IE Act 2003
Section 53 of the Act provides that ³TheCentral Electricity Authority may in
consultation with the State Government
specify suitable measures for:-
(a) Protecting the public (including the
persons engaged in the generation,
transmission, distribution or trading) from
dangers arising from the generation,transmission, distribution or trading or use of
electricity supplied or installation,
maintenance or use of any electric line or

53 (b) Eliminating or reducing the risksof personal injury to any person, or

Section 185(1) is regarding repeal of the IndianElectricity Act, 1910, the Electricity (Supply)
Act, 1948 and the Electricity Regulatory
Commissions Act, 1998.
Section 185(2) (C) states that Indian Electricity
Rules, 1956 made under Section 37 of theIndian Electricity Act, 1910 as it stood before
such repeal shall continue to be in force till the

determine the qualifications of the personnel

but not less than once per year.

DO NOT OPERATE (DOP) Tag
DOP tags are associated with the outage of thecircuit/equipment for which the PTW is obtained
from the Circle Control.
DOP will have the same number as the PTW for the circuit/equipment.
DOP has to be filled by the permit holder and to
be necessarily placed at all theisolating/grounding points for the
circuits/equipments that are taken out or isolated
from the system & are not energized.

The Permit Holder to notify the Circle Control
about the number of DOP tags to be placed on
isolating/grounding points for the
circuits/equipments that are taken out or isolatedfrom the system & are not energized.
DOP tags are to be attached to open switches,
breakers, isolators, disconnects. Jumpers, taps,GO Switches & other means through which
known sources of electric energy may be supplied
to the lines & equipment.

The DOP tag acts as a lock. Once the tag is
attached to a piece of equipment that equipment

A Caution Order shall be used to providegeneral information on the status of new,abandoned, or abnormal equipment, cables,abnormal isolating features and Transformer and breaker alarms

PURPOSE1. Caution Order tag is used to indicate abnormal
conditions such as failure, hazards, relay
inoperative, equipment not in service, temporary
changes in operating rules etc. This tag can be
placed on either energised or de-energised
equipment. This Caution Order tag may be
issued either to a person or placed on equipmentto designate a particular operating condition.

(2) DESIGNATING EQUIPMENTFAILURE/DEFECT.
Equipment failures/defects are designated by placing Caution Order tags on control switches,
valves etc. until the equipment is taken out for inspection and repairs.

(4) ISSUING TO A PERSON
The Caution Order may be issued to a personwhen he/she is working near energised lines or equipment and there is a possibility that the
working personnel accidentally come in contactor foul the equipment.
While getting a caution order issued, theworking party should indicate to the operating
party the possible hazards by way of nature of caution and by way of nature of work.
