As I look back over Central Carolina Community Foundation’s many accomplishments of 2008, central to its efforts was the redefining of a very powerful mission statement. I bring this accomplishment to your attention because it encapsulates so much of the work that has gone on in the past year by both the Foundation’s board of trustees and its staff: setting a strategic vision, seeking new initiatives and expanding the role of the Foundation within the community. Susie VanHuss, our interim president and CEO, has expertly directed the Foundation during this important period and we are grateful for her leadership and inexhaustible “yes, we can” attitude.

We look to 2009, our 25th anniversary, with great excitement. We march forward with an updated logo and greater opportunity to impact a community in need. We are excited about new strategic areas of focus, expanded opportunities for collaborating with other leaders in the community, and to leveraging our grant dollars with external dollars. Expect to see the announcement of several new initiatives early in the year, along with the naming of our new president and CEO.

Central Carolina Community Foundation truly exists to promote, facilitate and expand philanthropy in our community, creating a sustainable impact through responsible giving. Please join us in our anniversary year as we celebrate past achievements and work together for even greater community impact in the years that lie ahead.

CompetitiveGrants

Community Impact grants address local needs by funding programmatic services of nonprofit organizations.

Boys & Girls Club of the Midlands received $10,000 for Project You Turn, which works with at-risk youth on truancy abatement, delinquency disruption and academic enhancement initiatives.

Capital Senior Center received $6,200 for Lifestyle University, an initiative promoting lifestyle changes proven effective in managing hypertension, controlling weight, and assessing other risk factors for diabetes and certain cancers in seniors living in low-income housing communities.

Community Mediation Center received $9,000 for the Hispanic Outreach project, which will recruit at least 10 bilingual individuals for 40 hours of mediation training in partnership with Columbia College.

The Cooperative Ministry received $10,000 for Helping Hands of Hope, which provides assistance to individuals and families for rent, utilities, food/household goods, transportation and furniture.

Fast Forward Technology Center received $10,000 for the Nonprofit Training Program, which will provide technology training to a minimum of 100 nonprofit staff based on needs assessment conducted with the nonprofits.

In Fiscal Year 2008, Central Carolina Community Foundation’s Board of Trustees approved 31 competitive grants totaling $157,865 for nonprofit organizations from commonwealth and field-of-interest funds. As a result of the new strategic plan recently approved by the Board of Trustees, the February 2009 grant cycle will be the last competitive grant cycle that follows the current grantmaking guidelines. New grantmaking priorities and guidelines will be announced in the spring of 2009.

Healing Species received $9,900 to expand its 11-week program into two additional schools, Sheridan and Whittaker Elementary Schools, in Orangeburg. The program utilizes rescued dogs and trained instructors in a classroom to teach life skills.

Junior Achievement of Central S.C. received $7,000 for a South Carolina Youth Philanthropy Partner-ship class at Fairfield Central High School. The class educates young people about free enterprise, busi-ness, and economics, and teaches them the importance of commu-nity service and philanthropy.

Lutheran Family Services received $10,000 towards the construction and furnishing of Angels House, a transitional home for homeless women veterans. The home will provide supportive services to help these women transition from homelessness to a life of indepen-dence and permanent housing.

Project Life: Positeen received $10,000 to expand its services into two new sites, Rivelon and Bethune-Bowman Elementary Schools, in Orangeburg County. This comprehensive after school program seeks to improve stu-dents’ academic performance.

Rural Crossroads Institute received $10,000 for the Hispanic Workforce Training Program, which will provide educational training, youth job devel-opment in the Information Technol-ogy (IT) industry, and new business development in Saluda County.

United Way of Sumter, Clarendon & Lee Counties received $5,000 to expand Diamonds Teen Service Learning. The program will bring together 20 students throughout the school year for educational workshops and community service activities in an effort to reduce teen sexual activity and promote absti-nence among its team members.

The Upton Trio received $1,132 to provide chamber music concerts originating from African Ameri-can culture to teach American History to elementary school students in Kershaw County.

