Speaker Bios:

President of the CCA since 2014 and Chairman from 2007 to 2014, Mr. Frankel was awarded The Queen Elizabeth II Diamond Jubilee Medal by the Governor General of Canada for his work on behalf of the CCA. He was the Legal Advisor to the Secretary General of the OAS from 2008-2013, and previously Chair of the Latin American Practice Group at Torys, General Counsel at Alcatel Canada, and chief legal officer for Alcatel in Spain, Poland and Germany.

He is a frequent columnist for newspapers in Canada and the Americas and co-hosts the podcast, “Two gringos with questions”. He is a Visiting Professor of Law at Ghent University (Belgium) and Western University (Canada), and formerly at American University (Washington). Mr. Frankel received an A.B. from Dartmouth College and a J.D. from Northeastern University. He was a Reynolds Fellow in Mexico with Professor John Womack (Harvard University) and a Dartmouth Public Affairs Fellow in Mexico and Central America.

Ms. Cattaui was Secretary General of the International Chamber of Commerce from 1996 to 2005. She worked with the World Economic Forum in Geneva from 1977 to 1996, where she became Managing Director, responsible for the Annual Meeting in Davos.

She holds Executive Board, Board and Advisory Board memberships on the International Crisis Group, EastWest Institute, the Institute of International Education, the Elliott School of International Affairs (George Washington University), among others.

Of Greek origin and Swiss nationality, Ms. Cattaui was educated in the United States. She graduated with honors from Harvard University and holds an honorary Doctor of Laws Degree from York University, Toronto.

Ms. Lang has been covering business news in North America for 20 years. She started her journalism career at The Globe and Mail and then the National Post, before moving into television.

As New York correspondent, she was a key part of the team that launched BNN Bloomberg’s predecessor in 1999. She anchored Bloomberg/BNN’s flagship morning show before creating and hosting SQUEEZEPLAY, a nightly debate show with Kevin O’Leary. She was then senior business correspondent at CBC before rejoining BNN Bloomberg in 2018.

She studied architecture at the University of Manitoba before becoming a journalist. Her best-selling book, The Power of Why, (HarperCollins, October 2012), explores the connection between curiosity and success. Her second book, The Beauty of Discomfort, was published in 2017.

Dr. Ware is Canopy Growth’s Chief Medical Officer and is responsible for the advancement of research and Spectrum Cannabis, Canopy Growth’s global medical cannabis brand.

He is an Associate Professor in Family Medicine and Anesthesia at McGill University. For the past 10 years, he has been the Director of Clinical Research of the Alan Edwards Pain Management Unit at the McGill University Health Centre and Executive Director of the non-profit Canadian Consortium for the Investigation of Cannabinoids.

Dr. Ware continues to practice pain medicine at the McGill University Health Center and has acted as an advisor on medical cannabis policy to the Canadian government since 2001. He also served as Vice Chair of the Federal Task Force on the Legalization and Regulation of Cannabis in Canada in 2016 and is recognized globally as a leader in medical cannabis research.

Mr. Rosenthal has a 20-year career at the intersection of media, business, politics, and policy, particularly in heavily regulated industries. The Co-Founder and President of Business of Cannabis, Canada’s authoritative source for news and analysis of the cannabis industry, he provides context and insight into the dynamic landscape of the Canadian cannabis sector.

Dean Antoine was appointed Chair of the CARICOM Regional Commission on the Decriminalisation of Marijuana in 2015. She is the Dean of the Faculty of Law and holds the Chair as Professor of Labour Law and Offshore Financial Law at the UWI in Trinidad & Tobago. Dean Antoine’s specializes in offshore finance, labour, anti-discrimination, public (human rights, administrative law and public service law) and comparative law.

Mr. Green was elected Member or Parliament for South West St. Elizabeth in 2016. Having previously served as the Minister of State in the Ministry of Education, Youth & Information with specific responsibility for the youth portfolio, he currently serves as Minister of State in the Ministry of Industry, Commerce, Agriculture and Fisheries, which oversees cannabis issues.

