Unfortunately, higher education has alwaysstruggled with inadequate funding. Today wefind ourselves competing for dwindling fundswith other state needs, such as universities,prisons and health care.

To make the tough funding decisions, peopleneed to know the truth. This annual report briefsyou on what is true about Lower Columbia College.

We know it’s true because we are constantly monitoring our progressand our students’ progress toward our — and their — goals. Throughour assessment program, we find ways to actually measure our results.If we need to improve an area, we develop a plan to do so, and thenmeasure again to see if it’s helping.

This past year, we hired CC Benefits, Inc. to measure LCC’s economicimpact and benefits to the community. Their results more than provedwhat we’ve known all along. LCC pumps about $140 million into thelocal economy every year. Most of that comes from the improved skills,earnings and lives of our former students. Increased business sales becauseof those improved skills and earnings add another $360 million.

The bottom line? Your investment in LCC is really paying off.

Even though state support has fallen by 15 percent since 1995, last yearwe set our fourth straight enrollment record: the equivalent of 2,980full-time students, 4 percent more than the previous year.

Last year, 217 students graduated from LCC with transfer degrees; 417with professional-technical degrees or certificates. Our transfergraduates find they are well-prepared for success at 4-year colleges(some 41 percent of those earning bachelor’s degrees in this state arecommunity and technical college graduates), and more than 80 percentof our professional-technical graduates are employed a year later.

However, community colleges do much more. We serve the 29 percentof Washington high school students who don’t graduate. We serve the15 percent of Washington’s current workforce who need help learningEnglish. LCC serves the hundreds of local workers who have beendislocated from their jobs due to the recent turmoil of our local economy.We serve everyone.

LCC is on the front line, fighting the growth of an underclass in oursociety. For many in our service area, Lower Columbia College is theonly route to a better life. Let’s keep that route as wide and smooth aswe can. Everyone will benefit.

In 1999, the Lower Columbia College Board of Trustees adoptedseven key areas by which the College measures its success andcontribution to the community. We call these seven areas ourCollege Outcomes. By monitoring and reporting on these sevenareas each year, we are able to seek ways to improve how we educateour students and serve our community. We take our accountabilityto our students and our community very seriously, which is why weshare this report with you—our stakeholders—each year.

Access to affordable higher education is one of the hallmarks ofLower Columbia College. We invite the community to participate inthe full array of programs, services and activities we offer. Oursuccess is measured each year by tracking enrollment andparticipation patterns.

• Lower Columbia College experienced its fourth straightyear of record enrollment with the equivalent of 2,980full-time students.

• LCC served 325 students through Worker Retraining, a state-funded program for those laid off due to plant closures,downsizing or other reasons. Nearly 100 Worker Retrainingstudents graduated last year with a degree or certificate.Collectively, the group graduated with an impressive 3.28 GPA.

• Financial aid to LCC students reached nearly $7 million,exceeding the previous year’s record high by $1 million.Help like this from federal, state and local resources makesa college education possible to many students who couldnot otherwise afford it.

• More than 300 high school students participated in theRunning Start program at LCC. Thanks to the program,students and their families saved more than $500,000 incollege tuition and 96% said they would participate inRunning Start again if they had it to do over.

• LCC continues to increase access to classes in Woodlandand Cathlamet. The LCC Woodland and Wahkiakumcenters—funded through a Department of Commerce grant—provide state-of-the art computer labs connected to the mainLCC campus network, providing full online library resources,career planning databases, and online course templates. On-site courses such as Spanish, English, computers, high schoolcompletion, and personal enrichment were added at thecommunities’ request.

Double Graduates

Brian Berry of Kalama andThomas Bierlein of CastleRock graduated in Junefrom both their highschools and LowerColumbia College. Thetwo Running Start studentsdid so well that LCCnamed them to the AllWashington AcademicTeam. Their very highGPAs and extracurricularactivities also earned themscholarships to theirtransfer colleges.Berry plans to major inbusiness at Brigham YoungUniversity, while Bierleinplans a biology major atCox College in Iowa.“My experience at LCCwas very good,” Bierleinsaid. “I had some verychallenging classes andgood professors, andpeople were very friendly.”

How we measure our Success

Transfer from LCC to upper division college and universityprograms is a very important aspect of LCC’s mission. Students andtheir families can expect a high quality education, while saving upto $20,000 by attending LCC for their first two years. Our success ismeasured by the number of students who transfer, their successafter transferring, and their satisfaction with the instruction theyreceived.

