A1: A prime contractor who is certified in one of the categories of inclusion accepted under

PhilaPort’s Diversity and Inclusion Plan cannot count their own certification towards the minimum participation level for this project.

Q2: If so, what percentage, if any, does work performed by a prime contractor who is

regards to accepted third-party certifications? A3: PhilaPort does not maintain a comprehensive list of diverse subcontractors.

Q6: Please clarify if there are any background checks required for personnel to gain entry onto Port facilities? It is not clear in the bidding documents if the “MARSEC” protocols have this requirement.

A6: All MARSEC level facilities require a TWIC (Transportation Workers Identification

Credential), which is administered by the TSA (Transportation Security Administration), a department of Homeland Security. They perform comprehensive background checks with every application. Please reference the attached link for information: https://www.tsa.gov/for-industry/twic

Q7: Are there any soil borings or pile records from previous projects performed on Pier 82

available? A7: No; however, there are pile driving logs from the previous project which can be found attached

to this document. Q8: Have the soils that are to be excavated and disposed of been tested and classified? We

would like to know if this material is contaminated. A8: No, the soils have not been tested and for the purposes of the bid, should be assumed to not be

contaminated. All fill that cannot be placed back into the pier, must be hauled offsite to 51 Mustin Street, Philadelphia, 19112

Q9: Please detail the location of the test piles. A9: The test piles must be the first of each pile type driven (i.e. H-Pile, Pipe Pile). A minimum of

10% of all piles driven must be PDA tested. Each PDA test will serve to validate driving criteria (blow counts and fuel setting) for all piles of the same type (section and capacity) within no greater than a 100-ft radius.

Q10: Are drive on splices permitted to be used for the pipe and HP piles? A10: At this time, assume the standard splice detail as shown on the bid drawings. Drive on splices

may be submitted for review after successful award and will be evaluated by the EOR. DO NOT assume they will be approved for use.

Q11: Please confirm that contractor will be able to block access around north side of building

while working in that area. Removing all equipment on a daily basis is not practical. A11: Yes, access around the north side of the building will be prohibited by anyone other than those

associated with the project. Q12: Please confirm that 2 splices are allowed in pipe or HP piles if needed. A12: Yes, 2 splices are permitted if needed. Q13: Will the test piles have to be driven and analyzed prior to production pile lengths being

ordered or is the contractor or order pile lengths prior to mobilizing to the

project? Please clarify. If we drive the test piles and have to wait for production piles there will be additional costs incurred with mobilization of personnel and equipment.

A13: No, test piles are for verification of load capacity and to determine the driving criteria for all

other piles of the same type (H-Pile or Pipe) and capacity. Contractor is responsible for furnishing all materials and equipment necessary to achieve the depicted installed length of pile, including necessary cut-offs, followers, and additional lengths of piles required to achieve the minimum tip elevation and capacity. It is up to the Contractor to determine the length of procured pile necessary to achieve the installed length and capacity. If additional length of pile is needed, the Contractor will be paid at the unit prices required at the time of bid.

Q14: We missed the pre bid walk through for both projects as we didn’t find out about these

projects until late today, Are we still able to submit bids for these projects? A14: Only bidders who have signed the pre-bid sign-in sheet may bid on this project. Q15: Please clarify whether the pile tip for the pipe piles are a conical point or a flat closure

plate. Also specify the thickness and material type accordingly for the pile tip. A15: These pipe piles are open ended. Q16: Please clarify if the HP piles require a driving shoe/tip? A16: No pile driving shoes are required. Q17: Section .2460 part 3.3.2 states “A vibrator hammer shall be used to set the pile” Can the

pile be vibrated within 15 ft of the tip elevation and the remaining pile be driven to its final tip elevation. Please clarify.

A17: Yes. All piles may be advanced with a vibratory hammer to such a mark. However, since the

exact bottom is unknown, the Contractor assumes more risk the closer they vibrate piles to design depth. If a pile is vibrated to a depth in which a MINIMUM of 10-ft of driving via impact hammer is not possible, that pile may be rejected for lack of verification data necessary to prove the pile has met capacity using the driving criteria.

