Pat Gianaca and her husband Peterare residents of Freeport for 24 years,most of their married life. Comingfrom Franklin Square, the couplefound a great sense of community inFreeport. "Maybe because- it is anincorporated, village, but Freeportnurtures involvement and welcomesfamilies. I would not want to live anyother place. I love the diversity, thelife," says Mrs. Gianaca.

This mom of Freeport has freelyinvolved herself in the "life of hertown and its' children," according toher son Steven. When her two boyswere 'playing Little League ball, sheserved on the Little League Board.When the league's president rah andwas elected mayor, Mrs. Gianaca waselected the first woman president ofthe league and served for four years.The league had 55 teams at the time.

Freeport .Superintendent EricEversley opened the May 3 meeting ofthe board of education with theannouncement that Freeport's ownD'B.rickashaw Ferguson had beenselected by the New York Jets as theirleft tackle in last month's draft. Jet fansand residents alike cheered the selec-tion as Dr. Eversley reminded all theMr. Ferguson was also "a great stu-dent." ' •

Dr. Eversley appropriately segued-into recognition of this year's commu-

, nity leaders that have carried the ballby supporting.the youth in the commu-nity. The leaders honored and celebrat-

. ed were: Christopher Creamer of theFreeport Motor Inn & Boatel; Dante.Grover of Al Grover's High and DryMarina; Ilona 'Jag'now, owner of theCrow's Nest Mini Golf; FranciscoJorge of Compare Foods; and JeriQuibel of L.I. Checker Cab.

These are the community leadersthat "donate their time to do somethingof value," said Dr. Eversley. Theydonated time and money to helpengage students in meaningful activi-ties during the crucial hours of 3 to 6p.m., the after school hours. Library budgetDave Opatow, director of the

Freeport Memorial Library, presentedthe proposed $5,171,622 budget for thelibrary. The budget includes $600,00.for the' replacement of the roof andnew air conditioning units in the westbuilding.

' ' Voter registration is offered at theFreeport Schools AdministrationBuilding at 235 North Ocean Avenuefrom 8:30 a.m. to 3:30 pm every daythrough' May 9. Resident Alan Jay, theself-proclaimed cheapest taxpayer inFreeport, offered his support for thelibrary budget.

Freeport school budget"We have given very careful consid-

eration' to the tax impact" on home-owners, said Dr. Eversley as he began •the presentation on the proposedschool budget. The final product repre-sents value added as well as maintain-ing current programs. The budget pro-vides for additional staff positions andfull-day kindergarten. "We can accom.-plish a great deal .with this budget,"said the superintendent.

Deputy Superintendent KishoreKuncham told residents that a printedversion of the budget is available inboth Spanish and English. Residentsneed to apply to school offices for anabsentee ballot.

The proposed budget for 2006/2007is $128,509,852, representing anincrease of $7,573,852 (6.26%). Aftermonths of consideration, the refinanceof district debt payment and an unex-pected infusion of state aid, the finaltax levy change is 2.2%, t'he third low-est tax levy increase in Nassau County,;

New staffing proposed includesthree teachers and one library teachingassistant at the high school; four newteachers for the full-day kindergartenprogram and a- library teaching assis-tant at Columbus; and a part time secu-rity guard at the Atkinson School.Some of changes include increases infunding for extended day, Saturday andRegents review programs; a new sci-ence program; BOCES services.andspecial education services.

Mr. Kuncham told residents that inthe event of a contingency budget, pro-grams-and services would need to bereduced by $2,710,121. The reductionscould.affect equipment and supplies,summer school programs, transporta-tion, athletics and a number of othersupport services.

A visitor cautioned administratorsthat although state aid increased thisyear, there are no guarantees for nextyear. In his response Mr. Kuncham said

that all were, mindful, of the prospectand that there has been some dialogue

.about reform for educational funding.

gested a barbeque in recognition ofstaff for the end of the year. A discus-sion ensued concerning the logistics oforganizing the celebration. It wasdeciding to do some exploratory inves-

tigation before proceeding further.Special Education PTA (SEPTA)

president Diane' Clark donated a DVD,"Normal People Scare .Me," to theschool. Ms. Clark said that she wouldlike this DVD about autism to be usedfor staff •development on the s.ubject.Ms. Clark also requested that thesearch for a new 'director for pupil per-sonnel be intensified. The SEPTA pres-ident suggested that a translator be pro-vided for Individualized EeducationPlans (lEPs).

