Introduction

This report summarizes the results of a practice analysis study conducted for the National Council for Interior Design Qualification® (NCIDQ®) by ACT. The study was designed to collect data on the tasks, knowledge and skills of interior designers in the United States and Canada. The purpose of the study was to analyze the requirements of the interior design profession and to use the resulting information to develop a test blueprint (test content outline) for the NCIDQ Examination program.

ACT’s approach to practice analysis is based on the premise that information should be provided by those who are most qualified to provide the specific type of information required. Data concerning how often certain tasks are performed and the importance, or criticality, of those tasks, are best obtained from those who actually perform the tasks in question. Therefore, ACT staff worked closely with a panel of professionals in the field of interior design throughout this study. The panel of professionals in practice and educators who teach courses relevant to the interior design profession were randomly selected by NCIDQ. The data this panel provided throughout the study was used to develop the survey of tasks, the linking survey and the final test content outline, and their contributions were essential to the success of the study.

The study is divided into three general phases, and so is this report:

1. Developing the Task Survey and the Linking Survey (i.e., tasks were linked to knowledge and skills);

2. Distributing these surveys to a representative sample of interior designers and analyzing the results;

3. Using the survey results to inform the development of the NCIDQ Examination test blueprint.

Phase 1 – Developing the Surveys The purpose of the surveys was to gather data regarding the tasks performed by interior designers and the knowledge and skills required for performing them. The goal of the first meeting with the expert panel was to obtain the information necessary for developing (1) a Task Survey and (2) a Linking Survey (i.e., tasks were linked to knowledge and skills). The experts also confirmed the three scales to be used in rating the tasks (importance, frequency and performance) and identified a set of demographic items to be included in the task survey. Phase 1 of this report summarizes the:

! Process used to obtain the information required to construct the surveys ! Construction of the surveys ! Pilot Study Results for the Task Survey

To draft the two surveys, ACT Industrial/Organizational Psychologist Cindy Hill, Ph.D., met on January 11 and 12, 2008, with 15 subject matter experts (SMEs) who represented interior design professionals. The SMEs were randomly selected by NCIDQ from their database of Certificate holders. All of the SMEs have held the NCIDQ Certificate for an average of 14 years and a range of one to 37 years. The SMEs had between six years and more than 20 years of experience in the field. One SME held an associate’s degree, 11 held a bachelor’s degree, and three held a master’s degree. A complete list of participants and demographic information can be found in Appendix A. Task Survey Construction and Pilot Study At the meeting, the group developed a list of tasks using the list from the 2002 practice analysis study and brainstorming techniques. They reviewed the list several times and made additions, deletions and changes. The final list of tasks consisted of 146 items (the Master List of Tasks is shown in Appendix B). The Web-based Task Survey (Appendix C partial paper print-out) comprised two sections:

! Section 1, Background Information, contained the demographic items. ! Section 2, Tasks, listed tasks performed by interior designers.

The Background Information section included 11 demographic items designed to allow ACT and the expert panel to gain a better understanding of the situations in which the respondents work. This information was helpful later, when ACT interpreted the results of the survey.

The Tasks section listed 146 tasks and showed each task statement with a frequency scale, an importance scale and a performance scale:

! The performance scale asked respondents when they were expected to perform the task as an interior designer. They were instructed to not complete the importance or frequency rating scales if they had never been expected to perform the task.

! The frequency scale asked respondents to indicate how often each task is performed.

! The importance scale asked respondents to evaluate the importance of the task to overall job performance. For example, if a task impacted the health and safety of the building occupants, it would be more important than a task that did not impact their health and safety.

The Web-based Pilot Task Survey and associated pilot e-mail messages were provided to NCIDQ for review and comment. The pilot survey participants were stakeholders identified by NCIDQ. To initiate the pilot survey, ACT sent participants an initial invitation e-mail. As shown in Appendix D, the initial e-mail announced the survey initiative, explained the importance of the study to the profession and a link to the online survey. Pilot survey participants were sent two follow-up emails over the next two weeks if they had not completed the survey. The response rate for the pilot survey was 48%. An e-mail invitation was sent to 27 stakeholders identified by NCIDQ. Two of the addresses were undeliverable. Thirteen respondents began the survey, but did not finish it. Twelve respondents completed the survey and nine returned the feedback questionnaire. ACT made the following recommendations based on pilot survey feedback and NCIDQ accepted all of the recommendations:

! The estimate of 30 minutes to complete the survey appears to be accurate and should not be changed. The pilot feedback reported a range of response times from 15 to 40 minutes.

