The November 23 territorial councilmeeting included debates on twovery important action items for theCollectivity: adoption of the newland use map and its regulations (seeDecember 3 edition of The Weekly);and definition of the budget for2011. Lifting the veil on majorinvestment projects planned by theCOM for next year, this first budgetdebate is a preamble to the officialvote at the end of the month.And what projects are on the list fornext year?� Environment: continuation of themodernization of the trash center inPublic and the acquisition of a newcrushing machine; treatment andrecycling of trash; and a study forthe implementation of a compostingfactory.� Sewage: Start of the construction

for a sewage treatment plant.� Rural electricity: Improvement ofthe infrastructure and continutationof putting electric lines undergroundas the COM has been doing for thepast few years.� Road work: Improvement of theroad along the pond in Grand Cul deSac including the construction of aparking lot with 40 places, to becompleted before December 31,2012. � At the port: Work at the commer-cial port to increase the storagecapacity for containers, as well asnew security for fuel delivery. - At the airport: Improvement of partof a piece of land of 8140m2 pur-chased by the COM across from theairport to alleviate crowded airportfacilities. � Construction of the “EPHAD” or

senior citizen care facility. � Sports zone: construction ofbleachers for the tennis courts; lock-er rooms for volleyball and martialarts; and dorm for visiting sportsteams; watchman’s residence; newcourts for volleyball, for pétanque,and two new dojo’s for martial artsas well as additional parking withplanted areas. All of these projects should be com-pleted in two years. Also under dis-cussion are the purchase of land forpublic services, a new morgue, asystem of video surveillance, and adesign competition for the recon-struction of the former town hall.But we must wait until the finalbudget is in place at the end of themonth to see which of these projectsmakes it onto the list for 2011.

A 55 year-old tourist fell down thehillside below the lookout point inColombier in the late morning lastTuesday. Faced with the difficultyof rescue by foot on the rockyincline, local firemen called uponthe Civil Aviation Dragon helicop-ter from Guadeloupe to raise thevictim via winch. The tourist hadbeen so taken with the breathtak-ing views that she moved too closeto the edge and fell. Leg injuriesrequired her to be evacuated to thehospital in Saint Martin.

The Port of Gustavia is putting in anew protection system to replacewooden dock bumpers, which hadbeen in place for the past 18 monthsalong a portion of the docks. Thesewere weakened by woodworms andsimply “exploded” due to numerousincidents of strong seas hitting theport over the past two years.

General ImprovementsPort director Ernest Brin saw this asa good opportunity to improve thesystem at the docks by installing thekind of rot-resistant polyethylenebumpers usually employed for canallocks or commercial docks, as agood replacement for the woodendock bumpers. He also wanted toavoid placing these panels verticallyas they can cause a problem forboats, whose fenders can get caughtbetween the vertical panels and besubject to serious damage.

The work, being done by a company

called Zapo Investissement, began inmid-Novemer and should be com-pleted by mid-December. The pan-els, measuring approximately 2m50by 1m30 and four inches thick, willrun 103 linear meters along thedocks. That includes the dock spacefor dinghies, ferries, charter boats,and cruise ship tenders.

Among the color choicesavailable, yellow wasselected: “It is not only agood color to cover theedge of the docks, but it isalso a bright color visibleat night to help boatsapproach the dock andfacility additional safety,”explains Brin, who for thetime being has had onlypositive comments fromthe clients of the port.

The Port Gets New Protection

In order to help those suffering fromcholera in Haiti, the new associa-tion, Solidarité Saint Barth/Haiti,which was formed last May, haslaunched a new initiative: HaitiCholera Emergency.  To raise funds,the association—whose president isJosette Gréaux—has placed collec-tion boxes in various businesses onthe island where individuals canmake donations. Checks written tothe association, Solidarité SaintBarth/Haiti, are also welcome. Asimple donation can help easesomeone’s suffering. You can makea difference.

On October 21, the new publica-tion “Unique St Barth,” a Russian-language magazine about St Barth,targeted only to a Russian clientele,was launched in Moscow, Russia.Yana Nelaton, editor-in-chief of“Unique St Barth,» has worked forover a year to give birth to her firstedition, whose only purpose is topromote the island of St Barth as atourist destination to Russian trav-elers. Since October, “Unique StBarth” can be found in most of thetrendiest and high-end places ofMoscow and St Petersburg and willbe distributed on the island startingin mid-December 2010.

