SCOPEThis milestone describes the organisation and conduct of the MEDCIS 1st Platform meeting of MSFD Competent Au-
thorities held in Rome 5 April 2017. It is a first of a series of stakeholder workshops -the national MSFD competent
authorities from all the Member States in the Mediterranean- in order to promote the project results to be co-designed
and co-owned by the Member State relevant national administrations, ensuring that the MEDCIS outcomes are MSFD
oriented and of direct use by the countries.
EXECUTIVE SUMMARYThe 1st MEDCIS Platform meeting of MSFD Competent Authorities was held during the Kick-Off meeting of the project
in Rome, 5 April 2017. At the meeting the competent authorities were informed about the activities of the project and
the scope and purpose of the Platform, after their initial identification and approach by the relevant project partners.
A fruitful dialogue lead to conclusions on the better organisation of the Platform and the upcoming 2nd meeting

1. IntroductionMEDCIS envisaged to create a dedicated Platform of the national MSFD competent authorities from all the Mem-
ber States in the Mediterranean, in order to promote the dialogue and interaction within and between relevant policy
makers and MEDCIS making them the key stakeholders and end-users. In this way the project results will not only
be followed by the different relevant authorities throughout the Mediterranean; more important these results will be
co-designed and co-owned by the Member State relevant national administrations, ensuring that the outcomes are
MSFD oriented and of direct use by the countries.
The Platform is conceived as virtual “environment” where representatives from the relevant competent authorities at
national level will be invited to bring the expertise and interact, discuss and agree on gaps, needs, barriers and priorities.
Ensuring constant dialogue and consultation with concerned national stakeholders through the partners and the Activ-
ity5 Leader, the Platform will be an active observatory for monitoring the project results, provide feedback, update the
needs and then promote solutions in an integrated way, thus formulating the projects final products to the exact needs
and direct use of the MSFD users.
Workshops and meetings of the Platform will be organized 3 times during the duration of the project:
1. During the kick-off meeting, where the competent authorities were informed about the activities of the project after
their initial identification and approach by the relevant project partners.
2. At the end of the first year and back-to-back with the General Assembly; during this meeting the members of the
platform will be asked to comment and review on the deliverables and outcomes of the project so far and advise on
the needs for the Mediterranean approach of the implementation.
3. At end of the project and back-to-back with the final General Assembly, with the purpose to carry forward and im-
plement the results of the project at country level; deliverables will be handed for review and comments, fostering
the regional cooperation. As this meeting is planned to be co-organised with the other relevant projects in the Med-
iterranean and in the other regional seas, an effort will be made to have this interaction and ensure that ideas and
knowledge are exchanged at different levels and regions.
Throughout this process the different national authorities involved in the formulation and implementation of the MSFD
will be consulted by the respective partners for the identification of gaps and needs on articles 8, 9, 10, 11 and 13 and
on required actions.
The Platform will be coordinated by the Activity 5 Leader, and composed by Activities leaders, interested partners,
representatives from all the MSFD national authorities and UNEP/MAP, including where relevant the directors of the
Regional Activity centres in the Mediterranean.

2.1st Platform meeting & outcomesThe 1st Platform meeting of MSFD Competent Authorities was held in Rome (Hotel Abitart Conference Center, Via
Pellegrino Matteucci, 10, 00154 Roma) on 5 April 2017, during the MEDCIS Kick Off (KO) meeting (see Agenda Annex I)
It was decided to incorporate it to the KO rather than a separate event (back to back with it), in order to emphasise the
fact that the Platform is an integral part of the project, ensuring the participation of all competent authorities and proj-
ect partners in the presentations and the dialogue.
Invitations to national MSFD competent authorities of all eight EU Mediterranean countries were sent by the MEDCIS
Coordinator along with an invitation to Egyptian authorities relevant to the EcAp process. Although most of them re-
plied positively for their participation to the Platform and the particular meeting at the end some of them cancelled their
participation.
In the meeting the Activity 5 Leader Dr E. Papathanassiou presented to the plenary the scope of the meeting
(see https://cloudfs.hcmr.gr/index.php/s/yDshyjcIWEzRaq4) and initiated a discussion with the interested parties.
The participation of the MSFD competent authorities was rather limited, despite the on time official invitations by the
coordinator and their initial acceptance. Nevertheless, the discussion was fruitful and follow up actions were identified.
The major suggestions were to:
• Be more proactive in the invitation and engagement of stakeholders
• Project partners to establish official connections with National Authorities for the explicit needs of the project and
maintain them throughout the duration of the project.
• Map the explicit needs of the Competent Authorities and prioritise them. A structured questionnaire can serve this
purpose.
• Gear the project to address these needs to the extent possible.
• Related projects (under the same Call) should pull resources to maximize the input from stakeholders.
It was decided to structure the Activity workshops in the coming GA (Month 12), in such a way as to allow the participa-
tion and active involvement of the Platform members
It was also agreed the Platform’s Coordinator, the Project’s Coordinator, the Activities leaders and the project’s partners
to take all necessary actions to fulfil the suggestions of this first Platform meeting.
