General Guideline for Shortlisted Candidates for Project Titled “Human Resource Development Initiative MS Leading to PHD Program of Faculty Development for Universities of Engineering Science and Technology (Phase-l)” Once a candidate has been shortlisted by HEC for award of scholarship, s/he will have to go through the following steps as depicted in diagram and explained below; The Higher Education Commission (HEC) has decided to extend the maximum countries and universities opportunities to short listed candidates (list of universities/countries can be viewed here – Hyper Link to HEC Website) with the following conditions; 1. General Guideline for Shortlisted Candidates for Project Titled

“Human Resource Development Initiative MS Leading to

PHD Program of Faculty Development for Universities of Engineering Science and Technology (Phase-l)”

Once a candidate has been shortlisted by HEC for award of scholarship, s/he will have to go through the following steps as depicted in diagram and explained below;

The Higher Education Commission (HEC) has decided to extend the maximum countries and universities opportunities to short listed candidates (list of universities/countries can be viewed here – Hyper Link to HEC Website) with the following conditions;

1. The candidates are shortlisted on the basis of HAT test score (minimum 50 marks), academic percentage, and discipline wise seats as per provincial quota approved by the Govt.

2. Shortlisting/Interview by HEC expert’s panel.

3. Once the candidate is finally shortlisted, he/she will be required to secure admission.

4. Shortlisted Candidates can apply in all the below mentioned HEC partner countries and Universities at the same time. Please note any other university or country will not be entertained.

5. The HEC will issue Provisional Award Letter (PAL) to only those candidates who are successful in getting admission in any of HEC partner university/country.

6. In case of countries where interviews are mandatory i.e. Germany, France, Austria Provisional Award letter will be issued after interview and selection/approval of interviewing panel.

7. Once the Provisional Award letter is issued, that candidate is required to apply for visa in respective embassy as well as complete/prepare the documents mentioned in PAL. When all of the requirements/documents are complete in all respects, the HEC will issue Final Award letter to the scholar.

8. After receiving the Final Award letter, the scholar can fly to respective country for studies.

9. 2 months advance stipend and one way air ticket (Rs.60,000/- max) will be paid to scholar after joining the host university.

10. Shortlisted Candidates will be awarded scholarship against one country or university subject to meeting all the pre-requisites and jointly selection by Partner University or country and HEC through interview or otherwise (if required).

11. Once Provisional Award Letter (PAL) for a university/country has been issued by HEC, it will not be revised for any other university/country. Shortlisted Candidates will not be allowed to wait for other country / university selection result or switch to other university or country, in case of already selection.

12. Shortlisted Candidates will have to appear in the interviews which will be arranged by HEC. In case of non-appearance / no-show provisional shortlisting of shortlisted candidate will be withdrawn without any further intimation.

13. Provisional shortlisting of applicants is valid up to Spring and Fall 2018 sessions. In case any shortlisted candidate is not selected by any HEC partner University or Country for Spring & Fall 2018 academic session, Provisional shortlisting of shortlisted candidate will be withdrawn without any further intimation.

14. Shortlisted Candidates are advised to follow the HEC General Guideline to secure the Supervisor Acceptance Letter / Admission Letter.

15. Shortlisted Candidates are strictly advised to follow the HEC guideline for each country / university very carefully.

Selection of Supervisor / Acceptance Letter from Supervisor:

Whenever you contact the professors in any country for supervision request by email. Please do not send your CV/Resume or any document before doing the following steps:

a) Find the professors relevant to your area of interest, read their work by downloading their papers.

b) After reading and understanding their work, see how you fit into their lab (some similar tools/topics you and professor, worked in common etc.)

c) Most important, do you fit in criteria/work done in lab, you are applying for?

d) If there is confusion, ask genuine questions to lab members or professor by carefully checking that you cannot find your desired answers in papers or on their website.

e) Then if you fit in the criteria, modify your CV/documents according to the lab you are applying for (bring your work up and details which are relevant to the lab you are applying for). Attach them as PDF, write an outstanding email about how you fit in the professor lab and also mention the paper you read of him in email (so that he get the impression that you understand him) and make the topic of email that is clear and understandable. Before sending the email, read and check them again and again and then send.

f) Why it is so IMPORTANT - Because when you send generic emails to professors, without even checking what they asked for or even if you fit in their criteria, then you not only finish your chances of selection but also you reduce the chances of selection of other eligible candidates.