The David W. Robinson Catalyst Award recognizes outstanding organizations in the Community Foundation’s 11-county service area that have exemplified leadership, creativity, vision and commitment in addressing critical community issues. The award, in memory of the late David W. Robinson, was established by the Robinson family and the Foundation in 1994.

Mr. Robinson was a leader, activist, humanitarian and philanthropist in the Midlands for seven decades. He served on numerous nonprofit boards such as the Columbia Museum of Art, United Way of the Midlands and YMCA. He was also a founding member of Central Carolina Community Foundation. The Foundation presented ParentingPartners with the David W. Robinson Catalyst Award at the Foundation’s annual celebration in September.

Organizational Impact grants address local nonprofit needs by increasing organizational capacity. Carolina Children’s Home received $7,382 for a network upgrade, to include installing and converting its accounting software and hiring a con-sultant to train staff on the new system.

City Year Columbia received $10,000 to support rural/urban expansion efforts in Orangeburg and Lee counties as well as Richland School District Two.

Free Medical Clinic of Newberry received $9,000 for scheduling soft-ware to improve office and manage-ment efficiencies while maintaining patient demographic data.

Mental Illness Recovery Center received $10,000 to upgrade its network server and operating system to accommodate service expansion.

South Carolina Association of Nonprofit Organizations received $3,670 to upgrade their technology so they can provide the best pos-sible services to their members.

The Women’s Shelter received $9,692 for the development and printing of 4,000 brochures as well as the devel-opment of an interactive Web site

allowing volunteers to apply online and supporters to donate online.

Nonprofit Management grants are mini-grants used to attend conferences, host trainings or meet other management needs.

Carolina Wildlife Care received $425 to participate in a grant writing class at Midlands Technical College.

Cultural Council of Richland and Lexington Counties was awarded a $1,000 grant for a board mem-ber to attend the Americans for the Arts Annual Convention.

Dream Riders received $650 to attend the North American Rid-ing for the Handicapped Asso-ciation Regional Conference.

Hannah House was awarded $940 to attend the 2008 South Carolina Association of Nonprofit Organizations Conference.

Lifeline Senior Services received $149 to participate in the Introduc-tion to Grant Writing Workshop held by Research Associates.

Living Hope Foundation was awarded $1,000 to hold formal board develop-ment and strategic planning sessions.

Lynchburg Community Development Corporation received $750 to attend the 2007 Annual Conference of the N.C./S.C. Associa-tions of Community Development Corporations and the S.C. Com-munity Development Block Grant Program Implementation Workshop.

Orangeburg Area Sickle Cell Anemia Foundation Inc. was awarded $1,000 to attend the Grant Writing Institute at the 2nd Annual Sickle Cell Research and Educational Symposium.

Reach Out and Read South Carolina received $900 to hold formal board development and strategic planning sessions.

Rest Assured LLC was awarded $425 to participate in the Grant Writing USA Course at Midlands Technical College.

South Carolina Asthma Alliance received $1,000 to hold formal strategic planning sessions.

Tiger Totes Family Literacy was awarded $650 to attend the S.C. State Council of the International Reading Association Conference.

W. J. Smart Foundation received $1,000 to hold formal strategic planning sessions.

Dads Make a Difference. This is the credo for the Midlands Fatherhood Coalition, which is a comprehensive, holistic fatherhood program serving Richland, Lexington and Fairfield counties. Like the Coalition, the Community Foundation understands the importance that involved, com-mitted fathers have in their children’s lives. This is why the Foundation invested $10,000 in the Midlands Fatherhood Coalition for the Rich-land and Lexington county sites.

The Coalition strengthens families by helping low-income, non-custo-dial fathers overcome barriers that may prevent them from becoming an integral and effective part of their children’s lives. Realizing these issues and barriers are complex, the 24-week program involves multi-layered components such as values assessment, parenting, employ-ment, legal rights and responsibili-ties. The program greatly impacts the children who benefit from the financial and emotional support of their fathers and the involvement of both parents in their lives.

