Every year, more than 355,000 tons of construction and demolition materials are unnecessarily disposed of at Alameda County landfills.
A case study of a single-family housing development in AlamedaCounty showed that 86% of the “waste” generated on the projectcould be recycled. Most construction waste is wood, drywall, metals, plant debris, concrete/dirt and cardboard – materials thatcan be reused or recycled if prepared properly. Use this Guide to findout how and where to recycle Construction and Demolition (C&D)debris.
All information contained in this directory is supplied by vendors.Because the industry is constantly changing, some facilities mayhave reduced or expanded the types of materials they take. Makesure you find out the terms and conditions that are required for certain materials.
ALWAYS CALL ahead to confirm hours of operation andassure acceptance of materials you wish to recycle.
THIS GUIDE HAS BEEN DEVELOPED TO
HELP ALAMEDA COUNTY BUILDERS,
CONTRACTORS AND RESIDENTS REUSE
AND RECYCLE CONSTRUCTION AND
DEMOLITION MATERIALS.

USE RECYCLED MATERIALSRecycled content building materials such as insulation, plastic lumber and tiles are available locally, priced competitively and perform as well as their traditional products. For information on where or how to buy recycled building products, visit www.BuildItGreen.Org to search the AccessGreen Directory to locatesuppliers and service providers of green building products within the 9-County San Francisco Bay Area. You can also contact them at 510-845-0472. Remember...You’re not really recycling unless you buy recycled!
STOP WASTE. . .BEFORE IT STARTS
CONSIDER THESE TIPS:REDUCE
• Use practices such as advanced framing, to minimize the amountof materials used.
• Avoid leftovers – measure twice and cut once.• Choose materials that are durable so you don’t have to replace
them frequently.• Use energy efficient practices and products for construction,
operation and maintenance of buildings.
REUSE• Instead of traditional demolition, consider salvage and
deconstruction, by selectively and carefully removing materials for reuse. See page 15 for a listing of deconstruction contractors.
• Consider remodeling or retrofitting existing buildings for new use.
• Allow time in your schedule for salvage and recycling.• Use salvaged materials in remodeling or construction.• Donate surplus materials.
• Visit material exchange outlets on line such as craigslist.org andfreecycle.org. A comprehensive listing is available on page 26.
RECYCLE
• Most recycling plans succeed if someone in the company takes responsibility for the program. Assign a member of your crew.
• Recycling can save you money. Any extra time spent on separating materials will be reduced, as your crew becomesmore experienced.
• Clean loads are the key to successful recycling. Be sure that youridea of a “clean” load is the same as your recycler’s.
• Request subcontractors to source separate and participate inyour recycling program.
• Early on, set up the site locations for recycling. Color-code or use large signs to help the crew use recycling bins effectively.
• Batteries – it is illegal to throw away all types of batteries as they are now considered hazardous waste. Please take the time to locate your nearest recycling outlet on page 5.

ADDITIONAL GREEN BUILDINGRESOURCES
is a professional non-profit organization whosemission is to transform the building industry so that buildings areremodeled and built using green practices and products. They arededicated to creating healthy, durable, energy and resource-efficientbuildings in California to sustain and enhance the quality of our livesand future generations. They have a variety of resources to helpgreen any project. Visit www.BuildItGreen.org to learn more about:
• Access Green – Product and Supplier Directory: This materialsdatabase lists products, local suppliers, and service providers that correspond with the Green Building and Bay-Friendly Landscapingguidelines. The database is regularly updated to reflect the localavailability of materials, development of new materials, and othernewly available information.
• Green Building Professional Certification: Build It Green offers a training which provides a comprehensive overview of the coreprinciples of green building; energy conservation and efficiency, resource conservation and improved indoor air quality.
• Think of GreenPoint Rated as a reportcard for new home construction. A GreenPoint Rated home is graded on five categories – Energy Efficiency, Resource Conservation,Indoor Air Quality, Water Conservation and Community. If the home meets minimum point requirements in each category and scores more than 50 total points, then it earns the right to bear the GreenPoint Rated label. Because GreenPoint Rated homes are evaluated by independent, certified raters, building professionals and homeowners can feel confident that therating has integrity and value. The average home built to GreenPoint Rated standards, including recycling C&D waste, saves 2.5 tons of carbon dioxide emissions every year.

GREEN BUILDING
Green building is an increasingly important global concern and a critical component of this agency’s mission is to conserve naturalresources and reduce the amount of materials going to our landfills. In addition to savings on waste disposal costs, through recycling andwaste prevention, owners and occupants of green buildings enjoy awide variety of other benefits, including reduction in energy andwater costs and reduced exposure to toxic substances found in certain building materials.
Green Building in Alameda County, in partnership with the buildingindustry, has developed several guidelines to assist builders andhomeowners on ways to build, remodel and landscape in an environmentally sound manner. Learn more on how to: • Use healthier and durable building materials• Reduce energy use• Conserve natural resources • Minimize construction waste
Copies of the GreenBuilding Guidelines areavailable at www.BuildGreenNow.org