Dr. Thompson received his M.D. in internal medicine and specialized in allergy, immunology and infectious diseases. He completed a joint Masters in Public Health (MPH) and Business Administration (MBA) at Columbia University. He established a private medical practice in New York City and worked in Kenya and Nigeria in the treatment of HIV-AIDS patients.

Dr. Thompson returned to St. Vincent in 1999 and was elected to Parliament in 2001. Prior to his current position, he served as the Minister of Telecommunications Science, Technology and Industry. He is Chairman of the Prospect, Brighton Salt Pond Mangrove Conservation Foundation which focuses on conservation of coastal forest, wild flowers and wildlife.

Mr. Rivas has worked for over 30 years as a foreign correspondent, photographer and videographer in Central America, North America and Europe. He has covered armed conflicts in Central America, lived first-hand the Zapatista uprising in southern Mexico, and covered the coup d’etat that ousted Haiti’s President Jean-Bertrand Aristide.

Ms. Castañeda is an expert in the management of controlled products. She has managed the availability of controlled products in the public sector, as well as the logistics chain of importation and marketing of these products and the oversight and control of products subject to sanitary inspection (narcotics, psychotropic, precursors drugs).

She is a member of the Controlled Products Functional Unit (UFPC) of the General Directorate of Medicines, Supplies and Drugs (DIGEMID). She also serves as a member of the interdisciplinary commission that is drafting the regulation for the law governing the medicinal and therapeutic use of cannabis and its derivatives.

Ms. Castañeda holds a Masters in Pharmaceutical Care.

Dr. Aldana has more than 28 years of experience in the private and public sectors. From 2002 to 2007, he served as the Director of the National Institute of Food and Drug Surveillance. He has been the head of radiology departments in clinics and hospitals across Colombia. He served as Consul of Colombia in Washington. He is general manager of the Changing Channels Foundation in Barranquilla.

Dr. Aldana received his M.D. as a surgeon at the Universidad del Norte in Barranquilla. He holds a Masters in Management with a specialty in the management of social security systems.

Ms. Passos is a health and drug policy specialist with over 12 years of experience advising the federal government on drug and public health policies.

Ms. Passos has a Degree in Pharmaceutical Sciences, a Masters in Public Health (MPH) and post-graduate studies in health and sanitation law.

Mr. Rodriguez is currently the Executive Director of the Institute for the Regulation and Control of Cannabis (IRCCA) of Uruguay. IRCCA is the national level regulatory public agency on this matter.

Since 2008 he has held numerous roles in national public administration, including: Director of the Department of Social Analysis and the Unit for the Political & Social Situation Analysis in the Public Health Ministry; and National Director of Territorial Management in the Ministry of Social Development.

He is also a Professor of Political Science in the Faculty of Economic Sciences and Administration at the University of the Republic of Uruguay.

Mr. Rodriguez received a Degree in Political Science from the Faculty of Social Sciences at the University of the Republic of Uruguay.

Mr. Ruiz de la Peña has held numerous positions in public administration, including Advisor to the Social Security Commission and Technical Secretary to the Committee on Science and Technology. He served as the academic director of the Ibero-American Institute for Research and Development. Prior to his public service roles, he served as a business consultant specializing in social security issues. From 2012-2015 he was a researcher and lecturer at the Inter-American Center for Social Security Studies.

Mr. Ruiz de la Peña received a B.A. in Biology from the National University of Mexico (UNAM) and in Public Administration from the University of Veracruz.

Mr. Avila currently holds the position of both Editor-in-Chief of Portafolio and Assistant Editor-in-Chief of El Tiempo, the most widely-read and influential daily in Colombia. He is also a member of the Editorial Board of El Tiempo.