One of the first barriers that many of these families face is a strained relationship between the mother and the father. “One of our most significant needs is for mediation services to connect the parents and begin the healing process that results in increased opportuni-ties for fathers to spend time with their children,” said Lexington Site Director, Charles Brown. The grant from the Community Foundation allowed the Coalition to provide a mediator to set up individual meet-ings between parents as well as hold a group mediation session.

“I can’t tell you how much the media-tion services have impacted our families,” said Mr. Brown. “We had fathers calling to ask how and when they could receive mediation.” Sur-veys show that 100% of the fathers who participated in these mediation services reported satisfaction with the process and an increased knowl-edge of the importance of time spent with their child and the mother.

“We feel strongly that mediation services will continue to improve our

efforts to foster a relationship between the non-custodial father and the child’s mother,” stated Mr. Brown. “This grant has afforded us this opportunity to expand these services and we hope to continue to build on these efforts,” he added.

The Midlands Fatherhood Coalition has given me the support and strength it takes to be a better father. I have gained a better understanding of what being a father is all about and the important role that I play in my children’s lives. The group meetings have been particularly effective because hearing other people’s problems has helped me to learn what not to do to avoid making the same mistakes.

Growing up, Zack and Rachel Clarkson’s children knew their parents had good hearts. They saw first-hand how the Clarksons regularly provided food, clothing, firewood, money and a myriad of other services that reflected their genuine love for people less fortunate than they were. But they didn’t realize just how much others thought of their parents until after their father’s death in 2000.

“After my father passed away, people came up to us and shared their stories of how our father had helped them,” said his daughter, Brenda Clarkson Turpeau. The Lower Richland community proposed a living memorial for Zack, and in 2003, his family established The Zack C. Clarkson Sr. & Rachel Scott Clarkson Foundation in his memory and his wife’s honor.

The Clarkson Foundation sought to carry on the work Zack and Rachel did in their Hopkins community. It did so by continuing to provide human services and educational opportunities for people in the area.

But as time moved on, the family began to discover some of the disadvantages of creating a private foundation. These disadvantages— costs, ongoing administrative burdens and IRS restrictions— encouraged the family to search for an alternative. Brenda Clarkson Turpeau, the Foundation’s President, decided to talk with the Community Foundation about the family’s options.

After considering their options, the family chose to move a large portion of the Clarkson Foundation’s assets to a scholarship fund at the Community Foundation. The Zack and Rachel Clarkson Scholarship Fund will provide scholarships to students at Lower Richland High School, with a focus on economically-disadvantaged African American males.

“My father was always an advocate for education,” recalled Ms. Turpeau.

“He was unable to receive a college education because of many other demanding responsibilities such as WWII, but he promoted the importance of education to others.”

Through this scholarship fund, the family will be able to maintain Zack’s support of education, honor his roots in the Lower Richland community and focus their resources to help address the high school drop-out rate. Zack and Rachel’s legacy will live on through the students their generosity has helped to succeed.

Palmetto Place was founded in 1977 as a temporary, emergency children’s shelter by the Junior Women’s Club of Columbia (JWC), who remain actively involved with the shelter to this day. Children are placed at the shelter after they are removed from their homes because of abuse or neglect, or when their parents are incarcerated or hospitalized and the children have no place to go. While there, the children receive medical and mental health care, nutritious meals, and clothing and personal care items.

Throughout its 31-year history, Palmetto Place has been funded through government reimbursements, the United Way of the Midlands and the JWC, and general fundraising efforts and events. But in 2007, the organization recognized the need to ensure the vision and security of the shelter for the future.

“We recognized it was in our best interest to place some of our resources where they could grow and help provide long-term stability for the organization,” said Executive Director Marisa Merchant Brooks.

“One of the goals in our strategic plan is to build a new facility, so we are making provisions to begin a capital campaign,” explained Mrs. Brooks. The shelter needed an option that would provide them with consistent management and long-term growth. “We understand there will be more expenses to operate at a new facility than we can foresee at this point,” added Mrs. Brooks.

