polaris Inc.), andMora (Creative Marketing Concepts). Approximately, 50% ofthe 1,486 acres zoned JOBZ has been awarded.

The ECRDC has successfully completed a land modifica­tion proposal with the city ofCambridge on transferring theJOBZ designation to a more suitable parcel ofland.

The ECRDC is involved with surveying an awarded com­pany success inm~ the business.subsidy agreement forJOBZ. On August 10 a tour of Creative Marketing Con­cepts Mora location (999 East Maple Avenue) was at­tended by representatives from DEED, the City of Mora,and ECRDC. Representatives from CMC discussed em­ployment growth, manufacturing products and equipment,and future expansion opportunities.

JOBZ Signs -The ECRDe assisted the local 12 JOBZ citiesto receive JOBZ advertising signs at no cost. A total was55 JOBZ highway 1 street signs delivered to the twelveJOBZ cities.

Regional Website -The regional website is complete and lo­cated at the web address www.eastcentralmn.com and pro­vides community 1 economic development data for the 12JOBZ cities. The ECRDC will be initiating a number ofmarketing initiatives including: paperless and printed mail­ings to businesses in Wisconsin 1 Twin Cities; site selectorsand real estate developers; and advertisement in trade 1manufacturing magazines that will drive prospects to thisregional website. Furthermore the ECRDC will be incor­porating the other 27 cities into the website, make this aneconomic development web portal for all Region 7E com­munities.

State Transportation·Improvement Program .. TheState Transportation Improvement Program indicatesthis region will receive more than $45 million for trans­portation improvement projects for the three year pe­ri04 of FY 04-06. This includes projects, on, major stateand countyl'oads,. transit vehicle capital, bridges, and

.enhancements. All five counties will benefit from. stateand/or federal transportation funding. .'

R.egional Transpottation Planning. - Involved with re­gional transportation planning efforts· such as the Cam­bridge-Isanti Transportation Committee developing along range transportation plan. Also involved . withother regional planning efforts related to transportationimprovements.

Area Transportation Partnership .. The ECROCre­gion is comprised of five counties,yet the counties arein three different Mn/DOT Districts/ATPs. The role ofthe :BCROC is to make recommendations for projectsfor federal funding consideration. Upon ROC approval,a list of prioritized projects is. submitted to variousATPs. For the District 3 ATP, the ECROC conducts asolicitation and prioritization process for Isanti, Kana­bec,' and Mille Lacs County projects. Approximately,$L3,million is allocated to local projects; The ECRDCalso works closely Metro Division and District 1 ATPfor projects from Chisago and Pine Counties in the fed­eral funding process.

Technical Assistance .. Continued with our technicalassistance program by responding to local transporta­tion task forces such as the TH 8 Task Force in ChisagoCounty and Soo Line Trail Committee in Mille LacsCounty. Also, provided information to groups such asthe Active Living By Design Committee for develop-

ment of a trail connecting Cambridge· and"Isanti. Sup­port continues to transit groups such as Heartland Ex­press Programs in Chisago, Isanti, and Mille Lacscoun­ties. Provide limited assistance to Section 5310 grantprogram applicants which provides grant vehicles toassist elderly and disabledindividllals. IIi addition,monitoring the progress of transportation activities as­sociated with the welfare reform efforts in the region.

Transportation Advisory ColDlllittee ·(TAC) - TheECRDC provides staffing for the'TAC whose functionis to provide recommendations to the. ECROC as wellas a forum for regional transportation issues. The TACgenerally meets four to five times per year, to consider:project funding and other regional issues.

Toward Zero Deaths - For the past three years theECRDChas been coordinating a highway safetyinitia­tive on the TH 65/95 TZD Corridor. The corridor in­eludes the cities of Princeton, Cambridge, and Isanti.More recentlY,the ROC has focused efforts in IsantiCounty. Funding has been available through a SafeCommunities Grant from the Department of PublicSafety. Successful activities implemented have includeda billboard, traffic safety messages at the local movietheatre, media releases to promote seat belt use andconcentration on driving. A community steering com­mittee provides direction to the project..Over the pastyear, the TZD initiative has also focused on the drink­ing & driving issue in our region. We have developed,and continue to do so, a unique liquor provider partner­ship aimed at helping to address the issue. Additionalfunding has been sought for the project's continuation.

