Subject:- Sanction for allocation of Rs. 46.00 Lakh (Forty Six Lakh only) to 30 No. of MSME-Dls for conducting Design Awareness Programme (Seminars on Design Clinic Scheme), Orientation Programme for stakeholders of Design Clinic Scheme of Up-scaled Design Clinic Scheme for Design Expertise to MSME manufacturing sector under NMCP during the year 2016-17 - reg. I am directed to convey the sanction of the competent authority for allocation of funds of Rs. 46.00 Lakh (Rs. Forty Six Lakh only) under Other Administrative Expenses (OAE) to 30 No. of MSME- Dis as per enclosed Annexure for conducting Design Awareness Programmes (Seminars on Design Clinic Scheme) and Orientation Programme for stakeholders of Design Clinic Scheme as per up-scaled Design Clinic Scheme guidelines during the year 2016-17. 2. MSME-DI should ensure that there should be at least 50 participants and efforts should be made to select participants from SC, ST, OBC, PH, women & minority categories of MSMEs. Further, while incurring the expenditure austerity measures should be taken into account as issued from time to time by competent authority. 3. The funds are under the plan scheme and non-recurring in nature. The MSME-Dls will keep separate record of utilization of these funds. The saving, if any is NOT TRANSFERABLE. 5. The assets acquired wholly or substantially out of these funds should not, without the prior sanction of the Government of India, be disposed or encumbered or utilized for the purpose other than. that for which the funds have been sanctioned. 6. Director of MSME-Dls will send the detailed progress report of programme including schedule, attendance sheet of participants their address, Mobile number, status of enterprise, Category with signature. Break -up of participants, details of lectures, expenditure details with break-up of head-wise, photographs and outcome of the scheme also indicating in this report within one month after completion of the activity and periodical reports to this office. The Director, MSME-Dls will ensure uploading of data of entrepreneurs on www.msmedatabank.in. 7. Director of MSME-Dls may use the fund as per prescribed up-scale guidelines of Design Clinic Scheme (guideline of the scheme is available on the official web-site www.dcmsme.gov.in) relating to the programs. I am directed to convey the sanction of the competent authority for allocation of funds of Rs.46.00 Lakh (Rs. Micro, Small & Medium Enterprises - Development Institute (MSME-DI) will provide all technicalinputs including preparation of background documents/course material identification of suitable topics andfaculty for presentation. The financial support by Gol may cover wherever necessary, the expenses towardsrent for venue, training materials, audio/video aids, TAIDA and honorarium to the Guest Faculty,expenditure on transport, purchase of stationary items, refreshment and other miscellaneous expenses as perGovt. of India rules viz. F.R.-46 (11- Honorarium to guest faculty), S.R. 190a (travelling allowance topersons who are not in civil service), Government assistance is only for organizational expenses of theproposed event and not for capital items like equipments etc .Further, the procedure prescribed under GFRincluding the various guidelines under the economy measures shall be followed.

9. The funds will be directly released to MSME-DIs and will be allowed to draw an advance upto 50 % offunds allotted for a programme to smoothly organize the programme.

10. The MSME-DIs should follow the procedure prescribed under GFR and the variousguidelines under the economy measures.

11. The expenditures shall be debitable to Demand no. 58 Ministry of Micro, Small and MediumEnterprises (MSME) for the year2016-17 as follows:
