Vice Admiral Daniel T. Oliver, USN (Ret.)President

Naval Postgraduate School

Vice Admiral Daniel T. Oliver USN (Ret.) was appointed by the Secretary of the Navy to bePresident of the Naval Postgraduate School as of 1 April 2007. Commissioned in 1966through the Naval Reserve Officer Training Corps program at the University of Virginia, hebecame a Naval Aviator and piloted the Navy’s P-3 Maritime Patrol Aircraft, specializing indetecting and tracking submarines. He completed eight operational deployments around theworld during the Cold War with the Soviet Union, commanding Patrol Squadron Sixteen andPatrol Wing Two. As a Flag Officer, he served as Commander, Fleet Air ForcesMediterranean, and commanded coalition air operations in support of the United Nations’embargo of the former Republic of Yugoslavia.

Vice Admiral Oliver served on the personal staffs of two Chiefs of Naval Operation. In hisfirst Flag assignment as director, Total Forces Training and Education Division, hesupervised mobilization of naval reservists called to active duty during Operation DesertStorm. He later served sequentially as director of the OPNAV Assessment Division, FleetLiaison Division and Programming Division. In these capacities, he was instrumental inshaping a balanced investment program for all Navy resources during the post-Cold Wardrawdown.

In September 1996, Vice Admiral Oliver became the Chief of Naval Personnel and DeputyChief of Naval Operations for Manpower and Personnel. He was the primary advocate forSailors, both officer and enlisted, from recruitment through retirement. In this position, heformulated and instituted personnel policies that guided the Navy through a critical transitionfrom a post-Cold War drawdown to a steady state force.

After retiring from active duty in Febwary 2000, he was active in the private sector as asenior executive and board member of a number of companies and civic organizations,mostly involved with government contracting in the Information Technology sector.

Vice Admiral Oliver holds a Bachelor’s and a Master’s degree from the University of Virginiawhere he also served as an associate professor of Naval Science. Vice Admiral Oliver is agraduate of the Harvard Business School Advanced Management Program and was a WhiteHouse Fellow.

Dr. Leonard A. FerrariProvost

Navy Postgraduate School

Dr. Leonard A. Ferrari was appointed Provost of the Naval Postgraduate School (NPS) inJuly 2006. Since becoming Provost, Dr. Ferrari has spearheaded a new Strategic Planinitiative, proposed new collaborative efforts with regional research and education institutionsand launched new efforts to make campus academic and business processes more effective.

Prior to becoming the Provost, Dr. Ferrari was the Dean of Research at NPS withresponsibility for oversight of research, grants and contracts, the research activities of theModeling, Virtual Environments, & Simulations Institute (MOVES), the Cebrowski and MeyerInstitutes, policy issues and supervision of sponsored programs, oversight of the NPSResearch Initiation Program (RIP) and the development of new research relationships andprograms with federal, state and civilian organizations. Under his leadership, sponsoredprograms grew at a rate of nearly 25% per year. Dr. Ferrari played a lead role in thedevelopment of industry and relations with the UC system and several universities in theWashington Capital Region (WCR) as well as strengthened programs and collaborations withLawrence Livermore National Laboratories.

Dr. Ferrari has published approximately 100 research articles in electrical engineering andhas spent thirty years in academic faculty positions in addition to more than ten years inindustrial research and development positions. He was Department Head of the BradleyDepartment of Electrical and Computer Engineering and later Vice Provost for SpecialInitiatives and Executive Director of the Institute for Information Technology at Virginia Tech.Prior to that time, he was a faculty member at the University of California, Irvine andAssociate Dean for Research and Graduate Studies for the School of Engineering. Dr.Ferrari also has more than ten years of experience in private industry with Bell & Howell andthe Polaroid Corporation.

He holds a B.S.E.E. degree from the Massachusetts Institute of Technology and an M.S.E.E.from Northeastern University. His Ph.D. degree is from the University of California, Irvinewith research work in spatially varying digital filters.

Dr. Ferrari’s research is in the areas of signal and image processing, medical imagingsystems, computer graphics and multi-media systems. His most recent research is in thearea of spline computations for computer graphics and data compression, where he hasproduced extremely efficient computational procedures. He recently created the 2-5-2spline, a mathematical basis function suitable for all spline applications that has superiorproperties and computational advantages over conventional B-splines. Dr. Ferrari and hiscolleagues have used the new spline algorithms and concepts in the development of lowpower circuits for high quality computer graphics and data compression in multimediasystems.

Douglas A. Brook, Ph.D.

Dr. Douglas A. Brook is Professor of Public Policy and Director of the Center for DefenseManagement Research at the Naval Postgraduate School. He recently completed a 13-month tour as a Presidential appointee in the Pentagon serving first as Assistant Secretary ofthe Navy (Financial Management & Comptroller) and later as Acting Under Secretary ofDefense (Comptroller)/Chief Financial Officer.

From 2002 until 2005, Dr. Brook was Dean of the NPS Graduate School of Business andPublic Policy.

Before joining NPS, Dr. Brook was Vice President - Government Affairs for the LTVCorporation. Prior to joining LTV, Brook served in two Presidentially-appointed positions. In1992 he was Acting Director of the U. S. Office of Personnel Management (OPM) and from1990 to 1992 Brook was Assistant Secretary of the Army (Financial Management).

Dr. Brook holds a Bachelor of Arts degree in political science and a Master of PublicAdministration degree from the University of Michigan. In 2001 he earned his Ph.D. in PublicPolicy at George Mason University.

Brook served on active duty as a Navy Supply Corps officer and was a member of the NavalReserve for 30 years. He retired with the rank of Captain.
