Dear Honorees:

It gives me extreme honor and pleasure to recognize our students fortheir scholarly achievement during the 2007 Honors and AwardsConvocation. The theme, “Celebrating our Heritage, Building ourFuture,” is most appropriate for this year’s convocation as we buildupon our heritage of producing scholars and leaders at South CarolinaState University.

Today, you represent the best and the brightest at the institution. Itake pride in honoring you today for all you have accomplished. Basedupon your scholastic success, you exemplify excellence in education.SC State prides itself on excellence and therefore, we are extremelyproud of you.

In your pursuit of higher education, you chose to shine, to be the best that you can be in youracademic career. I encourage you to continue to do extremely well throughout your matriculation.Your return on your investment will be endless.

The Presidential Scholar Awards were initiated in 1977 by Dr. M. Maceo Nance, Jr., the fifth President ofSouth Carolina State University. The underlying objectives for establishing the awards were (1) to recognizestudents who demonstrate academic excellence; (2) to encourage those who demonstrate academic excellenceto maintain and achieve higher levels of academic pursuits; (3) to provide symbolic recognition via the PresidentialMedallion, which would be significant to those who earn the award and to those who view the same; and (4)to provide an incentive to all students to achieve academic excellence. This established tradition at the Universitycontinues to preserve our legacy.

A recipient of the Presidential Scholar Award must be a full-time, regularly enrolled, degree-seekingundergraduate at the University. To qualify for a medallion, freshmen and transfer students must not havetaken any remedial courses that are prerequisites to degree programs. To qualify for a gold medallion, freshmenand transfer students must have averages of 3.94 to 4.00. Medallions are awarded based upon the followingcriteria:

BRONZE MEDALLION 3.00-3.49 cumulative grade point averageSILVER MEDALLION 3.50-3.74 cumulative grade point averageGOLD MEDALLION 3.75-4.00 cumulative grade point average

Students whose enrollment status are reduced to part-time as a result of participation in special programswill be evaluated on their performance during the fall semester of the year of the award and the prior springor summer full-time enrollment.

Presidential Scholar Awards

This occasion has been designated as an appropriate time to honor students who have distinguished themselvesin scholarship and service. Such distinctions are manifested through the attainment of Presidential Medallions,academic scholarships and induction into academic honor societies.

BAKARI T. SELLERSSOUTH CAROLINA HOUSE OF REPRESENTATIVES

DISTRICT 90, BAMBERG, BARNWELL AND ORANGEBURG COUNTIES

Bakari T. Sellers was raised in the town of Denmark, South Carolina andhas always been involved in local community activities. Representative Sellersgraduated from the South Carolina public school system, and then proceededto Morehouse College where he earned a Bachelor of Arts degree. While atMorehouse College, Sellers was elected Student Government AssociationPresident and, by virtue of his position, served on the College’s Board ofTrustees. He now continues his education at the University of South CarolinaSchool of Law. Sellers began his journey in the realm of politics by workingfor United States Congressman James E. Clyburn, Atlanta Mayor ShirleyFranklin, and the Southeastern Regional Director of the NAACP. These experiences have inspired him toengage in “not politics, but public service.”

Representative Sellers views on:Economic Developement

In an effort to stimulate economic growth Sellers believes in the following action plan:· Pursuing excellence in education

· Improving relationships between local institutions of higher learning, the privaate business community,and government officials

· Marketing the community with specific emphasis on skilled labor force provided yearly by VoorheesCollege and Denmark Technical College

· Provide tax incentives to prospective companies only if research and development is performed in thestate.

Immediate attention must be given to workforce development and job creation. It is of the utmost importanceto Sellers that steps be taken to improve the quality of life of all residents of our community and economicopportunities be created.

EducationIn 1868, a state constitutional provision was made to ensure that every child in South Carolina have the

opportunity to attend free and open public schools. This provision remains in our constitution today. Sellers isa proponent of public school education and is of the belief, “every child should have access to a first-classeducation.” The answer to South Carolina’s educational problems is not vouchers, which would undoubtedlydissemble the states public school system and violate the 1868 provision.

Sellers instead hopes to end the inequality in public school funding that has caused students in high-poverty,low-income districts to receive a “discount education.” Investment in these districts would in turn provide agood economic return. Better education equates to better jobs.

HealthcareIn communities where we depend on the healthcare provided by our county hospitals, we must ensure that

these hospitals receive the funding needed to operate efficiently. Sellers believes that there must be a consciouseffort made to support our county hospitals. Where else can our rural citizens receive timely and often lifesaving treatment? Sellers believes that we must not cut funding to Medicare and Medicaid and that we mustgive full support to our county hospitals.