• LCC transfer students find they are well prepared to transferto a four-year institution and succeed academically.On average, LCC transfer students to both WashingtonState University and University of Washington haveconsistently earned well above a 3.0 cumulative GPAfor the past two years.

• WSU is the transfer college of choice for more than half(52%) of LCC transfer students; 33% go to WSU Vancouverand 19% to WSU Pullman.

• LCC and WSU Vancouver’s B.A. in Education program inLongview continued its success with 23 graduates lastspring. Graduates are getting good jobs and the programremains popular, with 27 enrolled in the class of 2004 and23 in the class of 2005.

• LCC and WSU Vancouver created a program that allowsstudents to be admitted to both colleges at the same time.Both LCC and WSU advisors will work with the students tomake transferring easy. Once requirements are met at LCC,students may enter WSU Vancouver in their program of choice.

Going off to college was not an option for Tobie Stone, a single mother oftwo. With LCC and WSU’s ‘s 2+2 bachelor of arts in teaching program, she

didn’t need to leave to earn her teaching certificate.

After graduating from LCC in 2000, she movedon to the WSU teacher preparation program,taking classes through WSU’s Cowlitz-Wahkiakum Learning Center on the LCC campus.

Today she has a job she loves, as programdirector of the Cowlitz County “I Have a

Dream” program. Based at Coweeman Junior High School in Kelso, she helpsat-risk students realize their life andcareer dreams. “I am so happy here,”she said.

Record-setting debatertransfers to Rice

Dan Franke tried some-thing new at LCC: debate.Putting his interest inhistory and politics togood use, he was theOrv Iverson OutstandingSpeaker at the 2003Northwest ChampionshipTournament, where hisfour first place awards andseven awards overall setan LCC forensics record.

A 2003 graduate, he hadhis choice of scholarshipsand is now attending RiceUniversity in Houston,planning a career inforeign service.

Franke spoke highly ofall of his LCC instructors,especially David Bensonand Mike Dugaw. “Theylooked out for me andhelped me in a lot ofways, both personally andacademically. They’vebeen inspirations, andthey pushed me harder,to do more.”

Grad’s dream fulfilled (without leaving home)

Professional & technical career training is another criticalcomponent of Lower Columbia College’s mission. Our two-yearprofessional programs and short-term training programs play a keyrole in preparing students for the workforce. We work closely withbusiness and industry to provide training the community needs.We measure our success by graduate employment rates, earnings,graduate success and the satisfaction expressed by both graduatesand employers.

• Graduates from the registered and practical nursingprograms saw the greatest increase in employment. Nearly95% of RNs and LPNs were employed after graduating fromLCC. Overall, 81% of professional-technical graduateswere employed within 9 months of graduation.

• Through LCC’s Tech Prep agreement with 10 local highschools, 564 high school students transferred a total of4,163 professional/technical credits from their high schoolsto LCC last year, potentially saving approximately $260,000in college tuition, while exploring careers.

• Licensure exam success remained high among LCCgraduates. Nearly 97% of welding graduates passed theirrequired test and 100% of practical nursing graduatespassed their licensure exam.

• 88% of students in business, industrial technology andhealth and human services programs think their educationat LCC is preparing them well for the workforce, accordingto a winter 2003 survey.

Bright future for LCCwelding grad

“Before I came to LCC, Ididn’t know what to expectout of my future and felt asthough there was no way thatI could ever be prepared tostrike out on my own,” KellyPattison wrote on his WAVEScholarship application. “Nowthat I’ve been to college andhave had training in welding,I feel like I can go into the jobmarket and succeed.”

Pattison, who graduatedin June from Lower ColumbiaCollege with an Associateof Applied Arts degree inWelding, got that scholarship.It’s awarded to just onecommunity or technicalcollege student and two highschool students in eachlegislative district.

He works at R.D. Olsonin Kelso, manufacturing rockcrushers. He has completed thestate welding test in bothstick and wire welding. He’lluse his scholarship, whichprovides up to six quarters ofcollege or vocational schooltuition and fees, to continueat LCC, studying engineeringand adding skills to hisrepertoire. “Working as awelding engineer in a millwould be my ideal job,” he said.