Another visitor to the meeting,agreeing with Ms. Clark, suggestedthat teachers need to be educated about•autism and other special education

School board candidate victimof smear campaign

Joseph Cattano; a candidate runningfor the Freeport school board, received atelephone call from his brother tellinghim that flyers were distributed that "arehurtful to my family and to me, profes-sionally," Mr. Cattano told The Leader."I'm glad my daughter [who is stillaway at school] won't be home untilSaturday and she doesn't have to seethis."

Dr. Cattano, who is a 62-year resi-dent of Freeport, was shocked when he •learned about the vitriolic flyers thatwere all over town last Friday after-noon. "I took down many, many flyers- over by Hassel Motors, up and downAtlantic Avenue. They were all overthe telephone poles. They were stuckanywhere you could place them," hesaid.

The flyer states that during Dr.Cattano's prior tenure as a school board .member, between 2001-2004, he'raisedtaxes 50 percent.

The flyer also accuses Dr. Cattano ofusing "public funds to have fun and frolic'at all School board conventions and par-tied at taxpayers expence [sic]."

"School board members can't raisetaxes. The public vote's on the budgetand they, decide. I can't hire anyone.The school board hires the superin-tendent of schools [Dr. EricEversley]. It is the superintendent'sresponsibility to hire school employ-ees."

Dr. Cattano added that he paid for manyof his meals at school board conventions.

"It was nothing excessive. The district paid .for transportation and some meals. I don'tbelieve I spent more than $200."

Friday evening, Dr. Cattano went to theFreeport Police station to file .a complaintand over" the weekend a •Freeport detectivecame to his house to interview Dr. Cattanoand investigate the incident.

Michael Raab, school board presi-dent, told The Leader he was "infuriat-ed. I received a telephone call over theweekend telling me that my name hadbeen signed to some of these flyers."Mr. Raab said he had nothing to do withthe flyers and that he intended to file acriminal report. "I'm going 'to offer areward to find out who is behind this,"he said.

The flyer The Leader received is anony-mous. A tagline appears' at the bottom ofthe flyer stating that it was paid for by "for-mer friends and co-workers of JoeCattano!"

Dr. Cattano is running fqr a seat on theFreeport school board left open by SundayCoward. His opponent is Debra Mule.Both candidates have vowed to keep theircampaigns clean and above board. Dr.Cattano told The Leader, "I do not believemy opponent has anything to do with theflyer." •

In a Letter to the Editor (see page 10),the candidates in a joint statement said "westand united in denouncing this'tastelessand libelous personal attack."

"I have been criticized [in the past]about being straightforward. I have alwaystold the truth," said Dr. Cattano in responseto the flyer, "and I would never lie about

Years ago, .the late cartoonist Al Liedermah penned atoon for. us that says it all. It features a "jackefant" or. "ele-donkey," however you look at it, holding out a flyer theeditor insists must be signed.

. Every year, in "silly season," we see last-minute attacksin the form of anonymous flyers. Anyone targeted, includ-ing candidates' and sometimes even this newspaper, has tofeel violated. But it is the community that stands to lose'most, if enough people believe the "facts" these cowardscite. .-.

Please, dear readers, make it a rule of thumb not to trustanyone who is unwilling to let. you' know who they are.

Later, as a young mother with three children of her own,the idea of adding three more for a few months while herniece, went through chemotherapy didn't faze her. Hadn't.she always wanted a big family?

Her life overnight got scheduled down to the minute.Meals were stretched, and clothejs were borrowed. Timesothers would have remembered with relief that they wereover, would always be recalled as good times by her. Thebest part was her own children never complained but actu-ally liked being part of a crowd.

As the years go by, she has "adopted" countless -more.Each, visit to the cafeteria or the doctor's office, she findssomeone to "mother" from then on with questions abouttheir health or family. The night sky doesn't hold as manystars 'as bright moments she has given to the grey days ofcountless strangers she has made into friends.

Heart Book Club will continue with "Camilla'sRoses" by Bernice L. McFadden. Camilla isforced to come to terms with the truth about herpast, the limitations of motherhood and reconcili-ation, and the dark legacy of cancer in- order tosave her daughter.

Viewpoint: Support Baldwin school, library budgets eran

We urge residents in the BaldwinSchool District and Baldwin LibraryDistrict to vote positively for both budgets.While we recognize the increasing proper-ty tax burden, we also recognize that manyof the increases for both budgets involveexpenditures over which both the schooldistrict and library have little control.

