I.H.S.F.H.A.Rules for safe Play

“Rough and dangerous play has no play in field hockey. Coaches have a responsibility to teach safe and appropriate skills and techniques. Players have a responsibility to avoid dangerous and unsafe play. Officials have a responsibility to apply and enforce the rules.” (Federation Rules 2002-03) Let’s take control of the safety of our sport!

1. Don’t touch the stick!Occurs when a player “hits, holds, slashes or stick her opponents stick.” Usually occurs when a defender attempts to take the ball away from an offensive player and strikes or taps her stick in process. Usually occurs when an attacking player attempts to hit the ball, misses and hits the defenders stick in the process.

Tackling from behind is very dangerous and almost always results in stick interference and body contact. Shadow, don’t tackle until in a good defensive position.

2. Hockey is a non contact sport!“Rough play- tackling and making body contact with players whether with the body or the hand is NOT legal…charging, pushing, tripping or personally handling an opponent is illegal”

Usually occurs defensively when the defender attempts to take the ball away from a player in possession. She makes contact with her body when attempting to regain possession. Like basketball, the defender may not bump or touch the player in possession in any way or block her path for advancing the ball. Look for how the defender goes in for a tackle—if she touches the player in possession, she fouls!

Usually occurs offensively when the attacker plays the ball through the defensive player and charges with her body. Like basketball, the player in possession may not “charge” the defender, she must make a move to go around the defender and avoid body contact.

3. Pass Around not through!“Deliberately or blindly hitting into an opponent is a foul.” Usually occurs when a player in possession is attempting to pass the ball. Instead of moving the ball to a clear space to make the pass, she passes the ball through the defender and creates a dangerous situation especially when the pass is hard. Players should attempt to make passes around opponents, not through them.

1. CONTEST PROCEDURESA. Rules

The National Federation Rule Book will be followed and complimented by points B thru H.

B. Home Team Responsibilities1. official timer/scorer at a table at the 50 yard line2. two acceptable game balls3. a clearly marked field with spectator line, team areas and a substitution area if space allows4. first aid kit, ice and a trainer if available

C. Uniforms 1. Home team shall wear white or light colored jerseys and socks.

2. Visiting team shall wear dark jerseys and socks3. Goalkeepers shall wear any upper body protectors a shirt or garment of a color different from that of their own

team and of their opponents.4. Players shall comply with all other National Federation Rules

concerning game equipment and uniforms.5. Players shall wear matching undergarments.

D. Length of Contests1. Varsity and JV will play 2 – 30 minute halves where daylight allows.2. JV teams halves will be shortened as agreed upon by officials and coaches to accommodate for darkness.3. Length of half time to be determined by head coaches prior to start of the game ( Time not to exceed 10

minutes.)

E. Mercy Rule1. After a 5 goal differential, the clock will continue running.2. If a team scores > 10 goal differential in a game, the score will only reflect the maximum of a 10 goal

differential, (e.g. 10-0, 11-1, etc.) Teams must reflect this type of scoring when providing an overview to the media and at the seeding meeting. However, player statistics will be recorded independently of this ruling.

F. Officials1. Varsity games should have 2 officials2. Junior Varsity games, if possible should have two officials. Games played side by side will have one official

plus one linesman from each team( if requested by the official) if there are not two officials.3. Head coaches from both schools will decide which umpires will officiate games if there are an insufficient

number of umpires assigned to games.

G. Warm ups1. Warm-up time will not be restricted for teams arriving early to the site.2. Warm-up time shall be no less that 15 minutes for a team arriving 15 minutes before game time or later

(inclusive of state tournament series). Warm up time begins when the team arrives at the site.3. If a school is extremely late for an in season contest, the coaches may confer and decide whether to cancel,

forfeit or replay. Coaches should make every effort to replay especially where traffic is concerned. In post-season play, the game shall not be forfeited. As much of the game will be played on the scheduled date while daylight remains. Any remaining un-played minutes shall be played on the next day.

