II. EXECUTIVE SUMMARY OF EMERGENCY MANAGEMENT

B. NDRRMC ACTIONS

On January 14, 2011, His Excellency President Benigno C. Aquino III together with Voltaire Gazmin, National Defense Secretary/Chairperson, NDRRMC; Dinky Soliman, DSWD Secretary; Proceso Alcala, DA Secretary; Enrique Ona, DOH Secretary; Rogelio Singson, Secretary DPWH; Jesus Robredo, DILG Secretary; Edwin Lacierda, Presidential Spokesperson; and USEC Benito Ramos, Executive Director, NDRRMC and Administrator, OCD, visited three (3) regions that were heavily affected by landslides and floods namely: CARAGA, Region V and Region VIII to oversee the extent of damages and personally check the status of the on-going relief operations being conducted by local agencies in the ground.

Upon arrival of the President, respective RDRRMCs in afore-said regions conducted conferences/briefings participated by respective member agencies, selected LGUs and media. Highlights of the President’s visit in the followin g regions :

CARAGA � Chairperson, RDRRMC CARAGA briefed the President on the effects focused

on background, impact, response action, post-disaster requirements and future plans

� The President commented that post disaster requirements should be prioritized and rehabilitation of damaged infrastructure has to be referred to the DPWH and further emphasized that the national government will do its part in supporting the LGUs but initiatives should be done first at the LGU level; turned over certified rice seeds, water pump engines and assorted medicines to the affected areas through the Chairpersons of the provincial and city DRRMCs

� After the turn-over of resources, media interview followed on the issue of illegal logging

Region V � PAGASA V reported that La Niña peak is expected to affect the Bicol Region for

the next 3 months

� PDRRMC Catanduanes / MDRRMC Pandan requested for augmentation in the search and rescue operations from PN, TOG5, PCG and PNP for the missing fishermen in Catanduanes who went fishing on 12 midnight 15 January 2011. SAR operation conducted by barangay residents were suspended due to strong waves and winds.

� RDRRMC Region 5 reported 5 banca with 14 fishermen returned back safe and 3 banca with 7 fishermen remained missing in Pandan, Catanduanes

� PDRRMC Albay Chairman and Governor requested for augmentation from the national government to support provincial government’s evacuation efforts for projected vulnerable communities

� The LGUs likewise appealed for support to their rehabilitation and immediate repair of damaged roads; alternative livelihood for economically displaced fishermen from coastal and inland municipalities; food for work programs; and wider coverage of national support for PHILHEALTH beneficiaries

� President Aquino re-assured that the DPWH has already been instructed to prioritize list of infrastructures for immediate repair/rehabilitation using the NCF and that the Administration is looking to provide the immediate needs of affected communities to include livelihood support like cash-for-work programs

Region VIII � The President directed concerned agencies to assist /help Saint Bernard in the

acquisition of lot for relocation sites � RDRRMC/OCD Region VIII to ensure that LGUs must strictly observe the

stockpiling procedure of basic necessities of the evacuees � RDRRMC report must show and or project the total clear picture of the region

based on the reported data 1. WARNING/ INFORMATION DISSEMINATION

� PAGASA-DOST is continuously issuing daily 24-Hour Public Weather Forecasts, Weather Advisories, Gale Warnings and General Flood Advisories for Bicol Region; Eastern, Western and Central Visayas; Northern Mindanao; Davao Region and CARAGA to the NDRRMC Operations Center. These information are being disseminated to the public, media and concerned government agencies through the issuance of advisories and NDRRMC Updates for uploading at the NDRRMC website, SMS and facsimile for further dissemination to local DRRMCs

� NDRRMC conducted an emergency meeting on January 03, 2011, presided by USEC Benito Ramos, Executive Director of NDRRMC and Administrator, OCD and attended by NDRRMC member agencies such as: PAGASA, AFP, DOH, DBM, PIA, DSWD, DPWH, PNP, PCG, PMS, OCD Division Chiefs and OCD Regional Directors