Copies of the Bay-Friendly Landscaping and Gardening Guidelines available atwww.BayFriendly.org
In Alameda County, over 110,000 tons of plant debris are landfilledannually. Reducing waste starts with not generating it in the firstplace. Selecting the right plants for the right place as well as watering and fertilizing judiciously are important ways to reduceplant waste. Recycle plant debris by reusing it on site throughmulching, grasscycling or composting or keep plant debris separatefrom other materials for a “Clean Green” discount.
Recycled mulch is an important part of Bay Friendly landscaping. Byusing recycled mulch, landfill space is conserved, local soils areimproved and healthier landscapes are created, naturally. Tree companiesoffer free arbor chips or you can purchase recycled mulch from several difference sources. Refer to the Bay-Friendly Landscapingguide to Mulch at www.stopwaste.org/docs/mulchguide-2006.pdffor a comprehensive resource list.
Most local transfer stations offer a discount for recycling plant debrisif it is kept separate from other types of waste. With large quanti-ties, consider dedicating a bin to plant debris only and asking for areduced fee.
Bay-Friendly is a program by StopWaste.Org and offers materialsand workshops for residents and landscape professionals. Printed materials can be ordered or downloaded as a pdf atwww.BayFriendly.org

PLANING ON REMODELING:THINK GREEN
Here are five easy low/no-cost ways to start building green:
• Use low/no VOC (volatile organic compounds) paint, adhesives, and finishes.
• Install compact fluorescent bulbs.• Install water-saving devices.• Select Energy Star® appliances and furnaces.• Use recycled-content products.
What YOU can do!• Identify what aspects of green building are important to you.• Talk with your contractor and architect about building green.• Ask your local supplier to stock green building products.
CONSTRUCTION & DEMOLITIONDEBRIS RECYCLING ORDINANCE
Construction and Demolition (C&D) materials still occupy a largepercentage of our landfill space. Building activities have been citedas one reason why landfill volumes have been increasing, despiteexpanding recycling efforts by local jurisdictions.
One strategy to reduce this waste is to require maximum feasiblerecycling at new construction and demolition sites. In November1999, the Alameda County Waste Management Authority Boardendorsed a Model Construction & Demolition Ordinance requiringcontractors to divert at least 50% of their construction waste materials from the landfill. Building and demolition permit applicants are required to fill out a standard Waste ManagementPlan, outlining the estimated amounts and types of waste to be generated, reused, recycled and disposed. Applicants may also berequired to submit proof that materials have been reused or recycled.

StopWaste.Org’s Recycling GuideIt’s chockfull of ways to reduce, reuseand recycle almost any type of house-hold material. It’s a comprehensivedirectory of what is recyclable andlocations to recycle. You can alsoaccess this information by going tothe interactive Recycling Wizard atwww.stopwaste.org
You are making a difference! Thanks to County residents and business involvement in the 4Rs–reduce, reuse, recycle, and rot (compost) – every year the amountwe recycle continues to increase. With your help, waste divertedfrom our landfills keeps rising, from a mere 12% diverted in 1990 to 54% in 2004 to a whopping 60% in 2006. Together we can reach our goal of 75% by 2010. That 60% waste diversion translates into more than 2,000,000 tons of waste diverted fromlandfills, which means water and energy saved and an improved environment in the Bay Area.
The County of Alameda also requires C&D recycling for County-owned projects, regardless of location.
Visit www.BuildGreenNow.org for a copy of your jurisdiction’s C&D ordinance.
Find out what your city’s recycling requirements and hauling restrictions are prior to initiating a project.

You may encounter hazardous waste and materials ona regular basis. The materials listed on this page CANNOT be recycled using curbside recycling or placed inthe trash, rather they must be recycled by a specialtyrecycler listed on the next pages.
• Asbestos • Aerosol Cans (non empty)• Batteries (all types)• Contaminated Soils• Fluorescent Lighting Tubes and Ballasts *• Herbicides and Pesticides• Mercury Thermostats (found in older homes)• Paints, Stains, Thinners and Solvents • Painted and/or treated Wood, Railroad Ties• Fuels such as Gasoline and Kerosene• Propane Tanks
* As of February, 2006 it is illegal for residents or businesses to dispose of any fluorescent lamps and tubes in the garbage; theymust be sent to an authorized recycling facility or household hazardous waste facility. ALL fluorescent lamps and tubes are considered hazardous waste when they are discarded because theycontain mercury. High intensity discharge lamps (HID) such as floodlights used as large indoor or outdoor lights also contain mercury and need to be recycled. Mercury containing lamps andtubes break when collected for disposal and the mercury is releasedinto the environment. Carefully store lamps and tubes in a dry, contained storage area away from rain, so that if they do break, themercury will not be washed into nearby waterways. Take care to notbreak fluorescent lamps or tubes when storing and transporting them.
If you do accidentally break a fluorescent lamp or tube, NEVER VACUUM UP THE BREAKAGE. This will only disperse the mercurythroughout the area in the exhaust from the vacuum. Wipe up debriswith a wet paper towel and then place the debris including the papertowel in a Ziploc bag or other airtight container, label the containerand bring to a household hazardous waste facility.

Mixed C&D is a variety of building materials generatedfrom the job-site that are not separated for recyclingbut rather mixed together. In many circumstances it is more economical to handle debris such as concrete, wood and metals in clean loads of separated materialsand deliver them to appropriate recycling facilities. However, space and/or time constraints on certainjobs may not allow for clean loads and it may be necessary to haul away mixed loads of wood, wallboard, metals, insulation, plastics, roofing, etc. When you need to recycle mixed C&D contact the following facilities:
