2009 ZAMBIA INTERNATIONAL RALLY 3 rd - 5 th JULY 2009 RALLY GUIDE Welcome to 2009 Zambia International Rally The Zambia Motor Sport Association (ZMSA) welcomes you to come and experience the 2009 Zambia International Rally, the fourth and penultimate round of this year’s FIA African Rally Championship as well as the third and penultimate qualifying round of this year’s Africa Pirelli Star Driver (PSD) competition. Day 3, Sunday 5th July 2009, will be a repeat of the first five Competitive Stages of Day 2, the only difference being that the stages in this case will be run in reverse order.The event will finish by 17:00 hours and prize giving will be held thereafter.The 2009 Zambia International Rally will be an event where a normal gravel rally car as used in Cyprus, Greece or Turkey will be suitable for the roads.

This will be the 33rd running of the Zambia International Rally, which started in 1969. The event has grown in stature and has remained as a round of the FIA African Rally Championship.

Legendary Zambian driver and eight-time FIA African Rally Championship winner Satwant Singh has won the Zambia International Rally a record 14 times in its 32-year history.

Event overviewThe Zambia International Rally is an exciting and dynamic way to showcase Zambia’s beautiful and richly varied landscape. We would not be able to organize the rally without strong support from the Government of Zambia and Sponsors and we are indebted to our, co-sponsors and Ministry of Sport, Youth and Child Development, whose support and assistance makes this event possible.

Rallies around the world depend upon the support and enthusiasm of volunteers, and the Zambia International Rally is no different. We owe a debt of thanks to all the volunteer marshals whose hard work and enthusiasm we depend upon to run a safe, smooth and friendly rally.

The Zambia International Rally will take place from 3rd to 5th July 2009 in and around Lusaka. The total distance will be 557.45 km of which 262.67 km will be Special Stages. Zambia terrain lends itself to world-class rallying and we have been able to put together an improved itinerary once again, which offers variety to the FIA African Rally Championship.

Details concerning the Co-driver must be lodged prior to 1800hrs Friday 26th June 2009.If the entry is sent by facsimile, the original entry form must reach the Organisers at the latest one week after the close of entries.All entry forms must be signed by the entrant and each crew member prior to the start of reconnaissance. International licence holders must hold an authority from their National Sporting Authority or obtain its stamp on the entry form.

The entry application will only be accepted if accompanied by the total entry fees paid either in Zambian Kwacha or the equivalent rate in the convertible currency US$200.00 (US$1 = K5, 000.00). Any entry not fully completed or not complying with this article may be refused. PAYMENT MAY BE MADE IN CASH

Sum of entry fees (non-manufacturers) is as follows: US$ 200.00

With the organizers optional advertising, full payment by Thursday 2nd July 2009 by 17h00.

Maximum number of entriesThe maximum number of entries is 30 vehicles. If more than 60 entries are received the organizers reserve the right to decide which entries (among the non-priority drivers) will be accepted.

Vehicles – ClassesFIA African Rally Championship events are reserved for Group N cars, cars of Group A of which the corrected cylinder capacity does not exceed 2000 cc, Super 1600 cars and Super 2000 cars.

Cars homologated as kit cars, where the capacity is greater then 1600 cc, are not accepted. Cars homologated as Kit cars, where the capacity is between 1400 and 1600 cc, may be accepted if they also comply with Article 255-6.2 “Weight” of Appendix J.

Two-wheel drive cars equipped with a supercharged diesel engine with a nominal cylinder capacity of less than 2000 cc are accepted in Groups A and N.

In addition to cars such as described in the General Prescriptions, Production cars (Group N) and Touring Cars whose homologation expired a maximum of 4 years previously. Turbo restrictors and weights as currently valid in Group N as noted in Appendix J (this is 32 mm restrictors).

World Rally Cars are not authorized for participation in any part of this event.

Cars Eligible under Group S

Cars in the “Group S” as used in the previous African Rally Championships are not permitted to enter. Such cars may be used in the Supplementary Event running behind the main rally and their results will count towards the Kenya National Championship only.

Permitted Modifications

Fitting of under body protection are authorized in accordance with Appendix J articles 254 - 6.7.1 and Article 255 - 5.7.2.10

The air intake for the engine of Group ‘A’ cars may be modified by making a hole, of maximum 10cm diameter, in the engine bonnet only, in order to provide air for the engine through a ‘snorkel’ (Appendix J, Article 255 - 5.1.8)

The air intake for Group ’N’ cars or S1600 & S2000 cars may be modified as above. The addition of a tube from the bonnet to the air box is permitted. The air box for a Group N

car may be modified but must be identifiable as the original air box and its position may not be changed, the original air cleaner element must be retained.

Radio installations are subject to authority being obtained from the relevant licensing authorities

A maximum of 2 spare wheels are permitted for all competing crews and their position in the cars is free subject to being secured to the satisfaction of the scrutineer

Mudflaps, in accordance with Appendix J, Article 252.7.7 are permitted

Fuel tank(s) capacity should conform to Article 254 - 6.9 of the Appendix J for Group N cars and Article 225 - 5.9 for Group A cars.

If silvered or tinted films are not used or if the side windows and the glass sunroof are not made from laminated glass, the use of transparent and colourless anti-shatter films on the side windows and the glass sunroof is mandatory.

The thickness of these films must not be greater than 100 microns.

The use of silvered or tinted films is authorised, on the side and rear windows and on the glass sunroof, and on the following conditions:

Openings in these films must allow a person outside the car to see the driver as well as the contents of the car.

Rally Plates / Competition Numbers and Driver’s namesCompetition NumbersFor the FIA African Rally Championship, the Organiser will provide each crew with the following, which must be affixed, to their car in the positions stated:

2 x front door panels measuring 67 cm long by 17 cm high including a 1 cm white surround. This panel shall comprise a 15 cm x 15 cm competition number box, which shall always be at the front of the panel.

Numerals will be fluorescent yellow (PMS 803) of height 14 cm and stroke width 2 cm on a matt black background. The remainder of the door panel is reserved for use of the Organiser.Each panel shall be placed horizontally at the leading edge of each front door with the number at the front. The top of the plate shall be between 7 cm and 10 cm below the bottom window line.

No signage, other than the colour scheme of the car, shall be placed within 10 cm of the panel.

1 x rear window panel, which shall measure a maximum of 30 cm wide and 10 cm high, reserved for the use of the Organiser. This panel shall be positioned at the top of the rear window, centered left or right as indicated in the Supplementary Regulations and adjoined to an area of 15 cm sq. This area shall contain the fluorescent orange (PMS 804) 14 cm high competition number on a clear backing. These numerals may be reflective and must be visible from the rear at eye level.

2 x numbers for each rear side window which shall be 25 cm high with a stroke width of at least 25 mm, colored fluorescent orange (PMS 804) and may be reflective. These numbers shall be placed at the top of the rear side windows in conjunction with the driver’s name (see Article 8.3).

1 x roof panel being 50 cm wide and 52 cm high, to be placed on the roof with the top towards the front of the car. A matt black competition number, 5 cm wide and 28 cm high will be displayed on a matt white background 50 cm wide and 38 cm high as in General Prescriptions Article 9.1.4.

For the front: one plate fitting into a rectangle 43 cm wide x 21.5 cm high which shall include the competition number.

Driver and Co-Driver Names

The name of the driver must appear with his / her competition licence, nationality national flag on the rear side window of both sides of the car, under the competition number. The surname alone shall be:- In Helvetica: upper case for the first letter of the name and the remainder in lower case.- In white on a clear background.- To a height of 10 cm and stroke width of 1.5 cm.

