looks forward to moving ahead with our proposedBloomingdale Medical Office Building. Whileour legacy has had a presence in this area for14 years, this project allows us to consolidatethree medical office sites into one larger,modernized location. Northwestern Medicine continues toinvest in the Chicagoland area to provideenhanced access to health care for all of thecommunities that we serve. This includesinvestments in our facilities, our programs,our community partnerships, and our people. We believe the proposed project willprovide the residents of the western suburbsand beyond more convenient and enhanced accessto Northwestern Medicine, while supportingimproved health care delivery and costefficiencies. As a critical stakeholder, we areconcerned about Northwestern Medicine’s planover $100,000 million on two new constructionprojects. Our union, however, opposes NM’sdecision to invest $30 million in a MOB inaffluent Bloomingdale while many NMH patientsstruggle with racial and economic healthdisparities and cannot access basic healthservices in their communities. Bloomingdale has: An abundance ofhealth services, including existing NMfacility; life expectancy, Census Tract wherefacility will be located, 79.6; uninsured rate,4.2 percent; median household income, $85,105. Meanwhile, hundreds of NMH patients andworkers from communities like Chatham,Roseland, and South Shore face daunting healthdisparities and a dearth of subacute healthservices. NM has more than 600 patient care sites.Zero of these sites are located in themedically underserved communities on Chicago’ssouth and west sides. Now, NM proposes to add yet anothersuburban facility while continuing to shunChicago’s neediest communities. We say enoughis enough. NM is one of the largest anddeepest pocketed health systems in Illinois. NM FY 2019 financials: Assets, $12.2billion; excess revenue over expenses, profit,$347.7 million; investments, $6.2 billion. NM has the resources to expand access tocare in Chicago’s poor neighborhoods. Itsimply chooses not to. NM’s decision to shun Chicago’smedically underserved communities whileinvesting billions in the suburbs is a slap inthe face to SEIU members that help make NMH anelite hospital but can't access NM facilitieswhere they live. The COVID-19 outbreak has exposedshameful racial health disparities inChicagoland.

Major health systems like NM that enjoygenerous tax exemptions and Medicaid subsidiesfrom the state now, more than ever, have anobligation to provide care to the medicallyunderserved and expand access to healthservices where they are most needed. The need for such services is greateston Chicago’s south and west sides, not awell-to-do suburb. See Exhibit 2 for NM Facilities versusCommunity Need Index (CNI). (02-013 Exhibit 2 marked foridentification and attached to the transcript.) The CNI aggregates socioeconomicindicators long known to contribute to healthdisparity and then applies that data tohospital admissions. CHW's research has shownthat residents of communities with the highestCNI scores, ZIP codes shown in red on theonline maps, are twice as likely to behospitalized for manageable conditions such asasthma, pneumonia, or congestive heart failureas communities with the lowest CNI scores, ZIPcodes shown in blue.

Anne’s Talking Points  

June 15, 2020 

 

My name is Anne Igoe and I’m the Health Systems Director at SEIU Healthcare which represents 1,200 

workers at Northwestern Memorial Hospital 

As a critical stakeholder, we are concerned about Northwestern Medicine’s plan over $100,000 million 

on two new construction projects. 

Project #20‐011 

While we agree with NM’s decision to expand its ICU service at NMH (after multiple warnings from IDPH 

about abusing ED bypass), we fear that NMH management will not adequately staff the new beds. 

NMH consistently understaffs its ED and ICU and fails to fill vacant positions in a timely fashion. 

We assert that unless NM commits to safely staff the new ICU beds and to promptly fill all vacancies in 

the ED and ICU, the NMH will continue to struggle with capacity and be forced to continue turning away 

hospitals at higher rate than any other hospital in the Chicago area. 

As the union that represents the employees at Northwestern and specifically the housekeepers we are 

all to aware of the problems around short staffing.  Northwestern continues to staff to have a skeleton 

staff and supplements with temporary workers.  Over the past year vacancies in the housekeeping 

departments have been upwards of 20‐25% of the department, placing a burden on current employees, 

resulting in over 50,000 hours of overtime and work done by temporary employees.   

