Every year, more than 355,000 tons of construction and demolition materials are unnecessarily disposed of at Alameda County landfills.

A case study of a single-family housing development in AlamedaCounty showed that 86% of the “waste” generated on the projectcould be recycled. Most construction waste is wood, drywall, metals, plant debris, concrete/dirt and cardboard – materials thatcan be reused or recycled if prepared properly. Use this Guide to findout how and where to recycle Construction and Demolition (C&D)debris.

All information contained in this directory is supplied by vendors.Because the industry is constantly changing, some facilities mayhave reduced or expanded the types of materials they take. Makesure you find out the terms and conditions that are required for certain materials.

STOP WASTE. . .BEFORE IT STARTS

CONSIDER THESE TIPS:REDUCE

• Use practices such as advanced framing, to minimize the amountof materials used.

• Avoid leftovers – measure twice and cut once.• Choose materials that are durable so you don’t have to replace

them frequently.• Use energy efficient practices and products for construction,

operation and maintenance of buildings.

REUSE• Instead of traditional demolition, consider salvage and

deconstruction, by selectively and carefully removing materials for reuse. See page 15 for a listing of deconstruction contractors.

• Consider remodeling or retrofitting existing buildings for new use.

• Allow time in your schedule for salvage and recycling.• Use salvaged materials in remodeling or construction.• Donate surplus materials.

• Visit material exchange outlets on line such as craigslist.org andfreecycle.org. A comprehensive listing is available on page 26.

RECYCLE

• Most recycling plans succeed if someone in the company takes responsibility for the program. Assign a member of your crew.

• Recycling can save you money. Any extra time spent on separating materials will be reduced, as your crew becomesmore experienced.

• Clean loads are the key to successful recycling. Be sure that youridea of a “clean” load is the same as your recycler’s.

• Request subcontractors to source separate and participate inyour recycling program.

• Early on, set up the site locations for recycling. Color-code or use large signs to help the crew use recycling bins effectively.

• Batteries – it is illegal to throw away all types of batteries as they are now considered hazardous waste. Please take the time to locate your nearest recycling outlet on page 5.

Green building is an increasingly important global concern and a critical component of this agency’s mission is to conserve naturalresources and reduce the amount of materials going to our landfills.In addition to savings on waste disposal costs, through recycling andwaste prevention, owners and occupants of green buildings enjoy awide variety of other benefits, including reduction in energy andwater costs and reduced exposure to toxic substances found in certain building materials.

In Alameda County, over 110,000 tons of plant debris are landfilledannually. Reducing waste starts with not generating it in the firstplace. Selecting the right plants for the right place as well as watering and fertilizing judiciously are important ways to reduceplant waste. Recycle plant debris by reusing it on site throughmulching, grasscycling or composting or keep plant debris separatefrom other materials for a “Clean Green” discount.

Recycled mulch is an important part of Bay Friendly landscaping. Byusing recycled mulch, landfill space is conserved, local soils areimproved and healthier landscapes are created, naturally. Tree companiesoffer free arbor chips or you can purchase recycled mulch from several difference sources. Refer to the Bay-Friendly Landscapingguide to Mulch at www.stopwaste.org/docs/mulchguide-2006.pdffor a comprehensive resource list.

Most local transfer stations offer a discount for recycling plant debrisif it is kept separate from other types of waste. With large quanti-ties, consider dedicating a bin to plant debris only and asking for areduced fee.

CONSTRUCTION & DEMOLITIONDEBRIS RECYCLING ORDINANCE

Construction and Demolition (C&D) materials still occupy a largepercentage of our landfill space. Building activities have been citedas one reason why landfill volumes have been increasing, despiteexpanding recycling efforts by local jurisdictions.

One strategy to reduce this waste is to require maximum feasiblerecycling at new construction and demolition sites. In November1999, the Alameda County Waste Management Authority Boardendorsed a Model Construction & Demolition Ordinance requiringcontractors to divert at least 50% of their construction waste materials from the landfill. Building and demolition permit applicants are required to fill out a standard Waste ManagementPlan, outlining the estimated amounts and types of waste to be generated, reused, recycled and disposed. Applicants may also berequired to submit proof that materials have been reused or recycled.

This information has been abbreviated for the guide – below you will find the descriptions for each of the abbreviations

You are making a difference!Thanks to County residents and business involvement in the 4Rs–reduce, reuse, recycle, and rot (compost) – every year the amountwe recycle continues to increase. With your help, waste divertedfrom our landfills keeps rising, from a mere 12% diverted in 1990 to 54% in 2004 to a whopping 60% in 2006. Together we can reach our goal of 75% by 2010. That 60% waste diversion translates into more than 2,000,000 tons of waste diverted fromlandfills, which means water and energy saved and an improved environment in the Bay Area.

The County of Alameda also requires C&D recycling for County-owned projects, regardless of location.

Batteries

It is illegal to throw away batteries – all batteriesincluding NiCad, NiHim, Li-ion, rechargeable, householdand flashlight batteries are recyclable. Although currently you can’t recycle them via your householdcurbside recycling program, there are many places thatwill take them for recycling which you may visit on a regular basis. * As of February, 2006 it is illegal for residents or businesses to dispose of any fluorescent lamps and tubes in the garbage; theymust be sent to an authorized recycling facility or household hazardous waste facility. ALL fluorescent lamps and tubes are considered hazardous waste when they are discarded because theycontain mercury. High intensity discharge lamps (HID) such as floodlights used as large indoor or outdoor lights also contain mercury and need to be recycled. Mercury containing lamps andtubes break when collected for disposal and the mercury is releasedinto the environment. Carefully store lamps and tubes in a dry, contained storage area away from rain, so that if they do break, themercury will not be washed into nearby waterways. Take care to notbreak fluorescent lamps or tubes when storing and transporting them.

If you do accidentally break a fluorescent lamp or tube, NEVER VACUUM UP THE BREAKAGE. This will only disperse the mercurythroughout the area in the exhaust from the vacuum. Wipe up debriswith a wet paper towel and then place the debris including the papertowel in a Ziploc bag or other airtight container, label the containerand bring to a household hazardous waste facility.

Debris from construction and demolition projects comprises over20% of the materials disposed in Alameda County landfills. To reduce this waste, Green Building in Alameda County hasformed a public/private partnership with the construction andbuilding industry. Green Building in Alameda County is a program of StopWaste.Org.

StopWaste.Org is the Alameda County Waste ManagementAuthority and the Alameda County Source Reduction andRecycling Board operating as one public agency. The AlamedaCounty Waste Management Authority is a public joint-powersagency comprised of the County of Alameda, each of the four-teen cities within the county, and two sanitary districts that provide refuse collection services. Together with its specializedarm, the Alameda County Source Reduction and RecyclingBoard, the agency offers many programs in the areas of publiceducation, green building, recycled product procurement, wastereduction, and market development.
