The Foundation for Physical Medicine and Rehabilitation’s mission is to enhance health and function through education and research in the fi eld of physical medicine and rehabilitation.

Welcome to the 2007 Annual Report of the Foundation for Physical Medicine and Rehabilitation. Our Board and staff are proud of the accomplishments your Foundation achieved in 2007. In these pages, you will see highlights of this year’s activities.

Our most important activities are funding the projects and activities that we believe will make a diff erence to the people we serve; patients who need PM&R services, and those who provide them. From research projects, training and development support, and activities designed to advance the fi eld, the Foundation has made important contributions with both your money, and also its human capital to do these good works.

The achievements we report here from 2007 have paved the way for more important new activities to be conducted in 2008, and we are hard at work to make them succeed.

None of this would be possible without the generous support of all our contributors; board members, individuals, the American Academy of PM&R, our corporate sponsors and many other organizations. We thank you all for your support and encourage you to continue helping the Foundation make its impact felt.

Lastly, I would like to acknowledge the tireless contributions of our Immediate Past President, John Melvin. During his two years of leadership of the Foundation we have grown and evolved. The Foundation is doing good works, and contributing to the growth and development of the fi eld of PM&R. John’s thoughtful leadership, personal commitments and energies have been much appreciated, and are in no small measure, major contributors to the success the Foundation has experienced over the last several years.

The Foundation is designed to serve the entire fi eld of physical medicine and rehabilitation. One of the most visible of the Foundation’s eff orts is the annual awards program. Several awards were presented by the Foundation in 2007, including the new Musculoskeletal Re-search and Education Grant.

stories about the Ride appeared in television news programs, newspapers, magazines and Web sites, reaching more than three million people.

FORTUNE: As of December 31, through the generosity of Academy members and the eff orts of its Resident Physicians Council (see below), the Ride for Rehab raised $149,000 for reha-bilitation outcomes research grants to be off ered by the Foundation for PM&R. The Founda-tion’s partner in the eff ort, the Rehabilitation Institute of Chicago (RIC), also raised$90,000 for their own research initiative.

Dr. Press says, “It was a wonderful journey and I’m glad I had this opportunity to raise money for important physiatric research, to support the future of our fi eld. Thanks to every-one who contributed to the Ride – I look forward to reaching our goal and seeing the fi rst outcomes research grant award come to fruition.”

THE RPC CHALLENGE: The AAPM&R Resident Physician Council (RPC) organized a con-test among training programs to raise funds for the Ride, collecting a total of $22,623.95. The top ten participating programs were: RIC $4,067.22; JFK $3,861.00; Mayo $2,698.00; Jeff erson $1,088.61; U of Washington $1,073.60; Ohio State $1,050.00; Temple $1,000.00; Long Island Jewish $1,000.00; Baylor Houston $915.00; and Kessler $790.00.

In 2006, Foundation President Dr. John Melvin appointed a task force to direct the Research Capacity Building Initia-tive to follow through on the fi ndings of the 2005 Research Capacity Building Summit.

Dr. Walter Frontera, commi� ee chair,solicited the Summit ProgramCommi� ee members to serve on the task force; in 2007, they reviewed the recom-mendations made at the Summit; identi-fi ed those that have been implementedin one way or another; and proposedand prioritized projects to implementother recommendations. Their proposal was considered by the Board and bud-geted for implementation in 2008.

PHYSIATRIC RESEARCH RESOURCES DATABASE: One of their key recommendations was to build a comprehensive database of physiatric research resources. The Task Force conducted a comprehensive survey of all Summit participants and assembled a list of research capacity-building initiatives currently underway across the country. This information will be used as a starting point to identify, develop and disseminate a comprehensive Web-based database to include successful models of organizational infrastructure; a list of researcher-clinician role models and institutions; a list of educational programs and resources; funding sources; and resources for succeeding in research. The database will include information on and links to information about how to eff ectively compete for grants; write manuscripts and organize fi ndings for dissemination through posters; review articles for journals; obtain help for ethical treatment of human subjects; understand biostatistical analysis and study design; as well as a host of other resources essential to succeeding in physiatric research endeavors. The Founda-tion will host this resource on its website.

WHITE PAPER ON BEST RESEARCH PRAC-TICES: The Research Capacity Building Initia-tive also recommended dra� ing a white paper on best practices for developing an academic research department. Dr. Leighton Chan was re-cruited to accomplish this task. He has assembled an expert team to develop recommendations on departmental strategic plans, external reviews, etc. and will also provide a number of case stud-ies. According to Dr. Chan: “These papers will outline challenges that departments face when they a� empt to increase rehabilitation research and highlight how some successful programs have overcome these barriers.”

RESEARCH CAPACITY BUILDINGINITIATIVE

As published in the June 2007 issue of The Physiatrist, the Foundation conducted a study to evaluate the admissions criteria included in the local coverage determi-nation (LCDs) of Medicare fi scal inter-mediaries. Using the Standards created by the American Academy of Physical Medicine and Rehabilitation as a mea-sure, the results found 5 of 10 LCDs (50%) do not meet the Academy’s stan-dards. Specifi cs regarding these results will be described in a paper being sub-mi� ed to the Archives of Physical Medicine and Rehabilitation.

Dr. Fiedler also presented the prelimi-nary fi ndings on Monday, February 12, 2007 at the “State-of-the-Science Sympo-sium on Post-Acute Rehabilitation: Se� ing a Research Agenda and Developing an Evidence Base for Practice and Public Policy” (h� p://www.foundationforpmr.org/programs/postacuterehab.html). They will be submi� ed to the Academy for any future revisions of the MIRC document, and the Foundation will consider these fi ndings when planning its support for future research projects.

The results of this study generated interest in case denials, particularly those cases submi� ed for adjudication in an Administratve Law Judge (ALJ) Authority Appeal. The Foundation has assembled a team of experts to analyze the factors leading to the ALJ decision. The Academy’s standards will be used as a benchmark to analyze these ALJ decisions in an a� empt to gain insight into the reliability and validity of the standards, as well as an understanding of the case denial process. The Denied Cases Analysis Project is scheduled for completion in 2008.

The KRUSEN CLUB (cumulative gi� s of $25,000 or more) was named for Dr. Frank Krusen, considered the founder of physiatry. Donors who consistently and generously support the Foundation will be given lifetime membership in the Krusen Club when their cumulative con-tributions reach $25,000.
