Definition of IWRM

IWRM is a process which promotes the co-ordinated development and management of water, land and related resources, in order to maximise the resultant economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems.

Equity: in allocation of costs and benefits to promote sustainable social development

Efficiency: maximizing the economic and social welfare

Environmental Sustainability: protecting vital ecosystems

Coordinated development of:

•Land and water

•Surface water and groundwater

•The river basin and coastal and marine environment

•Upstream and downstream interests

•Solving problems: inter-sectoral solutions, avoids solving one problem which creates another

•Avoiding poor investments and expensive mistakes: operation and maintenance, cost recovery, short and long term considerations

•Considers the environment: promotes environments from the start

•Maximising return on investment: IWRM when designing technical interventions/infrastructure should consider possible synergies with other sectors

•Allocate water strategically – from the lowest level but guided by national development goals – avoid fragmented development

•Strategic allocation through water use efficiency: using tools to control water use – technical, economic, incentives & subsidies (indirect allocation – require cooperation across sectors)