Article 7.1 African Rally Championship – General Prescriptions state: In addition to the Drivers name the Co-Drivers name must also be placed on the side window below the drivers name, in the same typeface and size plus his national flag.

In addition to 3.8.3.1, the names of the driver and co-driver, with their national flags, must also appear on the front wings of the car.

Summary of recce, regulations & specific instructions valid for the event

Reconnaissance is not practice. The Traffic Act of Zambia must be strictly adhered to and safety and rights of other road users respected.

Registration for Recce – location & time – check list

Procedure for RegistrationCompetitors wishing to carry out reconnaissance must register with the Rally Secretary before Friday 3rd July 2009 for local entrants and Wednesday 1st July 2009 for foreign entrants at the Rally Secretariat. There will be a Recce card issued which must be signed at the relevant controls during recce.

Reconnaissance Schedule

Reconnaissance RestrictionsAny type of series production vehicle is allowed for reconnaissance. No form of Rally vehicle is permitted. More than one crew may share a car but only crew members entered in the event may take part in the reconnaissance.

During reconnaissance, competitors must comply strictly with the road traffic laws and any further requirements of the Organisers as published in these regulations or a Bulletin. At all times, the safety and rights of other road users must be respected.

During reconnaissance of the competitive sections the speed limit will as per The Traffic Laws of Zambia.

The above restrictions are compulsory for all participants in the event. Any infringements will be reported to the Stewards for action.

The organizers will issue a recce book to record the number of passages done by a driver during recce.

Distribution during the Rally

Competitors are entirely responsible for providing and distributing their own fuel throughout the event. During the event refueling may only be carried out in the refuel zones nominated in the itinerary.The Organisers will establish supplementary refuel zones. Such zones will be duly specified in the Road Book and marked in accordance with Article 12.6 of the General Prescriptions.Any action inside a refuel zone not directly involved in the refueling of a competing car is prohibited. In all refueling zones a 5km/h speed limit will apply

Solely for the purpose of assisting with the refueling procedure of their car, two team members of each crew may access this zone.Engines must be switched off throughout the refueling operation. Should the crew remain inside the car during the refueling operation, the safety belts must be unfastened and the doors open.A car may be pushed out of the refueling zone by the crew, officials and/or by two team members without incurring a penalty. Tyres

The use of slick tyres is prohibited under pain of exclusion. The use of studded or spiked tyres is prohibited under pain of exclusion.

The use of any device for maintaining the full performance of the tyre with an internal pressure equal to or less than atmospheric pressure is forbidden. The interior of the tyre (the space between the rim and the internal part of the tyre) must be filled only with air. (Article 5 African Rally Championship regulations)

Passport requirements, import details

Visa requirementsSome visitors are required to have a visa into Zambia. This can be purchased at the airport on arrival. It is advisable that you have United States dollars rather than other currencies.

It is suggested that accompanying spare parts and tools should be listed into the Carnet as an attached list guaranteed by the same carnet so that customs clearance is easier.

Spare parts, which are not on the carnet, will be cleared by providing a “customs bond” of the value of the taxes. Such bonds can be done by the clearing agent.

FIA Carnet de Passage

This document allows the temporary importation of a vehicle and any spare parts declared on related documents. Guarantees the payment of import duties and takes on the vehicles and spare parts, should you not re-export them. It is the most convenient way of temporarily importing a vehicle and spare parts.

The original carnet and related documents must be presented to Customs at the port of entry and again at the port of exit. The Carnet de Passage is obtainable from your local ASN.

Vehicle and Parts Importation

All vehicles and spare parts, temporarily imported into Zambia must be guarantee against import duty and taxes. There are ways, which this can be done:

Insurance Bond

This involves the execution of a customs bond with an insurance company. The Commissioner of Customs calculates the duty and taxes payable on the vehicle and spare parts. The importer pays a percentage of the duty on taxes payable as premium to an insurance company, which thus becomes the guarantor.

