Authority Creation
• Created in May 2005– By the 79th Texas Legislature through Senate Bill 1798
• Authority objectives – Reach compliance with FBSD’s groundwater reduction initiative – Develop a long term plan for surface water delivery to its customers– Fairly allocate costs among residents of North Fort Bend County
Brown & Gay Engineers, Inc. 8
Authority Powers
P h i d f ili i • Purchase, acquire and construct water facilities • Purchase water• Sell water (wholesale or retail under limited conditions)• Adopt, implement and enforce a GRP
– Who will convert to surface water and when
• Impose fees and charges including pumpage and import fees • Issue bonds

2008 b i d G d • 2008 submitted Groundwater Reduction Plan
• Where is the water coming • Where is the water coming from?– COH, specifically the East Water
Purification Plant in 2013 (27mgd) from a supply point near COH Bellaire Braes PS
– 2025 (91-27 or 64mgd) from a supply point near Peek Road and IH10

Statistics for 2013
C i l 23 MUD• Convert approximately 23 MUDs• Design and build approximately 36 miles of water lines• Acquire easements through 276 parcels of property including
County ROW, Flood Control, CenterPointB ild 27 MGD t ti i l di t i iti• Build a 27 MGD pump station including property acquisition
• Establish authority monumentation• Negotiate a water supply contract with the COH

How Much Water Will The MUD Receive?
Th MUD ill b d Wh b ll ?• The MUD will be converted approximately 90% for the year
• What about new wells?– Try to avoid new wells– Early conversion may be possibley
– Winter supply will vary from Summer supplyMUDs will be required
– Early conversion may be possible– Look to neighbors with
interconnects– MUDs will be required
maintain their wells to provide the differenceN MUD ill h t h
– Size appropriately
– New MUDs will have to have at least one water plant with storage

Well Permits
• NFBWA will be listed as a co-permittee on all well permits – The MUD will still obtain the permit and pay the permit fees – All permits should have the same expiration date of September 30– Once surface water starts flowing, the permit will be for the total
t b t b k t b t ( d t & f t )amount, but broken out by type (groundwater & surface water)