Value Added'·Community Development - The ECRDCprovided local assistance to various economic develop­ment,groupsand local government (township, city, andcounty).

Economic Development Partnerships • The ECRDCmeets regularly with the following organizations: Cam­bridge Economic Development Alliance, Mora AreaChamber of Commerce (Economic Development Com­mittee), East.Central;Minnesota'WorkforcePartnership,Northern Technology Initiative, Manufacturers Alliance,City Administrators, Pine Economic' Development Cor­poration, and Mille,Lacs'Community Development Cor­poration., Example ofpositive results 'gleaned from thesemeetings include: developing a regional brand, market­ing initiatives, and a regional website.

Zoning and Comprehensive, Planmng Training • Aseminar on comprehensive land use' planhing,strategicplanning, zoning ordinances .and ,enforcement· is cur­rently,under .development by the ECRDC in· collabora­tion with IQcal government and private attorneys to tramtownship and local government on the decision makingprocess for creating community strategic plans, zoningplans and enforcement.

BuilcJingRevitalization. The ECRDCis workingwith anumber of smaller communities in assessing the revitali­zation I redevelopment of old buildings. The ECRDCwill work directly with local government on establishinga strategic plan, funding mechanisms (identifying re­sources such as tax increment financing, Brownfield,etc.), and zoning requirements.

Community Planning - Comprehensive land use plan­ning and zoning ordinance were developed for a numberof local governments including Knife Lake Township,Pokegama Township, and the City of Ogilvie. Onsiteassessment meetings with local governments are ongo­ing. Informational materials are sent out annually onplanning and zoning services.

Workshops and Grant writing - The ECRDC has at"'tended a number of Grant Workshops in order to betterserve the needs of the Region. 7E Community in provid­ing grant writing services for local government .Theseworkshops attended include: Brownfield Grant, SmallCities Development Grant, and Small Business Innova-

tion Research (SBIR):A number ofonsite·meetings Willbe developed to' educate cities on grant availability andeligibility.

Small Business Developlllent Center -The ECRDC hasprepared an application I 'proposal for SBDC funding formarketing, ,business planning, loan analysis and.eligibil­ity. The ECRDC has requested 300 -500hours of fund­ing. The planning grant will work with providing theexpense in being inthe'cormnunitiesin Regioh7E:" TheECRDC is preparing itself to be a one stop shop for busi­ness / recruitmentexpan'sion; loanassesSIlientand pack­aging; small business planning; and community· strategicplanning.

City Administrator Meetings - The ECRDC organizes aCity Administrator meeting'every two, months tb discUssmutual key',issues'occurring in the Region 7E communi­ties.Past topics include the use ofcommunity land trusts(to, address affordable housing), JOBZ 'award program,bonding for infrastruetureimprovement, 'and housingdevelopment. The City Administrator meeting willevolve into a best.practices approach to city economicdevelopment. Issues and speakers will be selected thatwill assist local governments·with solving key' issues inzoning,planning, economic development,and housing.

Hazard Mitigation - Isn't "Planning for Hazards" a contradic­tion in terms? Most disasters cannot be avoided, howeverthere are things that people can do to lessen the loss of life andproperty da.rru:me.

The, ,East, Central Regiop.al .Development Commission(ECRDC) is currently providing All-Hazard Mitigation Plan­ning in the Counties ofChisago, Kanabec and Mille Lacs. TheIsanti' County Plan has been completed; Mitigation plaimingis made possible through Minnesota's Division of HomelandSecurity and Emergency Management (HSEM - part of theDepartment ofPublic Safety) and Federal Emergency Manage­ment' Agency' (FEMA) grant funding, Local governments re­ceiving FEMA approval for these hazard mitigation plans willbe eligible to draw on future pre-disaster mitigation funding inorder to implement local mitigation goals and objectives.

This planning process identifies the natural, technological, andhuman-caused threats to an area and identifies opportunities tominimize the risks and the impacts. This is a multi­jurisdictional planning process shared by all townships andcities within these counties. These units of government haveshown a tremendous amount of support for the projectsthrough local resolutions.
