BreedingSpecialistGroup.”WhenEdMcAlister,thenPresidentofWAZA,stoodtothankthe

speaker,hecorrectedtheerrorsaying,“WearetheConservationBreedingSpecialistGroup.”He

didn’tsay“they”or“it.”Hesaid“we.”IrememberthegreatprideIfeltatthatmomentasIrealized

thatweare,infact,allinCBSGtogether.

OnewordthatisoftenusedindescriptionsofCBSGis“linkage.”Thestoriesrelayedinthisreportdescribemany

kindsoflinkagesthatCBSGhelpstobuildandillustratewhytheselinkagesaresovaluabletosuccessfulconservation.

CBSGoftenpartnerswithotherSpecialistGroupsoftheIUCNSpeciesSurvivalCommission.Forexample,CBSG

helpedtheTapirSpecialistGrouptobuildanactionplantoprotecttapirspecies,andeachyearCBSGSouthAsia

meetsjointlywiththeReintroductionSpecialistGroup–SouthAsia.CBSGMéxicoworkswiththeMexicangovernment,

andCBSGstaffworkswithUSgovernmentalagenciestocraftspeciesrecoverystrategies.TheAmphibianArkwas

formedthroughthepowerfullinkageofCBSGwiththeAmphibianSpecialistGroupandtheWorldAssociationof

ZoosandAquariums,andthispartnershipiscatalyzingincreasedglobalawarenessandconservationactionfor

amphibians.Asyouscanthelistsofourotheractivitiesin2007,youwillseemoreexamplesofourworktofacilitate

effectivelinkageswithgovernments,zoosandzooassociations,universities,andconservationorganizations.

Thetwonewinitiativesdescribedwithinthisreportarebothfocusedontoolsforbuildinglinks.Newtechnologies

andideasaboutnetworks(ofpeople)willenableustousefar-reachinglinkstoachieveglobalcollaborations.New

methodsformanaginganimalpopulationswillmakeiteasiertosustainthecontinuityofanimalsacrossthegenerations

throughcooperativebreedingprogramsthataremoreflexibleandthereforemoreresponsivetotheneedsofthe

speciesandtheorganizationscaringforthem.

CBSGitselfisalinkednetworkthatbringstogetherexpertsfromaroundtheworld,withanongoingfocustostrengthenthelinkagesbetweenex situand

in situconservationandtoserveasakeylinkbetweenthezoocommunityandtheinternationalconservationcommunitywithintheIUCN(whichis,itself,

a“union”ofmorethan1,000governmentalandnon-governmentalmemberorganizations).

PeopleoftenaskushowCBSGprioritizesourwork,whenournetworkhassomanyskillsandconservationneedsaresogreat.Onekeycriterioniswhether

theprojectwouldbuilduponanduselinkagestohelpachieveeffectiveconservation.Prioritygoestoinitiativesthatconnecttheinterestsandresourcesofour

sponsorstoconservationneeds,thatforgenewpartnershipsamongorganizationsandamongindividuals,thatusethediverseskillsembodiedwithinCBSG’s

membership,thatinvolveourregionalnetworksasourlocalextensions,thattrainmorepeopleintechniquesforfacilitatingcollaborations,thatinvolve

trans-disciplinarythinking,thatlinkscientistswithmanagers,andthatusethespecialstrengthsofex situmeasurestoenhancein situconservation.

CBSG’sworkinconservationisbasedonacentralphilosophythat

peoplefrommanydifferentbackgroundsandperspectivesareneeded

toeffectivelyaddresstheglobalbiodiversitycrisis.Therefore,our

programgoalsemphasizetheexchangeofinformationacrossdiverse

groupstoreachagreementontheimportantchallengesfacinghumans

andwildlife.Currently,weimplementthesegoals(andourmission)by

bringingstakeholderstogetherininteractive,participatoryworkshops

inwhichanobjectiveenvironment,thoughtfulgroupfacilitation,and

expertknowledgearecombinedtofosterabroadunderstandingof

challengesandalternativesolutions.Throughthisprocess,workshop

participantscreatethetypeofmeaningfulandpracticalmanagement

recommendationsthatultimatelygeneratepoliticalandsocialsupport

forconservationaction.