Q18 The Contractor’s lay-down/staging/work area was discussed during the May 26 field

visit, but we’re still unsure as to how much lay-down, staging and working area the successful bidder would have for its exclusive use. Please state the limits and locations of these areas that will be dedicated to the successful Marine Contractor for this project.

A18: Please see the attached aerial markup sketches depicting the Contractor laydown areas posted in Addendum 4.

Q19: In the event that the above-referenced area(s) prove to be insufficient for the specified work tasks, Contractors will have to utilize storage and working barges. However, because the responses to inquiries about the use of barges were also unclear on May 26, we ask that you confirm that the Contractor will be permitted to use and tie barges to the pier for the purpose of supporting its work.

A19: The contractor will be permitted to use storage and/or working barges. However, the locations of the barges may have to shift to accommodate operations. If any barges are required to be moved, they may be moved to adjacent pier structures and not required to full demobilize.

Q20: The ultimate pile capacity is stated in two locations under ‘STEEL BEARING PILES’ , Notes 2 and 3 on Sheet OS-2 of the plans. 120 and 150 ton ultimate capacities are stated. Please clarify which capacity applies.

A20: The proper ultimate capacity is 120 Tons. The 150 Ton capacity listed is a typo and will be addressed.

Q21: In reviewing Section 02460 ‘Steel Bearing Piles’ we note that no there is no minimum delivered kinetic energy specified for the proposed impact pile hammer. Also, the type of hammer (diesel, hydraulic, air) is also not specified. Please state the minimum acceptable delivered energy for this equipment and list any type of impact hammer that might not be deemed acceptable by the Port for his work.

A21: Please read the Technical Specifications, Section 02460-Steel Bearing Piles; 1.3.4.8, for guidance.

Q22: In review of the pipe plie and steel HP pile drawings and specifications, we note that no soil borings are included with the bid documents. Please provide soil borings representative of the soil conditions in close proximity to the proposed pile locations.

A22: Please refer to A7.

Q23: The plans instruct the Contractor to use divers at each proposed pile location to check for batter pile interference and for existing (above mud-line) obstructions. However, the diver’s ability to locate obstructions below below-mudline is minimal, if even possible without the use of additional equipment, such as water jets, etc. How will the Contractor be compensated (monetary and schedule compensation) for encountering and working through unidentified and unanticipated, below ground obstructions?

A23: If obstructions are encountered below the mudline and verified by the Engineer-Of-Record (EOR), the Contractor will be compensated either via a Time & Materials (T&M) or Lump Sum change order.

Q24: A pile bid length of 130 feet is stated on Sheet OS-6 and elsewhere. However, there is no Payment description under Specification 02460. The bid sheets seem to indicate that the furnishing and installation of the pipe piles and steel HP piles will be paid per linear foot installed. However, we’re still not certain as to how the installed payment limits will be measured and how payment for installed pile lengths made and any possible shortfalls deducted from the stated 130 foot ‘bid lengths’:

a. Will the entire 130 foot pile length be paid, regardless of the tip elevation achieved?

i. Yes, the pile will be paid at full length. All piles on this project will be paid lump sum, per pile if the pile is driven to the capacity designated. If the piles

fall short of their designed depth, the EOR must verify that the pile meets the criteria for acceptance (blow counts, energy, etc.) The Contractor will only be paid at unit cost for any additional pile length needed, should the 130-ft bid length not be sufficient to achieve the required capacity. This is why there is a difference between the Bid Length of 130-ft specified and the combined length of pile determine from the minimum tip elevation (-100’) and the cutoff elevation (+9) on Section A of OS-6.

b. If a shallow tip elevation is necessitated and approved due to unidentified and

unanticipated deep obstructions, will the Contractors be penalized for the shortfall in installed length?

i. Provided the obstruction is verified by the EOR and the design capacity is met, Contractors will not be penalized for the shorter length.

c. Will the payment limit for installed piles include only the total length actually driven, from the mud line (or other upper datum) to the actual, installed tip elevation?

i. Lump Sum per pile to a maximum of 130-ft. If additional length of pile is required, the Contractor will be paid at a per linear foot basis for the difference.

