The City of Phoenix strives to advance the economic growth of small businesses through its Disadvantaged Business Enterprise (DBE) Program.
DBE Program
The City receives Federal Highway Administration (FHWA) funding through the Arizona Department of Transportation (ADOT).
In partnership with ADOT’s Business Engagement and Compliance Office (BECO), City of Phoenix is responsible for ensuring contractors and consultants achieve full compliance with all applicable federal regulations related to the Disadvantaged Business Enterprise (DBE) Program:

Provide a Dust Proofing Treatment on 30 miles of alleys for Dust Control
Treatment consists of MC-250 and Pre-coated Aggregates.
Weed Control with post-emergent and pre-emergent applications.
Clearing and Grubbing, as well as subgrade preparation prior to FAST.
Adequate grading to maintain existing drainage patterns.

Public Notification to residents needed 72-48 hours in advance of work.
Coordination to maintain garbage collection services.
Federal Aid Project requires compliance with Buy America and Environmental Mitigation Measures.
Work to be completed within 180 Calendar Days from NTP.
Anticipated NTP will be September 2019.