Building additional beds is great, but cleaning the beds is the problem and Northwestern has yet to 

show it will fill its vacancies and adjust it starting wages to address the high turn over in the department.  

Starting wages in the housekeeping department just increased to $15.25, a mere $1.25 over the 

minimum wage in just two weeks.   

We also believe that NMH needs to commit to treating more Medicaid patients as a condition of our 

support for the ICU expansion. 

According to IDPH, only 7.4% of Northwestern Medicine patients were on Medicaid in CY 2018.  And at 

their flagship hospital Northwestern Memorial Hospital the percentage was only 20%.   

Despite this meager percentage, NMH receive tens of millions in annual Medicaid subsidies intended for 

safety‐net hospitals under the Illinois Hospital Provider Assessment.  Yes, Northwestern Medicine treats 

the largest number of Medicaid Patients in the state, but as % of its overall care, the number is less than 

impressive.  For comparison, University of Chicago (also an Academic Medical Center has a payer mix of 

42%.   

We are hear today to discuss the expansion of ICU beds at Northwestern that will in theory open up 

more beds in the ER so that the days spend on bypass is reduced.  Currently the ER is on diversion 30% 

of the time.  That is 30% of the year ambulances that come from all over the city do no have the option 

of stopping at Northwestern.  When looking at utilization of the ER by zip code we can see what that 

four neighborhoods, Chatham, South Shore, Kenwood, and Roseland are amongst the higher utilizers of

the hospital and ER.  It is these communities that are effected when the hospital goes on bypass, but 

also when the hospital makes decisions about where to locate additional facilities and follow up care.    

SEIU Healthcare believes that NM should commit to increase its Medicaid Inpatient Utilization Ratio 

(MIUR) as a condition of approval of this project. 

Should NM agree to address ongoing staffing concerns and to increase MIUR, we offer our conditional 

support for the NMH ICU expansion. 

Project #20‐013 

Our union, however, opposes NM’s decision to invest $30 million in a MOB in affluent Bloomingdale 

while many NMH patients struggle with racial and economic health disparities and cannot access basic 

health services in their communities. 

Bloomingdale has: 

An abundance of health services (including existing NM facility). 

Life Expectancy (Census Tract where Facility will be Located) – 79.6 

Uninsured Rate – 4.2% 

Median Household Income ‐ $85,105 

Meanwhile, hundreds of NMH patients (and workers) from communities like Chatham, Roseland, and 

South Shore face daunting health disparities and a dearth of subacute health services.

No NM proposes to add yet another suburban facility while continuing to shun Chicago’s neediest 

communities. 

We say enough is enough. 

NM is one of the largest and deepest pocketed health systems in Illinois.   

NM FY 2019 Financials: 

Assets ‐ $12.2 billion 

Excess Revenue over Expenses (Profit) ‐ $347.7 million 

Investments ‐ $6.2 billion 

NM has the resources to expand access to care in Chicago’s poor neighborhoods.  It simply chooses not 

to. 

NM’s decision to shun Chicago’s medically underserved communities while investing billions in the 

suburbs is a slap in the face to SEIU members that help make NMH an elite hospital but can’t access NM 

facilities where they live. 

Th COVID‐19 outbreak has exposed shameful racial health disparities in Chicagoland. 

Major health systems like NM that enjoy generous tax exemptions and Medicaid subsidies from the 

state now more than ever have an obligation to provide care to the medically underserved and expand 

access to health services where they are most needed.   

The need for such services I greatest on Chicago’s South and West Sides, not a well‐to‐do suburb. 

NM Facilities versus Community Need Index (CNI) 

The CNI aggregates socioeconomic indicators long known to contribute to health disparity and then 

applies that data to hospital admissions. CHW's research has shown that residents of communities with 

the highest CNI scores (ZIP codes shown in red on the online maps) are twice as likely to be hospitalized 

for manageable conditions — such as asthma, pneumonia, or congestive heart failure — as communities 

with the lowest CNI scores (ZIP codes shown in blue).