! A recommendation to print the page should be added to the Survey Rating Scales and Instructions page of the online survey so the respondents can use it for reference as they complete the survey.

! An e-mail from NCIDQ’s President and NCIDQ’s server should be added. The e-mail will explain why the survey is important and ask them to make sure that delivery is not blocked.

! Educators should be asked not to complete the survey in the e-mails and in the survey instructions. Since this is a survey of practice, only practitioners should complete the survey. Educators who participated in the pilot survey had an extremely difficult time completing the survey since it is a survey of practice and they are not practicing. If a respondent practices part-time and is an educator part-time, they were asked to complete the survey as a practitioner only.

Linking Survey Construction During the first meeting on January 11 and 12, 2008, Dr. Cindy Hill and the SME panel also created a list of the knowledge, skills and abilities (i.e., the Master List of KSAs shown in Appendix E) required for performing the interior design tasks which they had identified and listed earlier in the meeting (on the Task List). The Linking Survey, itself, was Web-based. In April 2008, the Linking Survey and the related e-mail messages were provided to NCIDQ for review and comment. On May 12, 2008, ACT sent an e-mail message to each member of the subject matter expert panel; the e-mail included the URL for the survey and instructions on how to complete it. The Linking Survey includes 146 tasks and shows each task statement with a complete list of KSAs. The survey was designed to allow each survey participant to link each KSA to any task for which the interior designer must have the KSA in order to perform the task.

Phase 2 – Conducting the Surveys For Phase 2, conducting the Task Survey and the Linking Survey, this section summarizes, for each survey, the:

! Sampling method, distribution method and response rates ! Characteristics of the respondent sample ! Analysis of responses to the survey items

Task Survey Sampling, Distribution Method, Response Rates. A sample of 3,357 names were randomly selected from the NCIDQ database of Certificate holders. NCIDQ sent an initial e-mail to the survey participants explaining the purpose of the survey and asking them to watch for an email from ACT. ACT sent the initial invitation e-mail to the entire sample, and 352 emails were returned due to bad email addresses. A total of 834 participants responded to the survey for a response rate of 27.7%. Not all participants responded to every question; therefore, the total number of responses per question may vary. Demographic Summary of Respondents. The first section of the Task Survey elicited background information about the respondents in the sample. All of the demographic data for the Task Survey sample is presented in Appendix F. The demographic data for the 2003 practice analysis is also provided for comparison. Some highlights of the data are provided below.

! 88% were female and 12% were male ! Every state in the United States was represented ! 7.6% of the responses were from Canadians ! 30% were single practitioners ! 70% were members of design staff ! 88% were employed full time ! 38% specialized primarily in Corporate/Office design

Rating Scale Analyses. Three scales were used on the survey: an importance scale, a frequency scale and a performance scale. The importance scale asked: “How important is the task to overall job performance?” Scale values were coded for analysis as follows:

5 = Extremely important 4 = Very important 3 = Of moderate importance 2 = Of low importance 1 = Not very important

The frequency scale asked: “How often do you perform this activity?” Scale values were coded for analysis as follows:

4 = Daily 3 = Weekly 2 = Monthly 1 = Seldom

The performance scale asked: “When is one required to independently perform this task?”

3 = Within the first 2 years 2 = After the first 2 years 1 = Never

Scale Correlation. If the two survey scales (i.e., importance and frequency) measured similar characteristics, correlations between the scales on a particular survey item would be high. Conversely, if the scales were measuring completely different characteristics, correlations between the scales would be low. Correlations were computed between the two scales for all the survey items and are tabulated by intervals of 0.1 in Figure 1.

The frequency and importance scales were moderately correlated (mean = .28, standard deviation = .10). This moderate correlation implies that the two scales were contributing different information about each activity. Scale Reliability. The scales were highly reliable. Cronbach’s coefficient alpha, a measure of internal stability, was calculated for each scale. This value usually varies between 0 and 1, and a coefficient near 1.0 implies a stable or reliable scale. The reliabilities were estimated to be .99 for the importance scale, .98 for the frequency scale, and .98 for the performance scale. Task Weights. The Performance, Importance and Frequency scales were assumed to follow a hierarchy in terms of criticality to the interior design profession. This hierarchy was used to combine the responses from the three scales into a single scale value. At least two years of experience in interior design is one of the NCIDQ eligibility requirements; therefore, it was critical to identify the tasks that would be performed independently within the first two years of practice. As a result, the performance scale outweighed or outranked all values on the importance and frequency scales. This means that any particular value on the performance scale should outweigh or outrank all values on the importance and frequency scales. In statistical terms, the three scales were nested such that the frequency scale was nested under the importance scale, and the importance scale was nested under the performance scale. (That is, the frequency scale was subordinate to the importance scale which was subordinate to the performance scale.)