The original bond must be presented to Customs at the point of exit, where it will be cancelled on re-exportation of the vehicle and spare parts

Cash Deposit

This involves the deposit of an amount of money, equivalent to the import duty and taxes payable on the vehicles and spare parts, which is refundable on re-exportation of the vehicle and spare parts.

Two-way radioIt is illegal to operate any radio communication in Zambia without a radio license. The process of obtaining a license from the Communication Authority of Zambia (CAZ) is very tedious and it is advised that crews requiring to have a team channel, utilize one of the mobile phone companies services.

Medical forms

It is a FIA requirement that all competitors (drivers and co-drivers must be in possession of a valid medical form. This can be obtained from your local ASN. A Medical Certificate of Aptitude is incorporated in the Medical Form.

A form is valid for one (1) year but needs to be stamped annually after a medical examination, by a certified medical practitioner in your country.

This form must be made available at administrative checks and surrendered to the Chief Medical Officer at the start of the 2009 Zambia International Rally and will be returned to you at the finish, on retirement or exclusion from the event.

Should you be met with an accident during the previous event, the Chief Medical Officer at the event should have filled in the relevant part of the medical form. Should you have sustained an incapacitating injury during the previous event, you will need another medical examination before you are allowed to participate in the 2009 Zambia International Rally. Your local ASN approved Medical Practitioner or any licenses Practitioner in Zambia should conduct this examination.

Servicing Arrangements

There is only one Service Park per Leg, which will be indicated in the Road Book and the Service notes. Access will be tarmac (asphalt) and gravel roads.

All service and auxiliary vehicles need plates to gain entry into the Service Park. The entry fee includes two (2) stickers for service cars. Additional auxiliary plates may be applied for from the Rally office.

Any additional vehicles, either service or auxiliary are allowed entry into Service Park either to drop spares or Service Personnel at the Service Site and must exit promptly after that.

There are several competent outfits that will help with the servicing arrangements, who the organizers will help contact on behalf of the competitor.

The Prize Giving Ceremony will be held on Sunday 5th July 2009 at 18:00hrs at The Barn Resorts.

Media Publicity / Coverage

The Zambia International Rally is usually well covered by both print and electronic media. The event will feature in both media regularly for the three months prior to its running. There are three (3) leading English daily newspapers, in addition to numerous periodicals that cover the event. Lusaka has a number of FM Radio Stations with vibrant Sports Programmes that usually give Motor Sport a lot of airtime. It is expected also that the event will be covered on the free to air channel, DSTV Super Sport (to be confirmed at a later date).

Similarly, the national TV Channel, Zambia National Broadcasting Corporation (ZNBC) as well as three local channels, Muvi TV, Mobi TV and CBC TV screen news and breaking stories around the event.

The Pressroom will be situated at The Barn Resorts (Rally HQ) from 29 th June 2009 for the duration of the event.

There will be official press media who will send information back to the Rally HQ during the event. If requested please assist the media regarding newsworthy items concerning your performance.

Turbo and Spare Part Sealing

The sealing of the turbo (compressor) and the transmission gear mounted in the car will be carried out prior to scrutineering. In addition, spare turbos equaling the number of legs (two), a spare set of differentials and a spare gearbox, will also be sealed, at the same time. Details will be announced later.

Driver’s Briefing

Competitors (drivers) briefing will be held at The Barn Resorts on ……………….. times to be announced later.

This is an important briefing because any changes noted in the road books or unofficial pace notes, as for changing road conditions are concerned, will be communicated to the drivers.

Documentation

Please note that correctly filling in an entry form includes filing in details of the competitors past rally career. This information is essential for a write up in the official programme and the Media Book.

In addition, the correct entry fees need to be paid up before documentation can begin.

