� There were 1,208 people killed in 1,074 fatal crashes.
� One traffic crash was reported every 225 seconds.
� One person was injured in a traffic crash every 12 minutes and 12 seconds.
� One person was killed in a traffic crash every 7 hours and 15 minutes.
� Most Alabama crashes (71.5%) occurred in urban areas, but most fatalities (68.9%) occurred in rural areas.
� For each person killed, there were 35.6 injured.
� Of all drivers involved in fatal crashes, 10.2% were age 19 or under, and 24.8% were under 25 years of age.
� Of all fatal crashes, 41.6% occurred at night.
� The 2006 pedestrian death toll was 81.
� There were 105 fatalities among motorcycle or moped riders.
� Bicyclists accounted for 9 fatalities.
� For adults who are injured in crashes while in the front seat of a vehicle, the probability of being killed is 9.37 times higher for those not wearing safety belts.
Based on 2006 data, if you are a typical driver in Alabama, there is a 52.60% probability that you will be involved in an injury or fatal crash while driving an automobile in your lifetime.

TIME TRENDS FOR ALCOHOL AND DRUG RELATED CRASHES
Saturday has the most alcohol related crashes, followed by Sunday and Friday. More fatalities occur on Saturday, followed by Sunday and Friday. The most likely hours for an alcohol related collision are between 3pm and 4am.

Alabama’s Strategic Highway Safety Plan
Preparation and Implementation of the SHSP
There are about 145,000 traffic crashes in a typicalyear in Alabama, resulting in about 1,100 fatalitiesand 45,000 injuries. This is a staggering toll andreflects the national picture—40,000 motorists dieannually and more than three million are injured onthe nation’s roadways.
The United States Department of Transportation andthe American Association of State Highway andTransportation Officials (AASHTO) are determined toimprove safety on our nation’s highways. USDOTmade safety its top priority and adopted aggressivegoals for reducing fatalities and injuries from trafficcrashes. In 2003, AASHTO developed a StrategicHighway Safety Plan that contains 22 emphasis areasand 92 separate safety strategies that are intended tosave 7,000–8,000 lives per year. AASHTO asked statedepartments of transportation to create their ownsafety plans, and to begin implementing countermea-sures in one or more of the 22 emphasis areas in theAASHTO plan.
Following AASHTO’s lead, the Alabama Departmentof Transportation (ALDOT) engaged the UniversityTransportation Center for Alabama (UTCA) to preparea Comprehensive Highway Safety Plan (CHSP) toreduce fatalities on Alabama Highways. UTCA led agroup of 100 volunteers—from both the public andprivate sectors—in shaping this plan, which was com-pleted in late 2004. The volunteers examined fatalcrash data and selected five emphasis areas that theyfelt would provide the greatest traffic safety benefits(listed in alphabetical order): Emergency MedicalService, Legislation, Older and At-Risk Drivers, RiskyDriving, and Run-Off-Road crashes.
In 2005 Congress enacted SAFETEA—the SafeAccountable Transportation Equity Act—a Legacy forUsers (SAFETEA-LU). It required that each state
develop a Strategic Highway Safety Plan (SHSP), andit stipulated multiple requirements and considerationsfor SHSPs. ALDOT engaged UTCA again, this time to:(1) refine the CHSP into the SHSP while meeting allrequirements in the legislation and (2) develop imple-mentation plans for the five emphasis areas in theSHSP. UTCA completed the SHSP (UTCA Report06408) using groups of volunteers, the non-publicand private sector, to shape the five emphasis areaplans. The names of these volunteers are listed inAppendix A of this report. The completed AlabamaSHSP was signed by the Governor and seven Stateand Federal agency Directors/Administrators onSeptember 30, 2006. It was consequently approvedby the Federal Highway Administration on December4, 2006.
The SHSP Implementation Plan (the document) wasproduced by UTCA and the same public/private sec-tor volunteers that produced the SHSP. For each ofthe five key safety emphasis areas, subject area expertsand agency managers identified the most importantelements of each emphasis area, developed lists of thebest countermeasures, prepared cost estimates, andestimated time schedules. Each group workedthrough the fall of 2006 and early months of 2007 toprepare implementation plans. Chapters 2 through 6of this report contain the five action plans developedthrough this process.
The Alabama Traffic Crash Situation Warrantsthe SHSP
The 2005 Alabama Traffic Crash Facts booklet docu-mented that 1,134 people were killed and 44,158were injured in 143,994 traffic crashes in Alabama in2005. This amounted to one person being killed in atraffic crash every 7 hours and 43 minutes. The book-let also noted that a typical driver in Alabama has a54.1% probability of being involved in an injury orfatal crash while driving during his or her lifetime.

Table 1-1 shows additional Alabama crash statisticsthat were documented in the SHSP. Over the pastdecade, there were 1.39 million vehicle crashes,accounting for 457,163 injuries and 10,862 fatalities.To put this into perspective, there were about twice asmany traffic crash injuries over the past ten years asthere were people living in the Birmingham metropol-itan area. Over the same period, the fatality total wasabout the same as the current population of Leeds,Alabama. In other words, everyone in Leeds died andeveryone in metropolitan Birmingham was injuredtwice in traffic crashes during the past decade. Theseare unacceptably large numbers.
Another major conclusion can be drawn from Table 1-1. Since 1979, the Alabama fatality rate has been asmuch as 36 percent above the national average, andaveraged 25 percent above the national average forthe past five years.
These example statistics point out that the trafficcrashes, injuries, and fatalities in Alabama have beensignificant over the last decade.Furthermore, the
state’s fatality rate has consistently been above thenational average. These two facts and the associatedpain and suffering by Alabama’s citizens warrant amajor, coordinated campaign to reduce roadway car-nage. This SHPS Action Plan was created for such apurpose.