Admission in the University:

Shortlisted Candidates should visit University web site and apply for admission as per the guideline provided for international students. Some Universities have centralized admission office usually called Graduate Admission Office and sometimes each faculty require separate application for admission to be filed.

Shortlisted Candidates should have all the educational documents, English language proficiency test score, updated research proposal, CV, reference letters, valid Passport etc. and should provide to university and HEC whenever they require.

Important Note: Shortlisted candidates should observe the deadlines of admission. HEC would not accept any excuse for the deferment of provisional selection for any other academic year beyond Spring & Fall 2018 academic session.

Correspondence with the Candidates: All correspondence with the candidates will be made through email address provided in the application form. Candidates are strongly advised to check their emails (inbox & junk folder etc.) on regular basis. HEC will not send letters and guidelines through postal courier.

Guidelines/ Pre-Requisites for HEC Partner Countries / Universities Guidelines/ Pre-Requisites for France: The HEC in collaboration with Campus France and French Embassy in Islamabad manage the scholars who will be studying in France. The following are the highlights; Scholarship Duration: The funds provided by HEC are time restricted which will be made only for the following study programs in France

• Master2 (M2) leading to PhD – 4 years (1+3) i.e. 1 year Master (M2) and 3 years for PhD (For Batch-V Candidates ONLY)

• Direct PhD - 3 years ( For Batch-5 & Batch-6 Candidates) Further extension of up to 6 to 12 months will be allowed on case to case basis upon recommendation of supervisor, dealing agency (if any) and HEC if agrees to it. Any additional impact beyond this duration will be borne by the scholar. Funding by HEC: The following funding will be made by HEC during the studies in France.

• Stipend – Euros €1000/- per month during studies (for accommodation, living expenses, visa renewal fee etc.)

• Tuition fee – will be paid directly to university/agency (if applicable) as per agreement with HEC.

• Health Insurance - Euros €50/- per month • Air Travel – Economy class return air ticket once during the whole study period provided by HEC

with a maximum limit on PKR 60,000/- for one way travel. Admission: The candidates may secure admission in all Public and Private sector universities of France under the guidelines of Campus France. Master (M2) Leading to PhD Program: (For Batch-V Candidates ONLY)

• Applicants who have applied for Master leading to PhD are required to secure admission in Master 2 (M2) leading to PhD program. For Master 2 (M2), the optimum allowed limit of tuition fee is Euros €5000 /- per year or below. During PhD, the tuition fee will be either Euros €500/- or less per year. Candidates are required to ensure that medium of instruction is English.

Direct PhD Program:

• Applicants who have applied for Direct PhD, are required to secure PhD acceptance letter from French Supervisor. Candidates are required to ensure that medium of instruction is English in the PhD program.

Only those candidates preferably will be invited for interview by French Panel who will secure admission & acceptance letter from French Supervisor/University.

Interview Schedule: A team of French professors conducts interview every year. The interview schedule will be announced later. Tentative interview months are April or May of each year.

Guideline/ Pre-Requisites for Turkey: The Higher Education Commission (HEC) has signed Document of Understanding with the following 6 Turkish Universities. The shortlisted candidates must visit websites of following HEC partner universities and apply for admission for Spring & Fall 2018 session.

1. Bilkent University, Turkey

2. Sabanci University, Turkey

3. Middle East Technical University (METU), Turkey

4. Istanbul Technical University (ITU), Turkey

5. KOC University Istanbul, Turkey

6. Izmir University of Economics

Scholarship Duration: The funds provided by HEC are time restricted which will be made only for the following study programs in France

• MS leading to PhD – 4 years i.e. 1 year Master and 3 years for PhD (For Batch-V Candidates ONLY)

Direct PhD - 3 years Further extension of upto 6 to 12 months will be allowed on case to case basis upon recommendation of supervisor, dealing agency (if any) and HEC if agrees to it. Any additional impact beyond this duration will be borne by the scholar. Funding by HEC: The following funding will be made by HEC during the studies in Turkey.

• Stipend – USD$ 950/- per month during studies (for accommodation, living expenses, visa renewal fee etc.) except KOC where Stipend is USD 900/-

• Tuition fee – will be paid directly to university/agency (if applicable) as per agreement with HEC.