H. Tie Breakers

1. Points A, B, C, & D will be followed in the Federation Rules Book for “Suggestions for Tie Breaking Procedures. The adopted method of tie breaking will be “reduced player” 7, SV7(Including GK), PS, PS, SVPS.

2. Ties will attempt to be broken for all varsity public school contests and all varsity public/private school contests. Ties will not be broken for JV games.

3. After two thirty minute halves, each team will reduce their playing field to 7 players (6 field players plus a GK) for 10 minute overtime. Substitutions will follow federation guidelines. If the game is still tied at the end of the first 10-minute overtime period, teams shall change goals to begin the second 10 minute overtime (sudden victory) following a two minute intermission. During this two minute intermission, players may confer with their coaches.

4. Defensive penalty corners will have 3 defenders and the goalie.5. There are no off-sides.6. If the game is still tied at the end of the second 10 minute overtime, it will remain a tie during regular season

play. The second 10 minute overtime is sudden victory. (Refer to Federation Manual)7. Strokes will be used only to determine a winner during tournament play. Two full sets of strokes will be

played if necessary, followed by sudden victory. Any eligible player on the team roster may be a stroker. Refer to the Federation Manual.

8. A yellow-carded player, who is suspended at the end of regulation time, may not participate in the overtime until her suspension time is finished. Her team must play short during the time of her suspension.

II. SCHEDULE OF CONTESTS A. Start of Season

1. The IHSFHA recommended starting date for fall sports will be followed. a. No school shall organize field hockey teams, practice or participate in interscholastic contests

earlier than Monday of Week 7 or later than Saturday of Week 18 in the IHSA Standardized Calendar (week 1 begins the first full week of July)

2. Number of scheduled Contests. No field hockey team , in any one season, shall participate in more that the following number of games exclusive of the IHSFHA State Tournament Series:

*21 games*20 games, plus one tournament*19 games plus two tournaments

B. State Tournament Series1. State finals will take place on the 12th Saturday after the IHSA recommended start date.

C. Start Times1. Start time of regular season games will be mutually agreed upon by both schools2. Regional games will begin at 3:30pm(Mutually agreed upon)3. Sectional games will begin at 3:30 pm. If daylight savings time goes into effect, the game time will be

3:00pm.(Mutually agreed upon)

D. Reporting Scores1. It is the responsibility of the head coach of the home team to

Report scores to the media and to person in charge of IHSFHA Web page during the regular season and through the sectional games.

2. It is the responsibility of the IHSFHA publicity chair to report scores to the media for the semi final, consolation and the final games of the state tournament series.

E. Public and Private School Schedule1. Schedules for public and private games will be decided at the post season meeting in November. 2. Public schools will play each other according to appendix E3. ISL schools will follow conference guidelines.4. Public and ISL schools will play each other every other year according to the prearranged schedule (appendix

D)

III. Athletic Director & Coach RepresentationA. An athletic director from a member school will be appointed to attend the preseason and postseason meetings. If no

such director has been appointed, then the AD from the host school will attend.B. The term served by the athletic director will be two years.C. Head coaches or a school representative must be present at all meetings. Failure to attend all meetings will result in the

school being placed on probation the first year and ineligibility to participate in the state tournament series the second

year. The IHSFHA president will be responsible to notify the school in question regarding their probationary or ineligible status.

IV. State TournamentA. The mission of the IHSFHA is to provide a state tournament series for the members of the IHSFHA .B. All other information regarding the State Tournament can be found in Appendix A.

V. Assignment ChairA. The IHSFHA will find an assignment chair to hire officials for all field hockey contests from the first through the state

tournament series.B. The assignment chair will be present at the preseason rules interpretation meeting.C. The assignment chair will oversee a pre-season training clinic for umpires.D. The assignment chair will be present at the post season scheduling meeting to oversee scheduling of contests.E. Each school will pay 13% of the total official costs for the school to the assignment chair upon receipt of the summary

of officials scheduled to their school at the end of the season. In addition to the 13% fee, each school will pay an additional $50.00 to the assigning chair for administration costs.