As shown in Table 1, the three scales allowed for 22 possible combinations of responses (sometimes referred to as a response pattern). Each combination received a new scale value, depending on the hierarchy. For example, the response pattern performance = 3; importance = 4; frequency = 3 means that the respondent indicated that:

! The task is performed within the first two years (performance = 3) ! The task is very important (importance = 4) ! The task is performed weekly (frequency = 3)

This response pattern received a scale value (or rank score) of 17, as shown in Table 1. The SMEs decided during the first meeting that respondents who did not perform a task should not rate it for importance or frequency. Therefore, if a task received the performance rating of 1 (never), then, regardless of how the respondent rated the task for importance (1-5) and frequency (1-4), the task would receive a rank score of 1. Appendix G contains the descriptive statistics (e.g., means and standard deviations) for the three scales for each task. Appendix H contains the same data shown in Appendix G except the tasks are in order from most critical to least critical. This makes it easier to identify the most critical tasks to the profession. A task weight was calculated using the recoded scale values for each of the 146 task statements on the survey form. A task weight can be described as an overall measure of the criticality of each task to the practice of the individual’s role, as a whole. The weight incorporates the values from all three scales. The higher the weight, the more important the task is to practice. Before data collection, each task is assumed to have equal weight. This implies that each task has equal importance until the data have been collected and analyzed. The weights must total 100% so that, if all 146 of the task statements were to reflect equal weight, each task weight would be equal to 1/146 x 100, or approximately .68%. After the data is analyzed, task weights that are greater than this number are more important to practice, while those that have lower weights are less important to practice. The task weights were obtained by transforming the recoded (rank) scores for each survey respondent into estimated item parameters for each item on the survey. This transformation was accomplished by fitting the recoded item responses to a rating scale known as the Rasch model (developed by Andrich, 1978) using a computer program called Bigsteps by Wright and Linacre (1991). This computer program provides item parameter estimates that transform the 1-to-22 value ordinal scale (rank order) into an interval scale (equal distance between scale units). The item parameter estimates are constrained to sum to zero; thus, the mean of the estimates is also zero. The model used to obtain the estimates is the Rasch Rating Scale Model, or x

Never All Responses All Responses 1 The only parameter estimates used to calculate the item weights were the item parameter estimates; that is, estimates of the b parameters. As modeled, these estimates provided item values that were strongly negatively correlated with the recoded (ranked) rating means. To directly exhibit the importance of each item relative to the other items, the sign of the item parameter estimates was reversed so that a high positive value would reflect the most importance, while negative values would indicate less. To eliminate the negative signs, the minimum value was added to all of the remaining item parameter estimates, so that the magnitude of the estimate would then reflect a (positive) distance from zero. Once this was done, the smallest item parameter estimate was zero and the remaining estimates were positive, indicating their distance from zero. Next, the transformed parameter estimates were summed, and each estimate was divided by the resulting sum so that the estimates were normalized (i.e., summed to unity). Finally, each value was multiplied by 100% to represent each item weight as a percentage of the total survey. Later, section three of this report describes how these item weights were used as building blocks to develop weights for the content categories in the test blueprint.

Subgroup Analysis. The SME panel was interested in whether a single practitioner would be more likely to perform some tasks than a member of a design staff. A Chi-Square analysis was performed on each task to answer this question. Appendix I provides the descriptive statistics for each task and whether there was a significant difference in whether or not a task was performed based on their employment situation. Linking Survey Sample, Distribution Method and Response Rate. The committee of subject matter experts individually completed the Linking Survey. All Linking Survey participants were asked to attend the second meeting, which was held in October 2008. ACT sent e-mails to each person in the sample. The Linking Survey, itself, was Web-based.

To initiate the Linking Survey, ACT sent all participants an initial e-mail. The initial e-mail

! announced the survey initiative and the importance of the study, ! offered instructions for participants to access the URL and ! provided information on how to complete the survey.

