July 2009 Dear Competitors, Trainers, Supporters, In this package you will find the Competition Program and Competition Rules for the Paris Cup Open 2009. Please read the complete contents before entering a competition. You will notice many new items - not only have the general rules and conditions been updated, but there is also a major change in the competition rules: in the Technical and Fashion on Long Hair combination tests, senior competitors will from now on be able to perform on live models or mannequin heads. The scoring will be separate, and each section will receive their own awards. Also, it will from now on be possible to use hair extensions in all competitions. It is also clearly specified that while the age limit for junior competitors is 25, there is no age indication for senior competitors, meaning that competitors of any age can compete in the seniors, even if they are under 25. We wish you an exciting competition, and may the best become the OMC Paris Cup Open 2009 Champion! Good luck!

GENERAL REGULATIONS All International, Zone and World Cups are directed by the OMC World. 1. REGISTRATION CONDITIONS

Only countries that are members of the OMC and have paid their current membership dues may take part in the Ladies' and/or Gent's Section of the OMC World Cup, Europe Cup and International Open Championships. Registration is open to an unlimited number of competitors, on first come first served basis. Registration deadline is six (6) weeks for the World Cup, three (3) weeks for the European Cup, and two (2) weeks for international Championships. Countries may enrol only one team per category of combined tests. This counts as well for the seniors technical and fashion combination tests, in which the countries may enrol one team either in the live model section or in the mannequin head section. All competitors can enter all competitions on an individual basis.

Direct registrations and payments by individual competitors are not accepted and will be returned. All team and individual registrations and payments must be made through and by the OMC National Member Organizations.

2. COMPETITION CATEGORIES

a. Seniors Ladies & Gent's Fashion, Full Fashion & Technical Categories b. Juniors Ladies & Gents Fashion & Technical Categories c. Esthetics & Nails Categories

3. PARTICIPATION CONDITIONS a. Nationalities

Team Tests - Competition Participation Teams are composed of three (3) competitors. The countries may register up to four (4) competitors. The scores of the best three (3) will count for the general classification of the team. Team competition tests are always combination tests. Competitors enrolled in those tests must have the nationality of the country they represent, and must be regular residents of that country. Only one competitor may have a different nationality, but must be a resident of the country he/she represents. The team competition tests are also open to individual competitors, space permitting. Individual Tests Open to national and non-national competitors, as long as they hold a residence in the country they represent. All other OMC official/associated country organizations' individual competitors may enter the combination tests or the individual tests on individual basis, according to available space. They can only win individual medals. Regardless of their placements, their scores do not count for the final official country team.

Trainers / Preparation Area Only the national organizations' official trainers are allowed to access the competitor preparation area the day of the competition. Jurors All jurors, in order to judge, must hold a Juror Certification. The jurors who are selected are not allowed to enter the competitor preparation area the day of the competition. Jurors who do not observe this rule will be disqualified from judging for that day. Model Groups For reasons of fairness and objectivity towards all member countries, model groups known for representing one country can not represent another country. Models who are part of a known model group can switch to another country only if they go individually. Countries using more than one (1) model from another country's model group will be penalized as follows: the competitor using one such model and whose mirror number is closest to mirror number 1 will not be penalized. All other competitors of that same country who use models of that same model group will receive 15 penalty points. This applies to every different test of the championship.

Competitor & Model Release The competitors and models must sign a release and send it to the OMC office together with the registration forms. The countries are responsible for competitors sending in the Competitor and Model Release. OMC and the host country shall not be liable for any damage resulting from non-submitting of the Competitor and Model Release.

4. REGISTRATION FEES a. World Cup and Europe Cup

All registration fees for all competitions are fixed by OMC. The World Cup and Europe Cup registration fees will be paid to the OMC head office in Paris. The World Cup and Europe Cup registration fees together with a copy of the competitors' registration forms and the Competitors/Models Release (seniors and juniors competing in the event) have to be sent to the OMC head office, 36, Rue du Sentier, 75082 Paris (France). Only certified bank checks or bank transfers will be accepted, no personal checks. Registration payments of any kind will not be accepted on site at the World or Europe Cup.

b. International and Zone Championships Registration fees will be sent to the address indicated on the registration form.

c. Competitors who register after the official deadline have to pay an additional 25%. 5. REGISTRATION FILES

The registration files must include the name and address of all competitors registered, together with all documents. OMC checks all registrations. If registrations are correct, the National Organization will be advised that their competitors are officially enrolled. OMC will send a copy of the registered competitors to the organizing nation. The OMC member country organizations are directly and fully responsible for all competitors they enroll. The OMC cannot be made responsible for any infractions to the present regulations perpetrated by its member countries. In case an OMC member country organization is found to have acted against these rules, either during or after the event, its champion title will be withdrawn, the competitor(s) concerned will be disqualified, it will have to give back to the OMC all awards that were given to the competitor(s) concerned, and a sanction will be attributed to the country.

6. TIME-SCHEDULE

All participants will receive a time-schedule. They must be present 30 minutes before the competition starts (one hour in World Cups). Competitors who start their competition work too late are given no extra time.