Retirement contributions, contractualobligations, benefits, utility costs andadditional unfunded mandates to complywith increased testing and academicaccountability continue to impact theschool budget. The desire of residents tohave a first-class library facility withenhanced programs and services alsocomes with a cost.

The problem of property taxes is notone which any individual community can

solve alone. Legislators must figure out away to create a fairer system, whether it beallowing primarily residential communi-ties like Baldwin to have some share in thebenefits of regional commercial taxes(Roosevelt Field, for example) or whetherregional cost of living expenses will playsome part in state aid considerations.

We also urge residents to read thebudget brochure carefully. It has beenmailed to each home, but for those whohave put it aside and possibly thrown itout, the entire brochure can also beaccessed on the district's website(www.baldwin.kl2.ny.us).

We particularly suggest that residentsconsider the impact of a negative vote.There are some who think that a defeatedbudget will impact salary increases. Theywill not. Salaries are contractual. The realimpact of a defeated budget is most prob-

ably' in the very areas which residentswould not want cut - programs, services,use of facilities by outside groups, pur-chase of new equipment, including tech-nology, and preventative maintenance.

We understand that residents are angry.The more effective'outlet for that anger,however, is not in voting down a school orlibrary budget but rather in contactinglocal legislators. And in contacting thoselegislators, the thrust should not only focuson securing additional state aid annually.Most legislators are already very muchcommitted to that effort. Rather, the focusshould be on the more massive changeswhich are'necessary statewide to reallymake a difference.

At a recent budget hearing, one resi-dent asked the logical question, "Wheredoes it all end?" Clearly, school districtscannot keep on adding increases of over

five percent every year.Legislators must find more appropriate

ways to fund education more equitably.Educators must start to look at the educa-tional model and see if there are moreefficient ways to deliver educationalservices. Senior year students who are 18years old might not need to be educatedfor all of their subjects within the sameself-contained classroom as do five-year-olds. Parents must increasingly step up toplay their role as educational advocates inthe home, insisting that sufficient educa-tional effort be required of their children.And students must understand that they,and they alone, must commit to learning.

We urge everyone to do their part andwe urge residents to vote "Yes" for boththe school and library budgets as a mostimportant first step in that joint commit-ment.

Baldwinites have choices: Candidates offer continuity or changeBy Joan Delaney

Specifics were few at the BaldwinCouncil of PTAs Candidates Forum heldon May 2, but one choice was offered bychallengers for seats on both the schooland library boards. Do residents prefercontinuity or do they want change?

Stanley Gittleman, running for a seaton the school board against incumbentsMary Jo O'Hagan and B.A. Schoen,suggested that residents could haveboth. "Vote for me for change and one ofthem for continuity." There are two at-large seats with three year terms open onthe school board.

Challenger Ethell Smith, runningagainst two-term irtcumbent AnthonyTarantino, echoed the same'thought."It's time for a change." There is oneseat with a five-year term open on thelibrary board.

Aside from that choice, the approxi-mately 40 residents in attendance at theforum received few specifics on whatany of the candidates would do, or dodifferently. Incumbents on both schooland library bpards frequently outlined

' the school district's and library's accom-

plishments during their tenures, describ-ing kudos received by Baldwin schoolsor the enhancements to the facility andservices at the library.

Mr. Gittleman was the sole candidatewith a specific agenda suggestion. Atnumerous board of education meetingsand public gatherings, he has espousedthe initiation of a formal SocialEmotional Learning (SEL) program tohelp students learn how to manage theiremotions and actions. He says that inthis field, the school district is reactiverather than pro-active and cites statisticsshowing 255 "violent" or disruptiveincidents between 2003/4 and 408 inci-dents from September 2005 until March,2006.

Mr. Tarantino was more specific andreferring to recent negotiations, he stat-ed that representations of the board oftrustees had met face to face with staffarid union representatives, made a newoffer three weeks ago and have heardnothing in return.

Much of the focus was on high schoolproperty taxes, with incumbents notingthe importance of lobbying and thisyear's significant increase in funding.Mr. Gittleman suggested accessing"alternate fair taxes" and mobilizing thecommunity.

The 13 questions posed during theforum included concerns regardingspecial education services, overcrowd-ing, and technology upgrades in the

school district. Library-related ques-tions were specific and included ques-.tions regarding the location of handi-capped parking, which is controlled bythe town, unruly youngsters, budgetcuts for book purchases, and adult pro-gramming.