Nursing student gets head start at LCC

Through Tech Prep, she earned her CertifiedNursing Assistant credential, which helped her getinto the LCC Nursing Program.

Future pediatric nurse-practitioner Jessica Wendling, a 2002 ToutleLake graduate, finished high school with a head starton nursing school.

Through Running Start, she earned 30 credits towardher nursing program and transfer degree.

After another year of classes at LCC, she startednursing classes this fall, already well onher way in her LPN and RN programs, aswell as her bachelor’s of science in nursing.

“It worked out really well for mebecause I could get started on mydegree earlier. I knew I was going to bein school for a long time,” Jessica said.

Joe Quavillon, a 2003 LCCgraduate, works in Bellevue forthe state Department of ComputerInformation Services. Quavillonearned both ApplicationsProgrammer and MicrocomputerNetwork Specialist degrees atLCC. He started as a Data ControlTechnician the Monday after hegraduated and has already movedup to Computer Operator. Quavillon would like to moveinto programming and will takeclasses in Visual C# programming,needed for the state’s new system. A laid-off Reynolds worker,Quavillon works hard, with hisgoals always in mind. He earneda 3.77 GPA while finishing twodegrees in nine quarters. Still, hecredits his success to his experienceworking in the LCC InformationTechnology Department. Hestarted with three quarters ofunpaid Cooperative Educationand then, when his workerretraining money ran out,continued as a Work-Studyand Student Help employee. “It was some of the best learningexperience I had. Steve Jones,Steve Beecroft and Maggie Stuartnot only created a great learningenvironment; they went to bat forme when I needed financial helpand then helped me get this job.”

Customized education is vital to our community. LCC workswith business, industry and community groups to create customizedprograms and services. Success is measured by the number and typeof clients and students we serve and their satisfaction.

• Due to the continued economic downturn and subsequentbudget constraints, the college thoroughly analyzed itsbusiness and industry, community education and communityhealth education functions. The result was a consolidationof services into one department, Continuing Education. TheContinuing Education Department, led by Director ChereWeiss, has redirected its focus to emphasize workplace skillsassessment and training, continuing education for the healthcare industry, and unique community education opportunitiesmeeting the local community’s needs and interests.

• Last year 87 students and 45 employers participated in LCC’sCooperative Education Program, which is a partnership witha student, an LCC instructor and an employer. Students earncredit toward their degrees or certificates through paid orunpaid work experience in jobs related to their programs ofstudy at LCC. Last year 492 credits were awarded in 14 areasof study, from Accounting to Early Childhood Education.

• The Individualized Certificate Program (ICP) is designed togive students the opportunity to earn short-term, specializedcertificates in fields not available in LCC’s current academicprograms. ICP provides students with practical work-basedlearning experiences in addition to classroom work. Last year67 students participated in ICP with 18 different employers.Programs included CAD Design, Dental Assistant, FloralDesign, Legal Advocate, Medical Laboratory Assistant,Pharmacy Technician A, Radiology Assistant, RestaurantManagement, Social Services Advocate and Veterinary Assistant.

Heather Pastorino, who trainedas a veterinary assistant throughLCC’s Individualized CertificateProgram, loves her work at ValleyVeterinary, near Rainier, OR. “Iwill never do anything else,” shesaid. She is currently studying forher state licensing exam.

CEO program offers second chance (and college)

Now in its fourth year, the LCC Career Education Options (CEO) programhas served 337 students who had not completed high school. More than50 students enrolled in fall 2003 and 48 are taking college classes. Theprogram targets high school students who have been out of school at least60 days. They are re-enrolled in high school, but attend classes at LCC,where they can also take college classes while working on their highschool diplomas. Contracts with local school districts (Longview, Kelso,Toutle Lake and Woodland) cover all costs. CEO students Zane Pekrul and

Tracie Stewart study together often.

Students helpingstudents succeed

The LCC Tutoring Center launcheda new program this fall. SupplementalInstruction targets students in tradi-tionally difficult courses. Student SIleaders attend all lectures, takelecture notes, work problems withthe students, read all text assignmentsand provide small group learning assist-ance in the Tutoring Center to studentswho are enrolled in these classes.

The Tutoring Center is tracking theperformance of participants in thefirst three classes: Biology 120,Anatomy and Physiology 221, andMath 92. If SI proves as successfulas expected, other classes will beincluded as funds permit.