F. Each school will be responsible for the payment of their own officials.G. Assignment chair will send a master schedule of all officials’ assignments and a list of officials for the school

concerned before the season begins. Changes in officials schedules will be posted by email before 2:00pm. Assignment chair will provide a master list of officials names, addresses, phone numbers and social security numbers to the athletic director of each school before the season begins.

H. Schools should finalize all additions and changes to schedules by August 1st. Additions and changes to schedules after this date will be the responsibility of the school to hire officials. The assignment chair will assign officials for games that are rescheduled because of weather and other circumstances out of the schools control.

a. State tournament directors and fund raising/publicity are appointed on a rotational basis alphabetically by school.

b. A coach would need to coach for at least one year before assuming the responsibility of the appointed positions.

4. Terms begin on January 1st.5. The Past President shall stay in a consulting capacity for one year after the Presidency.

VII. IHSFHA SPONSORED AWARDSA. The IHSFHA provides awards and special recognition for the players of the member schools and will provide medals to

the Principal and Athletic Director of the top four schools. If a member elects not to participate in the State Tournament Series and would like their player considered for any IHSFHA sponsored awards, they must pay the state tournament fee to contribute to the administration and purchasing of these awards.

B. All State Team Selection1. Forty Four players will be named to the All State Team2. Coaches or a representative must be in attendance at the All State Selection meeting to nominate their own players.

If no one is in attendance from that school, those nominations will be forfeited.3. The number of nominations that each school receives is dependent upon their seeding prior to the

State Tournament. Coaches may vote on their own players. The following seeding place determines the number of nominations:

4. Nominations will be open to the floor to fill openings left by a school not in attendance or by a school that did not choose to use all their nominations. The process for these nominations is follows:

Nominations for open positions will be accepted from the lowest seeded teams first to the highest seed.

If there are more nominations than places available, players would be ranked by coaches with the highest point value to the best player. All State list totals 44 players.

Coaches can vote for their own players when filling open positions.5. All State Certificates will be provided by the IHSFHA and presented at the awards ceremony of

the state tournament.C. All Academic Selections

6. Coaches shall submit a list of all athletes on their varsity teams, regardless of the year in school, that have a 3.5 (B+) or greater cumulative GPA. The list, including the athletes name and GPA should be given at the October All State/Seeding Meeting.

D. Player of The Year1. Any coach feeling that they have an outstanding player(s) that should be considered for Player of the

Year must fill out the proper nomination form, and submit that form to all coaches.

2..Nominations for Player of the Year will use the following 3 criteria: Athleticism determined by the National Futures Test Scores Individual Skills determined by team statistics and observation Sportsmanship

3. Nomination will be submitted on the proper IHSFHA Player of the Year form which is included in Appendix B4.All coaches must submit nominations on the thoroughly completed proper form in order for their player to be considered

E. Goalie of the Year1. Any coach feeling that they have an outstanding goal keeper(s) that should be

considered for Goalie of the Year must fill out the proper nomination form and submit that form to all coaches.

2. Nominations for Goalie of the Year will use the following 3 criteria: Individual Season Statistics (ie. Goals against, saves etc.) Individual Skills determined by team statistics and observation Sportsmanship

3. Nomination will be submitted on the proper IHSFHA Goalie of the Year form which is included in Appendix B

4. All coaches must submit nominations on the thoroughly completed proper form in order for their player to be considered.

VIII. PROTEST PROCEDURE

Coaches and officials must put the complete protest in writing before anyone leaves the field. All parties must sign the protest. Each person should write their specific recollection of the event and why they support or do not support a protest. No protest will be considered if there is no written and signed statement.

The President of the IHSFHA must be notified of a protest by phone within 24 hours and in writing within 72 hours. The President of the IHSFHA serves as the chair of the Protest Committee.

