1. INTRODUCTION
The Nambucca Shire Council is developing a Community Strategic Plan as required by the Local Government Act 1993. This Community Engagement Strategy sets out why and how the Nambucca Shire community will be engaged in the planning process that develops this Community Strategic Plan. The strategy also confirms the Councils continuing commitment to meaningful engagement and collaboration with its community in general and local partner organisations.
The Nambucca Shire Council, through this strategy, wishes to ensure that all groups have an equal opportunity to participate in the development of the plan.
The engagement strategy will reinforce three key messages throughout the engagement process. These messages are:
1. Community Strategic Plan must be a shared vision by all the community
2. We must work together. As a community we need great leadership and strong partnerships to deliver the desired outcomes
3. Council is listening — your views are important to Council and will be considered.
2. WHO ARE WE
Nambucca Shire Council administers a local government area containing approximately 19,000 residents located within the catchment of the Nambucca River. The Nambucca Valley is located on the mid north coast of NSW, approximately half way between Brisbane and Sydney. The major urban centres are Nambucca Heads, Macksville, Bowraville, Scotts Head and Valla Beach.

3. BACKGROUND
The Local Government Act 1993 was amended in 2009 to introduce a new integrated planning and reporting framework for local government. Central to this framework was the establishment of a Community Strategic Plan. This Plan identifies the Shire’s aspirations and priorities over the next 10 years including establishing objectives and strategies to help achieve these priorities.
The Community Strategic Plan is different from conventional Council Strategic Plans in that it can include matters outside of Councils traditional sphere of activity. As such the Community Strategic Plan can only be delivered successfully by the combined efforts of the community, local organisations, State agencies and Council.
The Council’s contribution to the achievement of the Community’s aspirations and priorities is contained in the Council’s Delivery and Operational Plans. The diagram across outlines how this integrated planning framework links together.

This strategy has been developed to meet the legislative requirements of the Local Government Act 1993. Advice was obtained from Morrison Low Consultants Pty Ltd and the final strategy has been reviewed by the elected Council.

4. ENGAGEMENT FRAMEWORK, PRINCIPLES AND OBJECTIVES
4.1 Framework
The International Association of Public Participation (IAP2) has developed a public participation spectrum that provides and internationally recognised framework for community engagement. The spectrum is outlined in the table

Council will use this spectrum to guide its engagement approach within the resources available. For this first Community Strategic Plan, Councils engagement activities will focus on inform, consult and involve parts of the spectrum. When Council reviews the plan in future years it is intended to increase the use of involvement and collaborative engagement processes.
4.2 Engagement Principles
Nambucca Shire Council is committed to meaningful community engagement. In order to meet this commitment for the community, the strategic planning process has adopted the following guiding principles:-
• Social Justice — All parts of the community should have an equal opportunity for input
• Creating the right debate — Nambucca residents will be informed. We will inform and educate the community on the key issues, options and choices facing Nambucca Shire Council
• Community input is valued and we will be responsive — Council is open to all ideas and values all contributions. All input will be considered and acknowledged
• Engage Creatively — We will engage the community creatively to maximise the value and range of community feedback
The combination of the application of the IAP2 public participation framework and Council engagement principles will ensure the engagement process delivers the expected outcomes and delivers an enhanced result.

4.3 Objectives
Through the application of the IAP2 Framework, the engagement principles above and the application of selected engagement tools, the community engagement process will:
• Review previous community engagement as basis for the draft Community Strategic Plan
• Identify any gaps and priorities in Councils knowledge of community aspirations
• Ensure residents are informed and educated on key issues facing the shire
• Focus discussion on the ‘big’ strategic issues
• Create community buy-in and ownership of their Community Strategic Plan and the resulting strategies
• Provide input for future Council decision-making
• Develop ongoing community partnerships and shared responsibility for local issues
A successful community engagement process will deliver on the majority of these objectives Council will measure the success of the process by:
• An increased level of community involvement in the engagement process
• The representative nature of those individuals or groups who are engaged
• The number of partnerships developed
• The level of support for the identified strategic direction

6. ENGAGEMENT PROGRAM
Council has identified a range of key stakeholders groups including geographic, demographic and subject based interest groups. Council will endeavour to ensure that each group is engaged in and able to participate in the initiatives below.