Audience members were told, "Youmay only ask questions, not make state-ments," but Mr. Schoen noted severaltimes that various questions, with whichhe disagreed and which he described asnegative in tone, contained impliedstatements.

Overall, the forum was exceedinglygeneral in tone with the exception ofMr. Gittleman's commitment to SocialEmotional Learning programs.Audience members left with little ideaof how the election of any of the candi-dates would result in any specificchange in the direction or in the overalltone of their respective boards.

What residents could be assured of,however, is that all of the candidateswere both pleasant and collegia! andseemed committed to the time and effortthat would be required for their respec-tive volunteer positions.

She instituted the zero-toleranee pol-icy for behavior on the field of play inthe league. As a former officer ofChase Manhattan Bank, her manageri-al skills helped her run the league likeit was a business.

"The Little League was not justabout winning - it was about the kids,"she says. "They should play not onlyto win but to have fun." As president,Mrs. Gianaca got involved in kids'lives - she got to know them and theyknew her. :

She became invblved with the travelteams, worked with the school districtto change the image of the baseballleague. The; parks and fields wereupgraded. "They are showplaces now -premier fields that teams vie to playin."'Her husband, who was a Little

League coach, was not always inagreement with the president. "I didhave to pick my battles," she says. SonChris. played varsity baseball atFreeport High School and still playsSoftball with a semi-pro Long IslandLeague. His dad does a turn or two onthe mound with the team. "I fieldedlots of complaints from parents andother moms," s'he remembers. "Iwould always tell people: if you don'tlike something, get involved!"

She was a den mother for BoyScouts and Steven, a senior in Freeport•High School, is still a Scout currentlyworking, on his Eagle Scout project.With help from other Scouts and.super-intendent of public works Lou DiGrazia, he is placing educational signsaround the waterfront parks.

A few years ago, Mrs. Gianaca wentback to school to learn computer skillsand get her degree'. She accomplished

.that finishing on the Dean's List. Sheis now coordinator of computer servic-es at Village Hall.

What motivated her son to write theglowing letter nominating his. mom?"Every year we would read about themoms of Freeport in the Leader andmy brother and I agreed our momdeserved this honor. If I am there, mymom is too! She would drive the vanand take all my friends to wherever."

Steven graduates from Freeport HighSchool this June and has a merit schol-arship to Hofstra University. He is thedrum major in the school band andplays the trumpet. He was selected toparticipate in the All-State musical,.where musicians from all differentstate schools played .at the EastmanSchool of Music in Rochester. He hasbeen a member of Channel 12's LIChallenge team. He will be the saluta-torian at his graduation. He says he isup for college.

To The Leader:; This past weekend, two versions of

disgusting and slanderous politicalflyers were distributed throughout ourcommunity attacking the personal and-professional integrity of Dr. JosephCattano, one of two candidates forFreeport school board.

One of these pieces of written trashfeatured a statement indicating that I,Michael Raab, paid for and endorsedthe flyer. I.was identified as "SBPMichael Raab.". I believe "SBP" tomean school board president.

.Let me make it very clear! I never•wrote, co-authored, approved, edited,nor was aware of the production ofthis flyer. The very fact that someonewould be stupid, enough to put myname on it is insane. I would neverwrite nor support such actions. Whowould do such a thing? Are they nuts?What were they thinking? Did theythink I was going to ignore this crimi-nal act? No Way! . •

I am therefore offering a $1,000reward for information leading to theidentification of the individual(s)involved. If a minor was asked to dis-tribute the flyers at the request of anadult, I will not press charges againstthe.minor if theycome forward withthe truth. I understand that Dr.'Cattano has filed ch'arges at' theFreeport Police Department, and Iplan to file a complaint as well.

Parents, please speak with yourkids! Perhaps they saw someone. Dr.Cattano is a fine, upstanding member .of our community. He is a profession-al, and has served our community bothin private therapy practice and as acourageous school board member. Ioffer Dr. Cattano my commitment tobring this coward to justice.

Why would anyone want to run forpublic office in Freeport, only to beattacked on such a personal level? Isthis what politics has come to? Whatlesson is there in this for our children,if the author, gets away with this? Ifyou only knew of 'the hundreds ofhours, nights, and weekends tha t ' aschool board member puts lt\ for free -that's right - free! In fact, it"costs memoney to be a member of the board.My hat goes off to Ms. Mule and Dr.Cattano for running this year.