7. CANCELING OR RESCHEDULING OF COMPETITIONS

OMC and the host country reserve the right to cancel or reschedule any competition deemed necessary in their sole and exclusive discretion. OMC or the host country reserves the right to cancel any competition test if the number of competitors is less than 5 for international competitions (host country) and less than 10 for the World Cup (OMC). The member countries that have registered competitors will be informed of the decision after the official registration deadline, and the registration fees of the cancelled tests will be refunded.

8. JURY DECISIONS

The decisions of the Jury are final. 9. CLAIMS Competitors of OMC member countries have 30 days after the event to make claims.

OMC INTERNATIONAL COMPETITION AWARD SYSTEM

Seniors & Juniors Technical, Fashion, Full Fashion, Aesthetics, Nails Categories

2. OMC World Cup - rule starting in 2012

can be won only once by the same competitor of the same country To give a fair chance to all competitors, it is essential that competitors who have won an OMC World Cup in the Fashion or Technical Category previously are not selected again to represent their country in the same category, but they can enter other categories they haven't won before. This will give an opportunity to other competitors to be selected into their national teams.

3. OMC International Open Championships

OMC Platinum Award for perpetual winners To motivate the competitors, every year a different person will win the OMC International Cup Open, meaning that there will be a new Champion every year in all OMC combination category tests. A competitor can enter any OMC International Cup Open combination categories and win the gold. If he has won the gold before in this same category, he will not receive the gold again, but the OMC Platinum Award of the competition concerned. Example - OMC Rose d'Or 2009 If a competitor has won the Gold at the Rose d'Or in 2008 and obtains the highest points at the Rose d'Or 2009 again, he will receive the OMC Rose d'Or Platinum Award. The competitor who comes second will receive the Gold Medal at the Rose d'Or 2009. The other competitors' placements will automatically move up by one position. The competitor who has won the OMC Platinum Award can win the gold in other combination tests if he has never won before, in the same or any other OMC International Championship.

4. Awards to Trainers - only in World Championships

The official trainers of the senior and juniors top 3 teams of the Ladies' and the Gent's combination Categories will receive a medal with the inscription: Trainer of the 1st Team (or 2nd team, or 3rd team). The 4th and 5th places will receive a diploma. The results list will not be given out after the Awards Ceremony. It can be consulted on www.omchairworld.com the day after the event. Competitors winning National Championship tests will receive different diplomas with the OMC logo. The winners of the preceding World or Europe Cup must hand the Seniors/Juniors Cups to the host country no later than 2 days before the Championship.

JUDGING CRITERIA

OMC INTERNATIONAL COMPETITIONS AND WORLD CUPS

In order to find the most knowledgeable, objective and fair juror to judge in OMC International Competitions and World Cups, the points below must be observed. All OMC member country jurors who have passed the juror examination are considered supranational jurors when judging in OMC international competitions. They will be divided into groups and may be asked to judge in other tests than those where their national competitors are competing. 1. All country jurors must hold an OMC Juror Certification, which can be obtained by

passing the compulsory Juror Examination at an OMC World or Zone Jury Seminar. 2. The points of a new juror will not be counted in the first international competition he

judges, but only from the second on. 3. The OMC Team World Cup jury groups will be formed by the best Ladies' and Gent's

jurors of all OMC Zones who passed the World or Zone Jury Seminar Examination. 4. The jurors of each section will be divided into groups. The final decision if they will be

judging or not, and on which test they will be judging if they do, will be made by the OMC Global Competition Commission, and will be posted in the Jury room the day of the competition.

5. Being that OMC competitions are run simultaneously and that it is impossible for a

juror to judge all competitions, a member country has the choice to send up to 3 jurors per Section to judge in international championships, at the jurors' expense.

6. Jurors who are found to give competitors' mirror numbers to other jurors or writing

notes on the score-cards which do not concern their judging, will be disqualified. 7. All official jurors must attend the Jury Briefing the day before a World Championship.

WISE MEN

The Committee of Wise Men is composed of OMC Directors of Competition. Their task is to observe the competitors and penalize infractions according to the penalty point chart. The Wise Men must constantly walk around the competition floor and not stop or stand too near to a competitor, giving him/her the feeling that they want to put pressure on him/her by their presence. If this is the case, the Wise Men concerned will be removed from their assignment by OMC higher authority. 1. Wise Men who take photos during their work on the competition floor will be removed from

their assignment. 2. Before the competition starts, the Wise Men independently check the models on the floor and

check if the competitors have respected the competition rules. 3. At finish of each test, the Wise Men will check for off subject styles. If an infraction is found,

the competitor will be penalized. 4. During the competition, the Wise Men will observe the competitors. If they see a competitor

commit an infraction, they report the competitor's mirror number and the infraction to the General Commissioner, who together with the Wise Men group will make a decision concerning the penalty.

5. All decisions made by the Committee of Wise Men are based on majority and will be signed by

all Wise Men personally. 6. The General Commissioner forwards the official list to the computer staff in a sealed envelope.

When the jury lists are first processed into the computer, the Wise Men's envelope is opened and penalty points are entered into the computer as well.

7. The penalty points and their motives will appear on the results list.