� NDRRMC’s Member Agencies like AFP, PNP, DSWD and DOH are still detailed at NDRRMC Operations Center for easy coordination and actions on the requirements in the field, extent of damages and assistance provided by the concerned agencies and OCD Regional Centers IV-B, V, VI, VII, VIII, X, XI, ARMM and CARAGA

� Philippine Information Agency Continuously posts daily situation reports at Weather Watch (a facebook account) on the effects of the continuous rains in Southern Luzon, Visayas and Mindanao which can be accessed through website: www.pia.gov.ph which has a link that takes the searcher directly to the account and also uses SMS to relay important information

2. SEARCH, RESCUE, (SAR) RETRIEVAL, EVACUATION AND CLEARING OPERATIONS

Cumulative number of population evacuated to 284 evacuation centers = 20,682 families / 93,336 persons (source: DSWD)

Armed Forces of the Philippines (AFP) � CSAFP directed COMSOLCOM to provide one (1) UH-IH Heli for use of OCD V

for the urgent conduct of rapid assessment in the province of Camarines Sur particularly in Siruma. Said Heli was pre-positioned at TOG 5 Legaspi City at 1300H 15 Jan 2011

� The Philippine Air Force (PAF) provided three (3) PAF aircrafts (UH-1H): one (1) used by OCD-5/PDRRMC Albay in the conduct of aerial survey and inspection in Cagraray Islands in Albay; one used in the conduct of aerial survey and clearing operations in Southern Leyte, Eastern Samar and Western Samar; and one (1) for SAR operations in Catanduanes for the recovery of 5 missing fishermen thereat; organized search and rescue operations headed by Commander Joel Babas using one (1) Islander fixed-wing aircraft for the conduct of SAR in Catanduanes; and conducted joined aerial reconnaisance aboard one (1) UH IH Heli under TOG 5 at Brgy. Baldoc, Pandan, Catanduanes

� The Philippine Navy (PN) directed all stations and detachments to place respective DRGs on standby for possible SAR operations. DRU 207th / 505th SRG, 9ID, PA, 901st Bde, 902nd Bde and 903rd Bde established close coordination with Chairpersons, RDRRMC Regions IV-A, IV-B, V, VIII, X, CARAGA; and assisted in the distribution of relief goods in various flood and landslide-stricken areas, PN V provided transportation and security services during the delivery of relief goods from DSWD Warehouse to PG374 and PG378 at Legaspi City Pier and at Batan Island, Rapu-Rapu, Albay; and provided press release/media interview in connection with the on-going relief operation at Batan Island, Rapu Rapu, Albay and the SAR operations in Catanduanes

� The Philippine Army (PA) Special Forces deployed Hoover Craft Air Boats donated by the Australian Government to Liguasan Marsh in Maguindanao Province for use in the on-going disaster operations; The 901st IBde PA committed 4 vehicles (2M35, 2 km 450)) and 11 on call vehicles (6 M35 trucks, 4 km 450, 1 Elf from 901, 2IB, 7SRC, 3 RCDG and 5FSSU) and 16 personnel; PA V distributed potable water; assisted the relief operations at Brgy. Puro, Legaspi City; and continuously providing transportation/security support to the evacuation efforts of affected provinces in the region. The CENTCOM OPCON units conducted disaster response operations and deployed 4 platoons: 14IB, PA in Jipapad, Eastern Samar; DCoy 52CBn, PA in Taft, Eastern Samar; TG Gabay 801Bde, PA in Hinabangan, Western Samar: and 14 IB PA in Taft Eastern Samar. The 9ID PA V continued the distribution of relief goods in the flooded municipalities of Castilla, Juban, Pilar, Irosin, Casiguran, Sorsogon City all in Sorsogon and provinces of Catanduanes and Masbate; and prepositioned 4 M35 trucks, 4 km 450, 15 Officers, 282 enlisted personnel and 1 mini cruiser jeep. The 75th IB of the 401st BDE, 26th IB of the 402nd BDE, and 52nd Engineering Brigade in CARAGA augmented vehicles and military personnel in SAR, evacuation and relief operations