Q25: Sheet OS-6, Section A depicts an HP12x58 horizontal bracket installed ‘tight to existing concrete’. Please confirm that this will be a field-welded 5/16” all-around fillet weld.

A25: I assume you are referring to the W12x58 bracket that is welded to the back of the lower steel mounting plate. If so, Yes, a 5/16” filet weld is shown.

Q26: Please provide hydro-survey information (mudline elevations) at all proposed pile locations.

A26: See attached Hydro-Survey

Q27: Sheets OS-6 and NS-7 indicate an install pile length (tip to cut-off) of 109 linear feet. Therefore, for the 130 foot bid length (as stated on the plans) each theoretical cut-of length will be 21 feet. Is the Contractor compensated for only the 109’ installed?

A27: Refer to A24.

Q28: Is below-pier access available to the Contractor ‘s divers for affecting the Type 3, Type 4, and Type-5 repairs?

A28: At the time of inspection, these areas were easily accessible via Commercial Hard Hat Divers of average size. Contractor should assume access be restricted by the pier structure itself, with respect to the number of timber and steel piles and timber framing shown on the drawings. Contractor must also note that the underside of the pier becomes submerged during tidal cycles. If debris or mudline elevation completely impedes access, the EOR must be informed

and verify the obstruction, prior to approval of a change order for additional labor associated with the removal of said obstructions.

Q29: Please confirm the quantity of type 3 and type 4 repairs. Bid form quantity does not

match the drawing quantity. A29: Bid Item 18 has been updated to 19 Units of Type 3 Repair for the Outshore Repairs; Bid Item

19 has been updated to 20 Units of Type 4 Repair for the Outshore Repairs; Q30: Please confirm where the additional 12 each type 3, 8 each type 4 and 6 each type 5

repairs requested in note 1, on drawing OS-4 should be accounted for on the bid form. A30: Note 1 on OS-4 has been revised to read as follows:

CONTRACTOR SHALL HAVE A DIVER CHECK A TOTAL OF (21) PLUMB PILES AND (7) BATTER PILES AT BENTS 18 & 51 FOR GAPS BETWEEN PILE SHOULDERS AND CLAMPS, FOR GAPS BETWEEN PILE TENON AND CAPS, AND FOR CORRODED BOLTS. CONTRACTOR SHALL REPORT FINDINGS TO ENGINEER. SHIM ANY GAPS LARGER THAN 12" IN ACCORDANCE WITH NEW REPAIR TYPE 3. REPLACE ANY SEVERELY CORRODED BOLTS IN ACCORDANCE WITH NEW REPAIRS TYPES 4 & 5. THE CONTRACTOR SHALL ALLOW FOR AN ADDITIONAL (12) TYPE 3 REPAIRS, (8) TYPE 4 REPAIRS AND (6) TYPE 5 REPAIRS IN HIS BID TO DO THIS WORK.

Q31: Please confirm that the existing soil to be excavated and disposed of under Bid Item No.

4 ‘Excavation of Paved Surfaces and Pier Fill including disposal for Repair Type-1’ and wherever else it may be required is neither contaminated nor hazardous.

A31: Please refer to Answer 8. Q32: Drawing NS-6, Section ‘A’ - Please confirm that the space beneath the existing concrete

pier slab down to the top of the existing timber deck is a void and does not contain fill or other structural element or material.

A32: As clearly called out, there are several different obstructions beneath the pier’s top slab.

Including water boxes, vaults, previous repairs, and buried rail. Based on historical information, none of the stated obstructions are within the area required for the designed repairs. However, if the Contractor’s means and methods for installation require removing or encountering said obstructions, that should be included in the bid prices.

Q33: It appears that the cast-in-place concrete for the Type-1 repairs is paid for under Bid

Item 8 ‘Concrete Beam for Repair Type-1’. Please confirm. A33: Yes. The repairs are paid for on a Lump Sum, per completed repair. Q34: Specification No. 03300 ‘Cast In Place Concrete’ appears to address the concrete and

cementitious grout installed under bid Items 9, 14 and 21. Please confirm. A34: Yes.
