The 1.2% levy has been frozen in the plan which spells out proposals to focus on the environment, events, marketing and safety with the implementation of new activities such as:
• A free app to connect City Central and Commercial BID – in which 70,000 people are employed
• A £600,000 free wi-fi programme for the city centre
• Free media training
If City Central secures a yes vote, it will trigger a £5m investment within the BID at a time of huge public cuts and the continuation of programmes such as:
• Cop Shop at St Johns• Free Radio Alert service• Mystery Shop survey
City Central will also develop strategies for vacant units and lighting of key locations and most crucially, will negotiate a new, independently monitored cleansing regime with flexibility to target hot spots.
The business plan has been put together through a series of consultations, conversations and debates with BID members and
stakeholders over the past 18 months. The plan aims to benefit your business and its trading environment within the Business Improvement District.

The ballot has opened to renew City Central BID for another five years.
Businesses have until 21 June to return the pink ballot papers to the Electoral Reform Services with City Central seeking to continue its operations until November 2018.
A 20 page Business Plan has also been given to every BID business outlining the key aims and objectives, as well as the challenges and opportunities to strengthen the city centre’s status as a top 5 retail destination in the UK.
We hope we have your support so that we can continue to build on all the good work laid down since 2005 and implement this new business plan through to 2018.

Liverpool has welcomed the first Adagio Aparthotel in the UK – in the new Central Village development.
Vangelis Porikis, Aparthotels Adagio Director Central & Northern Europe, said the old Lewis’s proved a ‘once in a life time opportunity’ to
launch their UK operation.
He added: “This is a genuinely iconic building in the heart of Liverpool. I have heard Liverpudlians say “Lewis’s was Liverpool” – that’s how much this building means to the city. So that was a big plus.
“Secondly Liverpool is a city on the move. With rapid expansion of the sort Liverpool is enjoying comes an influx of semi-permanent workers and residents who are looking for the greater freedom and a longer stay which we can offer with the Adagio Aparthotel.”
Aparthotel Adagio Liverpool represents a key part of the £26 million development of the former Lewis’s department store, which is the first phase of the £160 million Central Village scheme being developed by Merepark.

Adagio opens first UK property in Liverpool
Food lovers have given Liverpool city centre’s lunchtime offer a massive thumbs up according to a major mystery shop survey.
Satisfaction levels have reached an all time high according to the survey, commissioned by City Central BID, in which 30 food outlets scored a whopping 89% approval rating - compared to 77% when the survey last took place at the end of 2011.
Of those assessed, five businesses scored top
marks (Bella Italia on Ranelagh Street, Buffalo Jacks in Queen Square, Café Rouge and Carluccio’s in Metquarter and Soul Café in Bold Street) compared to none in the last survey.
A further 100 shops were also assessed with a 81% overall rating - almost equal to the 82% rating in 2011.
But there was a huge rise in those achieving a perfect 100% – 20 in all – and a record 7 out of 10 shops achieving an 80% or better rating.
Those which got an 80%
or better rating were all honoured at the 4th annual Mystery Shop awards ceremony, held in The Athenaeum and hosted by Liverpool actor, comedian and writer Neil Fitzmaurice.
The survey was conducted by Storecheckers, who revealed that a recent poll in America found 66% of people spend more with companies which have a positive customer service.
Jeff Caplan, Managing Director of Storecheckers which surveys dozens of cities across Britain,
said: “This year’s survey in Liverpool’s City Central area shows an encouraging picture. Shoppers are also receiving a good overall experience, but there is always room for improvement.
“What struck us is that in areas where the stores could have extracted more custom from they seem to just overlook. Up selling is a technique that many businesses would do well to train their staff in as they will soon see an impact at the till.”
Mystery shoppers love lunch in Liverpool
Britain’s first privately paid for ‘cop shop’ has helped drive down crime levels in Liverpool city centre to a record low.
The international award winning station, part funded by City Central
BID, celebrated its 2nd anniversary with a series of telling stats including:
• 8% drop in violence with injury
• 9% drop in personal robbery
• 12% drop in Sexual offences
• 15% drop in Drugs offences
The outstanding results have been welcomed by Jane Kennedy, Merseyside’s first Police County Commissioner.Jane said: “It is fantastic to see the Cop Shop celebrating its two year anniversary. The successes achieved are down to the hard work and commitment of all the partners involved; providing an enhanced service to the public and making it easier to tackle
crime. I hope that this type of multi-agency approach will be replicated by all those within the community safety field.”
Based in St Johns Shopping Centre, the cop shop has helped Liverpool retain Purple Flag status which recognises high levels of safety in the night time economy. As well as a police base, it is also used by other emergency services and street pastors and formed the operational base for the wet facility pilot last summer.