Philippine National Police (PNP) � PNP activated its Police Regional Disaster Operations Center (PRDOC) in close

coordination with the RDRRMC Operation Centers; assisted in disseminating warning advisories to the local Chief Executives, local DRRMC Action Officers, RDRRMC member agencies and local radio and television stations thru fax, and text; alerted its regional SAR teams and equipment on standby; provided

direction and control in the conduct of operations in various regions; and initiated the conduct of SAR, retrieval, evacuation and relief operations in the provinces of Albay, Sorsogon, Camarines Sur, Catanduanes; St. Bernard, Southern Leyte, Agusan del Sur and Butuan City through its regional units: Deployable Response Group (DRG) of CGS Legaspi, DRG Team with 2 sets of diving gears aboard CGS Masbate and CGs Sorsogon are still on standby ready for deployment

� PNP-PRO V placed on alert standby sixty (60) personnel from Regional Public Safety Bn 5 (PPO and CPO), SKW Cargo Truck and H-Lux Patrol Car; deployed SAR equipment (rubber boat, life vest and ropes) to landside and flood-stricken areas in Albay, Sorsogon and Camarines Sur; dispatched 30 RPSB5 personnel to PDRRMC Albay to assist in repacking of relief goods; assisted in evacuating the 8,259 families / 37,631 persons in Albay and Sorsogon; PPO Albay with two (2) rescue units assisted motorist in Sto. Domingo; and the Municipal Police Station (MPS) of Manito, Albay conducted SAR on the reported missing

� PNP-PRO VIII - Elements of Southern Leyte Police Office participated in the evacuation of 392 families / 1,504 persons in flooded areas of the province; PNP St. Bernard conducted safety/monitoring operations in affected barangays and evacuation centers; and assisted the LGUs and NGAs in road clearing and relief operations

� PNP–PRO CARAGA deployed 1,296 personnel, 73 patrol cars, 6 units 6x6 trucks, 1 ambulance and 3 rubber boats to assist in evacuation, SAR and relief operations in various provinces; and conducted traffic, direction and control in the conduct of SAR and relief operations. Elements of PPO in Agusan del Sur assisted in the evacuation of affected families in the low-lying barangays and participated in the SAR operations; RPSB CARAGA led by P/SUPT Francisco Dungo Jr., BATCOM conducted SAR operations in Brgy. Lemon and Brgy. Mahay in Butuan City

Philippine Coast Guard (PCG) � PCG Headquarters rescue assets such as: 1 PCG Islander Aircraft, 1 PCG

HELI and 4 teams of DRG were placed on standby/ready for dispatch. PCG Districts: CGD Palawan, CGD BICOL, CGD Central Eastern Visayas and CGD Northern Mindanao dispatched their respective SAR assets such as: Rescue Team of SOG Divers, SOG personnel and Teams of Deployable Response Group (DRG) in respective areas of responsibility and assisted in the conduct of search and rescue, retrieval, and evacuation operations and relief distribution

� Commander, CGD BICOL (CGDBCL) requested to higher headquarters the deployment of PCG vessel or craft, additional diving equipment and paraphernalia and to permanently detail a medical team as part of rescue capability and response to any SAR related emergencies in various CG stations; dispatched teams of DRGs’ SOG personnel, medical teams, SAR equipment and M-35 trucks to assist/augment emergency responders in Albay, Sorsogon, Catanduanes, Camarines Sur, Camarines Norte and Masbate. CGD Masbate rescued two (2) motorized bancas (MBCA GANI and MBCA CAMIL) with 8 fishermen from Balatan, Camarines Sur at the vicinity of Animisola Island, Masbate. CG Detachment Pasacao and a team from the Office of the Mayor of Balatan, Camarines Sur jointly conducted SAR operation at the vicinity waters off Animisola Island, Masbate and rescued two (2) motorized Bancas namely MBca Gani and MBca Camil and successfully rescued the eight (8) fishermen namely: Oscar Recarte, Giovani Recarte, Loloy Coralde, Rachel Riflora, Danilo Tejares, Danny Tejares, Boyet Barraquel and Ricardo Riflora, all of legal age and resident of Brgy. Duran, Balatan, Camarines Sur