A Simón Bolívar award winner, Mr. Avila has held various positions in the public sector, including Economic Advisor and Private Secretary to the President, Deputy Minister of International Economic Affairs and Minister of Foreign Affairs in the government of President César Gaviria (1990-1994). He was the Head of Cabinet for the Organization of American States, a consultant for the Inter-American Development Bank and the Andean Development Corporation.

He received his Masters and B.A. in Economics from the University of Pittsburgh and the Javeriana University, respectively.

Mr. Foster is the head of Dentons’ Canadian cannabis practice and is recognized as one of Canada’s leading cannabis lawyers. He has acted on several of the largest and most well-publicized transactions in the cannabis industry and has experience with complex commercial agreements for cannabis industry participants including cannabis licensing, royalty, supply, consulting and celebrity partnership agreements.

Mr. Foster’s practice focuses on corporate finance, mergers and acquisitions (public and private), regulatory compliance, cannabis law and emerging companies. Eric routinely acts as counsel to both public and private issuers and securities dealers, with a particular focus on the cannabis, mining, life sciences, real estate and technology sectors.

Ms. Lahnakoski oversees CCI’s global operations to provide solutions in over 20 countries at every stage of the cannabis business cycle, including quality and regulatory issues, licensing, auditing, NHP, GMP implementation, cultivation, security and business planning. She is on the board of the Global Cannabis Partnership and the advisory board of IVT Network.

Prior to CCI, Ms. Lahnakoski was a director at Dalton Pharmaceutical Services, Contract Pharmaceuticals Ltd and Amorfix Life Sciences. She’s worked on commercialization and regulatory issues for over 150 products, including as a member of the European Commission working group and as co-author of the Decision Amending 2002/364/EC on common technical specifications for in vitro diagnostic medical devices.

She received an MBA from York University and a B.Sc in Biochemistry from the University of Guelph.

Mr. Orsini worked in the Ontario Public Service for 25 years. He was appointed Secretary of the Cabinet, Head of the Ontario Public Service and Clerk of the Executive Council in 2014. Previously he served as: Deputy Minister of Finance; Secretary of the Treasury Board; Deputy Minister of Revenue; and, Associate Deputy Minister, Office of Taxation, Agencies and Pensions in the Ministry of Finance. He also held a number of positions at the Ontario Hospital Association, including Vice-President of Policy and Public Affairs.

Mr. Orsini has a Diploma in Public Administration, a Bachelor of Applied Arts in Urban and Regional Planning and a Masters in Environmental Studies (Economic Development). He completed the Canadian Securities Course and the Harvard University Health Care Leadership Program.

Mr. Lipkin works with private companies and their shareholders in raising equity capital in Canada. He previously was the Head of Business Development for Exchange Traded Funds (ETFs) and Investment Funds on TSX. Mr. Walsh has worked extensively on the relationship of drug treaties to cannabis legalization, having co-authored the report, “Cannabis Regulation and the UN Drug Treaties: Strategies for Reform”. Mr. Walsh also co-authored the report, “Marijuana Legalization is an Opportunity to Modernize International Drug Treaties”, arguing that policy shifts in the Americas open the door to modernizing the global drug control regime. His work has contributed to the expansion of the international drug policy reform debate and has been instrumental in convening reform advocates and practitioners from across the hemisphere to discuss design and evaluation of legal, regulated cannabis.

He received a B.A. in Theology from Georgetown University and an M.A. in Public Policy from the Johns Hopkins University.

Ms. Blackwell joined the Canadian Council for the Americas in 2014. She has worked in the public, private and civil society sectors across the Americas and in South Africa. Prior to joining the CCA, she worked at Bombardier Aerospace on strategy and international business development focusing on Latin America and the risk and benefits of public-private partnerships.

Ms. Blackwell holds Global Master of Law and Master of Global Affairs Degrees from the University of Toronto and a B.A. in Human Rights and Law from Carleton University.
