Additionally, the existing exclusiveright turn lane along I-81 NB off ramp will be lengthened toprovide additional storage capacity. Under an adjoiningfuture Capital project, construction of a WB Route 31 loopramp to I-81 SB to eliminate accident patterns associatedwith left turn crossing maneuvers is scheduled. Widenarea under bridge to provide side by side left turn lanes inlieu of back to back lefts. Future PIN's to address theRoute 31 corridor from Route 11 to Thompson Roadintersections are PIN 303765, 303766, 303768.

Consideration ofplacement of fully protected signal phasing forEB left turn at the NB on ramp. An additionalWB through lane is needed to addressstorage problems associated with vehiclesqueuing back from the existing signal at the I-81 SB ramps.

$10.0M+Bridge replacement project is needed to provideadditional land for westbound Route 49 trafficentering I-81 SB on ramp.

HSI's 340011 & 12 are being finalized having identifiedboth left turn head-on and right angle crash patterns at theNB ramps. Consider including signal phasingmodifications under future contract to address identifiedaccident patterns at NB ramps.

Route 298 EB approach re-aligned & channelizedin 2003 under contract D258905; Service ramp from Route635 NB to Route 298 EB built along with channelization ofRoute 298 WB approach completed in 1993 under contractD254442. Cost of $1.8M to realign Thruway andThompson Road approaches is needed to addresspatterns of rear-end crashes. It is anticipated work to re-align remaining two approaches will be added under afuture Capital Project.

The City of Buffalo plans on altering Tupper Streetfrom one-way to two-way traffic, from Pearl Street to Ellicott Street,beginning in March of 2009. As a result of H.S.I. 503092,recommendations have been made for review of signal timing and all-redclearances, various pavement marking and signing changes. We haveprovided a plan to our Local Projects section (Planning) to work with theCity of Buffalo to accomplish these changes as part of their project.Signal timing changes to be accomplished in house after review byOperations unit. Pavement marking changes that can be completed aspart of the City of Buffalo project should be done as part of the planNYSDOT provided. See 33-5301-1010 to 1010 below.

The Public Hearing Meeting was held inJune 2008. Alternative # 4 was chosen based on its benefit/cost ratioand public input. The most recent study of this location is found inHighway Safety Investigation 503080, dated August 4, 2008.
