-The successful outcome of a project depends not only on the level of engineering (basic design, selection of equipment, quality of the realization, etc.) but also on the organization that is set up to prepare and train the teams in charge of operating these plants. -In NORM we opted for an operation model using local workforce reinforced with foreign experts. -Through an extensive program using kiln and mill simulators and other educational tools, new recruits have been trained for cement manufacturing. -Currently a team of 36 expatriates and 130 local workers are operating the plant. -Over 2012 -2013 9400 hours of Technical and HSE training have been given.