CBSGhasevolvedgreatlyover25yearsofoperation,andnowhas

auniqueopportunitytotakeadramaticandsignificantleapforward.

Wealwayshavebeenaparticipatory,collaborativeorganizationwith

aphilosophyofopennessandinclusiveness.However,fixedresources

haveconstrainedthescaleandscopeofourconservationwork.

Today,internet-basedtools,suchassocialsoftware,blogs,andwiki

technologiesthatarereadilyavailableinthecorporateandbusiness

communities,willallowustoengageourphilosophyonascalenever

beforeimagined.Andwhiletheinternationalconservationcommunity

hasnotyetembracedtheuseofthesetechnologies,weareconfidentof

theenormouspotentialforpositivechangethattheapplicationofsocial

networkingandcollaborationtoolscouldhaveonsolvingmanyofthe

complexproblemsofendangeredspeciesconservation.

ThisnewCBSGtechnologyinitiativeisdesignedtobringthese

conceptstotheforefrontofourthinking,toengagetheleadersinthe

fieldinmeaningfuldiscussionoftheimplicationsofthesetoolsonour

work,andtodevelopconservation-specificproductsthroughwhich

collaboration,communitybuilding,problemanalysis,anddecision

makingcanbeenhanced,withtheultimategoalbeingtheincreased

probabilityofsurvivalofourplanet’sbiodiversity.

agreatercommitmenttoandresponsibilityforimplementation.

Todecreasethefootprintofourworkontheenvironment–3. Theuseofweb-basedcollaborationtoolswillresultin

decreasedairandgroundtravelcurrentlyrequiredtocarry

outconservationactivities.

communicationsthatwillmovetheprojectfromconcepttodesignto

implementation.Theinitialmeetingswillintroducethemasscollaboration

toolscurrentlyavailableandbegindiscussionofthepotentialfor

adoptionofthesetoolsbytheconservationcommunity.Thenextstep

willbetodesignprototypeweb-basedtoolsandtousethemtoengage

stakeholdersandexpertsonspecificquestionsofconservationconcern.

Finally,theimplementationstrategywillbedesigned.Implementationwill

involveconductingpre-PHVAworkanddevelopingbaselinepopulation

modelsviaournewinteractiveweb-basedtools.Theimplementation

andwriteupofthereportofthisinitiativewillbedonealmostentirely

usingthenewtools.Weenvisiontheultimateendproductofthis

initiativetobeasetofconservation-specificmasscollaborationtools

andanassociatedtrainingmanual.

Conservation Significance CBSGhasawidereach,buttheurgentandcomplexproblemsof

endangeredspeciesconservationrequiretheglobalengagementof

asmanycreativethinkers,areasofexpertise,andsetsofexperiences

aspossible.TheprocessesofCBSGhavebeenhighlyeffective,

andincorporationofnewlyavailabletechnologyhasthepotentialto

expandandengageourcommunityexponentially.Theresultwillbe

ourabilitytodrawtheattentionofafargreaternumberofstakeholders

andtheverybestmindstothequestionsofspeciessurvival.Itis

impossibletooverstatetheimpactthiscouldhaveonCBSG’sability

toconductconservationprocesses.Additionally,itmayverywellalso

increasecollaborationandcommunicationamongendangeredspecies

conservationprofessionalsbeyondtheCBSGnetwork,andimprove

conservationdecision-making.

reSpOndinG TO The need FOr eFFeCTive manaGemenT FOr all SpeCieS WhenCBSGwasformednearlythreedecadesago,ithelpedtodrivethe

rapiddevelopmentoftechniquesforcollaborativemanagementofwildlife

populationsincaptivity.AsaresultofCBSGworkingwithitspartners,

cooperativebreedingprogramswereinitiatedbythezooassociationsin

theNorthAmerica,Europe,Japan,Australasia,andelsewhere.CBSG

memberswereextensivelyinvolvedindevelopingthescientificmethodology

forpedigreeanalysisandmanagement,andindevelopingthesoftware

toolsandtrainingprogramstoenabletheuseofthenewmethodsglobally.

Thenewmethodsconvertedmanyex situbreedingprogramsfromsmall,

disconnected,andusuallyfailingeffortsbyindividualzoosintonationallyor

globallycoordinatedbreedingprogramsthatfollowmethodsshowntobe

optimalforpreservinggeneticdiversity.Manyspeciesthatotherwisewould

havebeenlostfromex situprograms,andsometimesalsofromthewild,are

stillavailableforscientificstudy,education,reinforcementofwildpopula-

tions,andenrichingourlives.

Wenowknowhowtopairanimalstosustainlong-termbreedingprograms,

butthesemethodsarenotapplicabletoeveryspecies.Somespeciesbreed

onlywhentheylivewithinverylargesocialgroupsorcolonies,forwhich

trackingandmanagementofindividualpedigreesisnotpossible.Thus,

thepopulationmanagementmethodsdevelopedinthepastfewdecades

mightworkwellfortigers,condors,andGalápagostortoises,butmaynot

besufficientforPartulasnails,Kihansispraytoads,penguins,colonialbats,

andthemajorityofspeciesthataresmall,colonial,orhavecomplexsocial

systems.Manyofthesespeciesarethreatenedwithextinctioniftheyarenot

protectedthroughex situbreedingprograms.Wecannotletsuchspecies

disappearforever,sowemustdeveloppopulationmanagementmethods

thatwillworkforthem.

Evenwiththebestprogrammanagement,formanyspecies,noone

breedingprogramorregionaleffortcanadequatelysustainandsafeguard

theex situpopulation.Often,aninter-regionalorglobalprogramis

necessarytobringthecombinedresourcesneededtoensurelong-term

success.Processesforcoordinatingeffortsamongincreasinglydiverse

partnersareessential.

partnerships in Ex Situ ConservationCBSGfacilitatedseveraloftheworkshopsconvenedbythe•

InternationalSpeciesInformationSystem(ISIS)todesignanew

ZoologicalInformationManagementSystem(ZIMS)toallowzoos,

aquariums,andtheirscientificpartnerstosharemoreinformationon

animalsinex situprograms.

TheAmphibianArk,ofwhichCBSGisafoundingpartner,developed•

guidelinesformanagementofamphibianbreedingprograms.

OurcolleaguesattheZoologicalSocietyofLondon,including•

thisyear’srecipientoftheUlyssesS.SealAwardforInnovationin

Conservation,PaulPearce-Kelly(seepage24),havedeveloped

methodsformonitoringbreedingpopulationsofinvertebratesand

determiningwhentomoveanimalsbetweenbreedinggroups.

Therecipientofthe2006SealAward,JonathanBallouofthe•

NationalZoo(US),isworkingwithCBSGChairBobLacyandother

colleaguestodevelopcomputersoftwarethatwillincludenewgenetic

analysesthatcanincorporateinformationonmultiplepossibleparents,

andmethodsformakingdecisionsaboutwhentotransferanimals

amongcaptivepopulationsandtoorfromwildpopulations.

CBSGisassistingtheWorldAssociationofZoosandAquariums•

(WAZA)indevelopingGlobalSpeciesManagementPrograms.

Thereisstillmuchthatneedstobediscoveredregardinghowbestto

managebreedingpopulationsofwildlife,andCBSGwillconvene

workinggroupsasappropriatetoaddresssuchissuesashowtouse

newlyavailableDNAdatainpopulationmanagement,howtousenew

reproductivetechnologiestoassistspeciesconservation,andhowto

integrateconsiderationofanimalbehaviorandanimalwelfareinto

breedingprogrammanagement.

Thenewdirectionsforex situbreedingtechnologyarealsobringingthat

fieldclosertowildpopulationmanagement.Thecareofmanyex situ

populationsisnotfarremovedfrommanagingspeciesinwildlifereserves

orinotherisolatedremnantsofhabitat.Thus,therenewedeffortsto

sustainex situpopulationswillleadtoinnovationsthatwillalsoservein

situconservationandstrengthenthelinksbetweenthetwoapproachesfor

preservingspecies.

continuallyupdatedaccordingtotapirconservationneedsinyears

tocome.Progressmadeontasksoutlinedintheactionplanwillbe

evaluatedattheInternationalTapirSymposiummeetingeverythree

years.InFrenchGuyana,thePHVAandactionplanhavealready

ledtoadecreeprohibitingthesaleofseveralnativegamespecies,

includingthelowlandtapir.WorkonRegionalCollectionPlansfor

captivetapirspeciesisalsounderway.

The SituationAlthoughtheyarewidelydistributedinSouthAmerica,lowlandtapirs

arebecomingrarethroughouttheirrangeduetohabitatdestruction

andpoaching.Tapirshavelowreproductiverates,andtheremaybe

toofewadultslefttobringthepopulationbacktohealthynumbers

withoutdirectintervention.

The processIn2001,theTapirSpecialistGroup(TSG)recommendedPHVAsfor

allfourtapirspecies.TheLowlandTapirPHVAwasthefinalworkshop

inthisseries,conductedbyCBSGBrasil,andevaluatedthestatus

andpossibleconservationstrategiesforthespecies.ThePHVA

usedtheknowledgeof70expertsfromall11lowlandtapirrange

countriestomakeitsrecommendations.Recommendationsfromall

ofthePHVAworkshopswereusedtocreateanactionplanforall

fourspeciesoftapirs,whichprovidesablueprintforthenecessary

conservationstrategies,researchneeds,andenvironmentaleducation

approachestoconservetapirsinthewildandincaptivity.

The SituationOnceamongthemostabundantfishintheRioGrandeRiver,thesilvery

minnow(Hybognathus amarus)nowinhabitsastretchofriverlessthan

200mileslonginNewMexico.Asagriculturalandmunicipaldemand

forwatergrowsinthisregion,theremainingwaterlefttoflowdownstream

declinessteadily–indroughtyears,itbecomesatrickleatthebottom

oftheriverbed.Tohelpthisaquaticecosystemanditsspeciessurvive,a

diversebodyofstakeholdersneededtocometogethertoforgeacreative

andlastingsolution.

The processTheMiddleRioGrandeEndangeredSpeciesCollaborativeProgram

askedCBSGtodesignandconductacomprehensiveworkshopprocess

inordertodeveloprecoverystrategiesforthesilveryminnow.Beforethe

workshop,apopulationviabilityanalysis(PVA)wasusedtoprovideinsight

intothecurrentstatusofthespeciesanditsaquatichabitat.CBSG-trained

facilitatorsleddiscussionsonshort-termminnowmanagementtoprevent

extinction,longer-termmanagementmeanttoachieverecovery,andthe

communicationnecessarytopromoteinvolvementfromthefulldiversityof

Programstakeholders.

TheUnitedStatesgovernmentlistedthesilveryminnowas•

anendangeredspeciesin1994.

Thesilveryminnowlaysitseggsdirectlyinthewatercolumn,•

andspawnsonlyduringthemeltingofwintersnow.

Eggsandlarvaerelyontheslowslackwatersofthe•

inundatedfloodplainforsurvivalandgrowth.

Effortsarecurrentlyunderwaytoreintroducethesilvery•

minnowintotheRioGrandeinBigBendNationalPark,

locatedinTexasontheUSborderwithMexico.