The protest must be accompanied by a $25.00 fee, which will be returned only if the decision is in favor of the protesting school. No action will be taken until the President of the IHSFHA receives the protest fee.

Other Officers of the IHSFHA will join the President to serve as members of the protest committee. Member s of the protest committee may not be from school involved in the protest. If the President’s school is involved, this duty shall pass to the Secretary/Treasurer. If the Secretary/Treasurer’s school is involved, the duty will be passed to the State Tournament Director. If the committee should drop below three members being able to serve, the individual acting as chair shall appoint a coaching member of the IHSFHA.

The Protest Committee may decide without further investigation, that the protest does not have merit, and may dismiss the protest. Otherwise, further investigation is in order. Officials, coaches, scorekeepers, timers, etc. may be consulted by phone or in person.

The acting chair of the Protest Committee shall notify the school involved of the decision of the Protest Committee by phone within 24 hours and in writing within 72 hours.

IX PARLIMENTARY PROCEDURES

A. The quorum for the IHSFHA will be two thirds members in attendance. Without seven members in attendance questions can be raised and debate, continued, but no vote can be taken.

B. Each member school has one vote.C. Voting for officers will occur at the post-season meeting. Before the meeting, the President will receive

nominations and a ballot will be drawn. In voting by ballot, members are not restricted to persons who have been nominated. Officers shall be elected by a majority vote. If a tie occurs, the motion fails.

D. These guidelines may be amended by a two-thirds vote of the member schools at the post season meeting.

APPENDIX A

I. STATE TOURNAMENT SEEDINGA. Seeding for the state tournament shall take place at a midseason meeting during the week

preceding regionals.B. All coaches or a team representative shall attend the seeding meeting. C. Each coach will bring their season records with dates and scores to the meeting with copies for all

coaches. Each coach will briefly discuss the following: Win/Loss record Scores against other teams Strength of schedule Common opponents Summarize the circumstances of the season

D. After all discussion, each coach will rank teams 1 – 17 ( 1=highest, 17= lowest) as scores for each team are placed on a grid. Teams with the fewest number of points are the highest seed. See the grid on the next page.

II. SITE SELECTIONA. Schools interested in hosting the State Tournament will submit a questionnaire from the IHSFHA

1. Sites must meet the following criteria: Good playing surface Controlled access to stands Concessions Restroom facilities Stadium seating

2. Schools should be able to host the tournament for 2 consecutive years.3. The site will be voted upon by the member school, one year in advance of the schools hosting

term.

III. SINGLE ELIMINATION STATE TOURNAMENTA. Schools will be ranked from 1 to 18 according to the procedure listed above in section I.Games will be

played according to the single elimination bracket in appendix D. The team seeded 1st may be given a bye and the remaining schools will play in a single elimination tournament, with 2 playing 17, 3 playing 16, etc. The top seed in the first two rounds will be the host school. The semi-finals will be played at the pre-determined site. Round one will be played the Tuesday, Wednesday and Thursday following the seeding meeting. Round two will be played the following Tuesday , while the semi finals will be played the same week on Friday followed by the consolation match and state championship games on Saturday.

Meet with the assistant tournament director and the A.D. of the host school to coordinate requirements for the State Tournament. The host school will provide:

Mid October Immediately after the seeding meeting, send out information regarding play-offs to the A.D’s and

coaches. Coordinate officials for regionals, sectionals, semi’s and finals with the assignment chair Phone in all scores from regionals, sectionals, semi’s and finals to the Tribune and Sun Times

Collect All-Academic Players lists from coaches to type and mail or FAX to Tournament Directors. Work with Tournament Directors to help complete certificates for All-State and All Academic players. Take attendance, record minutes and send to coaches and athletic directors.

Oct/NovHelp State Tournament and Site Director regarding receipts and expenditures. Help with awards ceremony if needed. Issue checks to umpires and vendors to cover cost of tournament.