Palmetto Place decided to start an Agency Endowment fund with Central Carolina Community Foundation. This fund will grow over time and

help provide the long-term operating expenses for a new facility. The shelter chose to work with the Community Foundation because of the services we offer and the positive feedback they received after speaking with some of our other clients. Mrs. Brooks met with the Foundation’s Vice President for Development Larry Snipes, “and the more information I received, the more I realized that this was the best fit for us,” she explained.

Commonwealth Funds are supported through your unrestricted gifts and allow the Community Foundation to respond to the ever-changing needs of the Midlands. Income is distributed after a competitive review process to nonprofits that have inno-vative programs and a substantial impact within the community.

Field-of-Interest Funds support a specific focus area of your choice such as arts, education, human services or youth. By identifying and distributing grants concur-rent with your area of concern, a field-of-interest fund ensures your interests are supported, but does not limit the funding to one particular organization.

Donor-Advised Funds provide both immediate impact and sustainable benefit while giving you the flexibility to give to many varying organiza-tions and programs. At the core is

a permanent ‘endowed’ fund which makes a portion available for distri-bution to charitable causes each year and will grow over time. Alongside the permanent fund can be a nonper-manent ‘escrow’ fund which allows for distribution of the entire balance in amounts as small as $100.

Designated Funds allow you to identify specific nonprofit organi-zations to receive grants. You may choose one or several organizations to support with your fund. An annual income from the fund is paid to the designated organization(s) to be used to support operations and programs.

Agency Endowment Funds provide a simple way for your nonprofit organization to establish a permanent endowment, providing a source of lasting support. You can choose to receive the income earned annually from your fund or let it go into the principle and continue to grow.

Scholarship Funds allow you to help provide educational opportunities for future generations. These funds are typically set up to honor loved ones or someone who has helped you become successful in life. You may designate the criteria for the scholarship and assist in the selection process by serving on the scholarship selection committee if you so choose.

Immediate Giving OptionsCash gifts are the easiest way to create a named fund or add to an existing fund at the Community Foundation. Cash gifts are fully deductible up to 50 percent of your adjusted gross income in any one year and can be made with a check, wire transfer or a national credit card.

Securities (bonds, mutual funds and stock), may be used to establish a fund or add to an existing fund. The full fair market value is deductible as a charitable contribution up to 30 percent of your adjusted gross income. Making a gift of appreciated securities allows you to avoid the capital gains tax on the appreciated portion of the gift.

Real Estate gifts are an ideal way to attain a level of giving you might not have previously considered possible.

By donating real estate to the Community Foundation, you receive the maximum tax deduction allowed by law and avoid capital gains tax.

Planned Giving OptionsBequests are gifts left to the Community Foundation in your estate. Many donors who may be concerned about their future finances choose a bequest as a way to posi-tively influence the future of their community after they are gone.

Beneficiary gifts allow you to make a charitable contribution by naming the Community Foundation as the beneficiary on your life insurance or retirement accounts. Because the Community Foundation is exempt from paying federal income taxes, the full amount of the gift will be avail-able to support organizations and causes that are important to you.

Charitable Gift Annuities allow you to arrange a generous gift to your community, while providing your-self a new income source you can count on for the rest of your life. This option provides immediate annuity payments for you and a deferred charitable gift for your community. You receive a tax deduction for the charitable portion of your gift.

Trusts can be very simple, or they can be as complex as necessary to meet your financial, charitable and personal goals. Charitable lead trusts provide income to the Community Foundation immediately and for a period of years, after which the property reverts to you. A charitable remainder trust allows you to receive an income for life. Payments may vary from year to year or can be fixed at the time the gift is made.

We offer a variety of giving tools to help you achieve your charitable goals. There are two ways to give to the Community Foundation — immediate or planned gifts — and there are several methods by which to contribute these gifts. Each of these choices offers various financial and tax benefits.