Let me make a few things very clear.• Board members are held to a high-

er standard and magnifying glass! Theboard • members of the FreeportSchools are subject to four layers ofaudits of their expenses attributed to"Reimbursable Expenses." We arerequired to provide receipts, and.explanations for all expenses. In fact,there.' is a very specific board policyregarding travel expenses. All boardmembers' expenses ' were audited bythe internal claims auditor, internalauditor, external auditor, and are sub-ject to state audit as well. We get upat 5:30 in the morning for 7:00 presen-tations, lectures, trade shows, and

•workshops. We brought back moreinformation, programs, software, andideas than you could possibly know.AH board members have to travel to'conferences depending on their sched-ule. Like all board members, Dr.

.Cattano participated actively in repre-senting Freeport Schools and appliedhis professional knowledge to thechallenges of education.

• No one can say that any past orpresent board member is a rubber-stamper of the superintendent. Dr.Eversley 'is the CEO and he reports tothe board as a whole, not to any indi-vidual board member. We are electedstate officials arid take our roles very

• seriously. During Dr. Cattano's threeyears on the board, he made it veryclear that he- was an independentthinker and many times took strongand unpopular stands to protect stu-dents' rights, education and safety.

• In the other flyer, it was said thatDr. Cattano raised taxes, four times. •That's a lie. .He couldn't have. He wasonly on the board three years! In fact,did you know that no school boardmember in the past 10 years evervoted against adoption of the budget?Taxes are raised because expenses goup as state aid goes down or stays thesame.

This is a very pivotal time forFreeport Schools. Over the past fewy«ars you have seen significantimprovement in many areas, although

there are many serious challenges anddecisions ahead..' Your choice forschool board trustee must be free ofany influence that these filthy lettersmay have created. Please make your-selves familiar with the candidates andschedule yourselves to vote!

Fortunately this year, thanks to StateSenator Chuck Fuchillo and our otherfriends in Albany, we received addi-tion state aid. Our tax levy increase isonly 2.2%. For the average Freeporthome, 'the tax increase due to theschool budget is estimated at $116 peryear, or $9.67 per month. In spite ofbearing one of the lowest tax levyincreases in many years, the budget-adopted by the board maintains allcritical programs focused on academicachievement. These include:• additional instructional support for

Freeport High School• the implementation of a full-day'

kindergarten program to bringFreeport in line with other districts• an additional allocation for instruc-

tional technology

• implementation of the new scienceprogram• increased support for extended day,

Saturday Academy and RegentsReview programs that have helped tosignificantly improve the performanceof Freeport students on state tests andincrease the graduation rate.• capital improvement projects

• As some of you who know me may be aware, I am solely responsible for my campaign for Trustee. I, withassistance from family members, funded this campaign and did the majority of "legwork in trying to procure thenecessary votes to be elected. I did not seek the support of the PTA, Little League, PBA, PAL, teacher's union,or any of the other many groups and institutions that exert influence in our elections.

Why? There are very difficult decisions to be made in the upcoming years regarding our school systemin Freeport. A trustee needs to be totally free of political indebtedness, independent of political influence bybackers and supporters, and autonomous in thought and action. As a trustee, I cannot afford to have my judg-ment compromised! I must make decisions and take actions that work on the behalf of my real constituency -our children and those residents who pay for our students' education through their taxes.

The Issues. In my opinion, three stand forefront - school taxes, the safety of our students, and aca-demic achievement.

Taxes. Six years ago I was elected to the school board. Yes, I supported the budgets during my tenure:At that time, there was no other alternative. We had the hefty expenses associated with New Visions elemen-tary school coming oh line, as well as a significantly renovated and expanded High School. Desperately need-ed repairs to other facilities could no longer be deferred. And, we had the substantial costs associated with anew Superintendent and an expanded administrative staff. The choice was clear. Our residents and business-es responded generously by approving the budgets presented. Now, many of these very same residents andbusiness are caught in the crossfire of escalating school and local taxes, as well as expensive propertyreassessments. It is time to respond to their- need for a break from increasing tax bills. We need to appreciatetheir financial circumstances, as they appreciated ours. The Board should assume the responsibility of "cap-ping" the annual budget and limiting discretionary spending. Equally important, the Board must restrain expand-

. ing long-term contractual obligations.Safety. Our secondary schools, particularly the High School, have been the scene of many violent inci-

dents and continuing turmoil amongst students. If our children are to experience the joy of learning, we mustprovide them with a safe, secure environment. They do not need to be anxious or filled with fear of harm. Wemust change the culture and environment of the High School to one that promotes self-control and supportsthe primary goal of becoming an educated individual. We need to create an environment and culture that is dis-tinct from "the street," a culture that nurtures, supports, and even demands that students act in a way consistentwith being a student. It is about learning, the acquisition of knowledge, and the joy of being educated. It is notabout acting-out and succumbing to the excesses of adolescent life. Together, we can do it! We can create aculture and environment that works for all our students.

