DepEd Guidelines for the Provision of Supplementary Materials (SMs)

A. Call for Supplementary Materials

The Department of Education (DepEd) calls for the submission of supplementary materials for the pre-school, elementary, and secondary levels. Supplementary materials are reading and reference materials to be used by students or teachers to deepen love for reading and / or for reinforcement, mastery, or enrichment of learning in different subject areas. These materials must help in the teaching and / or learning of specific concepts, skills, and values in the different learning areas and must be appropriate for pre-school, elementary, or high school students.

The following instructional materials are not considered as supplementary materials for this Call:

Print materials in the form of textbooks, teacher’s manuals, teacher’s study or lesson guides, skill books, workbooks, modules, reviewers, charts, flash / drill cards, posters, graphs, magazines, maps, cartoons, and comic strips

Non-print materials in the form of video tapes, audio-cassette tapes, films, transparencies, multimedia learning packages, audiovisual aids, objects, and specimens (or realia), models and mock-ups (globes, dolls, etc.), dioramas, diagrams, chalkboards, bulletin boards, sand tables, tack / flannel / magnetic / electric boards, aquarium, terrarium, and other science laboratory materials and instruments

B. Requirements for Submission

1. SMs shall be submitted by interested publishers / suppliers for initial screening to the duly authorized DepEd - Central Office staff from the Procurement Service and Instructional Materials Council Secretariat at the IMCS Office, 5th floor, Mabini Building, DepEd Complex, Meralco Avenue, Pasig City starting February 15 until February 19, 2010 from 8:30 a.m. to 5:00 p.m. only.

2. The following are the requirements for submission:

Five (5)* copies of each supplementary material which should be in final or off-the-shelf form

Note: One (1) copy of each submitted SM will be retained at the DepEd-IMCS as DepEd file copy.

Master list of all SMs arranged by subject area submitted by the publisher / supplier for evaluation in printed (Attachment 2) and digital forms

Duly accomplished and notarized Publisher’s / Supplier’s Submission form (Attachment 3) for each submitted SM

Short synopsis (at most five sentences) containing the objective/s and description of the content of each SM.

If SM is foreign-published, a certification / letter to guarantee sole distributorship (include name and address of publisher and distributor)

If SM won a national or international award, a certification / letter from the duly recognized award-giving body attesting bestowal of said award

3. Evaluation Fees. Publishers / suppliers who pass the Level 1 screening will pay an evaluation fee for each title submitted based on the following table:

Note: Supplementary materials are considered as part of a series if these are interdependent and must be procured as a complete set. Volumes that are part of a series but may be used independently from others in the set and can be procured individually are considered as “stand alones.” Evaluation fees for each “stand alone” will be based on the rates for books.

Other print materials (e.g., pamphlet, teacher’s guide, etc.) accompanying the supplementary materials submitted must also be evaluated. Evaluation fees of each accompanying material will also be based on the rates for books.

3.1 Evaluation fees may be paid either in cash or manager’s checks addressed to the DepEd National Treasury LBP Account Number 0012-2222-46. Payments must be made at the DepEd Cash Division, 1st Floor Rizal Building II, DepEd Complex, Meralco Avenue, Pasig City.

3.2 A photocopy of the official receipt must be submitted to DepEd-IMCS within ten (10) days after notification of the results of the Level 1 screening of the materials submitted. (Please bring the original copy of the official receipt for authentication.) Failure to submit this proof of payment will mean exclusion of the SMs in the succeeding content evaluation processes and submissions will be returned to the concerned supplier / publisher.

Note: Evaluation fees will be used to defray expenses for the service fees, transportation, and board and lodging of Levels 1, 2, and 3 evaluators and reviewers to be tapped for this Call.

C. Content Evaluation

1. Attachment 1 contains the flowchart of the DepEd Evaluation System for Supplementary Materials for the information and guidance of publishers / suppliers.

2. A Pass-Fail method will be used in the content evaluation of submitted SMs. This means that only SMs that qualify in Level 1 (preliminary screening) will be included in the Level 2 content evaluation and only SMs that pass (are recommended) in Level 2 will be included in Level 3. Also, SMs that fail (are not recommended) in Level 3 will not be included in the list of recommended SMs for validation and market price analysis.

3. Publishers / suppliers who submitted materials for Level 1 screening will be notifed by DepEd-IMCS of the acceptance or rejection of their materials one week after submission. Materials that will not pass the preliminary screening will be returned immediately. DepEd will not be liable for lost materials that are not picked up within one week after notification.

3.1 In the Level 1 screening, submitted SMs undergo preliminary examination to determine if these comply with DepEd requirements and are qualified to undergo Level 2 content evaluation. Level 1 participants from IMCS and subject area specialists from the Bureaus of Elementary and Secondary Education will use a DepEd Guide in the Level 1 Screening of Supplementary Materials and accomplish the DepEd Level 1 screening form (see Attachment 4).

3.2 Publishers / suppliers of materials with lacking requirements for step 1 of the DepEd screening form will be given one day to comply. Those who fail to complete the requirements shall not be considered for the next step of Level 1 screening.

3.3 Unabridged classic novels / literary works, award-winning story books / literary works, and general references published by an internationally recognized publishing company will only be accepted after Level 1 screening. If these pass, they need not undergo content evaluation but must pay evaluation fee/s and undergo price evaluation.