The resultsAsaresultoftheworkshop,informationhasbeensynthesizedonspecies

biologyandriverhydrology,promotingmoreeffectivecommunication

andenhancingtheimpactofproposedfuturemanagementactions.

ParticipantsclarifiedthevisionandmissionoftheCollaborativeProgram,

andproposedacontinuationofthePVAin2008.Thisexpandedanalysis

willconsiderfutureconditionsintheriverandtheresultingimpactsonthe

reproductionandsurvivaloftheminnow.Thisworkisongoingandwill

leadtoimportantrecommendationsforrivermanagementintothenext

decadeandbeyond.

The SituationReintroductionideallyleadstosustainablewildpopulationsofanimalsin

appropriatehabitats.However,whenreintroductionisusedinappropriately

tosolveproblemsunconnectedtooronlylooselyconnectedtoconservation,

theimpactonthereleaseareaandlocalwildlifecanbeverydestructive.

Unfortunately,thismisuseofthetoolsofreintroductionisnotuncommonin

manypartsoftheworld,includingSouthAsia.CBSGSouthAsiaandthe

IUCN/SSCReintroductionSpecialistGroup(RSG)areworkingtogetherto

addressthisseriousconservationconcerninthisregion.

The processTochangepracticesintheregion,CBSGSouthAsiaandRSGSouth

Asiaholdjointannualmeetings,inconjunctionwiththeSouthAsianZoo

Association,topromotetheprinciplesofconservationbreedingandthe

implementationoftheIUCNreintroductionguidelines,whichdefinebest

practices.ThesemeetingsareheldinadifferentSouthAsiancountryeach

year,allowingalargernumberofpeopletogatheranddiscussboth

conservationbreedingandreintroductionissues.

The SituationMorethan20yearsaftertheextirpationoftheMexicanwolf,theMexican

governmentisworkingwithCBSGMéxicotocreateaplantoreintroduce

thespeciesinitsformerrange.Aninitialworkshopidentifiedpossiblerelease

sites,butthesesitesneededfurtherevaluationtounderstandtheimpact

andrelativeabundanceoflargeandsmallpreythatcouldbehuntedby

wolves.Tounderstandhowlocalpeoplewillimpactreintroducedwolves,

asurveywasdesignedtomeasurethesocialperceptionofpeopleintowns

nearthepossiblereleasesites.

canid,andtheonlywolfspecies,nativetoMéxico.

The SituationAfterthrivingforover360millionyears,aboutone-halfoftheworld’s6,000amphibianspeciesareindangerofextinction,and165speciesarebelieved

tohavebecomeextinctsince1980.TheurgentdangerisAmphibianChytridFungus,butotherthreatsincludehabitatloss,pollution,pesticides,andclimate

change.CBSGhasmadeacommitmenttorespondtothisextinctioncrisisand,inpartnershipwiththeWorldAssociationofZoosandAquariums(WAZA)

andtheIUCN/SSCAmphibianSpecialistGroup(ASG),hasformedanorganizationdedicatedtosafeguardingamphibianspecies–AmphibianArk(AArk).

CBSGandAArkstaffworkedtogethertoconducteightconservationworkshopstobenefitamphibiansduring2007.Threearehighlightedhere.

The processExpertsontheamphibiansofCostaRicahaveconductedaseriesofworkshops

since2002toevaluatethechangingpopulationstatusofthenativeamphibians.

In2007,CBSGMesoamericaconductedaConservationAssessmentand

ManagementPlan(CAMP)workshoptoreassessthestatusofalltheamphibian

speciesnativetoCostaRica.Thisworkshopwasfollowedimmediatelybyan

AArkSpeciesPrioritizationWorkshop,basedontheCAMPresults.