Liverpool is to sign a new 9-year-contract for its city wide
cleansing operation.Spanish owned company Amey have won the contract and will begin operations on July 1 with a more technologically advanced, information based monitoring service.City Central Management Team are to sit down with Amey soon to discuss how the £170,000 a year BID contract will be managed.The new 2013-2018 Business Plan contains a commitment to have a more flexible arrangement in targeting grot spots and increased hot washing.
New Community interest Company for St George’s Quarter
The St George’s Quarter is to establish a Community Interest Company.
City Central BID has been offered to act as a director for the CIC, which covers William Brown Street and Lime Street through to Queen Square and Williamson Square.The St George’s Quarter has been identified in the new 10 year masterplan for the city centre as one of the 3 key priority areas for a multi-million upgrade.

Retail and leisure projects worth that staggering sum are now under way or about to start, while Clayton Square and Metquarter shopping centres have been sold for a total of £35m.
The biggest single current investment is the £160m Central Village project behind Liverpool Central station, which will include retail and leisure space, hotels and a cinema.
The first phase of the project, the Adagio apartment-hotel in the former Lewis’s store in Ranelagh Street, has now opened.
Some £25m is being invested in the Forever 21 store, currently under construction at the junction of Whitechapel and Church Street and to open this September.
On the opposite junction, McDonald’s is spending almost £3m upgrading its store on the corner of Lord Street and Paradise Street. When completed in July, it will be the biggest McDonald’s restaurant in the UK.
Further up Church Street, River Island is spending £5m refurbishing its store, including opening up the basement to create a new trading floor. It is set to reopen on 15 June.
Marks and Spencer is spending £5m building three new units in Williamson Square, linked
to its Church Street store. The units will then be let to other retail tenants.
At St John’s Shopping Centre, owner InfraRed Capital Partners is to spend £2m upgrading the food court and exterior.
In April, InfraRed bought neighbouring Clayton Square centre in a £14m deal
And in January, the Metquarter shopping centre in Whitechapel was bought by Columbus UK Real Estate Fund for £21m.
The city centre is being boosted still further by hotel developments including the DoubleTree by Hilton, due to open on Sir Thomas Street this summer, and the newly-opened Signature Living apartments on Stanley Street.

Olympic Champion Chris Boardman MBE is calling on thousands of Liverpool commuters to get on their bikes.
The cycling legend is meeting with business leaders to secure their support in getting the city’s workers on-board with the Liverpool City Cycle Hire Scheme.
It aims to offer city workers a cheaper, healthier and more environmentally friendly way of getting to work.
The scheme, which launches
later this year, is set to be the biggest of its kind in the UK, outside London.
A survey has also been launched by City Central BID to gauge the views of businesses and members of the public on the scheme.

New code of practice for street entertainersBuskers in the city centre are to be issued with a new code of practice.The code of practice has been overseen by the Musician’s Union and spells out the do’s and don’ts for buskers wishing to perform on the high street.The 10-page guide will be handed out by the beginning of July to performers and shop managers with advice on issues ranging from volume to length of stay.Performers will be encouraged and expected to speak to shops before setting up a pitch under the new code.

As the cruise season begins, Albert Dock, Anglican Cathedral, Commercial District BID and Liverpool ONE have partnered with City Central BID once again to provide a direct bus link into the city centre for visiting passengers.
The cruise bus, first initiated by City Central BID in 2008, offers an hourly FREE pickup service from the cruise terminal, taking in Albert Dock and Great Charlotte Street next
to Clayton Square before heading out to the cathedral.Passengers will be met by City Star ambassadors at each stop providing a warm welcome and information about what’s on in Liverpool that day.Last year’s Cruise Bus surpassed expectations with the majority of shuttle runs filled to capacity. This resulted in a marked increase in footfall and expenditure at the key drop off points.
The newly refitted Cruise Bus will be servicing passengers from 18 cruise visits until 11 September.