At documentation, the following will be checked: -

- Correctly filled and fully paid up entry forms (for International entrants, a stamp on the entry form, or letter from his/her ASN permitting participation in this event

- A valid competition license and Driver’s road license- A valid Third Party Insurance for duration of the event- A valid FIA Medical form, with Certificate of Aptitude

After verification of the above, the following will be handed out:

- Two (2) competition numbers and plates and any sponsor stickers- Two (2) each of service and auxiliary stickers

The Road books, Service Books and unofficial pace notes can be collected from the Rally Headquarters from ……………………… provided correctly filled in entry forms along with correct entry fees have been submitted.

FACTS ABOUT ZAMBIAAIRPORTS Zambia has four international airports, one being

Lusaka International Airport, which is 30 minutes drive from the city centre of the capital Lusaka. Livingstone International Airport, Mfuwe and Ndola International Airport are the other three outside Lusaka.

CAPITAL Zambia’s capital is Lusaka, around which the rally is based, with a population of about 2.5 million.

CLIMATE Zambia’s climate is tropical modified by elevation. CREDIT CARDS Most international credit cards are accepted throughout Zambia in major Hotel, restaurants, supermarkets, etc, as traveler’s cheques.

CURRENCY Zambia’s currency is the Kwacha (ZMK), in denominations of K50; K100; K500; K1,000; K5,000; K10,000; K20,000 and K50,000 - (notes). Exchange Rate US1$ = K5, 000.00.Banks operate form 08h30 to 3h00 on weekdays, and from 09h00 to 12h00 on weekends. Money and exchange services are also available through the foreign exchange bureau. For US currency, be aware that notes printed before 2003 are not accepted in most forex bureau.

HEALTH Due to the large prevalence of malaria in Zambia, visitors are advised to begin anti-malaria prophylaxis a week before arriving in the country and continue for four weeks after they’ve left. Malaria in endemic in the low-lying areas. Very efficient private hospital care, clinics, chemists, air rescue services etc are available in major towns.

IMMIGRATION All visitors are required to have a valid passport. Information as to whether Visas are required should be sought from the nearest Zambian High Commission or Tourist Office. Visas can be obtained at the Lusaka International Airport on arrival.

LANGUAGE English is the official language of Zambia, while Nyanja, Bemba and Lozi are the other local languages widely spoken.

RESTAURANTS Zambia has a wide selection of eating places, catering for almost all known cuisines in the world.There are several restaurants, which, in addition to an excellent meal, lay on extra entertainment with an African theme.

FUNCTIONS Zambia has several cinema halls but one of a high standard that screens relatively new movies in addition there are theatres that stage local plays, musical festivals etc regularly. Daily and weekly newspapers have an entertainment section that lists all the social activities for that particular day.

SECURITY Keep valuables in the hotel safe and avoid explicit shows of affluence and wearing items that can be easily snatched. Avoid isolated places and walking anywhere alone after 9pm.

TIME ZONE Zambia is 2 hours ahead of Greenwich Meridian Time (GMT + 2).

TRANSPORT Taxis are easily available and should be used where possible. Buses and taxis are the common means of public transport.

VOLTAGE Zambia’s electricity grid is 220 – 240 volts AC, with a square three-pin plug system.

WATER Always make sure you drink either filtered tap water or bottled mineral water, which is available in all hotels and supermarkets.

DRIVING IN ZAMBIA

Driving in Zambia is on the left side of the road. Consequently, most cars are right hand drive. Overtaking is only on the right side.

Please give way to pedestrians on the zebra crossings. Drive safely by observing traffic signs, speed limits and by wearing safety belts

All residential, business and industrial areas and areas having streetlights (built up areas), have a speed limit of 50kph. In some areas, road signs indicate varying speed limits. Elsewhere, the speed limit is 80kph.

It is an offence to drink and drive in Zambia, and if caught, a fine or imprisonment can result.

Beware of potholes and broken roadsides. Vehicles may come onto your side of the road while over-taking or avoiding potholes. Most accidents involve buses and lorries.There are emergency breakdown services available in most places in Zambia. Beware of roadside mechanics if your car does break down