ACT sent follow-up e-mails to nonrespondents. The final data set included 12 responses. Data Analysis. For purposes of further analysis, ACT compiled the results of the Linking Survey in a table that identified whether a KSA and a task were linked (Appendix J, Task and KSA Links Table). A KSA and a task were considered to be linked if at least six of the SMEs had linked them. The respondents linked the survey items (i.e., tasks or activities) to one or more of the KSA categories; thus, the KSA categories received weight from the survey task items linked to them. For example, survey items 1, 6, 8, 12 and 13 were linked to the Knowledge of professional licensure, certification, registration KSA. The weights for these items (as shown in the table in Appendix K) were .83, .63, .60, .57 and .55 for a total of 3.18. The Knowledge of professional licensure, certification, registration KSA, therefore, received a weight of 3.18 from these items. This procedure was repeated for all the KSAs. Every KSA that was linked to a task received the same complete relative weight from that task. In other words, if a task with a weight of .250 was linked to four KSAs, then each of the four KSAs received the full weight of the task (.250). For all of the categories, the total weights were then normed so they would retain their relative nature, summing to 100%. First, the total of all the weights for each category was found by summing all of the task weights in the last column of the table in Appendix K. The total of all the weights is 457.97. Next, the total of the task weights for the Knowledge of professional licensure, certification, registration KSA was divided by the total of the task weights for all of the categories (3.18 divided by 457.97 = .00694). This number was then converted to a percentage by multiplying .00694 by 100 and rounding to get .69%. This total is the weight (or percentage of the total test) allotted to the Knowledge of professional licensure, certification, registration KSA. The number of items allotted to each KSA was calculated by multiplying the category weight (a percentage) by the total number of items and dividing by 100 (.69 x 146/100 = 1.00 or one item). The Test Blueprint Worksheet shown in Appendix L provides

(a) the preliminary weights, (b) the preliminary weights rounded to the nearest whole number and (c) the preliminary number of test items for the examination.

Phase 3 – Finalizing Test Content Outline On October 24 and 25, 2008, Dr. Cindy Hill met with the SME panel to

(a) review the purpose of the study, (b) review the major phases of the study and (c) revise the preliminary test blueprint.

The SMEs were presented with an analysis of the preliminary data; they reviewed the tasks that were linked to each KSA and reviewed the weights. The table they reviewed is shown in Appendix K. The SMEs clarified the wording for some of the KSAs. The SMEs then reviewed a preliminary test blueprint (Appendix L). First, they reviewed the weights for each KSA and considered ways to clarify labeling and combine KSAs into domains. In the process of combining KSAs, they also used their knowledge of the interior design profession to make decisions about adjusting the weights and the corresponding number of test items assigned to each KSA and each domain.

During this discussion the SMEs used, for reference, the Test Blueprint Worksheet (Appendix L) and the table showing the KSA-to-task links (Appendix K). The worksheets were revised and redistributed multiple times before the data were reformatted into the final test blueprint. The SMEs decided that the Test Content Outline should consist of two multiple-choice sections and one practicum section. The two multiple-choice sections would consist of 125 items each with 25 pre-test items. The skills to be assessed on the Practicum examination were identified. However, the actual weights for each major section of the Practicum were not finalized during the meeting. A separate meeting was held to finalize the weights. The survey data guided the decision-making during this meeting. The NCIDQ Test Content Outline (TCO) was finalized by the end of the meeting on October 24 and 25, 2008. The final version of the NCIDQ TCO to be used for test construction is provided in Appendix M. Descriptions of the decisions made by the SMEs, as a result of the meeting, are listed below.

! KSA 6 Knowledge of the history of architecture and interior design was deleted because it is a part of due diligence and not related to protection of the public health, safety and welfare.

! Originally, KSA 3 was Knowledge of interior design business standard forms and documents.

The SMEs revised it to be Knowledge of interior design forms and documentation to clarify that only interior design specific forms and documents should be addressed and not general business forms and documents.

! KSA 9 Knowledge of acoustics was subsumed under KSA 8 Knowledge of building systems

due to its extremely low weight.

! KSA 22 Knowledge of environmental requirements became Knowledge of sustainable design practices and as a result, 16 additional tasks were linked to this revised KSA. The SMEs

believe that sustainability is a growing issue in the practice of interior design and that it should be reflected in the 2010 test blueprint.

! Originally, KSA 32 was Knowledge of construction documents, and the SMEs revised it to be

Knowledge of specifications and linked several additional tasks that addressed sustainability. The SMEs added an additional five items to the final test blueprint for Part I Domain D Knowledge of code requirements, laws, standards, regulations, accessibility and sustainability to account for the weight of the additional tasks.

! KSA 11 Knowledge of professional licensure, certification and registration was subsumed

under KSA 4 Knowledge of business practices because all of the tasks linked to KSA 11 were already under KSA 4.

! KSA 29 Knowledge of elements and principles of design and KSA 31 Knowledge of color

theory were subsumed under KSA 30 Knowledge of design theory. KSA 31 had a weight of zero. KSAs 29 and 30 had a great deal of overlap (i.e., only had three unique tasks).

! KSA 18 Knowledge of presentation materials and methods and KSA 19 Knowledge of types of