� CG D Palawan (CGDPAL) dispatched 1 rescue team of SOG Divers to Brgys El Vita and Paracan, Narra, Palawan and conducted SAR operations

� CGD Central Eastern Visayas (CGDCEV) deployed 1 team of Deployable Response Group (DRG) from Maasin Coast Guard Station to Brgy. Pulot Pulot, Saint Bernard and four (4) SOG personnel from HQ, SOG augmented the rescue responders in CGS Maasin to support and assist in the conduct of SAR operations thereat

� CGD Northern Mindanao (CGDNM) dispatched 1 Team of SOG Divers to Brgy Buhangin, Butuan City and four SOG personnel from HQ, SOG augmented the rescue responders of CGDNM Butuan City in the conduct of SAR operations thereat

LGUs � PDRRMCs concerned in various provinces of Regions V, VI, VIII, VIII, X, XI, XII

and CARAGA conducted a pre-emptive evacuations in the critical barangays of affected municipalities

� DSWD FO-V has sufficient family food packs 150 (PhP 25,315.52) and stockpile of relief commodities composed of food (P hP822,168.60) and non-food (PhP16,535,202.73) ready for additional au gmentation assistance

� DSWD V pre-positioned 100 sacks of rice to Catanduanes, 50 to Camarines Sur, 25 to Sorsogon, 325 to Albay and 500 family food packs to Libon, Albay. As of January 14, 2011, the amount of resources augmented in Albay, Catanduanes, Sorsogon and Camarines Sur amounted to PhP1,785,531.15

� DSWD VIII delivered PhP 136,000.00 worth of assistance consisting of 500 family food packs and 500 packs clothing and delivers 10 boxes of mineral water to St. Bernard; provided 30 family packs and 30 packs clothing to the 30 families in Barangays East and West, Baueun, Leyte; allocated 400 family packs and 400 packs of clothing for the flood/landslide victims in the region. � PDRRMC Camarines Sur has standby 7,000 food packs and prepared additional 2,000 food packs as requested by Mayor Sandy Ondis of Siruma

� Rep. Alliah Dimaporo , 1st District, Lanao del Norte provided 2,616 family food packs to 665 families in Baroy and Tubod, Lanao del Norte. Food pack contains rice, sardines corned beef, beef loaf and noodles and Non Food Items (NFIs) – basin, cooking pots, frying pan, slippers, pail, used clothing, mosquito nets, blankets, plastic mats, water containers

� AFP Philippine Navy conducted the following: relief operations at Cagraray Island, Bacacay, Albay (650 food packs); and Tabaco City (260 food packs) in support to the Food For Work program for the economically displaced fisherfolk in the area, and participated in the Medical and Dental Mission at the Brgys. Tinapian and Manumbalay, Manito, Albay spearheaded by DOH5 and LGU.

� NFSL PN transported 250 food packs from DSWD Legazpi City to Rapu-Rapu, Albay for distribution to flood affected residents in the island

Department of Health (DOH) Health and WASH

� The extent of logistical health expenditures provided in various CHDs in Regions IV-B, V, VI, VII, VIII, X, XI and CARAGA amounted to PhP 3,491,891.78

� DOH-HEMS–OPCEN declared Health Emergency Code White Alert and fully activated to include all field response teams and PHTO-Based Response Teams in CHDs IV-B, V, VI, VII, VIII, X, XI and CARAGA; pre-positioned and augmented assorted medicines, medical supplies, water testing reagents, disinfectants, family kits first aid kits and WATSAN logistics in various CHDs; Respective CHDs intensified dissemination of health advisory on water sanitation, leptospirosis and household water disinfection in various evacuation centers through distribution of flyers; Various Provincial Health Teams (PHTs) conducted rapid health assessment and disease surveillance and prevention in all affected regions