Supplemental Instruction is fundedby a $.50 per credit ($5 maximum)fee that students levied on themselveslast spring. The fee is also fundingmore evening and Saturday morninghelp at the Tutoring Center.

Biology 120 SI leader Bruce Haserotreviews a genetics problem with students.Students said he did an excellent job, andthey appreciated the smaller group andmore time to work through problems orcover subject matter twice.

Basic Skills & Developmental Education providea starting point for the many young people and adults in ourcommunity who haven’t completed high school or aren’t readyfor college-level coursework. These classes allow them to earna high school diploma or GED, learn English, prepare for college,or train for employment. Success is measured throughenrollment and skill achievement.

• Last year, LCC recognized the need to improve learningmethods for students who begin at LCC in pre-collegecourses—especially mathematics—so they can reachand succeed in college-level courses. The Collegeapplied for a federal Title III Strengthening Institutionsgrant to take on this important job. Only a fourth of the318 colleges nationwide vying for the grants succeeded.The $1.8 million Strengthening Institutions projectis designed to make permanent, sustainable changesat LCC to improve student success.

• The LCC Customized Job Skills Training (CJST) program,a short-term vocational training program for welfarerecipients and low-income individuals with families,served 94 students last year. Many graduates foundjobs, while others chose to continue their education.

• 272 students earned their GED through LCC last year,bringing the total number of GEDs earned through LCCin the past six years to more than 1,600.

• 1,075 students enrolled in Adult Basic Education andEnglish as a Second Language courses last year—a 12%increase from the previous year.

For the kids!

LCC’s Home and Family Life(HOFL) and Head Start programshad a banner year.

The HOFL Early Learning Centerpassed its USDA audit withflying colors and added twonew classrooms (funded by aDSHS $300,000 expansion grant),allowing HOFL to care forinfants and 1-year-olds. The newclassrooms were dedicated inOctober, along with a new play-ground, constructed and equippedwith community donations, thatHOFL and Head Start share.

Luke Sparks, 4, loves the newplayground equipment shared by HeadStart and HOFL. Luke’s mom, KarlaSparks, works for Head Start as anassistant teacher, while also continuingher education in Early ChildhoodEducation at LCC.

The 3rd Annual Salal Spring Arts Festival drew dozens of arts andcrafts vendors and hundreds of people for a celebration of thearts, with pottery glazing and firing, a poetry workshop and reading,and launch party for the Salal Review, LCC’s art and literary magazine.

The 2003 Salal Review won second place in the statewidecompetition for best student-produced arts magazine. Community Enrichment is key to Lower Columbia College’ssuccess. The college plays a critical role in promoting cultural awareness andappreciation in the community. We measure our success by the citizenship ofboth our students and the College, and by the broad array of cultural enrichmentopportunities the College provides in arts, athletics and civic programming.

• The LCC softball team won an unprecedented 5th consecutiveNWAACC championship in May. LCC’s Janessa Roening was namedthe tourney MVP and Head Coach Tim Mackin was once again theNWAACC Coach of the Year.

• The Associated Students of LCC hosted consumer activist RalphNader, who spoke on campus to students and staff, and later to thecommunity at the Columbia Theatre for the Performing Arts.

• The LCC Art Gallery welcomed more than 4,200 visitors to its mainevents, including Cultural Edge II: Contemporary Views of NativeArtists, Water Marks: Inspirations of the River, and a Breast CancerAwareness Benefit, which raised more than $7,000 for the AmericanCancer Society and Columbia Regional Breast Center.

• Bud Black, an LCC alumnus and Anaheim Angels PitchingCoach, headlined a sports fundraiser in January, raising $10,500for LCC Athletics.

• LCC’s Drama Program staged Hay Fever, Book of Days and Antigone.Director Don Correll also organized another successful high schoolOne Act Play Festival.

• LCC Band Director Dr. Gary Nyberg organized the 25th AnnualHigh School Honor Band, featuring guest conductor Dr. MartinBehnke of Willamette University. Trombonist Stan Bock ofWillamette headlined the Symphonic Band’s winter concert.

• Northwest Voices, a joint project with the Longview Public Libraryand other partners, had a very successful year, welcoming TimothyEgan, Virginia Euwer Wollf, Tananarive Due, JA Jance, Debra MagpieEarling, Larry Colton, and poets Jack Gilbert, David Lee, Vern Rutsalaand Virgil Suarez.