Academic Achievement. The academic scorecard in today's Newsday (5/6) was not what we all hopedto see. I understand that many are disheartened by the very slow improvement in the performance of our stu-dents. However, I am actually optimistic. If we have the right people on the Board, working in concert withadministration, faculty; and the community - we can change and improve. As stated above, change the cultureand the rest will start to change as well. But, that will not be an easy task. It will require innovative policies andprograms, the capacity to "think outside the box," and the courage to change. I am confident that as a commu-nity, we can bring forth a school system that we all will be proud of and one that will work for all our students.

>• WE NEED TO DO THINGS DIFFERENTLY. WE CONTINUE TO RELY ON OLD, UNPRODUCTIVEPOLICIES. THE SAME POLICIES AND PROCEDURES RESULT IN THE SAME UNSATISFACTORYRESULTS.

>• WE NEED. TO BE INNOVATIVE AND THINK OUTSIDE THE BOX. .

>• WE MUST NOT TOLERATE VIOLENCE AND DISRESPECT TOWARDS FELLOW STUDENTS ANDFACULTY.

>- WE NEED TO HAVE THE COURAGE TO TAKE CHARGE OF OUR SCHOOLS. FOR EXAMPLE,WE NEED TO HAVE OUR CHILDREN IN SCHOOL - ON TIME. WE NEED A POWERFUL ANDENFORCED TRUANCY/ABSENTEEISM POLICY. YOU CANNOT LEARN IF YOU ARE NOT IN SCHOOL.

Baldwin Public Library for the fiscal year_ 2006-07be adopted, and that the amount of$3,516.815 be raised by tax upon the taxableproperty of the School District after first deduct-ing the monies available from State 'Aid andother sources."- - .

The estimated maximum cost ofsaid specific object or purpose, including costsincidental thereto and the financing thereof, is$300,000 and said amount is hereby appropri-ated therefor. The plan of financing includesthe issuance of $300,000 serial bonds of theVillage to finance said appropriation, and thelevy and collection of taxes on all the taxablereal property of the Village to pay the principalof said bonds and the interest thereon as thesame shall become due and payable. Noamount has been previously authorized-by theVillage to be applied to the payment of suchspecific object or purpose.

Section 3. Serial bonds of the Village in theprincipal amount of $300,000 are herebyauthorized to be issued pursuant to the provi-sions of the Local Finance Law. constitutingChapter 33-a of the Consolidated Laws of theState of New York (herein called "Law"), tofinance said appropriation.

Section 4. The following additional mattersare hereby determined and declared:

(a) The buildings are of at least Class "A"construction within the meaning of Section11.00(a)(l) of the Law.

(b) The period of probable usefulness of saidspecific object or purpose for which said$300,000 serial bonds authorized pursuant tothis resolution are to be issued, within the limita-tions of Section 11.00 a. 12.(a)(l) and 13. of theLaw, is 10 years.

(c) The proposed maturity of the bondsauthorized by this resolution will exceed five (5)years.

Section 5. Each of the bonds authorized bythis resolution and any bond anticipation notesissued in anticipation of the sale of said bondsshall contain the recital of validity as prescribed"by Section 52.00 of the Law and said bondsand any notes issued in anticipation of saidbonds, shall be general obligations of theVillage, payable as to both principal and inter-est by general tax upon all the taxable realproperty within the Village without limitation ofrate or amount. The faith and credit of theVillage are hereby irrevocably pledged to thepunctual payment of the principal of and inter-est on said bonds and any notes issued inanticipation of the sale of said bonds and pro-vision shall be made annually in the budget ofthe Village by appropriation for (a) the amorti-zation and redemption of the bonds and anynotes issued in anticipation thereof to mature insuch year and (b) the payment of interest tobe due and payable in such year.

Section 6.