� CHD Bicol assisted President Aquino in his visit to various affected areas and in the distribution of 200 Hygiene kits from UNFPA, 150 Family and 100 First Aid Kits from DOH-HEMS in the evacuation centers and the rest was turned over to Gov. Joey Salceda for other municipalities. Based on surveillance conducted by PHO Albay, there were 718 cases reported: 334 cases of upper respiratory tract infection; 58 headache, 53 athlete’s foot, 16 fever, 38 asthma, 20 bronchitis, 12 arthritis, 14 UTI, 3 skin disease, 16 wounds, 12 vascular disease, 30 hypertension and 110 acute respiratory infection. Number of pregnant (30) and lactating mother (29). As of 15 January 2011, the top 3 leading cases of morbidity seen in all evacuation camps were cough and colds (52 cases), upper respiratory tract infections (33) and headaches (30)

� CHD VIII provided technical assistance in terms of health emergency management; assisted LGU on health situation assessment in the evacuation camps; and assisted in the daily surveillance activity inside and outside evacuation centers, assisted President Aquino in his visit to affected areas and in the distribution of assorted drugs and medicines worth PhP 35,000 in Samar and Leyte

� Zuellig Pharma Corporation donated 19 boxes of medicines to Region V containing Vidaylin Gummies with Garden Vegetables 30’s Bio-enhanced Calcium Plus Cap 30’s f and UNFPA provided 1,000 Hygiene kits to CHD V worth Php 840,000 including the transport cost, distributed in Albay for implementation of minimum initial service package for reproductive health of women in crisis in evacuation centers in Albay, with pregnant and lactating women as the target population

� DOH-CHD5 dispatched medical teams from BRTTH and AFP in Cawayan, Manito with medical supplies from CHD Bicol worth PhP 60,000.00

a. DAMAGES AND NEEDS ASSESSMENT

RDRRMC Team composed of OCD RD V, Task Force Sagip, Commander, RD DOH V, Philippine Navy, AFP and PDRRMC Camarines Sur Personnel proceeded to Camarines Sur via PAF Aircraft to conduct rapid assessment in Siruma and delivered 300 boxes of mineral water and 100 boxes of electrolytes to affected population in Brgy. Butawanan, Siruma.

Another PAF Aircraft is set to ferry DOH 5 Medical Team and emergency medical supplies to Brgy. Butawanan, Siruma, Camarines Sur today, 16 January 2011 at 8:00 AM. The team will set-up and man the satellite hospital to address the life-threatening condition of about four hundred fifty (450) households who are affected by diarrhea.

Department of Agriculture (DA) � DA Central Action Center (DACAC) submitted its assessment on agricultural

productions. based on the report of its Regional Field Offices in Luzon, Visayas and Mindanao and the NFA distributed 3,824 bags of rice assistance to CARAGA PDRRMCs

� DA VIII prepared a rehabilitation program to provide immediate relief in the form of certified seeds to affected rice farmers

� DA CARAGA dispatched response team to validate and assess damage areas and provided agricultural assistance (rice seeds) to affected families

Department of Public Works and High ways (DPWH) � DPWH, through its Maintenance Engineering Crew in various affected regions,

has undertaken the following activities: removal and clearing of debris and rock/slides; installation of barricades and warning signs along the national and secondary roads; de-clogging of culverts/ditches and removal of debris along bridge waterways; and emergency repairs of roads

� DPWH CARAGA conducted immediate repair, installed safety warning signs on damaged road sections for public safety and convenience

Department of Education (DepEd) � DepEd issued directives to suspend classes in the Elementary and High School in

regions adversely affected by flood and landslides

Department of Environmental and Natural Resources ( DENR) � DENR issued a memorandum to all PENROs, CENROSs, EMB and MGB in all

regions to monitor landslides and flood prone areas in respective AORs to advise the people to be vigilant

Excellency President Benigno C. Aquino III in Legaspi City on 14 January 2011 � RDRRMC V conducted Press Conference with C, Albay PDRRMC, PAF TOG5