• The William A. Vest Memorial Lecture May 6th featured Ruth Sidel,professor of Sociology at City University of New York, speaking on“Keeping Women and Children Last: America’s War on the Poor.”

• The LCC Multicultural Student Services and Multicultural Clubpresented several cultural programs including Brig. Gen. KristineKoetting Campbell, African American historian Carl Mack, andNative Americans Reuben and Ash Fast Horse.

Spring Arts Festival draws crowd

Forensics does it again!

The LCC Forensics Team hadanother excellent year in 2002-2003. At one point, they wereranked the top community collegedebate team in the country. Someof their achievements:

• 5th Place Sweepstakes, CommunityCollege division, at the NationalParliamentary Debate AssociationChampionship Tournament(4-year school Nationals)

• 1st Washington Sweepstakes,2nd Overall Sweepstakes at theNorthwest Community CollegeChampionship Tournament

• Dan Franke was named theOrv Iverson outstanding speakeraward at the Northwest CommunityCollege Championship tournament.

• Director of Forensics MichaelDugaw received the NationalService award from Phi Rho Pi(National Community CollegeForensics Honor Society) at thePhi Rho Pi national tournament.Emily Spannring won a BronzeMedal in Extemporaneous Speaking.

Institutional Excellence is our commitment to integrity,stewardship and excellence in meeting the educational, cultural andservice needs of our community.

• 84% of 2002 graduates said LCC prepared them well for theirnext step, whether it was continuing their education, work orboth. Nearly 85% also said they had meaningful learningexperiences at LCC and cited helpful instructors and IntegrativeStudies courses as some of the reasons why.

• LCC awarded its first Associate in Sciences transfer degrees in2002-03. The new degree makes LCC a more efficient choice forengineering and science students starting their bachelor’sdegrees.

• LCC Vice President Dr. Laurel Williamson was honored for herefforts on behalf of first-year college students. She was namedone of 10 Outstanding First Year Student Advocates nationwideat the Annual Conference on the First Year Experience in Atlanta.

• Art Instructor Rosemary Powelson traveled to India and Nepalover the summer on a Fulbright-Hayes grant. Art and FrenchInstructor Yvette O’Neill’s first film, Sadako’s Cranes, wasselected from more than 250 submissions from all over theworld to be shown at the sixth annual United NationsAssociation Film Festival at Stanford University.

• Instructors Kam Todd and Alex Whitman received the National Institute for Staff and Organization Development Excellence Award May 28 in Austin, Texas. Todd was further recognized when Florida-based OneCNC chose LCC to teach professional training classes in OneCNC hybrid CAD/CAM software. LCC is the only West Coast training site in the U.S. Whitman also had a remarkable year, walking the entire length of the Columbia River to raise money for the Columbia Regional Breast Center.

• Carol McNair, who coordinates LCC services for students with disabilities, received the Meritorious Service Award from the Washington Association on Post-Secondary Education and Disability. McNair was a founding member of the group, which celebrated its 25th year last year.

Campus Upgrades

Main, the first building constructed on the LCC campus in 1950, has a newlook. A 13,000 square-foot addition to the front of Main includes conferencerooms and “smart” classrooms, wired for the latest technology, as well as new,larger faculty offices. The new offices allowed for remodeling of “Office Row”in the Applied Arts Building, bringing offices there up to the new standards. Inaddition, Main’s ceramics lab and photography darkroom were remodeled andupgraded and energy-efficient windows were added throughout.

Wireless network equipment was installed, so laptops configured for oursystem can now access the LCC network from the LCC Library, StudentCenter, new Main addition and the central quad. The Student TechnologyFee funded the new equipment.

Thanks for supporting one ofour community’s greatest assets

On behalf of the LCC Foundation, I would like to thankeveryone who has supported the cause.

For fiscal year 2002-2003, we provided more than $423,000in support to the College. With this money, we provided$206,918 in scholarships to 227 worthy students, pledged$100,000 toward the Exceptional Faculty Endowment toreceive a matching $100,000 from the state of Washington,and purchased $50,500 of equipment for the College.

We also established two new scholarships: The Daily NewsEndowed Scholarship and the Lovingfoss-Juell EndowedScholarship.