The resultsCostaRicaisoneoftheonlycountriesintheworld(andtheonlyoneinLatin

America)tohavere-assessedtheirspeciessincethe2004GlobalAmphibian

AssessmentandfollowedwithanAArkSpeciesPrioritizationWorkshoptoidentify

whichspeciestrulyrequireexsituintervention(aswellasthosethatcanbesaved

insitu),andtohavedraftedanintegratednationalconservationstrategyfor

amphibians.CostaRicaiscertainlyoneoftheworldleadersinpreparingtheir

responsetotheamphibianextinctioncrisis.

The processTopromoteastructureddialogueamongkeystakeholders,aPHVAworkshop

washeldinMay2007withtheassistanceofCBSGSouthernAfricathat

utilizedthediverseexperienceandknowledgeof60participantsfrom

academia,government,NGOs,industry,andtheprivatesectorconvened

from5countries.Thegroupcollectivelyidentifiedtheoutstandingissuesto

beaddressed,andcreatedacomprehensiveplantoimproveconservation

effortsinthearea.

The resultsTheworkshopresultedinanextinctionriskassessmentmodelbasedupon

in-depthanalysisofinformationonthelifehistory,populationdynamics,

ecology,andhistoryofthepopulation,detailedmanagementandresearch

recommendationsandinputforarecoveryandreintroductionplaninthe

future,withspecificstepstakentoensurethatinfectiousdiseasesarenot

transmittedduringthemovementofthecaptiveanimals.

The processCBSGEuropeworkedwithNordensArktoconductaPHVAworkshop

toaddressthecontinuingdeclineofthisspecies.Twentyparticipants

representingseveralstakeholdergroupsinvestigatedtheviabilityofexisting

populations,populationsizesnecessaryforself-sustainingpopulations,and

theeffectsofvariousreintroductionandothermanagementstrategies.They

alsoconsideredthehumanfactor,includinglegislation,organizational

matters,humaninterestconflicts,education,andawareness.

The Camp Workshop processTheConservationAssessmentandManagementPlan(CAMP)

workshopisarapid,broad-basedevaluationofaselectedgroup

ofspeciesthatoccupyaparticularcountryorregion.Thediverse

expertiseamongworkshopparticipantsisappliedtotheIUCN’s

quantitativeRedListsystemtocategorizeeachspecies’degreeof

endangerment,basedonestimatesofthethreatstothesepopulations

andtheirhabitat.Throughthisprocess,theCAMPhelpstoestablish

prioritiesforglobalandregionalspeciesconservation,emphasizing

thewiseuseoflimitedconservationresources.Acomputerized

databaseisusedtoassembleandsummarizeallavailableinformation,

andallowsCAMPdatatobequeriedandanalyzedbyallinterested

parties.Workshopreportsincludebasicrecommendationsfor

conservationresearchandmanagementactivities.

In 2007, CBSG led one CAMP Workshop in Costa Rica, involving

a total of 37 people from 15 organizations, and evaluating the

status of 188 species.

The phva Workshop process Populationviabilityanalysis(PVA)hasbeenwidelyrecognizedas

animportanttooltoquantifytheimpactsofhumanactivitiesonthe

riskofextinctionofwildlifespeciesorpopulations.Historically,this

toolhasoftenbeenusedwithinanarrowbiologicalfocus,largely

ignoringimportantinformationfromotherdisciplinesandperspectives

thatcanenhancetheinputtothePVAaswellasexpandtheutilityof

theresultingrecommendations.OurPopulationandHabitatViability

Assessment(PHVA)workshopprocessdirectlyaddressesthiscritical

issue.WecombinetraditionalPVAmethodologieswithstructured

toolsforissueformulationandproblemsolvingacrossabroadrange

ofdisciplines.Throughthisintegration,stakeholdersdevelopmore

effectiverecommendationsforspeciesconservationaction,including

theidentificationofpersonalresponsibilitiesandtimelinessothe

recommendationscanbecomereality.

In 2007, CBSG led 7 PHVA Workshops on 8 species in 5 countries,

involving a total of 385 people from 226 organizations.