• Health Insurance - Euros €50/- per month • Air Travel – Economy class air ticket once during the whole study period provided by HEC with

a maximum limit on PKR 60,000/- for one way travel.. Admission: The candidates may secure admission in the above mentioned 6 universities as per the guidance available on their respective websites. The candidates are required to ensure that medium of instruction is English. Only those candidates preferably will be invited for interview by the Panel who will secure admission in one of the above Turkish universities.

Scholarship Duration: The financial support will be for a period of 3 years for PhD studies ONLY. Further extension of upto 6 to 12 months will be allowed on case to case basis upon recommendation of supervisor, dealing agency (if any) and HEC if agrees to it. Any additional impact beyond this duration will be borne by the scholar. Funding by HEC: The following funding will be made by HEC during the studies in Austria.

• Stipend – NZ$ 1083/- per month during studies (for accommodation, living expenses, visa renewal fee etc.)

• Tuition fee – will be paid directly to university/agency (if applicable) as per agreement with HEC.

• Health Insurance - US$ 413/per year • Air Travel – Economy class air ticket once during the whole study period provided by HEC with

HEC has signed Document of Understanding (DoU) with University of New South Wales (UNSW) for the award of PhD scholarships to Pakistani students wishing to enroll at UNSW. Shortlisted candidates are required to secure Admission Letter and Tuition Fee Scholarship (TFS) from the University.

Scholarship Duration: The financial support will be for a period of 3 years for PhD studies. Further extension of up to 6 to 12 months will be allowed on case to case basis upon recommendation of supervisor, dealing agency (if any) and HEC if agrees to it. Any additional impact beyond this duration will be borne by the scholar. Funding by HEC: The following funding will be made by HEC:

• Stipend – AUS$1583/- per month i.e. AUS$19000/- per year during PhD studies (for accommodation, living expenses, visa renewal fee etc.)

• Tuition fee – UNSW will cover the cost of tuition fee as per their award letter. • Health Insurance - Euros €50/- OR AUS$60/- per month • Air Travel – Economy class air ticket once during the whole study period provided by HEC with

a maximum limit on PKR 60,000/- for one way travel. NOTE1: Any additional cost of Maintenance Allowance, Tuition fee or Travelling etc will be borne by the scholar himself/herself. NOTE2: Candidates must ensure to get Tuition Fee Scholarship (TFS) along with their admission letter from University as per Agreement between HEC & UNSW.

Tuition Fee Scholarship (TFS) – Why it is important to secure TFS alongside the admission? This is a jointly funded scholarship program wherein, The Higher Education Commission will cover Living allowance, Insurance, Return airfare and HEC Partner Universities in Australian will cover the Tuition Fee through TFS. The candidates are required to secure admissions in Australian Universities along with TFS for Spring & Fall 2018 academic sessions. Deadline to Receive Admission Letters:

Scholarship Duration: The financial support will be for a period of 3 years for PhD studies. Further extension of up to 6 to 12 months will be allowed on case to case basis upon recommendation of supervisor, dealing agency (if any) and HEC if agrees to it. Any additional impact beyond this duration will be borne by the scholar. Funding by HEC: The following funding will be made by HEC:

• Stipend – AUS$2094/- per month i.e. AUS$25,125/- per year during PhD studies (for accommodation, living expenses, visa renewal fee etc.)

• Tuition fee – UoM will cover the cost of tuition fee as per their award letter. • Health Insurance - Euros €50/- OR AUS$60/- per month • Air Travel – Economy class air ticket once during the whole study period provided by HEC with

a maximum limit on PKR 60,000/- for one way travel. NOTE1: Any additional cost of Maintenance Allowance, Tuition fee or Travelling etc will be borne by the scholar himself/herself. The shortlisted Candidates are required to secure PhD admission in QS ranked Top 300 Malaysian Universities for Spring & Fall 2018 session. Furthermore, The Higher Education Commission (HEC) has signed Document of Understanding with “University Technology Petronas”. The shortlisted candidates must visit websites of the universities and apply for admission for Spring & Fall 2018 session. HEC scholars will get Tuition Fee waiver from “University Technology Petronas” based on it they will have to work 4~6 hours/ week in the University.