4. In Level 2 content evaluation, SMs are thoroughly reviewed by teams formed for specific subject areas and composed of curriculum or subject area specialists, school administrators, or master teachers from DepEd. Each team is assigned to review submissions with the same titles.

4.1 Teams will do individual and team evaluation using DepEd’s Evaluation Rating

Sheet to assess suitability of SMs for use in public schools (see Attachment 5-A) and to ensure that the SMs are free of errors. The Level 2 teams will use a rating sheet that includes criteria on the following:

5. Supplementary materials that pass Level 2 evaluation will be reviewed by Level 3 teams using a Summary of Findings on Content form (see Attachment 5-B) to determine accuracy of content, correctness, and appropriateness of language used. Level 3 evaluators are content experts for specific subject areas who come from reputable colleges, universities, and professional associations.

6. To maintain objectivity and fairness in the content evaluation process, Levels 2 and 3 evaluators must use the indicators provided with the evaluation instruments as guide in assigning points. (see Attachment 6 for Level 2 indicators)

Note: SMs submitted in series are deemed disapproved even if only one (1) title in the series fail the content evaluation.

7. IMCS summarizes the content evaluation results, processes the team copies of

SMs and team reports, and prepares the list of recommended SMs to be submitted to an independent committee for validation of evaluation results.

8. Team evaluation rating sheets and team summaries of findings shall be processed

and photocopied by DepEd-IMCS prior to release to concerned publishers / suppliers. Publishers will be given a copy of the recommendations of the evaluators and reviewers at the different levels as feedback.

Note: To maintain the integrity of the evaluation process, only photocopies are released to concerned publishers / suppliers so that names of the evaluators are kept confidential.

D. Price Evaluation

1. A DepEd Price Committee composed of members from the BAC Technical Staff, Procurement Services, Internal Audit, IMCS, and other DepEd units will determine the reasonableness of the price by conducting market price analysis of each approved material by comparing the selling price in book stores, internet, and catalogue or other available sources.

2. Publishers / suppliers with approved materials will be informed in writing and will be required to confirm acceptance of the DepEd price, if procurement is thru direct contracting or negotiation.

E. Confirmation of Acceptance of DepEd Price

1. Publishers / suppliers of materials which passed the DepEd evaluation shall be notified regarding the results of the content and price evaluation at a date to be announced later. Concerned publishers / suppliers are required to confirm in writing their concurrence to the DepEd price within ten (10) working days after receipt of the conforme letter.

2. Materials with confirmed acceptance of the DepEd price shall be included in the list of materials that may be procured for the Library Hubs or for use of schools and / or divisions with available funds.

3. Publishers / suppliers of materials without confirmation of acceptance will be notified and must retrieve their evaluation copies at the IMCS Office within ten (10) working days after notification. Materials not retrieved on said dates will be considered as DepEd property.

DepEd Evaluation System for Supplementary Materials

Interested publishers / suppliers submit 5 printed copies of SMs for initial screening, duly accomplished Publisher’s Submission Form (PSF) and other requirements and pay evaluation fees.

SMs responsive to requirements are processed for Level 2 content evaluation.

SMs not responsive to requirements do not undergo Level 2 content evaluation; SMs will be immediately returned to respective suppliers.

DepEd issues a call for submission of supplementary materials (SMs).

DepEd-CO selects and orients qualified and trained textbook evaluators / reviewers.

Level 1 DepEd-CO conducts initial screening

of submissions to determine compliance with the requirements.

Evaluators perform individual and team content evaluation Level 2 Each team of 2 evaluators performs individual evaluation on SMs for a specific subject and level to

determine appropriateness and suitability of presentation, language, and visuals to target users, society, and culture.

Teams assemble to discuss, compare, and validate findings and prepare Team Evaluation Rating Sheets (TERS) and team copies of SMs with validated marginal notes.

Level 3 Teams of content experts from reputable colleges, universities, and professional associations

examine SMs recommended for approval by Level 2 evaluators for accuracy of content, correctness and appropriateness of language used, and validate findings contained in the TERS and team copies of SMs with marginal notes.

DepEd committee determines reasonableness of the proposed price indicated in the PSF and notifies suppliers; requires suppliers with approved SMs to confirm acceptance of the DepEd price, if thru direct contracting.

SMs with publisher’s acceptance are included in the list of approved SMs that may be procured by DepEd.

DepEd-IMCS summarizes content evaluation results and submits the same to an independent committee for validation of evaluation results.

of Supplementary Materials for Evaluation

This form must be accomplished for each supplementary material submitted to DepEd. You are advised

to accomplish this form first to provide information regarding the submission. A complete submission consists

of five (5) off-the-shelf copies of the supplementary material.

Publisher’s / Supplier’s Declaration 1. We have obtained all necessary permissions and clearances from the rightful owner / copyright

holder of the SM and have paid or will pay fees or charges therefore prior to DepEd’s procurement of these materials.

2. We acknowledge that as publisher / supplier, we have the prime responsibility to ensure that the submitted SMs are error-free and will be held accountable for making needed revisions if so required.

Important: These indicators will serve as the evaluator’s guide in assigning points for specific criterion items under each Factor of the rating sheet. For ratings of 3 and below, indicate specific pages with findings applicable to the criterion item and briefly explain inadequacies noted in the space provided in the rating sheet.