Group Commander and Media in connection with Search and Rescue (SAR) operations in Catanduanes

� OCD-RD V provided daily media interview re preparations of the new weather disturbance; conducted consultation meeting with PAGASA and PDRRMCs Albay, Camarines Sur and Sorsogon; conducted relief operations in Brgys Tinapian and Cawayan, Manito, Albay in coordination with Governor Salceda of Albay, AFP Commander, 9ID, BGEN Marilou Salazar AFP; TF Sagip and 901IBde Commander, NAVFORSOL, PDRRMC Albay Staff National and Local Media; and proceeded to Catanduanes on January 11, 2011 to meet with C,PDRRMC Catanduanes to oversee SAR operations for the missing fishermen

� DepEd V ordered the suspension of classes in Elementary and High School levels in Legaspi City, Manito, Daraga, Camalig, Sto. Domingo, Malilipot and Bacacay both in public and private; coordinate with local school officials of DepEd in their area of responsibility; and advised Chairpersons, City/MDRRMC to properly implement Advisory No. 8 re suspension of classes

� PDRRMC Catanduanes is continuously monitoring SAR efforts in Panganiban, Catanduanes for the 5 missing fishermen assisted by NAVFORSOL and TOG 5 air assets and requested intervention for economically displaced households

� LGUs of Manito, Sto Domingo, Camalig and Malilipot, Albay effected a pre-emptive evacuation as part of its disaster preparedness and response activities in areas prone to floods, landslides and lahar flows. The families were provided with 5 kls of rice. Expanded assistance in terms of food for work packages to 41,121 economically displaced households, especially fisherfolks and coastal families and established clinic station per evacuation and free hospitalization for affected families. Mayor Volante of Malilipot, Albay distributed relief goods sponsored by Vice President Jejomar Binay to the 200 families in Brgy San Jose, Malilipot, Albay

� PDRRMC Camarines Sur issued Advisory on possible implementation of pre-emptive evacuation in the province in anticipation of possible flooding and landslides in 26 municipalities and prepared 2,000 food packs for distribution in Siruma and has stockpile of 2,000 sacks of rice

� PDRRMC Sorsogon initiated pre-emptive evacuation of population at risks, provided meals and other relief goods to affected families and declared Juban under a State of Calamity

� PDRRMC Negros Occidental and LGUs of Silay City, Talisay City, Victoria City, EB Magalona have provided assorted relief goods to the affected families: 755 bags of rice, 23 boxes noodles 75 boxes sardines and 774 family packs

on the status of donations received and status of relief operations; provided coffins and embalming fees to the bereaved families; and distributed relief goods to the evacuees

and DX2AAA, Radnet 5 Tacloban Isolated persons in Ormoc City were evacuated by local rescue teams due to

incessant rains in some parts of the region. Region X � PDRRMC Lanao del Norte extended 1,970 food packs in the municipality of Tubod.

Food pack contains rice, sardines corned beef, beef loaf and noodles and Non Food Items (NFIs) such as: basin, cooking pots, frying pan, slippers, pail used clothing, mosquito nets, blankets, plastic mats, water containers and still assessing the needs for permanent shelter, agricultural, livelihood and other assistance; MDRRMC Lala provided 424 family packs consisting of 4.5 kgs rice, 3 pcs noodles and 2 tins of sardines; CDRRMC Ozamiz carried out pre-emptive evacuation prior to the occurrence of flooding; and CDRRMC Oroquieta prohibited the evacuees to go home thus families are still at evacuation centers

CARAGA (Final Report) � PDRRMCs Surigao del Norte, Surigao del Sur, Dinagat Islands and Agusan del Sur

and CDRRMCs Surigao City and Butuan City convened and discussed updates on effects of flooding and landslides in preparation for the projected increase of rainfall in the next succeeding days and preventive measures undertaken

� LGUs CARAGA efficiently utilized their own resources to undertake pre-emptive evacuation, SAR, relief and medical assistance to affected population