During the launch for Yana’s maga-zine, restaurateur Alexander Sorkinand producer Alexei Bokov, bothregular visitors to St Barth, stoodnext to each other for a friendly

speech to congratulate Yana in hernew venture. Both communicatedto the audience that «visiting StBarth is like getting a foretaste ofheaven before getting there.” Manyadditional prominent guests attend-

French president Nicolas Sarkozyannounced at the end of the first inter-min-isterial council for overseas territories that2011 will be the «Year of OverseasFrance.” Responding to this call, theAlliances Françaises in Russia decided topublish a calendar highlighting the over-seas territories, including Saint Barth,which is featured for the month of Septem-ber. Two photos –one of a typical straw hatmade in Corossol and one of the port ofGustavia—illustrate a short text in Russianthat presents the major assets of the island,its history and population. The photos andtext were sent to the Alliance Française inMoscow by the association, Saint BarthEssentiel, which fights to preserve the envi-ronment and heritage of the island. Thesecalendars are available in the 11 AlliancesFrançaises spread across Russia.

In collaboration with the Collec-tivity, ASCCO has organized alarge “Chanté Nwèl”–a Creolephrase that literally means«Singing Christmas,» or thesinging of Christmas carols—onFriday, December 10, starting at7:30pm on the dock in Gustavia.A specialized Christmas carolgroup from Guadeloupe, CactusCho, will lead the singing. But before starting the caroling,the audience will be treated to adance performance as well as thepremiere of the play in patoisperformed by the local troupe,Les Commères du Nord (North-side Grandmothers). A snack bar with Creole food willserve local soups, traditional fried“galettes” (rolls), and Christmasham.We imagine that you’ve neverheard «Jingle Bells» or «SilentNight» sung in Creole andbacked-up by a local band before,so don’t miss this opportunity tohear Christmas sung the Creoleway, whenever you see it listed inour «Time-Out” calendar.

Alternatively organized by one of thethree Lions Clubs in the NorthernIslands (St Barth, St Martin, SintMaarten), this year the telephone centerfor the Telethon was in Saint Martin. Thevolunteers for the Telethon, which tookplace last Saturday and Sunday, reallyput heart and soul into making the 2010event a big success. And that is certainlythe case if you consider that 29,500Euros were pledged from the NorthernIslands by the end of this charitableevent. According to the organizers, the

total of funds collected and thosepledged by telephone should surpass lastyear’s total of 32,000 Euros.Organized to benefit AFM, a Frenchnon-profit organization that has foughtagainst genetic diseases since 1957, thisnational project mobilizes thousands ofvolunteers, as well as the entirety of theprogramming on the two public Frenchtelevision stations throughout the event.Throughout all of France, 84 millionpledges for donations were made.

Calypso Apremont is thelocal winner in the2010/2011 Lions ClubInternational PeacePosters Competition. AsCalypso is too young by

several months to partici-pate in the contest on aninternational level, sec-ond place winner LaylaBerry will represent SaintBarth in the next rounds

AT ANGLICAN CHURCHLooking for funactivities for yourkids during theholidays? Susan-na Passburg ofthe SwedishDesign Center,and mother ofseven-year-oldSalinne, has comeup with the cleveridea of a KidsChristmas Clubthat will takeplace in the garden of the Anglican Church inGustavia, from December 15-22. “Each after-noon will have a different theme,” says Pass-burg, who has enlisted island residents to vol-unteer in creating the kids’ programs from3pm-5pm. “All kids from 6 to 10 are welcome,both residents and those visiting the island,”she adds, nothing that the programs are prima-rily in English but all kids are invited to attend.Water and juice will be served.

Dalida Aldana Aranda, a Mexicanmarine biology professor andresearcher at Cinvestav, came toSaint Barth as part of a recentweek of events centered on thetheme of biodiversity organizedby the island’s marine park. Shediscussed the Strombus Gigas,commonly known as QueenConch, a marine mollusk that hasbeen fished since the first peoplesinhabited the Caribbean. Itremains one of the primary fishresources in the Caribbean eventoday, by the population hasdecreased by two thirds over thepast 15 years, due to increasedcommercial activity.

A specialist on the subject, DalidaAldana Aranda explained thatplans are underway for new regu-lations intended to help replenish

the conch stock. She is the co-founder of the project, along withLiliane Frankel, a former marinebiology professor at the Universi-ty of the French Antilles andGuyana. They are working in con-junction with CITES (Conventionon International Trade in Endan-gered Species), the organizationthat has taken measures of protec-tion and notably classified theQueen Conch in annex II listingthe most vulnerable species,which are not necessarily men-aced with extinction but could beif not strictly controlled andwhose numbers remain very low.

“The problem,” explains Dalida

Aldana Aranda, “Is that there are38 different regulations relating tothe fishing of conch in theCaribbean!” This new project pro-posed to prohibit fishing of conchfrom May through September, theperiod that corresponds to theheight of the reproduction season,and to only authorize capture of

conch whose length issuperior to nine inches andthe thickness of the shelllipis not less than 3/8 inch.This could help limit thenumber of the species cap-tured, and especially thejuveniles who are neededto propagate the species.

The project has not yetbeen adopted, but Mme

Aldana Aranda hopes that it willbe shortly. Please note that inSaint Barth, only professionalfishermen are authorized to fishfor conch and at limited times ofthe year.