While we have had an outstanding year supporting theCollege, our community’s continuing economic challengesunderscore the need for continued support to LCC. Withthese difficulties in mind, we are so fortunate to have aresource like LCC in our community. LCC will be calledupon to take a leadership role in retraining displacedworkers and helping the community work toward a morepositive economic environment.

Foundation helps college with equipment upgrades

Joseph Julson tries out one of LCC’s new dissecting microscopes. The LCCFoundation contributed a third of the $22,000 purchase cost of the 12microscopes through the Stanley B. & June L. Rose Foundation. Julson is inhis second year at LCC, majoring in either Chemistry or Pre-Chiropractic.Last year, the Foundation also underwrote $30,000 for Nursing Programequipment through the Petters Family Trust. The Nursing Program purchasednew beds, patient care station equipment, and portable computer teachingstations with Internet hookup and projection systems for four nursing classrooms.Other equipment grants included $10,000 for music program equipment (newtympani drums for the Symphonic Band and tuxedoes for the CommunityChoir) through the Stanley B. and June L. Rose Foundation; and $3,000 fornew maps for geography.

The Scholarship Social,held Nov. 3, 2003, allowedscholarship donors andrecipients to meet, and thestudents to say thank-youin person. Kelso LongviewChamber of CommercePresident Craig Anneburgand Chamber ExecutiveDirector Cheryl Spencermet 2003-2004 Chamberscholarship recipientKarmen Harris, center. The scholarship made allthe difference, Mrs. Harrissaid. “I wouldn’t have beenable to afford the tuitionwithout this scholarship.”Her other financial aid wasreduced because her sonisn’t attending college this year. Mrs. Harris is in the lastyear of her BusinessTechnology program, earningan associate’s degree as anadministrative assistant. Shewas a dental assistant beforestaying home to raise herchildren. Going back towork, she felt her oldprofession was too hard onher back and switchedto computer work. She hopesto work for LCC or Peace-Health someday. Right now, she is a Work-Study employee in LCC’sBTEC lab, helping theinstructors prepare theirmaterials and assistingstudents. “I really enjoy it.”

Will Koenig left behind acareer in fish and wildlifemanagement when he switchedto nursing. Play Ball!

A new artificial turf infieldwas installed at Story Fieldin November 2002. The LCCbaseball team quickly put thenew surface to good use,since the excellent drainageallows play when grass wouldbe too muddy. The extra playingtime must have paid off, asthe team placed 2nd in the2003 NWAACC- Champion-ships in Pasco.

The old turf, already usedwhen LCC acquired it severalyears ago, had become worn,ripped, faded and dangerous,said LCC Athletics DirectorKirc Roland. “This upgrademakes Story Field the premierecommunity college facility inthe Northwest, if not the nation.”

The $40,000 syntheticgrass surface, inter-filledwith several tons ofrecycled rubber and sand,was funded by the LCCFoundation, AssociatedStudents of LCC, LCCBaseball Club, and LCCAthletics fund-raisers.

Lenny Minta of SouthwestRecreational makes sure theblades of “grass” on Story Field’snew artificial turf infield aren’tcaught in the seams, so they canbe fluffed up to receive the fill.

LCC helps pay the bills: LCC spent $24.7 million in the LowerColumbia College District in 2001, about $15 million of it salariesand benefits. Students’ spending here accounted for nearly $8 millionin earnings. Current and former students in the district earned $72million more in salaries and benefits. These earnings reverberatedthrough the local economy, increasing earnings for others. Totalimpact on local earnings: $147 million.

LCC boosts sales: Thanks to skills they learned at LCC, formerstudents in the workforce increased the output of local industries by$191 million, and that money increased other industries’ sales by$116 million. Student spending fueled $37 million in sales andcollege spending another $16 million. Bottom line: $360 million.

LCC pays for life: Over their next 35 years in the workforce, theaverage LCC student will earn $6.32 for every education dollarinvested (in the form of tuition, fees, books, and foregone earningsfrom employment). Over 35 years in the workforce, a worker with a2-year LCC degree will earn $352,056 more than someone with aGED or high school diploma.

LCC pays for taxpayers: Every dollar of state or local tax moneyinvested in LCC today earns the taxpayers a 15.1% rate of return (inincreased tax receipts and decreased social costs), with payback injust 8.6 years.

Lower Columbia College contracted with CC Benefits, Inc. in 2003to study the College’s economic impact on the community. Theirresults: LCC benefits the community in so many ways and it all addsup to a great investment.
