The Goals of Step Up To Quality• Improve the quality of early care and education settings in order to support children’s optimal

development and learning.

• Provide parents with an easy to use tool to assist them in selecting quality early care and education programs for their children.

How your Programs can “Step Up” Programs planning to apply for a star rating in Step Up to Quality must have a compliance history free from serious risk non-compliances during the past 12 months. In addition, they have not received a letter of intent to revoke their child care license in the past 48 months.

our Role as approved TrainersSpecialized professional development matters because research

and best practices are always emerging. Therefore, working with children requires us to close the gap between what we know and

what we do in order to support their development and learning.

Ohio’s Quality Rating System for Licensed

Centers Goes Statewide!

Step Up to Quality (SUTQ) is a voluntary child care rating system designed to support and recognize early learning and before and after school programs licensed through Ohio Department of Job and Family Services (ODJFS). Programs that exceed quality benchmarks over and above minimum health and safety standards can earn one, two or three stars. Benchmarks include staff to child ratios, staff education and qualifications, specialized training, administrative practices, and early learning curriculum

Star rated programs are eligible to receive quality achievement award payments.

The Purpose of Specialized or STaR training Specialized: for programs to provide support and assist in the implementation of the Early

Learning benchmarks Targeted: to administrators and lead and assistant teachers Approved: by ODJFS specifically for Step Up To Quality Relevant: for administrators and teachers for the age group(s) and/or their job

responsibilities

The Rating SystemThe rating system includes three levels of quality above Ohio’s health and safety licensing standards. Each step builds on the prior step. The tiers consist of both structural and process benchmark indicators based on research.

Benchmarks• Numbers Matter (Ratios)• Qualified Administrators and Teachers Matter (Staff qualifications) • Specialized Professional Development Matters (Training)• Administrative Supports Matter (Human Resource practices)• Children’s Experiences Matter (Curriculum)

requisites. Once the pre-requisites are completed (Administrator, Infant/Toddler and Preschool lead and assistant teachers), staff can satisfy their annual training requirement

with any other SUTQ approved training.

The journey for excellence begins with an inner quest to discover who we are—our passions, values, talents, personal resources, and even those quirks and annoying habits we might prefer to ignore. The first step toward achieving a better relationship with others is to have a better understanding of ourselves. From the Inside Out is a course that engages participants in self-discovery. Participants will evaluate their journey and determine the gap between their current and ideal work environment.

One of the biggest benefits of ASQ is the social-emotional screening component. A companion to ASQ is the ASQ: Social/Emotional questionnaire. This questionnaire enables you to take an in-depth look at a child’s social-emotional development. ASQ:SE has all of the same benefits as ASQ and arms you with a tool that can help you identify social and emotional problems in children as early as possible.
